Night of Colours Fireworks

At Fontwell Park on Saturday 4th November 4pm - 8pm

Bars and stalls are card only. Please be aware there is not a cash point on site.

At 7.00pm* the pyrotechnics team will unleash the firework fiesta featuring a dazzling display of rockets, Catherine wheels, fountains and more set to music. The event finishes at 8pm.

Fontwell Park’s renowned Fireworks night is back and this year it’s brighter than ever! The gates open at 4pm and visitors are encouraged to “dress to dazzle” by wearing bright colours. I often write in this column about our strong sense of community here in West Sussex. It is my view that this is what makes our rural towns, villages and hamlets special in the South Downs. So I welcome the Government’s launch of the latest Community Ownership Fund which is now open. Pubs, community halls, gardens, sports clubs and other treasured locations across the UK can apply for up to £2 million in government funding – in some cases ensuring that we can save prized local assets which are under threat.

This month I joined CPRE Sussex to celebrate their 50th Anniversary and their inaugural ‘Countryside Day’ at the Knepp Estate. I’m passionate about nature in England, and our dark skies, and the CPRE does good work to protect both. It was wonderful to see the community coming together to celebrate the outstanding countryside which surrounds us. I would love to see such a ‘Countryside Day’ become an annual fixture in Sussex. It was a good opportunity to

discuss with the CPRE national CEO reforms the government is making to the planning system to prevent district council planning departments riding roughshod over local communities and moving to a brownfield first presumption on development.

West Sussex County Council is urging organisations including clubs and local community groups to apply for government funding that could help increase the number of potentially life -saving defibrillators across the county. They can also then register their defibrillators on The Circuit, the national defibrillator network available to the emergency services. Search for defibrillator fund on www.gov.uk.

Sussex Police Commissioner Katy Bourne has announced she has secured £1.5m in the previous round of Safer Streets (SS4) funding which has been distributed across the county. SS4 funding has gone towards initiatives such as additional CCTV and lighting; measures to tackle violence against women and girls; youth outreach programmes and dedicated resources to tackle anti-social behaviour

(TDC) is a not-forprofit enterprise offering innovative day care for older people living with early-stage dementia and in social isolation across Surrey and West Sussex. Historic

England’s

aerial investigation team have analysed more than 9,500 aerial photographs as well as recent airborne laser scans to locate, identify and map marks in the South Downs north of Brighton which represent the thousands of years of human activity. Among the archaeology photographed are ancient burial sites from the Neolithic period (4,000 BC to 2,200 BC) onwards, as well as more recent chalk pits and man-made dew ponds for animals to drink from. Road improvements

Various road improvement schemes are in different stages of development in West Sussex.

A259 Bognor Regis to Littlehampton

This scheme aims to enhance various locations along the A259 Bognor Regis to Littlehampton corridor between Comet Corner and Bridge Road Roundabout. It is currently in the outline design and business case development stage that is expected to complete in October this year.

A29 Realignment Scheme

This scheme will deliver a new 4.34km road to the east of Eastergate, Westergate and Woodgate villages in two phases:

Phase 1 (north)- From the A29 south of Eastergate Lane to a new junction with Barnham Road. Phase 2 (south)- From Barnham Road to a new junction on the A29 south of Lidsey bends.

A284 Lyminster Bypass.

The Scheme aims to alleviate traffic issues through Lyminster Village with the northern section of the bypass completing the link road from the A27 at Crossbush, providing access to Littlehampton.

New crossing at Westergate

A new signalised pedestrian crossing has been installed at the request of the local community to improve safety for school children from Ormiston Six Villages Academy and residents crossing the busy A29 at the junction with Lime Avenue in Westergate. Even in the quieter school holidays, sensors recorded the new crossing was used more than 100 times in just three days. Estimated total cost was £120,000.

New changing facilities at Arun Leisure

Changing Village at Arun Leisure Centre (ALC) in Bognor Regis is now open to the public. The changing rooms dated back to when the swimming pool was built in 1994 and needed some major modernisation.

