The specific choice of the system from the assured list, is determined by the individual care home organisation and to best meet their requirements.

Completion of a Data Protection Impact Assessment along with completion of your DSPT will be encouraged for all applicants.

The Digitising Social Care Programme is seeking feedback from Care Providers on viewing and sharing of information and documents across health and social care settings in England.

Having the right information available when you need it is essential to delivering person-centred care. Being able to view a person’s health and care records will mean care professionals can provide more effective care and support, with all of the information they need in one place.

That’s why the Digitising Social Care Programme need to understand what good information sharing could look like across the adult social care sector.

This will help them to design and develop an approach for data sharing which works for everyone, from providers to people who receive care and their families.

This quick survey should only take five minutes but your insight will be invaluable.

Digital Maturity Survey As Technology becomes more popular in the Care industry, it is important to ensure that you have the correct infrastructure in place.

Here we have tools to help you assess your current systems and helpful resources to guide you when you need to make improvements.

Social Care Annual Digital Maturity Self Assessment This free, on line self-assessment tool has been specially designed to help you understand your strengths as well as what might be blocking your way. Completing the questionnaire will provide evidence for future funding to be made available to social care providers like you across Sussex to support your digitalisation.

This could mean funding towards fast broadband or WiFi coverage, falls prevention equipment, remote monitoring, EMAR, digital care planning system or staff training.

We recommend that all care providers complete this 5 minute survey at least once per year. It has been designed to help you understand where you might need to make changes or upgrades to your existing digital infrastructure in order to support the growing number of digital technologies now being used in social care.

This is not a test, it is a self assessment. We are not here to judge, only to help and you are welcome to complete the survey as often as you like, especially if you introduce a new technology. Based on your answers, the survey will put you into one of 4 groups with recommendations and if you fall into the Standards Exceeded, you can download a certificate.

Social care businesses ‘easy targets’ for ransomware attacks – how to keep your business safe. The Cyber Resilience Centre for Wales has revealed four tips for keeping your business safe. By Sam Lewis January 5, 2024 A not-for-profit cyber security organisation has warned that social care companies are at particular risk of ransomware and cyber attacks.

The Cyber Resilience Centre for Wales (WCRC) said that social care businesses could be “easy targets” for such attacks because they “operate on less sophisticated IT systems” than other sectors.

It also reported that the risk in the UK is particularly high, as, between 2022 and 2023, the country saw the second-most attacks ransomware attacks in the world.

The WCRC, founded in 2020, is part of a network of non-profit centres across the country which supports businesses in protecting themselves against cyber crime, offering affordable cyber security options for businesses. Read the WCRC’s tips for protecting your business below: Ransomware is always preceded by an attack on the network itself, commonly through use of stolen credentials, a phishing e-mail or brute force attack. These attacks are increasing in complexity and sophistication meaning that defence against these dark arts needs continual review. But the key points for protection to remember, are: 1. Make your network resilient and practice good cyber hygiene – using Cyber Essentials (CE) principles.

As a member of the WCRC we will guide you through the process of preparing for Cyber Essentials.

2. Make sure staff awareness training is up to date – spotting a phishing e-mail early will prevent a lot of pain further on down the line. Have a look at our Security Awareness Training programme that focusses on those with little or no cyber security or technical knowledge and is delivered in small, succinct modules using real-world examples.

3. Make sure all staff know the symptoms of an ongoing ransomware attack and respond quickly to it using a prepared incident response plan.

4. Identify common points of failure across the network – patch vulnerabilities and restrict access from malicious sites and IP addresses – the important thing is to understand where your main vulnerabilities are, then deal with them first.

Business Continuity Plan - A local story NHS Sussex hospitals back to normal after IT issues

A critical incident has been lifted at two hospitals after patients were told not to attend the emergency departments unless it was a life saving emergency. A power outage caused significant IT issues at the Royal Sussex in Brighton and Princess Royal in Haywards Heath on Sunday night (14th Jan 2024).

Ambulances were diverted and patients taken to other hospitals.Earlier, University Hospitals Sussex NHS trust said power had been restored and everything was "back to normal".

Speaking to BBC Radio Sussex, the chief medical officer at the trust, Professor Katie Urch, said the "very dramatic" incident was caused by a power outage in an IT room housed at Princess Royal hospital in Haywards Heath. She said it took down all IT systems temporarily at both hospital sites at about 18:00 GMT. "We had to request help from our partner agencies in the region. We did divert ambulances but that is all stood down now," she said.

Author and veteran foreign correspondent Malcolm Brabant was at the Royal Sussex visiting a relative with a "complicated heart and lung issue" when the system crashed. "It was pandemonium," he told the BBC. "The technicians were running around panicking, trying to fix it."

