Women+ is the term used to refer to individuals who identify as women, inclusive of those who are trans, gender fluid, non-binary, or prefer to self-describe.

PreWomen+ experience more fear than men when walking alone in public space, especially at night.

Although this is just a perception, it is a phenomenon that leads to great discomfort and multiple limitations in the use of the city.

For this reason, it is crucial today to put the right to the city at the centre, and to rethink urban spaces with a gender perspective, so that everyone can feel free to live and walk through them at any time of day or night.

Le donne+ hanno più paura degli uomini quando camminano da sole nello spazio pubblico, soprattutto di notte. Sebbene si tratti appunto di una percezione, questo è un fenomeno che comporta un forte disagio e molteplici limitazioni nell’uso della città. Per questa ragione, è fondamentale mettere oggi al centro del dibattito il diritto alla città e ripensare gli spazi urbani con una prospettiva di genere, affinché tutte e tutti possano sentirsi liberi di viverli e attraversarli a ogni ora del giorno e della notte.

What we set out to do

Obiettivi di partenza

The STEP UP project tackles the issue of spatial equity with a focus on walkability studied from a gender-based perspective.

Women+ experience the city differently to men and the project addresses this issue through the use of data-driven techniques.

The research aims to understand what influences women+’s perceived level of safety while walking at night in the city of Milan using multiple data sources and mixed analysis methods. The ultimate goal is to gain insights into the relationship between the spatial structure of the city of Milan and women+’s perceived safety through advanced GIS mapping techniques and diverse qualitative analysis methods.

Results of this research are intended to guide local policy and urban planning using an evidence-based approach.

Il progetto STEP UP affronta la camminabilità in ottica di genere, in quanto tematica di equità spaziale. Le donne+ vivono la città diversamente dagli uomini ed il progetto affronta questo tema attraverso l’analisi di molteplici fonti di dati, con il fine ultimo di comprendere ciò che influenza il livello di sicurezza percepito dalle donne+ mentre camminano di notte nella città di Milano.

L’obiettivo finale è quello di comprendere la relazione tra la struttura spaziale della città e la sicurezza percepita dalle donne+, attraverso tecniche avanzate di mappatura GIS e diversi metodi di analisi qualitativa. I risultati della ricerca sono mirati a indirizzare le politiche locali e la pianificazione urbana tramite un approccio scientifico.

Walkability is a complex phenomenon influenced by multiple criteria. In this research, we focus particularly on the element of ‘safety’ in relation to the risk of aggression in public space.

La camminabilità è un fenomeno complesso, influenzato da molteplici fattori. In questa ricerca ci concentriamo in particolare sull’elemento della ‘sicurezza’ in relazione al rischio di aggressione nello spazio pubblico.

Methodology

Metodologia STEP UP is conceptualized on the basis of a mixed methodology that highlights the importance of quantitative and qualitative forms of data, crucial to understanding complex concepts such as ‘perception of safety’.

The project is designed as a multi-tiered process as outlined below. The STEP UP team is lucky to have at its disposal a valuable resource that allowed it to study the spatiality of fear using localized data from Wher, a safety reporting app designed for women+. This enabled the study of women+’s perceptions of safety against the urban characteristics of the rated areas.

STEP UP utilizza una metodologia di ricerca composita, che include dati quantitativi e qualitativi al fine di comprendere al meglio concetti complessi come la «percezione di sicurezza».

In questo contesto, STEP UP è stato concepito come un processo a più livelli, come illustrato nella seguente tabella. Il team di STEP UP ha analizzato la dimensione spaziale della paura attraverso i dati geolocalizzati di Wher, un’app per la segnalazione della sicurezza pensata per le donne+. Ciò ha permesso di studiare le percezioni di sicurezza delle donne+ in relazione alle caratteristiche spaziali della città.

Between the survey questions and the user comments from the Wher app data, we have a wealth of qualitative information about what makes women+ feel safe or unsafe while walking in the city. Here we start to see more detailed information about how women+ feel about each individual safety factor under study, as well as additional factors that popped up in open-ended text responses.

Through sentimental analysis, some key insights can be drawn about the diversity of safety perception across different people and different places.

