Het einde van alweer een bewogen jaar is nabij, ééntje vol uitdagingen die ons ook in 2015 niet onberoerd zullen laten. Het lijstje is u vast niet onbekend en is ook in voorgaande edities uitvoerig aan bod gekomen. Dit laatste editoriaal van het jaar is dan ook een uitstekend moment om terug te blikken op het laatste kwartaal. Zo is het probleem van een gedegen en versterkte diamantfinanciering vandaag nog steeds een onopgelost vraagstuk. Onze vakorganisaties en federaties gingen het afgelopen jaar actief op zoek naar een oplossing voor de steeds slinkende beschikbaarheid van financiering van onze diamantnijverheid en -handel, onder meer in het dossier rond de Antwerp Diamond Bank. Maar ook andere pistes worden bewandeld. Tijdens de recente Prinselijke Missie naar Singapore, niet alleen een belangrijke en groeiende afzetmarkt voor diamant maar ook een belangrijke financiële hub, organiseerde het AWDC een seminarie rond diamantfinanciering. Het event bracht de hoofdrolspelers uit de bankenwereld samen en introduceerde hen in de principes van diamantfinanciering. Daarmee zijn de eerste voorzichtige stappen gezet om via nieuwe invalshoeken een werkbare toekomst door adequate financiering voor onze industrie te garanderen. Verderop in deze editie kan u in dat verband de toespraak van AWDC Voorzitter Stephane Fischler tijdens dat seminarie nalezen. Daarbij aansluitend staat een stabiele stroom van meer en betaalbaar ruw nog steeds hoog op het verlanglijstje van menig Antwerps diamantair. Mede dankzij de nodige ‘kritische massa’ die in Antwerpen nog steeds goed vertegenwoordigd is en initiatieven zoals de Antwerp Diamond Tender Facility, die nog steeds op volle toeren draait, blijft onze stad duidelijk de draaischijf van de wereldwijde ruwhandel. Maar om die positie te blijven handhaven moeten we onszelf blijven heruitvinden. Begin november schreef de Antwerpsche Diamantkring, de belangrijkste beurs voor ruwhandel wereldwijd, alvast geschiedenis met de organisatie van een uniek handelsevenement voor ruwe diamant. De “Rough Diamond Day” opende
voor het eerst de deuren voor beursleden en hun klanten, alles samen een veertigtal diamantbedrijven die een slordige 100.000 karaat ruwe diamant verhandelden. Kort gezegd, dit eerste event was een succes en smaakt naar meer. Tegelijk blijft de noodzaak om de competitiviteit van de Antwerpse diamantsector te verhogen prangend. We moeten blijven kapitaliseren op onze troeven, ons vakmanschap, onze traditie, op het keurmerk dat Antwerpen nog steeds wereldbefaamd maakt. Nieuwe impulsen en initiatieven, bijvoorbeeld het actief promoten en vergroten van netwerken en het creëren van de juiste condities voor innovatie, zullen ook volgend jaar onze grootste prioriteit zijn. In dat opzicht is het een mooie zaak dat twee protagonisten van onze Antwerpse diamantsector eind november in opdracht van Z.M. Koning Filip gelauwerd werden voor hun vaardigheden en professionele inzet: Myriam Dillen, algemeen sectorverantwoordelijke Diamant ACV-Transcom en Stephane Fischler, Voorzitter van AWDC, ontvingen de titel van Eredeken van de Arbeid, een onderscheiding die meteen ook een opdracht inhoudt. Als ambassadeurs van onze sector wordt van hen verwacht dat ze de komende vijf jaar de tradities en het moreel en sociaal aanzien van hun beroep vertegenwoordigen en promoten. Een taak die bij wijze van spreken in hun DNA zit en waar ze zich, neem het van mij aan, overigens al jaren bijzonder succesvol van kwijten. Maar ook buiten onze landsgrenzen wordt hard gewerkt om de troeven en het imago van de Antwerpse diamantsector tot in de verste uithoeken uit te dragen. Onder leiding van Hare Koninklijke Hoogheid Prinses Astrid van België nam de Antwerpse diamantsector afgelopen maand deel aan de Belgische Economische Missie naar Maleisië en Singapore. Beide landen bevinden zich op een kantelmoment en mogen gerust groeimarkten met potentieel genoemd worden. Vandaag zijn goud en platina nog onbetwiste nummer één, maar steeds meer consumenten in Maleisië en Singapore ontdekken diamant. De cijfers tonen duidelijk aan dat de vraag naar geslepen diamant een stijgende lijn vertoont en niet alleen op vlak van consumptie van diamantjuwelen. Er is ook een duidelijke trend merkbaar waarbij diamant als investeringsproduct sterk aan populariteit wint. Het groeipotentieel voor deze markt is dus groot, en precies daarom koos het AWDC om in het kader van deze Prinselijke Missie een B2B-event, Gala event en seminarie te organiseren, een beproefde formule om de Antwerpse diamantsector in de schijnwerpers te plaatsen en de Antwerpse diamantairs rechtstreeks in contact te brengen met de lokale markt.