Extensive renovations have been made to the male and female wet changing rooms to transform them into a village change area. The space now offers changing cubicles ranging in size from individual to family. The toilet, shower area and poolside changing rooms have also been updated.

In addition, the project includes several energy efficiency improvements such as, reducing the volume of air to be heated and cooled, the use of LED lamps, and the option to install photovoltaic panels.

Along with new cubicles and lockers in the family changing area, there’s a new foyer area where customers are asked to sit and remove their footwear before entering the changing rooms to help keep the new facilities clean.

Twist has been at The Cat & Rabbit Rescue Centre (CRRC) since January after he became unsettled in the home. Twist is a bit of a sensitive old man and is not keen on change, but he is the sweetest and most gentle boy. Twist is 14 years old and really deserves to be in a loving home in his golden years. He would really love to find a quiet home without any other pets or young children and with an owner who has lots of time to spend with him.

• 280g wholemeal self-raising flour

Creating a Flower Garden for UK wildlife

Native flowers are indigenous to the UK, meaning they have evolved over time to be perfectly suited to our soil, climate, and local wildlife. When we create gardens, we make sure to include native flowers which will benefit the local wildlife as well as creating a gorgeous display.

October is a really good time to assess the spaces you have in your garden and plant these perennials. One tip: plant in bunches of 5-7 plants. This way you will be able to see how effective one species is, rather than have hundreds of different species dotted about.

Wildlife & flowers

Wildlife and flowers can rely heavily on each other, as they are both needed for the survival of the other. Here are some specific examples of wildlife and their love for flowers:

Bees: They play a crucial role in pollination, helping flowers reproduce. Honeybees and Bumblebees will rely on the nectar from garden flowers as a primary food source.

Ladybirds: They are natural predators of aphids, working as a natural pest control in your garden. Planting flowers rich in nectar that attract ladybirds can be very beneficial to keep the pest populations in check.

Butterflies: These are also great pollinators, and they feed on the nectar from various flowers. By planting specific flowers, you can expect to see species such as the Peacock, Small Tortoiseshell, Red Admiral, and Painted Lady butterflies.

Hoverflies: Although they look exactly like wasps, they are important pollinators, often attracted to shallow, open flowers such as daisies.

Small mammals: Flowers are a great way to provide shelter and food sources for small mammals such as hedgehogs and shrews.

Moths: Also important pollinators, evening primrose and other nocturnal flowers are ideal to attract many moth species to your garden.

Birds: Some flowers such as sunflowers produce seeds which are a food source for birds, if not the insects that exist around the flowers.

Here are some suggestions for specific native flowers you can host in your garden and what wildlife they’ll bring:

Bluebell (Hyacinthoides): These woodland flowers provide an early-spring nectar source for bees, butterflies, and hoverflies. The chequered skipper butterfly really enjoys bluebell nectar, along with many moth species.

Primrose (Primula Vulgaris): These bloom in early spring, and are loved by pollinators such as the Brimstone butterfly, and Small Tortoiseshell butterflies.

Foxglove (Digitalis): These tall flowers are admired by bees, especially ones with long tongues such as bumble and honey bees.

Cowslip (Primula Veris): Yellow flowers which

are an early source of nectar for bees, beetles, and brimstone butterflies.

Cornflower (Centaurea Cyanus): Providing nectar for butterflies such as the Painted Lady, these have vibrant blue flowers. After they bloom, they are a great seed source for Finches and Sparrows for example in the Autumn and Winter months.

Dog-rose (Rosa Canina): Common in the South of the UK. It has pink flowers, and is fastgrowing, without being invasive. Also a food source for blackbirds, redwings, and waxwings.

Lily of the valley (Convallaria Majalis): Sweetly scented, bell-shaped white flowers, best planted between September and October. Especially loved by bees for its sweet smell and flowers.

Meadowsweet (Filipendula Ulmaria): White flower clusters that bloom in summer are attractive to many pollinators. It is the food plant for the larvae of many moth species such as the emperor, grey pug, and mottled beauty moths to name a few.