Attraverso il questionario ed i commenti testuali dell’app Wher è stata raccolta una grande quantità di informazioni qualitative su ciò che fa sentire le donne+ sicure o meno quando camminano in città.

Qui è possibile vedere alcune informazioni più dettagliate su come le donne+ si sentono in merito ad ogni singolo fattore di sicurezza, oltre a fattori aggiuntivi emersi dalle risposte aperte. Tramite tecniche di Sentiment Analysis è stato possibile trarre alcune indicazioni fondamentali sulla diversità della percezione di sicurezza tra persone e luoghi diversi.

The focus groups enriched the research in a qualitative way, making it a collective and personal narrative: they allowed for the creation of a free space in which to listen to the direct testimonies of female citizens of various ages and backgrounds.

The focus groups delved into the neighbourhoods - which emerged from the overlapping of data from the Wher app and the open answers to the survey - that were perceived more negatively (Central Station and Loreto) or, on the contrary, were perceived more positively (Sarpi).

Da dove vengono i dati Wher?

One of the fundamental sources of data guiding the spatial analysis is data gathered from Wher, a safety reporting app designed for women+ and owned by the STEP UP partner, Walk21 foundation.

Over the course of several years, a total of nearly 70,000 ratings were posted, covering over two thirds of roads across the city of Milan. The app allows users to rate their perceptions of safety on a 3-point scale from low (Avoid) to high (Go easy). Each vote is georeferenced on the map and some are supplemented with a comment for elaboration.

Despite the volume of data available, the data distribution presents some limitations, particularly in relation to user age and rating distribution over time.

Una delle principali fonti di dati che ha guidato l’analisi spaziale è costituita dai dati raccolti da Wher, un’app di segnalazioni geolocalizzate sulla percezione di sicurezza progettata per le donne+ e di proprietà di Walk21 Foundation.

Nel corso di alcuni anni sono state pubblicate quasi 70.000 valutazioni, che coprono oltre due terzi della città di Milano. L’app consente alle utenti di esprimere la propria percezione di sicurezza su una scala da 1 (zona da evitare) a 3 (zona tranquilla). Ogni valutazione è georeferenziata e, in alcuni casi, è associato anche un commento. Nonostante la mole di informazioni disponibili, la distribuzione del dato presenta alcuni limiti, in particolare in relazione all’età delle utenti e alla distribuzione dei voti nel tempo.

A statistical analysis was carried out to determine the elements that are most relevant for making women+ feel safe in public space at night, namely: level of public lighting, surface transport frequency and presence of active businesses at night. The map on the right highlights areas of the city that have the potential to feel safer by enhancing one or more of these three elements, covering a total of 62% of the city’s street network.

L’analisi statistica del dato ha determinato gli elementi più influenti sulla percezione di sicurezza delle donne+ nello spazio pubblico di notte: il livello di illuminazione pubblica, la frequenza dei trasporti pubblici di superficie e la presenza di attività commerciali attive di notte. Way forward I prossimi passi

Much of what influences our perception of safety is beyond our control, but - and as the research contained in these pages shows - much of it is. As urban planners and city practitioners, we have a real opportunity here. An opportunity to balance the scales and level the ‘walking’ field between genders, capitalizing on an exponentially growing body of planning tools and instruments.

We have a duty to rethink -firstly- the way we think, and by extension, the way we study, plan and design our cities, in such a way that ensures that no steps are taken in fear, night or day, by the multitudes of people who traverse them.

Molti degli elementi che influenzano la percezione di sicurezza nelle città sono al di fuori del nostro controllo, altri invece sono governabili ed è questo che emerge maggiormente dai risultati di questa ricerca. In veste di urbanisti e pianificatori abbiamo una opportunità reale: bilanciare il livello di camminabilità tra i generi attraverso una serie di strumenti innovativi per la pianificazione.

Abbiamo il dovere di ripensare il modo in cui studiamo, pianifichiamo e progettiamo le nostre città, in modo che nessun passo venga compiuto con timore, di notte o di giorno, dalle moltitudini di persone che le attraversano.