Per slot van rekening blijft de eindconsument een cruciale schakel in ons verhaal. Het moge duidelijk zijn dat alles staat of valt met het vertrouwen dat de consument heeft in ons product. Wanneer de integriteit van één schakel aangetast wordt, of dat nu aan het begin van de pijplijn is of op het moment dat een geslepen steen van een grading voorzien wordt, dan zijn de gevolgen mogelijk desastreus voor de hele keten. Het is een gedeelde verantwoordelijkheid die we allemaal dragen en die blijvend onze inspanningen vereist. Precies daarom is het bijvoorbeeld belangrijk dat Antwerpen op de eerste rij zit op die momenten wanneer over de toekomst van onze industrie wordt gedebatteerd, gesproken en beslist, zoals bijvoorbeeld op de jaarlijkse vergadering van de World Diamond Council dat in Antwerpen plaatsvond eind oktober en de Plenaire Vergadering van het Kimberley Process in Guangzhou, China enkele weken geleden. Zoals beursgoeroe Warren Buffett al zei; het duurt twintig jaar om een uitstekende reputatie op te bouwen, en slechts vijf minuten om die reputatie te verknoeien”. Tot slot moeten we in 2015 ook maximaal blijven inzetten op werkgelegenheid en op onze lokale nijverheid. Een sector die bruist van de activiteit is een sector die leeft, waar ruimte is voor groei en innovatie. In een jaar dat in het teken stond van de Eerste Wereldoorlog is het in dat verband frappant om vast te stellen dat het lijkt alsof de sociale partners zich hebben ingegraven, elk in hun eigen loopgraven, lijnrecht tegenover elkaar in een stellingenoorlog waar het einde nog niet van in zicht lijkt. Wie al eens een krant leest of het nieuws bekijkt weet dat we in een prachtig land wonen, maar om die welvaart betaalbaar te houden zijn maatregelen onvermijdelijk. Een uitputtingsslag tussen sociale partners lijkt dan alvast niet de juiste strategie net zo min als een afwachtende houding; die resulteert alleen maar in eenzijdige, door de regering opgelegde maatregelen. Hoog tijd dus om samen rond tafel te gaan zitten en in overleg met elkaar naar oplossingen te zoeken. En er is geen beter moment dan nu. Kerstmis is per slot van rekening het feest van de vrede en zelfs de strijdende soldaten in de Vlaamse velden lieten in deze tijd van het jaar hun geweren en kanonnen zwijgen. Het zou goed zijn voor dit land mochten we dit jaar ook een sociale vrede kunnen vieren. Rest mij nog iedereen een gelukkig, gezond en bovenal voorspoedig 2015 te wensen ! Editorial At the turn of another turbulent year, a new year lies ahead, and so do the challenges that troubled us in 2014. The topics are well known and have headlined previous editorials more than once. This last contribution of the year is therefore an excellent moment to look back on the past few months. A much discussed issue that remains unsolved to date is the need for a solid and even reinforced diamond financing. Representative organizations and federations within our industry actively searched for a solution of the ever-diminishing availability of funding for diamond manufacturing and trade, for example in in regards to the Antwerp Diamond Bank. But the problem – and thus also solving the issue– goes beyond this one particular case. That is why during the recent Belgian Princely Mission to Singapore, not only an important retail market for diamond but also an important financial hub, the AWDC organized a dedicated diamond financing seminar. The event gathered key financial institutions and was set up to introduce them to the principles of diamond financing. Through the event, the first cautious steps were taken to ensure the future of our industry by providing stable and adequate diamond financing through an alternative approach. In that context, you can read the full address of AWDC President Stephane Fischler on the seminar further in this edition. Following on, a stable stream of more and affordable rough still is high on the wish list of our Antwerp diamond dealers. Thanks to the necessary critical mass of rough producers and tender houses, alongside the successful Antwerp Diamond Facility, our city remains the number one hub for the global rough diamond trade. In order to maintain that position we will need to rethink ourselves continually. In that respect, early November, the Antwerp Diamond Kring, the world’s most important rough bourse, set up a brand new and unique trade event for rough traders. The “Rough Diamond Day” for the very first time opened the Bourse’s doors for Bourse members and their clients who together traded no less than 100,000 carats of rough diamonds. The event was, in short, highly successful and may be repeated in the future. At the same time, the urgency to significantly increase the competitiveness of the Antwerp diamond sector remains high. We must continue to invest in our assets, in our craftsmanship, in the hallmark “Cut in Antwerp” for which our city is renowned throughout the world. New impulses and initiatives, for example by actively promoting and expanding our networks and creating the perfect conditions for growth and innovation are high priorities. In that respect we can take pride in the fact that two key players of the Antwerp industry were honored on commission of H.M. King Philip of Belgium, recognizing their knowledge, talent and commitment in their respective field of work. Myriam Dillen, general manager of Diamond ACV-Transcom and Stephane Fischler, President of the AWDC, both received the Honorary Medal of Labor, a decoration that implies they are to represent the traditions, morals and social standing of their profession over the next five years. Take it from someone who knows, it is a task they have been fulfilling successfully for many years already. But our efforts aren’t limited to our own region. Antwerp has also been working hard to promote the strengths and image of
the Antwerp Diamond sector abroad. Antwerp Mayor Bart De Wever together with Antwerp industry stakeholders celebrated the 30th anniversary of the cities’ sisterhood with a networking event in Shanghai, including a spectacular fashion show, fully accessorized with diamonds, further strengthening the existing ties between the two diamond hubs. Led by HRM Princess Astrid of Belgium, the sector also participated in the Belgian Economic Missions to Malaysia and Singapore in November. Both countries are at a turning point, representing growing markets that hold a lot of potential for our industry. While gold and platinum are still in the leading positions, it is clear diamonds are gaining the interest of local consumers. Numbers indicate that demand for polished goods has risen significantly in the past year. At the same time it is also clear that diamonds are becoming increasingly popular as a means of investment. Growth potential for both countries is therefore very relevant, and in that context AWDC set up a dedicated B2B event, a Gala evening and a seminar, a tried and tested formula to bring the Antwerp diamond professionals in touch with local players directly. After all, the consumer remains a crucial element in our story. It is clear that all depends on the confidence consumers have in our product. When the integrity of one link is affected, whether it is at the very beginning of the pipeline or at the moment a polished stone is graded, the effects can be disastrous for the entire chain. It is a responsibility we all bear and which demands our continued efforts. That is precisely why it is vital that Antwerp is on the front rows on those occasions when the future of our industry is being discussed and decided, for example on the World Diamond Council’s Annual Meeting, held in Antwerp at the end of October, or during the Kimberley Process Plenary Meeting in Guanghzou, China just a few weeks ago. As legendary investor Warren Buffett once put it; “It takes twenty years to build a solid reputation and just five minutes to destroy it”. Finally, in 2015, we will need to keep investing in employment and in our local diamond manufacturing industry. A vibrant industry, bustling with activity is an industry that enables growth and innovation. In that respect, in a year that is dedicated to the remembrance of the Great War it is remarkable that our social partners seem to have dug in deep, each in their own trenches opposite each other, seemingly aiming at long trench warfare. Anyone who reads the newspapers or occasionally watches the news will agree with me that we do not live in the worst of places, but maintaining this prosperous position will inevitably require taking certain measures. Choosing a strategy of attrition or a wait-and-see attitude hardly seems like a smart move; it will only lead to measures that are unilaterally imposed by government. It is therefore high time to get everybody around the table and find solutions, together. And to be honest, there is no time like the present. After all, Christmas is a celebration of peace and even the soldiers in Flanders Fields silenced their rifles and guns during this time of year. It would be good for our country if this year, we could celebrate the end of this proverbial “social war” as well. To conclude, I wish all of you a happy, healthy and above all prosperous 2015! LAUREATEN VAN DE ARBEID “DIAMANT” Op zondag 30 november ll. had de plechtige uitreiking plaats van de Eretekens voor de Laureaten van de Arbeid voor de diamantsector. Omwille van hun vaardigheden en professionele inzet kregen 75 laureaten deze officiële ereonderscheiding toegekend door Z.M. Koning Filip. De kandidaten werden geselecteerd door de leden van het Organisatiecomité, hetwelk samengesteld uit afgevaardigden van het Koninklijk Instituut der Eliten van de Arbeid, de werkgevers- en werknemersorganisaties en de diamantorganisaties. Iedereen uit de diamantsector kon zich kandidaat stellen. SBD wenst alle gelauwerden proficiat en hoopt dat zij de waarden van hun diamantberoep hoog in het vaandel blijven dragen.

Myriam is sociaal geëngageerd en zoekt steeds het compromis. Ze

is professioneel, standvastig en consequent met steeds het belang van de diamantnijverheid, en in het bijzonder zijn werknemers voor ogen en dit op nationaal en internationaal gebied. Stephane Fischler is, als derde generatie in het familiebedrijf Fischler Diamonds, een alom, zowel nationaal als internationaal gerespecteerd diamantair die bekend staat voor zijn enorme toewijding en inzet voor het Antwerpse vakmanschap “Cut in Antwerp”, en voor de Antwerpse diamantgemeenschap. Naast
De heren Edward Denckens en Walter Huysmans beëindigen hun mandaat als eredeken en werden door Z.M. de Koning benoemd tot Eemeritus-Eredeken van de Arbeid. Onder het 20-jarige voorzitterschap van Edward Denckens van SBD, is er – uniek voor België – de initiatie en realisatie van een alternatieve financiering voor sociale zekerheid in de diamantsector; de invoering van een sociaal plan waardoor de tewerkstelling bevorderd wordt. Hij is tevens de grondlegger van tal van baanbrekende CAO’s in de diamantnijverheid. Door deze betrokkenheid werd hij onderscheiden met het Ereteken van Commandeur in de Orde van Leopold II. Walter Huysmans begon zijn loopbaan op 1 september 1970 als controleur op de Rijksverlofkas voor de Diamantnijverheid vzw. Op 1 maart 1980 werd Walter tot diensthoofd benoemd. Op 1 april 1987 werd hij aangesteld als directeur. Tegelijkertijd nam hij de functie waar van directeur van het Fonds voor de diamantnijverheid en secretaris van het Intern compensatiefonds voor de Diamantsector en dit tot aan zijn pensioen op 1 juli 2014. First rough diamond trade event in Antwerp For the very first time in the history of the diamond industry the Antwerpsche Diamantkring held the “Rough Diamond Day” on November 6, 2014. The one day event took place in the Hall of the Kring. The organizers explained that the idea came when they realized that a specific venue was needed in order to bring together the people who embody the rough business, a business which accounts for the strongest arm of Antwerp. Furthermore, while planning the event, they became aware that it would be a history premiere. Freddy Inzlicht, the President of the Antwerpsche Diamantkring said: ‘We are working to promote the diamond business in Antwerp and reinvigorate the industry in these challenging times. We are all aware that, as long the epicentre of Rough Diamonds is here in Antwerp, Antwerp will remain the hub and the beating heart of the diamond world. Together and only together with our colleagues shall we be able to build a better and stronger future for the benefit of all in the Antwerp diamond square mile’. It was a real business day. The President of the Kring was delighted : ‘The reaction was unanimous. Even those who didn’t have a booth at our trade fair were supporting us when they realized the business potential that was being revealed as we were speaking’. With 37 exhibitors, this Rough Diamond Day appears to have been creating one of those hoped for miracles that are more than welcome during those dull years of slowly healing global economy. There was a traffic of some 1,500 visitors, all professionals either members of the Kring, or of the WFDB and their clients. There was only positive and complimentary feedback from all those present. Many people said that next time, they definitely wanted to be present. Or were ready to sign for the next event as well. The reaction was as thrilling as overwhelming. Obviously, hall trading is more beneficial to companies than to brokers. The brokers made limited sales but however, the global impressing was positive and about four times more people saw the goods than if the brokers had to go around the offices. Buyers were queuing to see the goods. People were there and had the opportunity to buy, getting together with suppliers for rough. But what was there that made people who meet everyday, suddenly decide to start trading with each other as if as they hadn’t met before? Maybe, as some interviewees reported, it’s a question of industry trend. It’s been understood that as time goes by, the most profitable ends of the pipeline, production and retail, tend to maximize even further their margins. The former by the means of more and more tenders, and the latter by seeking for more direct access to the rough. Consequently, the rough available to the medium and smaller sized manufacturing or trading companies is shrinking. It was thus very important to help the available rough circulating faster in order to find those who need it most. The Antwerp Rough Diamond Days can be copied but there is nowhere a critical mass strong enough to sustain and accommodate it elsewhere than in Antwerp.