Harebell (Campanula Rotundifolia): Bell-shaped flowers on slim stems. Popular with pollinators.

Crystal Ponds

Oxeye Daisy (Leucanthemum Vulgare): This flower is very popular with butterflies and is good to pair with other pollinator-friendly flowers. However, it can be very invasive. Small Tortoiseshell, Peacock, and Painted Lady Butterflies are often seen around this flower.

Viper’s-Bugloss (Echium Vulgare): This flowers between May and September, and supports a wide range of wildlife. This includes Buff-tailed and Red-Tailed Bumblebees, Honeybees and

Red Mason Bees, and Large Skipper and Painted Lady Butterflies. I recently saw a field mouse half up one having its breakfast. Service Dogs UK - veterans & rescue dogs

A lifeline for sufferers of PTSD by Megan O’Neill

“You can spill a cup of water and the world’s ended.” According to PTSD UK, “one in ten people in the UK are expected to experience Post Traumatic Stress Disorder (PTSD) at some point in their lives”. Yet it is still a highly misunderstood mental health condition, partly through a lack of discourse and partly through the fact that people who don’t have it will never fully understand it. The NHS definition of Post Traumatic Stress Disorder is “an anxiety disorder caused by very stressful, frightening or distressing events.” It is so much more than that…

There is a charity, Service dogs UK, based in Chichester and Northchapel near Petworth, which aims not only to spread awareness of PTSD and Complex-Post Traumatic Stress Disorder (CPTSD), but is actively helping people who have served in the armed forces and blue light services by helping them to train their own service dogs. The charity was founded in 2015 and has since been making vital strides in mental health advocacy and supporting those who return from their duties to find that the world has changed and crumbled around them.

How does it work?

Veterans are either referred to Service Dogs UK through other mental health services or sign up through the form on the Service Dogs UK website. They speak to the organisers about the logistics: that if accepted onto the programme they will be paired with a dog and go through nine months to a year of training, at which point they will need to pass an exam in order for their dog to become a fully accredited service dog by ADI (assistance dogs international). At this point, if the veteran still wishes to participate in the programme, there will be a zoom call to discuss them and their PTSD, after which they will be accepted into the programme if there are spaces and given an official start date.

On the 12th of July, I was invited to attend one of their training sessions to see firsthand how the charity makes an impact. In a small village hall in Northchapel, on a crisp Wednesday morning, I met some of the trainers, veterans and dogs currently participating in the program.

Trainer and behaviour specialist, Dave explained that he made the switch from working with Zoo animals to working with dogs two years ago and

that he finds it very rewarding. The passion he has really came through when he explained how the dog selection process works. The organisation helps to rehome dogs and as such, works with dog rescue charities. Dogs Trust flag up dogs who they feel possess superior emotional intelligence skills, these dogs are then assessed by behaviouralists and trainers from the charity as to how they naturally deal with common PTSD presentations. If the dog shows high emotional intellect qualities, it is taken to a foster home and looked after until they are paired with a veteran.

Mutual trust & respect creates a strong bond

There is a big emphasis on mutual trust and respect between dog and veteran. Rescue dogs are used in particular as there is an understanding between dog and vet where both have been through traumatic events. This helps to create a very strong connection. Vets train their dogs predominantly in obedience to ensure that their dog stays calm and unobtrusive when helping to support them in public. The dogs get plenty of chances to just be dogs and this further helps to build a bond, they’re more than just assistance dogs, they’re family.

To fully understand the impact of the dogs and the programme further, I spoke to some of the participants. What was your life like before the programme? “I couldn’t get out of bed; Billy completely turned my life around”. Billy is a three-year -old dog who’s been there for the best part of two years. He’s worked with a few veterans, but he’s been with his current partner since December.

“I applied here as a last-ditch effort to still be alive” Something that was common among the veterans was that this programme was a last

chance to have anything resembling a ‘normal life’, having been through many mental health services and tried different types of therapy such as Eye Movement

Desensitisation Reprocessing therapy (EMDR).

“I couldn’t do anything, now I can.”

“You can take the person out of the army but not the army out of the person.”

