Interaction in investment project implementation p. 72 For the investor the minimization of project costs is complicated by the large number of unknown and variable parts, therefore, requires the use of methods of multi-step approximation to the optimal solution. The choice of an experienced and professional design engineer will determine the future destiny of the project. A common mistake of investors is that they often focus only the deadlines and the cost of equipment, but overlooked significant moments of the initial period of operation. The initial phase involves the categorization of all stages of project implementation on the constituent elements with the definition of responsible and contractors from the side of the Customer-Builder service, and timely involvement at this stage general design organization, in addition to the equipment supplier company. In Russia there is often undue involvement of the general designer. It extends the time of the project implementation; the price increases; decreases performance of the technological line; deteriorating equipment maintainability; decreases possibilities of further expansion and modernization. The general designer is responsible not only for the completeness of the equipment and terms of works, but takes into account local climatic conditions, etc. Note that all built cement technological lines in recent years in Russia suffer difficulties when changing to another raw material in the off-season and winter operation. Optimum design solutions in some cases can be selected on the basis of variant analysis. Here are a number of
key stages of the investment project implementation: 1) development of the PP-documentation (pre-design proposals) or IJ (investment justification) to conduct public hearings and approval of major decisions of the project with the local authorities and supervision; 2) contracts conclusions on the equipment delivery; 3) after obtaining the necessary approvals and technical conditions, the designer develops a project documentation stage for passing the State Examination; 4) on the basis of the positive conclusion of the State Examination the customer receives the permission for construction in the local governance and oversight; 5) general designer develops the agreed terms of the working documentation stage, under objects which will be constructed; 6) designer supervision 7) authorization for object input in operation. Assessment of manufacture capacities of reinforced concrete in Belarus p. 60 By this indicator, Belarus occupies an intermediate position, far ahead of their Eastern partners, which indicates a relatively high level of industrialization of construction sphere in the Republic. Recently in Belarus non-residential construction developes rapidly. The whole period from 2007 to 2013 the average annual pace of its growth was at the level of 40 %. Reinforced concrete products and ferroconcrete constructions in Belarus are produced by more than 100 enterprises and companies of different forms of ownership and different departments, including integrated house-building factories and factories of large panel construction, with about 80 % of total output accounted by two dozen leading plants. Up to the present time up to 80 % of reinforced concrete remains on the domestic market. At the enterprises of the industry of building materials continue to pay close attention to enlargement and optimization of the range of manufactured products, increase of consumer qualities.