Speech of Freddy Inzlicht As President of the Antwerpsche Diamantkring and on behalf of my Board of Directors I would like to welcome you all to this very first Rough Diamond Day. It is a great honour to have with us here today as exhibitors, a very important representation of the rough diamond dealers and brokers and also the representatives of the Diamantclub, Beurs, Vrije Diamanthandel, AWDC, SBD, VHRD, BVGD, Coloured Stones and Industrial Diamonds, who stand here united to promote our trade in Antwerp. When the Governor of the Province Antwerp, Mrs. Cathy Berx, initiated the Antwerp Project 2020 among which, Fusion Four was a key pillar, it was not solely meant to have a membership fee common to the four bourses, and entrance to the trading floors. But the idea was rather, to unify our strengths with a common focused set of goals and coordinate our efforts by creating a long-term strategy, for the benefit for all our members. The Board of Directors of the Kring and our colleagues of the 4 Antwerp Diamond Bourses are not only there to handle disputes between members but, UNITED with the AWDC and other diamond organisations, we are working very hard to introduce all kinds of initiatives to promote the diamond business in Antwerp and reinvigorate the industry in these challenging times. We are all aware that, as long the epicentre of Rough Diamonds is here in Antwerp, Antwerp will remain the hub and the beating heart of the diamond world. Together and only together with our colleagues shall we be able to build a better and stronger future for the benefit of all in the Antwerp diamond square mile. Annual Report 2013 Research and service Introduction The activities of WTOCD can be divided in research and service. The service activities are an efficient means to offer solutions to questions coming directly from diamond compa- nies, but they also allow tuning the research topics of WTOCD to the specific needs of the sector. Within the framework of the research activities in 2013, following research topics can be identified: • processing (Wasasonafhankelijk Slijpen, EOS Fancy en slijptools); • measuring and evaluation (AvalonPlus, Lumisense, Reflex en Morgana); • screening (M-Screen)

The sixth edition of the Antwerp Diamond Trade Fair 2015 is only one month away. It is time to register.: http://www.antwerpdiamondfair.com/EN/ form.php The ADTF, a joint initiative of the Antwerp Diamond Bourse, the Diamond Club of Antwerp and the Antwerp Diamond Kring exchanges, is held on the bourses’ diamond trading floors which are converted into three elegantly designed exhibition spaces for the event. They host around 90 of Antwerp’s leading diamond manufacturing and trading firms, which will be displaying a very wide variety of polished diamonds. Antwerp is the world’s leading diamond trading centre. The sixth edition of the ADTF will open its doors on Sunday, February 1, and close on Tuesday, February 3. The date of the ADTF was carefully selected to fit in with those of other prestigious jewellery industry events in the region and thus enable visitors to the ADTF to plan their itineraries effectively. Invited first-time diamond buyers are offered three free nights at the ADTF venue hotel. All approved buyers receive daily invitations to lunches, ADTF dinners and social events. The Antwerp Diamond Trade Fair is powered by the Antwerp World Diamond Centre (AWDC)
To optimize the transition from a lab version to a commercial product WTOCD uses so-called pre-prototypes. Those set-ups are already tuned to usage in a production environ- ment but do not yet contain all functionalities. The pre-prototypes are tested in the field and fine-tuned in close collaboration with a limited user group. The development trajec-tory from lab version to commercial product is shortened considerably by this early fine tuning to practical use in the diamond sector.

In this annual report the research and service activities in 2013 are described. More in-formation can be found on www.wtocd.be. The TAD-activity (Technologische Adviesdienst) of WTOCD is no longer financially supported by IWT. Due to the necessity of this activity WTOCD decided to continue this ser- vice without external financing. The service activities (TAD) of the research centre are de-livered in the form of an advice service, a patent service and the website. WTOCD also supported the different departments of HRD Antwerp (Equipment, Diamond Lab and Research).
Research projects Grain independent polishing - Description In the classical polishing process, crystal orientation of the diamond determines the re-moval rate. Therefore it is necessary

to find the appropriate polishing direction, which requires a special skill of the polisher. The classical polishing process also imposes technical restrictions because of the substantial rise in temperature in the polishing zone. The project Grain Independent Polishing of Diamond aims to optimize a new polishing technique. Special attention is given to high material removal rate at low temperature and grain independency of the process. - Activities In 2013 the research focus was set on achieving optical surface quality in the automatic polishing process. The aim was to realize this in a cooled environment to keep all benefits of the cold and safe WOS-technology. In close cooperation with the manufacturers of the polishing disks, WTOCD has tested different scaif parameters to determine the optimal composition of the polishing medium. Parallel to the tests for WOS-zoeten, feasibility tests were performed for WOS-roughing. The tests are part of the preparation for the development of a prototype for automatic roughing and windowing (WOSCAM-project). The core of this research is to proof the du-rability of the process in an automatic setup. The achieved results were positively rated by the representatives of the industry. A removal rate of 8ct/h was obtained, about 18x faster than the rate of the classic polishing process.
- Activities In 2013 the further commercialisation of AvalonPlus (types HighRes en Medium) was handed over to HRD Antwerp Equipment. The calibration software has been optimized in order to simplify the procedures and to speed up the calibration procedures. The option to retain images was reworked completely, leading to an update of the user software. In 2013 WTOCD developed at request of the industry a custom made AvalonPlus Max to enable geometry measurements on larger stones up to 40 ct. Three copies of AvalonPlus Max are in use. In 2013 AvalonPlus, together with Morgana (see 2.2.6) and Reflex (see 2.2.4), was used in a feasibility study on behalf of a third party. AvalonPlus - Description The ‘zoetheid’ of a polished facet reflects the visibility of polishing lines. The ‘zoetheid’ is graded by optical inspection. This project aims to establish a mathematical definition for the ‘zoetheid’ of a polished facet. The results are applied in the AvalonPlus device. That successor of the previous generation Avalon can not only quantify ‘zoetheid’ and other external features but also the geometry of a facet being polished.

Lumisense - Description Lumisense aims at automating the colour grading process of polished diamonds. The classical method is based on visual observation. By using new technologies, Lumisense produces an extremely high correlation with the human colour grading, better than other systems. Lumisense is not restricted by fluorescence nor by the type of diamond and it can reveal the slightest changes in hues of colour. - Activities WTOCD produced four new Lumisense devices commissioned by HRD Antwerp for use abroad. Mechanics, hardware and software of these devices were provided with additional security. A Lumisense device was revised for use in the HRD Lab in Istanbul. In 2013 elaborated tests were executed to expand the current colour range to tinted colours. The implementation of the colour range enlargement is foreseen for 2014. In the autumn of 2013, the use of Lumisense was expanded with the ‘Love100’ shape. To that aim the necessary software development and qualification tests were performed.