“You feel alone, you feel lost, you feel not important anymore.”

Nothing is as isolating as having PTSD, yet there are people and charities that are determined to do as much as they can to help. Helping everyone who has PTSD and CPTSD is a major task that will take more support services and funding and more advocacy than is currently available. Still there are people like Gary Boterell, founder of Service Dogs UK, who are determined to make an impact where they can, in this case he helps people like himself, who valiantly serve

their country and their communities. The impact it has is hard to quantify.

“It changed my life.”

“This programme saves two lives at a time.”

“That bond stays with you and will be there for a lifetime.”

So why isn’t there more support for charities like Service Dogs UK? Why aren’t we champing at the bit to help? Well, we are constantly bombarded by a plethora of worthy causes, charities who really need the help and we can’t support everyone. Invisible disabilities ‘dying on the inside’

So why this charity above others? Why these people? It’s as simple as this. Its easier to see how our advocacy and donations can help people who are dying on the outside, “people understand if your arm’s blown off” yet we struggle to acknowledge the extent of the support that people who are dying on the inside need.

CPTSD was highlighted as a fundamental problem within society.

It’s the community that is gained from being in a room with people who understand but don’t have any expectations of you and who understand that you’re doing your best to navigate this crazy messed up world. It’s the effort that everyone involved in this charity puts in to be a lifeline.

Speed Camera questions

Love them or hate them, it’s useful to know more about them

Can I drive 10% + 2 above the speed limit and not get caught? Fixed speed cameras have a set trigger for catching people speeding, however, it is unconfirmed what most are set at.

Mobile speeding cameras are operated by individuals, so it is up to their discretion to issue you a speeding fine - or worse - if you are over the legal speed limit.

The law states that you are liable for a speeding fine as soon as you exceed the limit, so if you’re doing 31mph in a 30 limit or 71mph on a motorway, you’re breaking the law and could receive a fine. The National Police Chiefs’ Council (NPCC) recommends giving drivers a so-called ‘10% plus 2’ leeway, to aid police officers in using 'discretion', however, this is just a recommendation, not the law.

Can you get caught behind another car?

As long as the speed camera operator can see and target your vehicle they will be able to get a reading of your speed. This is because the laser beam emitted by a mobile speed camera when it

hits your vehicle, can be as small as 10cm in diameter.

Can speed cameras catch you from the front? Most speed cameras are rear facing, however there are exceptions.

Can you warn drivers of speed traps? Warning other drivers of speed traps could be treated as the offence: ‘to wilfully obstruct a constable in the execution of his/her duty. The Highway Code also states that you can’t flash your headlights to convey messages to other motorists.

Do average speed cameras work if you change lanes? Yes. Average speed cameras take pictures of every lane and can measure your speed regardless of any lane changes.

Fire at the Swallow Brewery

Part II Conclusion – by local historian Mark Phillips

Recap – An old article from Tuesday, August 18th, 1863, describes a huge fire at the old Swallow Brewery in Queen Street - very near to where the Co-op is now located.

few short few minutes they were totally gutted. The scene reminded one of the burning and sacking of a town.’

The fire was now burning so ferociously no amount of available water could keep it in check. With this in mind, it was decided to create a firebreak by removing the fourth unit of the brewery.

‘Sledge hammers were quickly obtained and the doors of the brewery spirit and wine stores were smashed open. The large casks of spirits were rolled across to the opposite side of the street.’

The fire now fanned towards the eight old, thatched-roof cottages that ran from Queen Street to Fitzalan Road, just south of the brewery building. Those renting these rather rundown houses consisted mainly of, ‘labourers, whose few household goods formed their only possessions.’ It took a while before traumatised tenants could be persuaded to remove their precious belongings. No sooner had their most important possessions been removed to safety, the cottages succumbed to the blazing inferno.

‘The fire had spread to the houses by the thatch of the southernmost roof of the brewery sliding down in a flaming mass on top of them. In just a

‘This did much to check the progress of the flames. Three roofs about 50 yards in length had already fallen in, the Duke of Norfolk’s engine had now arrived, but still the fire raged.’