Reflex - Description All commercial proportion measuring systems for polished diamonds make use of the so-called shadow image technique. The accuracy and repeatability of the measurement de-pends largely on the limitations of this method. The aim of Reflex is to develop a measuring device that can measure polished stones with a much higher accuracy and repeatability. - Activities In 2013 a fourth pre-prototype of Reflex was placed in the sector. The use of these four pre-prototypes yielded essential feedback to optimize the software to the needs of the users. In particular the reporting was extended and adapted to the input of the users. At the request of the diamond companies, it was made possible to easily measure rough regions of the stone that have not been completely finished.
EOSFancy - Description EOSFancy will make it possible to produce fancy shaped cuts in a (semi-)automatic way on a WTOCD EOS machine. Curved and linear girdles, and combinations of both, can be produced. Only a software upgrade and a more performing PC with a larger screen on the original EOS device are necessary. The original EOS-device has been reused, so minimal mechanical adjustments are required. - Activities In 2013 the four partner companies with a pre-prototype were further supported. During the first quarter of the year the DSPsoftware was adjusted. That resulted in a higher absolute accuracy of the fancy shapes cut with EOSFancy. During the first half of 2013 the development of a commercial version was realized. Me-dio 2013 EOSFancy was launched by HRD Equipment and the first devices were delivered to the Antwerp diamond industry. WTOCD provided the necessary support and education to HRD Equipment. Together with an Antwerp diamond company, contacts were made with Sarine Diamond Technologies to develop a transfer function from the Sarine Advisor planning software to the EOSFancy Software. This transfer function has been tested by the industry during the third and fourth quarter of the year. The adjustments that were made are based on the feedback of the industry. At the end of 2013 EOSFancy was presented by HRD Equipment under great interest in Surat at the first edition of the “Gem and Jewellery machinery expo”. - Target Group Gem diamond industry

Morgana - Description Traditionally a level is used to align tang plates to the scaife. Polishing tangs are also equipped with a level to monitor the position of the grain axis. This working method is not only cumbersome but also inaccurate leading to a waist of precious time. WTOCD developed a product group that offers a series of tools to the polisher. Four applications can be identified: • the alignment of tang plates relative to the polishing scaife; • the monitoring of the grain axis during the polishing process;

• the alignment of a facet on the polishing scaife; • the checking of the setting of the stone in the tang. - Activities During 2013 WTOCD supported HRD Antwerp in the production of the first 10 Morgana devices. WTOCD conducted further research into additional applications and adaptations of Morgana: • setting unit to take into account material to be removed • adapted support for very large stones • adapted support for polishing mills with a difference in height between the tang plate and the scaife
Scaifs It is known that scaifes run a little conical to the centre. It is the result of the lapping process that is used. Scaifs with an improved flatness may contribute to a better polish-ing process. Research and testing were started. - Target Group Gem diamond industry

Polishing tools - Description With the development of Morgana the polisher can not only align faster and more accu-rate but also identify poorly functioning scaifes. Worn tang plates and tang pins and unflatness of the scaif often prevent to obtain an optimal polishing setup. WTOCD researches a group of tools for the polisher to reach an optimal situation. Three topics are considered: • tang pin with limited wear and easy adjustable in position and length; • tang plate with limited wear and improved alignment options; • scaifes with improved flatness.
M-Screen - Description For the detection of synthetic and/or colour enhanced diamond one appeals to a diamond lab which has the necessary specialist knowledge and equipment. Screening devices allow in certain cases to differentiate between natural untreated diamonds on the one hand and potential synthetic and/or colour improved diamond on the other hand. The existing devices are manually operated and developed for diamonds be-tween 10 to 20 points. Practice shows that they are not suitable to screen batches of little stones. Therefore WTOCD started with the development of M-screen, an automatic, fast batch screener for melee from 1 point and up. - Activities At the end of 2013 WTOCD started with a feasibility study to develop the 5 aspects of an automatic batch screener: supply, detection of simulants, screening of potential synthetic and HPHTcolor improved diamond, separation and general conditioning. - Target Group Gem diamond trade

“State of the art” mailing service Patent News nr. 113 (11-2013) WO2013160500A1: Method for improving optical contrast in the production of nanoscale etching Applicant: Universidad De Cádiz Spain Publication: 2013-10-31 Filed: 2013-04-15 Status: application The invention relates to a method for improving optical contrast in the production of nanoscale etchings. The marking of precious stones and other crystals by nanoetching is very important in jewellery in order to enable the strict control thereof during the distribution, buying and selling thereof. In addi-tion, said technique makes it possible to convert the jewellery into exclusive pieces and/or to add sentimental value by carefully selecting the pattern to be etched onto same. However, given the translucent nature of most precious stones, nanoetchings are not optimised for viewing by optical means. The invention aims to improve the optical contrast of nanoetchings made in precious stones by means of depositing materials into the nanoetching, preferably precious metals. Intellectual property rights - Description Via its TAD service, WTOCD informs the diamond industry on diamond-related patents. It assists diamantaires to apply for patents, trademarks and design patents and gives advice in case of possible infringement of intellectual property rights. - Activities In 2013 the “State of the Art” service reported, in its monthly mailing, new patent applications or grants related to diamond. Website - Description The website of WTOCD informs on current research projects and the results of previous projects that led to ready-to-use solutions or services. Some projects are extensively documented, others have a non-disclosure status and are only described by an identity kit. - Activities In 2013 no significant changes were made to the website except for standard mainte-nance. The number of visitors increased by 8% of which 24% recurring and 76% new vis-itors. The main topics are Hearts & Arrows, D-Screen en WOS. Because the lower in- crease compared to last year (20.8%) an action plan was composed to augment the number of visitors and to anchor the visitors by increasing the interactivity. The final re-lease of a number of products at the end of 2013 was also a reason to start with the revi-sion and expansion of the website. The launch is expected around the fourth quarter of 2014.

AWDC Belgian Princely Mission Sets Sights on Malaysian Diamond Market The Malaysian diamond market is at a turning point. “Last year, Malaysia, which is particularly fond of gold, saw its diamond demand increase,” says Ari Epstein, CEO of the Antwerp World Diamond Centre. Malaysia’s economic instability and fluctuating gold prices, however, remain a challenge for evolution of the diamond trade. Malaysians are hooked on jewelry, having a love for accessorizing with necklaces, earrings, rings and bracelets. However, out of fear of being robbed, Malaysians tend to wear fashion jewelry instead of luxury pieces. The diamond market in Malaysia is thus facing some obstacles, but diamond dealers are hopeful thanks to a number of events that took place last year. The Malaysia International Jewellery Fair (MIJF) and the Malaysia International Jewellery Festival 2013 have contributed to an increase in Malaysia’s demand for luxury jewelry. Diamond producers such as De Beers and Gubelin opening retail stores is a testament to the upturn in the demand and constitutes a boost for Malaysia’s diamond trade. Antwerp and Malaysia have been trading polished diamonds for some years now, but trade figures are somewhat volatile. In 2013, Antwerp exported 1,058 carats of polished diamonds, with a total value of $1.9 million. In the first ten months of this year, Antwerp exported the same amount of polished diamonds to Malaysia, but the value of the goods increased to approximately $3.7 million. It is not only the demand for luxury and diamond jewelry that has propelled the diamond market in Malaysia. “Malaysians are known for investing heavily in gold. For the first time now, they appear to have discovered that diamonds can be just as interesting an investment,” says Ari Epstein. Unlocking growth potential Currently, only 25% of all jewelry sold in Malaysia is set with diamonds. Gold jewelry is particularly favored and accounts for almost half of all jewelry sold. Platinum takes second place and accounts for about 35% of the jewelry market. “We have noticed that an active approach to this market is proving fruitful,” says Epstein. “Needless to say, the princely missions to Malaysia and Singapore could not have come at a better time for us.” 140 Belgian companies will join Princess Astrid of Belgium on this mission. During the Princess’ stay in Malaysia, the Antwerp World Diamond Centre will organize a B2B networking event in collaboration with Malaysian jewelry organization FGJAM, Federation of Goldsmiths and Jewellers Associations of Malaysia.