The door to the wine vaults was smashed open, and about 3,600 bottles of wine rescued. For safekeeping, these were moved into the building of Mr W Osborne opposite.

Meanwhile, in the brewery, ‘…large casks of spirits had been burned just where they stood. In one instance, a row of barrels ranged side by side, were reduced to ashes and the iron hoops remained standing skeleton-like.’

Huge ale vats were boiling over from the intense heat and bottles were exploding with their corks flying in all directions.

The Duke of Norfolk, and his younger brother, Lord Edmond Howard, were spotted in the crowd passing buckets of water as part of a

chain. When informed that there was a shortage of buckets, the young Duke rushed off with 30 or so boys to the castle. They were shortly seen rushing back carrying buckets bearing the ducal Coronet.

Finally, by 6pm, the fire was considerably checked, but the engines continued to play out water for the next few hours.

Along with half of the brewery building, the eight cottages and a coach house/stable that were all completely destroyed, Mr Constable lost 40 large casks of beer, 31 vats of ale and numerous bottles of wine.

Mr Chatfield, the wheelwright who was leasing the southern end of the brewery building, lost all his tools and stock-in-trade along with a -new wagon.

Mr Constable later said that because the brewery plant was mainly confined to the northern end of the building, business would continue as usual.

The article on this incident concluded: ‘The selfless manner in which all classes assisted to subdue the fire was highly creditable to the inhabitants of the town.’

Royal Jubilee commemorations

none of which, sadly, have survived the passing of time. The only regular sport that the village supports now is Short Mat Bowls.

The designer, Alan Tatham’s intention was for the colours to portray certain aspects of village life. Green and White represented the game of Stoolball, Red and White indicated Football and Green and Red, the Village School.

Queen Victoria’s Diamond Jubilee

Looking further back into our records and another era, to 1897, it was another Jubilee. Then it was Queen Victoria’s Diamond Jubilee. To commemorate it, Yapton did not produce a plaque but planted a tree at the junction of Church Road and Main Road in front of the Shoulder of Mutton and Cucumber Pub.

and Ford Village Hall, should turn around and look above the doorway they would observe a Crest positioned to the left of the clock. This was created from the winning design of a competition organised in the Queen’s Silver Jubilee year. The name of the successful competitor was Mr. Alan Tatham.

The design is based on the English heraldic rose used to portray an English country village. Overlaying this is a shield consisting of three divisions, the borders of which form a capital Y, representing the name Yapton. Each segment is painted a different colour.

Crest Design

The top segment, between to two arms of the Y, is white and carries the image of the Saxon Font which can be found in St Mary’s, our village church. The red sector, bottom right, shows an open door, a reference to an old belief that villagers used to leave their doors open at night to assist smugglers escape the clutches of ‘Kings Men’. This tradition may or may not be true but it is a good tale. The third sector, coloured green, contains the image of a bat and ball. This represents all the various sports that were played in the village at the time of the Jubilee. These included, football, cricket, stoolball and badminton,

Being an oak tree, in spring it produced masses of catkins which created a mess in the middle of the road. A complaint was lodged with the Parish Council not only about this mess but the siting of the tree which was a danger to road users. This prompted the Parish Council to have it removed in 1917.

Another memorial to commemorate the Diamond Jubilee survived for much longer. A flagpole had been erected outside the Village School, where it remained for many years before being re-positioned outside the Village Hall. It remained there until it was replaced in 1959.

No real “quick fixes” to weight loss

It’s easy to feel that if you can just get your weight loss going by being ‘super strict’ or by following some kind of restrictive diet for a short time, that it’ll then be easy to figure out how to make things last for the long term. But, nine times out of ten this doesn’t work. Why is that?

Well, the key to making sustainable changes (and therefore seeing sustainable results) is to go on the journey.

While you will see changes pretty quickly once you brush up your diet, there are no real quick fixes – you’ve got to do the time and learn the skills to make your efforts last for the long term.

Some examples: Learning to make conscious decisions when faced with a particular situation –skills that you won’t gain if you simply don’t socialise for a few weeks.