“It is an ideal occasion for our ten accompanying diamond dealers to network with the local market,” says Epstein. “Previous events have already proved that this way of doing business is very effective.” Consumers benefit as unit price drops Experts believe that the Malaysian jewelry market will expand by some 1.6% in volume and 0.9% in value in 2015. On average, the Malaysian jewelry market is expected to grow by 1% every year until 2018. This increase will be mainly due to the augmented demand for fashion jewelry, but will also be a result of the rising number of jewelers entering the market, resulting in a positive price effect for consumers. Finally, as online purchasing is becoming increasingly popular, online sales are expected to have a positive impact on the Malaysian jewelry market as well. “Thanks to the arrival of De Beers and Gubelin stores and other retailers such as Gold Heart, the unit price for diamond jewelry has dropped for the first time,” says Epstein. “That makes diamond jewelry affordable for the average Malaysian, and Malaysia an interesting market for diamond dealers.”
Prinselijke missie naar Singapore Singapore wordt steeds meer een interessante afzet- en financieringsmarkt voor diamant. Waar het land jarenlang een schakel vormde in de handel tussen Antwerpen en India, openen steeds meer luxemerken er een winkel. Sinds 2009 werd 1,6 miljoen karaat ruwe diamant geëxporteerd van Antwerpen naar Singapore, met een waarde van 283 miljoen dollar. Meer dan 42% hiervan vertrok in 2014, wat aantoont dat de handel in ruwe diamant tussen Antwerpen en Singapore een duidelijk stijgende trend kent. Op het vlak van geslepen diamant werd de laatste zes jaar zo’n 184.000 karaat diamant geëxporteerd van Antwerpen naar Singapore, met een

waarde van 315 miljoen dollar. De totale verkoop van juwelen nam vorig jaar bijna 5% toe in volume en 8% toe in waarde. De totale juwelenmarkt in Singapore is zo’n 3,5 miljard dollar waard. 26% van de verkochte juwelen bevatten diamant. Volgens voorspellingen zal de Singaporese middenklasse de komende jaren nog aangroeien, wat een positief effect zou hebben op de diamantmarkt. Om de Antwerpse diamant in de markt te zetten, organiseerde het AWDC tijdens de Belgische prinselijke missie een exclusieve gala-avond in aanwezigheid van HRH Prinses Astrid. De galaavond werd vooraf gegaan door een netwerkevent tussen Belgische en Singaporese diamantairs. Naast een groeiende afzetmarkt voor diamant, is Singapore een financiële hub waar heel wat internationale bankinstellingen een afdeling hebben. Toch zijn weinigen onder hen gespecialiseerd in diamantfinanciering. In het kader van de Belgische prinselijke missie, die gericht is op het versterken van de financiële relaties tussen België en Singapore en de technologische ontwikkelingen in de financiële sector, organiseerde het AWDC een seminarie rond diamantfinanciering om de algemene principes van diamantfinanciering toe te lichten. Banken zoals First Gulf Bank PJSC, CTBC Bank Co. Ltd., Deutsche Bank AG, Union Bancaire Privée, UBP SA Singapore Branch en Indian Overseas Bank waren daarbij aanwezig. Zij leerden dat diamanthandelaars een kredietlijn openen bij een bank en deze gebruiken om handel te drijven. De grootte van de kredietlijn hangt af van de grootte van het diamantbedrijf. Tonight’s event is taking place in the framework of the Belgian Economic Mission presided over by Her Royal Highness Princess Astrid of Belgium, Representative of His Majesty the King. I would like to extend a special welcome to Her Royal Highness Princess Astrid, for taking the time to be with us this evening. The Antwerp diamond industry is grateful to the Royal Family for its commitment and engagement in the support of our sector. This evening, we have the opportunity to host you in one of the world’s most developed countries, mixing old traditions and mo-
dernity to create a unique commercial and financial center. Singapore has traditionally acted as an important link in the diamond trade between Antwerp and India for many years, but recently, Singapore has also developed a taste for diamonds, with a 232% increase in the import of diamonds, as compared to 2012. As a leading diamond trade center, with 84% of rough diamonds and half of the world’s polished diamonds passing through yearly, Antwerp is thus proud and eager to expand trade relations with Singapore. We consider this evening a unique chance to lay the foundations for a partnership that will hopefully last for many years to come. Antwerp is looking forward to providing the growing Singapore market through its 550 years diamond history known throughout the world for its unique craftsmanship still very much active today. Producing the world’s most rare and expensive gems, excellence in polishing but also and most important in infrastructure and services providing the world with with top quality diamonds, all cut and polished to the highest standards. That is why, in addition to this Antwerp Diamond Night, we organized a networking event for Antwerp and Singapore diamond professionals earlier today, so that they would have the opportunity to meet and make hopefully fruitful and lasting business connections. Ladies and gentlemen, We have no doubt about the importance of Singapore for the global diamond industry. In addition to the role Singapore plays in the rough diamond trade and next to Singapore’s booming market for diamond jewelry, Singapore is also a major financial hub in its own right. AWDC believes that Singapore, known for its friendly and efficient business climate and home to multiple regional offices of internationally established banks, possesses numerous attributes that make it a logical and ideal partner for a leading trading center as Antwerp. We do hope that the feeling is mutual. As you know, the diamond trade, just as other industries, is not without its challenges. We as an industry must work hard to ensure the continued profitability of the business. While expansion of trade into new markets is key, this is only one part of the equation when it comes to a healthy and growing business. Long-term sustained financing of the diamond industry is key for its continued success and development. Currently, lending scenarios present some obstacles for diamond traders worldwide. AWDC is at the forefront of addressing lending constraints, which have most recently played out in various parts across the globe, including in Antwerp. Along with the majority of actors associated with the diamond business, AWDC is convinced that the diamond business is a profitable and secure lending proposition. With that in mind, AWDC, together with the Association of Banks of Singapore is proud to be hosting a special seminar tomorrow to introduce the Singapore banking industry to the world of diamond financing. Our organizations share a spirit of common purpose when it comes to the importance of diamond industry financing, and we hope that through this seminar, the Singaporean financial community will come to share this spirit with us. Sociaal Nieuws Federaal regeerakkoord 2014 Over dit regeerakkoord van 9 oktober is al heel wat heisa ontstaan. Er zijn dan ook nog heel wat onduidelijkheden en diverse interpretaties. Op ons bureel kan u hiervan een uitgebreide weergave bekomen. Hierbij de belangrijkste punten welke voor de diamantindustrie van belang kunnen zijn: •
Liquidatiebonus: het percentage zal opnieuw op 10% worden gebracht.
•
Minimumpensioen zelfstandigen: de overblijvende verschillen tussen de minimumpensioenen van zelfstandigen en het algemeen stelsel worden afgeschaft.
•
Indexsprong in 2015 en 2016 (2%), zowel voor de lonen als voor de sociale uitkeringen.
•
Handhaving van de loonnorm in 2015-2016 (loonstop,behoudens indexeringen en baremieke verhogingen).
•
Lastenverlagingen werkgevers: versterking structurele verminderingen, en bijkomende RSZ vermindering bij aanwerving van de eerste 3 werknemers. De vrijstelling van de 1% bedrijfsvoorheffing wordt omgezet in een extra vermindering van het basistarief van de RSZ-bijdragen. Vanaf 1.1.2015 komt er een globaal RSZ-percentage, dat rond de 25% zal liggen. Versterking van de fiscale steun voor onderzoek en ontwikkeling.
•
‘Modernisering’ van de arbeidsmarkt: meer soepelheid rond arbeidsorganisatie, hervorming leeftijdsbarema’s, ontwikkeling van een loopbaanrekening, verdere uitwerking van het eenheidsstatuut (gewaarborgd loon, jaarlijkse vakantie, tijdelijke werkloosheid, evaluatie van de hervorming opzeggingstermijnen en afschaffing proefperiode).
•
De uitkering bij tijdelijke werkloosheid daalt van 70 naar 65% van het loon van de laatste 12 maanden, en dit ongeacht de gezinstoeslag.
•
Werkloosheid: diverse acties tegen sociale fraude en beschikbaarheid voor de arbeidsmarkt van de werklozen (tot 65 jaar); afschaffing van de anciënniteitstoeslag
•
Tijdskrediet: werknemers hebben geen recht meer op onderbrekingsuitkeringen in geval van niet-gemotiveerd tijdskrediet (overgangsmaatregel voor aanvragen vóór 1.1.2015)
•
Gemotiveerd tijdskrediet: maximaal 36 maanden voor het volgen van een erkende opleiding; maximaal 48 maanden
voor ‘sociaal verlof’ (verlenen van palliatieve zorgen, zorgen voor kinderen tot 8 jaar….). •
Landingsbaan: de werknemer heeft recht op onderbrekingsuitkeringen vanaf 60 jaar (in plaats van 55 jaar) bij een 1/2 of 1/5 loopbaanvermindering (overgangsmaatregel: voor aanvragen vóór 1.1.2015; bij herstructurering)
•
SWT (brugpensioen): Behoud brugpensioencommissie voor de advisering van aanvragen vrijstelling vervangingsplicht.
1. SWT vanaf 58 jaar (met 38 jaar beroepsverleden voor mannen en 35 jaar voor vrouwen) wordt vanaf 1.1.2015 geschrapt. Er zijn nog werknemers die kunnen genieten van dit stelsel na 31.12.2014 dankzij de regel van het kliksysteem (= vastklikken van de leeftijds- en anciënniteitsvoorwaarden vóór 31.12.14). 2. SWT vanaf 56 jaar met een beroepsverleden van 40 jaar: onze sectorale CAO 56/40 jaar blijft geldig tot eind 2015 (maar is niet meer verlengbaar). Er komt een nationale CAO waarbij de leeftijd wordt gebracht op 58 jaar op 1.1.2015 en op 60 jaar op 1.1.2017. Het beroepsverleden blijft 40 jaar. 3. ‘Collectieve’ SWT’s: ondernemingen erkend door de Minister van Werk als zijnde een onderneming in moeilijkheden of in herstructurering kunnen een verlaging van de leeftijd aanvragen (tot 55 jaar indien erkend in 2015, stijgend tot 60 jaar in 2020). 4. CAO 17 op 60 jaar: wordt vanaf 1.1.2015 naar 62 jaar gebracht. Het beroepsverleden blijft ongewijzigd, nl. 40 jaar voor mannen en 31 jaar voor vrouwen (dit wordt 32 jaar in 2016, 33 jaar in 2017…). Overgangsmaatregel: werknemers ontslagen vóór 1.1.2015 en uiterlijk 60 jaar op 31.12.2016 (en op het einde van de arbeidsovereenkomst, dit is het geval indien de opzeggingstermijn langer loopt dan 31.12.2016). Onze sectorale CAO (PC 324) biedt ook de mogelijkheid op SWT te gaan op 60 jaar, dit tot 1.1.2017. Het kliksysteem wordt behouden. •
Pensioenen: voorbereiding structurele hervormingen. De wettelijke pensioenleeftijd van 65 jaar wordt 66 jaar in 2025 en 67 jaar in 2030. Vervroegd pensioen: algemene regeling = vanaf 62,5 jaar in 2017 en 63 jaar vanaf 2018 en slechts vanaf 41 jaar loopbaan in 2018 en 42 jaar loopbaan vanaf 2019. De vroegere voorziene overgangsmaatregelen blijven behouden en nieuwe overgangsmaatregelen zijn voorzien.

PC 218 Negatieve index Waarschijnlijk vindt er op 1 januari 2015 een negatieve indexatie plaats voor alle lonen van de bedienden van het paritair comité 218. Concreet zouden de lonen met 0,07% dalen. Eind december zullen de definitieve resultaten hiervan bekend geraken. De werkgever kan altijd kiezen of ze een eventuele negatieve index al dan niet laten doorgaan.
Indexering bedragen nietrecurrente resultaatsgebonden voordelen
_
Niet-recurrente resultaatsgebonden voordelen zijn voordelen gebonden aan de collectieve resultaten van een onderneming of groep van ondernemingen ofwel van een welomschreven groep van werknemers, op basis van objectieve criteria. Deze voordelen hangen af van de verwezenlijking van duidelijk aflijnbare, transparante, definieerbare/meetbare en verifieerbare doelstelg 13,07% en lingen. Hieropqis een RSZ werknemersbijdrage van een patronale bijdrage van 33% verschuldigd. Op fiscaal vlak is er niet altijd bedrijfsvoorheffing verschuldigd, zolang men een bepaald plafond niet overschrijdt. Dit plafond is vastgelegd rekening houdend met de solidariteitsbijdrage van 13,07% van de werknemer. Voor 2015 gaat het om volgende bedragen: • 3.130 EUR op vlak van RSZ; • 2.721 EUR op fiscaal vlak. Dit betekent dat wanneer een voordeel van 3.130 EUR is toegekend, de werknemer 2.721 EUR netto zal ontvangen (3.130 - 13,07%) en dat de werkgever een sociale bijdrage DE HANTSETTERS & VERHAERE NV zal betalen van 1.032,90 EUR (33 % van 3.130 EUR).

Deze stages zijn voorzien in de maand februari 2015: 3 weken voor de 6de jaars en 7de jaars (van 26.1.15 tot 13.2.15). Ze dienen om de leerlingen vertrouwd te maken met de realiteit van het beroep. Voor de werkgevers is het een opportuniteit om mogelijke talenten te ontdekken. Deze leerlingen zijn elke donderdag en vrijdag in het slijperslokaal van AWDC in de Hoveniersstraat 22 (3de verdieping) en dit biedt aan de werkgevers de mogelijkheid om ze aan het werk te zien vooraleer een stage aan te bieden. Het Fonds voor de Diamantnijverheid geeft financiële tegemoetkomingen voor stagiairs en aanbieders van stageplaatsen.
“Peters” gezocht voor basiscursus diamantbewerking 2015 Het Fonds voor de Diamantnijverheid zal in 2015 een nieuwe 12-weekse basiscursus diamantslijpen organiseren en dit terug in samenwerking met AWDC, HRD Antwerp en de werkgevers, enerzijds, en VDAB en de Stad Antwerpen anderzijds. Deze slijpersopleiding heeft in het verleden reeds haar nut bewezen. Via een systeem van peterschap engageren werkgevers uit de diamantnijverheid zich om deze cursisten aan te werven en hun opleiding verder te zetten in het bedrijf. Het gaat hier dus om een opleiding die onmiddellijk leidt naar tewerkstelling. Het principe van dit peterschap is het volgende: • Ofwel brengt u een eigen kandidaat aan voor de cursus • Ofwel maken wij de selectie (cv + motivatiebrief kandidaten + resultaten selectietesten die we u voorleggen om uw kandidaat te kiezen) • Na succesvolle beëindiging van de cursus neemt u uw petekind aan in uw bedrijf International Diamond Manufacturers Ter herinnering melden wij u dat de opleiding (3 maanden) gratis is voor cursist en toekomstige werkgever (peter). Kimberley Process The 2014 Annual General Meeting of the World Diamond Council in session in Antwerp. The World Diamond Council (WDC) has concluded its 2014 Annual General Meeting in Antwerp, Belgium, during which the WDC members considered and discussed a range of issues associated with the role played by industry within the Kimberley Process (KP), and related matters, including banking policies when confronted with inconsistent implementation of KP standards by companies and countries. Also considered were the supply chain risks impacting on KP compliance. Discussions centered on the Ebola crisis and providing support to the impacted countries in West Africa. The WDC members agreed to encourage the KP Plenary to address subjects mentioned in a Financial ActionTask Force report, which were raised in a letter sent to the Kimberley Process Chair earlier this month by the FATF. The participants in the session concluded that better education and communication about KP should be ongoing and better shared with the WDC membership, the greater industry and the public. Members also agreed that WDC policies and positions within KPCS committees should be more consistently coordinated and communicated to WDC members. The brainstorming session was based on issues raised by WDC members, who expressed a high degree of concern about how KP compliance issues could affect bankability and liquidity in the industry and the reputation of diamond companies. “A successful outcome of the WDC AGM is the future development of a clear strategic plan for the WDC so that our voice at the KP is clear, unified and strong,” said Mr. Asscher. “We are looking at ways to broaden our membership base moving forward, and to fully incorporate the concerns and priorities of the entire diamond pipeline in the Kimberley Process Certification Scheme (KPCS).” An expected highlight of the event was to be an address by Philippe Mellier, CEO of De Beers. “The KP is our primary safeguard and the WDC is an essential element of a credible KP,” stated Mellier in his speech. “De Beers has always, and continues to give its full support to both.”