Figuring out how to make meals which you want to eat and which will move you closer to your goals – and how to do this when you’re in a rush. Learning to move towards your goals regardless of what else is going on.

Learning how to pick yourself up when you make choices that aren’t in line with reaching your goals without it leading to a week off track.

So, rather than taking on a big diet, try to focus on being able to make choices which move you towards your goals, consistently.

As Year 5 (our new Year 6) completed the play, they had the opportunity to perform various scenes, explore the personalities of the different characters and understand the comedic elements and complexities of Shakespearean language. Thank you to ACE teacher, Mr Servant for leading this.

“School Street” - traffic management trial

In the interest of enhancing the safety and convenience of our ACE children, staff, and members of the community, we have been working closely with local authorities and traffic management experts to implement some alterations to the traffic flow and access points surrounding the school. As a result, we were chosen with only two other schools to be part of West Sussex County Council first 'School Street' trial. Update for October 23 & Open Day 1st November

We are now into the Autumn term and the children have adjusted to their new teachers, classrooms and work expectation. The new children in Reception Class have made lots of new friends and settled into the routine and excitement of school life. Here are some of the activities we have been involved in so far this term.

Outdoor learning

Our Forest School leader continues to take every class for a Forest School session. Here, the children have the chance to learn in an outdoor environment and enjoy the great outdoors. They spend time completing activities, making things plus building dens, making fires and taking part in role play and free time activities. Our allotment continues to be a growing area for flowers

and produce and our pond has recently had a face lift and had some new fish added to it.

Harvest

Each year, we collect non perishable foods as part of our Harvest Festival. A local charity delivers a whole school assembly and explains to the children how important their donations are. These donations are collected by the charity and taken to those in need in the local area.

Open Day Wednesday 1st November

Aldingbourne Parish Council

Report from Parish Council meeting on 5th September 2023

Public Participation - Denise James-Crook gave a presentation on possibly obtaining a Traffic Regulation Order to reduce speed from 60mph to 30mph on Hook Lane.

• Lane is being used as a cut through from Westergate Street to A27 bypass and viceversa. Due to number of new developments in the area the usage of the lane from a “quiet lane” has grown exponentially. Increase in traffic is a major cause of concern for such a small rural lane on health & safety grounds.

• Lane is narrow, overgrown in places causing motorists to use middle of lane, floods in places which caused the surface/tarmac to deteriorate, and has issues with deep ditches carved out in vulnerable areas. Motorists aren’t aware of number of sharp dangerous bends and are often caught out, causing them to veer onto the other side of the road which has caused several near misses. Lane is used by walkers, cyclists, horse riders, children walking to school and is exacerbated by lack of pedestrian

footpaths and lighting, making walking on side of road dangerous and hazardous for users. Verges don’t have kerbs and are being eroded as vehicles struggle to pass each other so now there’s an excess of development on Hook Lane.

• Traffic Regulation Order is being submitted to ask West Sussex County Council (WSCC) to consider cumulative effect created by developments on a country lane and not intended to cope with ever-increasing volume of traffic, a route that’s unfit for purpose. A petition gained 100+ signatures. Residents asking WSCC Highways Officers to consider request and that lane is designated to 30 mph to ensure the safety of all. Residents believe extent of health and safety issues raised is a major factor and is the primary reason for application.

Agreed by councillors in attendance to give full support on request for Traffic Regulation Order to reduce speed limit along the stretch of Hook Lane that is 60mph to 30mph.

Potholes, road improvements, ferry, village bus

Edited extracts from draft minutes of Parish Council Meeting 13h July 2023.

Potholes. West Sussex County Council (WSCC) Councillor Paul Marshall advised that in 2022 West Sussex Highways received reports of 16,000 potholes, for just Jan-April of 2023 the total reports of potholes was 24,000 this was due to the extremities of the weather, increased spend has been allocated to Highways together with increased ‘gangs’ and cut and sawn machines to scale up repairs.