countries; Mr. Bernardo Campos, Vice Chair; dear colleagues, ladies and gentlemen: It is my honor to address my first Plenary Session of the Kimberley Process Certification Scheme as the newly elected president of the World Diamond Council, which has represented the diamond industry at the Kimberley Process for more than a decade. I would like to assure that the WDC will continue in that role and carry on supporting the KP’s essential work and its objectives. The KP has been very successful and saved many lives, and we have many to thank for these successes over the years. Firstly, I would like to thank the various governments all over the world who made the KP possible, now 81 countries strong. In addition, I would like to acknowledge the considerable efforts and leadership shown by my predecessors, Avi Paz and of course Eli Izhakoff in the invaluable and lasting contributions they have made. I would also like to make special mention of our dear colleague, Mark Van Bockstael - an original “Kimberlite” - who is regretfully not well and unable to attend this Plenary, and we wish him all the best. And I want to salute Andy Bone who is here and this will be his last KP as he is leaving us. He is one of the first original “Kimberlites” as well. Our thoughts also go out to all those countries with Ebola and the people suffering from it. It is bringing great distress to Africa and I am glad to see that so many countries contribute in fighting the disease. For the human suffering, money alone is never enough. All of us must address the tragedies and the economic impact this virus has on so many people and amongst diamond mining communities in West Africa. The Mission of the WDC is of course to support and improve the working and impact of the Kimberley Process Certification System. WDC will promote and stress the correct implementation of the standards around the world. All members should use the same methodology, the same methods with the same discipline, and those involved should have access to the same knowledge base. But this will require increased co-operation and support for those who experience difficulties to achieve these objectives. Another aspect of the mission of the WDC is to encourage the KP to address the various challenges facing the KP arising from business practices that could potentially impact KPCS compliance. One of them is the implied risk to the integrity of the Kimberley Process Certification Scheme as mentioned in the Financial Action Task Force report of 2013. In the Working Groups this week, we will contribute to the discussions around the various aspects of the report, the actions called for and the issues raised. It is here where transparency and compliance is so important for the future of our industry.

For me, it is a pleasure to work closely together with the Civil Society coalition. Civil Society and the WDC have the same goals, although we acknowledge that we do not always agree on the best way to achieve those goals, or what issues are relevant for discussion in the effective implementation of the KP. But I am looking forward to working closely with Alan Martin and his team. I think we all agree that improving the way we manage and maintain knowledge and institutional memory is crucial to the future effectiveness of the Kimberley Process. His Excellency, Mr Wei and myself, representing the World Diamond Council, signed the agreement for the Administrative Support Mechanism (ASM) last July in Antwerp; it operates with the generous support of the Antwerp World Diamond Center, the Israel Diamond Institute, the Gem and Jewellery Export and Promotion Council of India and the Diamond Development Initiative on behalf of the WDC. This week we will propose an additional role for the ASM. We shall start working on the training aspect of new participants and officials. Over the years many participants and those working within the KP move on and others take their place on a frequent basis. We must be able to offer them training for a better understanding of the KP standards and working methods. The ASM is now also serving, besides a general support function, as a collective memory and knowledge base for all involved. WDC strongly supports the Mano River Union initiative, and we shall support that initiative through the Administrative Support Mechanism. Your Excellencies, ladies and gentlemen, the competition we face in the markets will only increase further. Consumers will continue to be more discerning in their choices and more sophisticated in the way they research and make those choices. It has been said before, but we must bear it in mind at all times, the consumer is our only source of value and it is up to us to demonstrate to them that purchasing diamonds is the best choice they can make. We should always remember that millions of people are depending on the well-being of the diamond industry for their livelihoods. From the miners and their families in the producing countries through to the polishing and trading centers, the jewelry manufacturers and the retailers, we all need to face the future and contribute together to make the diamond world a better, safer and more transparent industry. We can only do so if we work together. United we are much stronger than the sum of our parts. I call on all of us here present today and those working in and associated with our business around the world, to work in unison to protect the integrity of our product. In the end our mission is to strengthen the confidence of the consumer and to leave a better diamond world for the future generations who work in our fantastic industry’. Tennis WTA Antwerpen - Diamanten racket fonkelt opnieuw in Sportpaleis Het Sportpaleis krijgt met de Diamond Games tussen 7 en 15 februari 2015 opnieuw een internationaal toptornooi. Met opnieuw een diamanten racket als prachtig uithangbord. Wie het diamanten racket tweemaal wint in drie jaar is meteen eigenaar van deze unieke trofee. In de Diamond Games deden in het verleden iconen zoals Kim Clijsters, Justine Henin, maar ook Venus Williams en AmĂŠlie Mauresmo mee. Willy Henneuse van Whindiam is de ontwerper van de trofee van de Diamond Games. Het is een gouden, met diamanten bekleed, racket van 4,5 kg goud en 2008 diamanten. Het slijpen van gekleurde stenen en diamant in de vroegere waterslijperijen “Wasserschleifen.” Gelegen langs kleine rivieren zijn de overgebleven slijperijen van gekleurde stenen heden meer curiosa, meestal omgebouwd in musea. Ze dienen als attractie voor toeristen in de Jura en in de streek van Idar-Oberstein. De meeste van deze centra zijn begin vorige eeuw verdwenen. Het gebied van Idar en Oberstein was sinds de Romeinse tijd bekend voor de afzetting van kleurstenen en mineralen gevonden in de bedding van de rivier. Toch is het interessant om een beetje meer te weten over de geschiedenis van deze regio’s waar de lokale industrie in sommige gevallen het vitale centrum was van verschillende dorpen en zelfs van hele de regio, die slechts de bewerking van deze mineralen en stenen hadden om te overleven. Daarnaast vormde deze bedrijfstak ook een familie-erfgoed. Een honderdtal jaren geleden kenden de slijpers een hard leven met het minste comfort. Zij hadden het minstens even zwaar dan de mijnwerkers en de arbeiders die in de opkomende industriële revolutie zwoegden. In de winter moest het ijs van de rivier gebroken worden om het waterrad terug te laten draaien en soms te herstellen. Het was slechts een paar uur per dag mogelijk om de stenen af te werken wegens gebrek aan licht, terwijl de rest van de dag besteed werd aan de voorvorm. In de zomer moest de rivier op niveau gehouden worden want deze had de neiging om op te drogen en was men verplicht stuwdammen te bouwen. De meeste slijpers waren ook boeren die tegelijkertijd hun land moesten bewerken en hun vee verzorgen omdat het slijpen geen regelmatige job was.

Maar laat ons eerst de slijperij bekijken. Zoals zijn naam het al doet vermoeden moest deze slijperij zich naast een rivier bevinden, die de drijvende kracht was. De slijperij werd gebouwd in hout, zelden in steen. Water was de stuwkracht die de rotatie van een enorm waterrad aandreef en die op zijn beurt tandwielen, waardoor er voor de rotatie werd gezorgd (door platte riemen of transmissiestaven) van een reeks slijpstenen in zand (silicium) met een diameter van ongeveer 3 m en een breedte van ongeveer 0,30 meter. Zij roteerde in het midden van de werkplaats en 2 arbeiders konden zo aan hetzelfde wiel werken. Dankzij de grote tandwielen, werd de snelheid aanzienlijk verhoogd om de gewenste glans te kunnen geven; de slijpsteen werd continu besproeid met water om oververhitting te voorkomen. De slijperij bezat zo 3 tot 5 wielen met verschillende korrels, ruw voor de voorvorm, tot gladde voor het fijn polijsten (in hout, katoen of metaallegering).
De polijst poeders die werden gebruikt waren meestal gemaakt uit een bruinachtige poeder dat werd gevonden in het Zwarte Woud, “Trippel” of de “Rood” van de juwelier, ofwel een poeder waarvan het geheim goed bewaard werd door de slijperij. Het wiel was een grote investering; het was een onderdeel van het familie-erfgoed en werd doorgegeven van vader op zoon. De slijper werkte liggend, gezicht naar beneden op een soort van lig-tafel-stoel. Het is in deze meest oncomfortabele situatie waarin de slijper de steen tussen zijn vingertoppen of gekleefd op staafjes tegen de slijpsteen duwde en dit tijdens 10 tot 12 uur per dag om cabochon, eieren of andere vormen te slijpen. De liggende positie verpletterede de borst en de absorptie van stof, zand en mineralen waren daarbovenop zeer ongezond. Vele slijpers moesten vaak het beroep voortijdig verlaten. Het zijn deze zeer barre omstandigheden die de nostalgie van de kleurstenen en diamantslijperijen gemaakt hebben en die de banden tussen ambachtslieden versterkte.

Het was pas achteraf dat amethist door de importeurs, groothandelaren of slijpers werden verwarmd in speciale ovens waarvan de temperatuur kon worden geregeld en dat de operatie kon worden gevolgd zonder enig risico. Minder mooie paarse amethist werd zo in goud-oranje citrien veranderd, maar indien de temperatuur te hoog was, kon de steen zich bedekken met een melkachtige laag en zo waardeloos worden. Sommige juweliers (onwetend of niet) maken nog gebruik van de namen zoals topaas- kwarts, Madeira topaas, rook topaas of verbrande topaas, Schotse topaas of Boheemse topaas; deze termen zijn verboden.

In Idar en Oberstein was het vervangen van een wiel vaak de gelegenheid om in kleine familie, vrienden en confraters te feesten waar het bier rijkelijk vloeide. Zo werden de beroemde “Spiessbraten” georganiseerd, een soort barbecue van varkensvlees gemarineerd in ui, geserveerd met gehakte kool, regionale specialiteit waarvan de bezoeker nog kan van genieten in deze prachtige regio. Voor 1850 waren de slijperijen tevreden met de stenen die in de buurt gevonden werden zoals agaat, kwartsen (amethist-citrien-rookkwarts) en jaspis. Soms werden Boheemse granaten ingevoerd. Helaas waren deze natuurschatten door de eeuwen heen uitgeput. Door de ontdekkingen in Brazilië werden grote hoeveelheden kleurstenen naar Idar en Oberstein gestuurd; dit had een enorme uitbreiding van het slijpen van kleurstenen en diamanten als gevolg. Amethist, agaat, topaas, citrien, toermalijn, aquamarijn maar ook smaragden werden geëxtraheerd uit de regio’s van Rio Grande do Sul, Diamantina en Minas Geraïs, die dan door de haven van Le Havre of Hamburg naar Saint Claude en naar Idar en Oberstein geïmporteerd werden. Het was rond deze periode dat men op de markt amethist verwarmd tot citrien begon te vinden. Deze werden als frauduleuze topazen verkocht. Om amethist van kleur te doen veranderen werden zij bedekt met rode sintels, die de kleur veranderen in een sterk mooi oranje geel, maar het risico van barsten steeg wanneer de temperatuur te hoog werd.

De waterslijperijen hadden ook rudimentaire gereedschappen voor het boren en graveren van stenen. Hybride apparaten tussen een naaimachine en een draaibank gebruikten siliciumcarbide als schuurmiddel. Als men de geslepen stenen uit deze periode kan vinden, kan men alleen maar bewondering hebben voor dergelijke behendigheid van de ambachtslieden van een andere tijd. Het facetteren was veel ingewikkelder. Het instrument bestond uit een rechthoekige zinken bak waarin in het midden een horizontale schijf stond. Door middel van een staaf die in een concave plaat vast hield, voorzien van tientallen kleine gaatjes waarin de houten staafjes met de edelsteen werden gestoken, was het mogelijk om de verschillende hoeken te slijpen. Aan het einde van de stok werd de steen gekleefd op hete was. Eenmaal afgekoeld was de steen klaar voor het slijpen onder een fijne straal water, dit om het risico te vermijden dat de steen los kon komen. De kleurstenenslijper werkte met zijn linkerhand, terwijl hij met de rechterhand aan een soort zwengel draaide, die verbonden door een riem, de schijf liet draaien. Verschillende schijven werden gebruikt, één voor de voorvorm in carburandum, de andere voor de afwerking en de glans in koper of vilt. Verschillende poeders werden gebruikt afhankelijk van de steensoort, de grootte en afwerking. Het was pas in de vroege jaren 1930 dat elektriciteit werd geïnstalleerd diep in de Jura, de valleien van de Moezel en de Nah in Idar en Oberstein zodat de familiale ambachtelijke kleurstenen en mineralen, slijperijen alsook de diamantslijperij, voor altijd

verdwenen, een pagina in de geschiedenis van het slijpen werd gedraaid. In de tweede helft van de twintigste eeuw was er een uittocht van de bewerking van diamanten en vooral edelstenen naar het Verre Oosten waar de arbeiders veel goedkoper werken. Thailand, Sri Lanka, India en Brazilië zijn belangrijke centra geworden voor het slijpen van de gekleurde stenen en diamant. Door de grote kennis van glyptiek (graveren en beeldhouwen) en die van het slijpen van grote waardevolle edelstenen worden deze nog steeds overgelaten aan de slijpers van Idar en Oberstein. De twee steden hebben zo in de loop van de 20ste eeuw een snelle expansie gehad zodat zij tot één grote moderne stad wer-
den omgebouwd in het midden van een prachtige natuur. Niettegenstaande heeft het centrum zijn nostalgie kunnen behouden met zijn talrijke winkeltjes en groothandel in mineralen en edelstenen. Men kan er ook de Steinkaulenberg edelstenenmijn, het Edelsteinmuseum, Heimatmuseum alsook het Felsenkirchen, het kerkje tegen de rots gebouwd, bezoeken. Dit verklaart waarom de HRD Awards sinds 1984 uitgegroeid is tot één van de meest toonaangevende ontwerpwedstrijden voor juwelen ter wereld. Deze wedstrijd is dan ook het instrument bij uitstek om Antwerpen als wereldcentrum voor diamant te promoten. De winnende juwelen van de HRD Awards collectie worden tentoongesteld op alle belangrijke markten en krijgen wereldwijd respons in alle belangrijke internationale vaken lifestyle tijdschriften. Uniek in 2015. De HRD Awards collectie wordt permanent tentoongesteld in het Belgisch paviljoen tijdens de wereldexpo in Milaan van 1 mei tot 31 oktober 2015. HRD Antwerp ends contract with CEO Serge Couvreur. HRD Antwerp announces that its CEO, Serge Couvreur, will be moving on to other endeavours due to different strategic views. The decision is part of a mutual agreement. HRD Antwerp and SBD thank Mr. Couvreur for his services and wishes him all the best in his future professional career.

- Wij vernemen het overlijden van Mevr. Sofie, dochter van de heer Marc Thomassen, HRD Equipment. - Wij vernemen tevens het overlijden van Mevr. Mariette Verelst, moeder van Luc Goris, secretaris van VKD. - Overlijden Johnny Roux J. Roux begon zijn loopbaan bij de “Diamond Trading Company” in 1948 als diamantsorteerder en werd later hoofdverantwoordelijke voor de afdeling “kleursortering”. In de jaren 70 werd hij hoofd van het Diamond Information Office. Vanaf 1980 begon hij als vertegenwoordiger van De Beers de hele wereld rond te reizen. Vanaf die datum was Johnny de verbindingsman voor Antwerpen tussen De Beers en de belangrijkste diamantmarkt Antwerpen. Hij steunde de diamantscholen door het beschikbaar stellen van ruwe diamant en organiseerde regelmatig bezoeken van leerlingen en leraars aan De Beers in Londen. SBD biedt de families de uitdrukking van haar diep medeleven aan en wenst hen veel sterkte in deze moeilijke periode.