Roads. WSCC received a draft feasibility study from WSP Consultants regarding local road improvements. WSCC provided feedback and will receive a final draft by end of July. In late August/ early September, WSCC will host a meeting with stakeholders and WSP to discuss the study, before presenting it at the September PC meeting. WSCC Highways will then consult the community before finalizing the scheme. Regarding the Speed Indicator Device (SID), WS Highways has suggested three potential sites to rotate a mobile

SID every 2-6 weeks. There are still questions about moving the device, capturing data, and costs. The total expense will be researched for the September PC meeting.

Arun Ferry. A resident advised that she was working with a Bury resident to re-instate the ferry across the River Arun, it was at the initial stages with lots of work to be done, the council agreed that this was an excellent initiative.

Car park. A resident asked if the council had put a further £3000 into their reserves for the car park as recommended by the internal auditor, the clerk advised that this was to be reviewed and agreed at the October Finance and Budget meeting, Ham Piece. Replacement of wooden planks - noted that the clerk is obtaining quotes for the work.

Village Bus. Plans are underway to promote the village bus. A survey will also be undertaken to see which services residents would like. A resident suggested putting the bus timetable out on Gaggle at regular intervals.

Barnham & Eastergate Parish Council Hall

Edited extracts from draft minutes of Annual Parish Council Meeting 11th July 2023.

Extension Projects at Barnham Community Hall and Eastergate Village Hall. A formal procurement and tendering process was undertaken for a contract to construct entrance porches and a store extension at Barnham and Eastergate Halls. Four tenders were received and reviewed by the appointed Quantity Surveyor, who presented a Tender Report to the Finance SubCommittee on July 5th. The Sub-Committee minutes, circulated to all Councillors, recommended accepting the £295,574 bid from Stoked Construction for the next stage of the contractor appointment process. Council would submit application for Public Works Loan to value of £100k. Taking on commitment will not lead to increase in Council Tax payments for residents as it is anticipated that additional houses in Parish will fund cost of the loan. However the Council and Trust continue to explore other avenues of funding.

Litter Picking. The Litter Picking initiative was working well and now had risk assessment and safety guidance in place. A list of regular volunteers is in place and promotion to encourage more volunteers to join would take place.

Planters on lampposts. Organised by Sarah Jolley (assisted by Heather Kilroy) have been very well received and the PPS team are looking at working with local businesses and spending around £200 of their budget to create a number of winter planters.

Planting around the village name signs has been well received and so far been vandal free so looking at other potential other and the PPS budget will be used for the purchase of plants. New litter bins to be requested through Arun DC at Gospond Road and Church Lane, Eastergate. Community Garden at Murrells Field. A potential area the west of the entrance and by the gravel car park) has been identified but will require a water supply to be provided.

Walberton Parish Council Update

for October 2023

Extracts from the minutes of the Extraordinary and General Purposes (1st August) and Planning Committee (15th August) meetings

A new Clerk/Responsible Financial Officer and Project Manager were appointed.

Options for green waste collection from the playing field were considered. Play area waste bins to be replaced.

Half-barrel planters will be installed for the Fontwell verges. Verge mowing will be extended to include London Road and Hunters Mews. Fontwell Meadows’ play area has been inspected; developer to address issues identified. Fontwell’s telephone box has been repainted. The application for the 20mph limit on The Street is progressing.

The Pavilion painting has been completed.

The front door needs repair; to improve accessibility it will be replaced with a wider main door flush with the floor. The lighting will be upgraded to improve appearance and efficiency.

The fire-damaged trees in the car park have been removed and will be replaced. Information on WSCC EV charging points will be requested to determine electrical supply requirements. The rebound goal has been delivered; installation is being arranged.

A presentation was made by Welbeck Land regarding proposals for up to 95 dwellings off Wandleys Lane. This was well attended by the public and concerns raised included access, transport and suitability of the lane for the amount of traffic.

Several planning applications were considered. Objection will be submitted concerning the reapplication for Land at West Walberton Lane. Appeals against ADC refusals for sites on Eastergate Lane were noted – WPC will restate its objections. www.walberton-pc.gov.uk