He questioned why there was not a back-up IT system in place.

He said: "Aeroplanes have back-up systems to make sure they don't fall out of the sky. Why, when you have a massive new hospital that cost £500m, do you not have a back-up system? "Lives could be put at risk by this. It smacks of really bad planning and incompetence."

'Well rehearsed' During the outage, anyone trying to contact the hospitals by phone to reach a loved one or the ward team was told they would be unable to do so. Temporary maternity triage telephone numbers were also given out for use by birthing women and their families. St Richard's Hospital in Chichester and Worthing Hospital were affected but to a lesser degree, the trust said. Ms Urch said power was restored by 21:30 GMT on Sunday and all systems were back up within the hour. She added: "Things like this are well rehearsed and well planned for. We immediately activate our continuity plans which means printing everything out on to paper, radios and back-up runners. "The hospital can function, it is just slower." The trust's chief operating officer, Andy Heeps, said it had avoided cancelling planned appointments and operations "thanks to the rapid response of everyone involved".

Free Event - Business Continuity Plan The National Data Guardian review’s data standard 7 states that: “A continuity plan is in place to respond to threats to data security, including significant data breaches or near misses, and it is tested once a year as a minimum, with a report to senior management.”

For small organisations, your data security plan can be an extension of your existing business continuity plan. You are likely to have already considered some aspects of data security in your business continuity plan – for example, what you would do if there was a flood or fire and you couldn’t access care notes.

It is important that you also consider what would happen if your phone line or broadband went down. Or if you lost all your staff details in a cyber-attack? What workarounds would you use?

Cyber Incident Exercise Scheme In December 2023, the National Cyber Security Centre launched a new Cyber Incident Exercising scheme, giving organisations access to NCSC assured Exercising providers for the first time.

The new CIE Scheme provides organisations with access to NCSC assured CIE service providers able to create bespoke, structured table-top or live-play cyber incident exercises. It sits alongside the NCSC’s free and easy-to-use Exercise in A Box tool that allows you to test your incident response against a host of generic cyber incident scenarios.

Assured Cyber Incident Exercising companies will work alongside, challenge and help organisations to robustly practise their responses in a safe environment.

Cyber incident exercising (CIE) allows organisations to test the effectiveness of their incident response plans in a safe environment and strengthen their incident management processes.

CIE provides a controlled, scenario-based opportunity for organisations to practise, evaluate and improve their cyber incident response plans (CIRPs). CIE doesn’t test your cyber defences but helps you to explore and evaluate your response plans, should a cyber incident occur. This can help your organisation understand what risks it is holding from a cyber perspective and how they can be managed.

What is the Cyber Incident Exercising scheme? The CIE Scheme gives consumers confidence in companies which have been assessed as meeting the NCSC’s rigorous standard for high quality cyber incident exercising.

How does the scheme work? CIE Assured Service Providers have been assured by the NCSC to develop and deliver controlled, scenario-based, tailored exercising that conforms to the NCSC CIE Technical Standard.

These exercises are delivered for organisations that want to practise, evaluate, and improve their cyber incident response plans in a safe environment.

Who is it for? The CIE Scheme is aimed at organisations with existing cyber incident response plans.

CIE Assured Service Providers are able to support a wide range of UK businesses, charities, public sector, and government organisations to rehearse, evaluate and improve their cyber incident response plans.

The scheme’s remit covers organisationally significant incidents that have the potential for significant operational, financial, or regulatory impacts on the victim. The scheme covers Category 3, 4 and 5 incidents on the UK’s Cyber Attack categorisation system.

SCAM - ‘Missed parcel’ SMS messages Cyber criminals are tricking UK citizens into downloading malicious software (known as malware) by sending scam ‘missed parcel' SMS messages. At this time of year, this type of cyber scam is even more prevalent, as many of us will be expecting deliveries.

The scam SMS messages contain links to what appear to be ‘official’ delivery/parcel-tracking apps, which you’re encouraged to install. But the ‘app’ is in fact a type of malware. If installed, this malware can steal your banking details, passwords, and other sensitive information.

The malware will also attempt to access your contact list, and send scam SMS messages to these numbers as well, helping the malware to spread across the world.

The NCSC have published advice on how to avoid this scam and what to do if you think your device has already been infected.

CQC - Single-Assessment Framework Important News: CQC's New Assessment Framework to Launch in South Region on November 21

The Care Quality Commission (CQC) is set to launch its single-assessment framework in the South region on November 21, 2023.

During the period from November 21 to December 4, CQC will aim to assess 14 early-adopter providers in Sussex and other South region counties, while still continuing with the risk based assessments.

Come December, this approach will expand to all providers in other regions.

Reducing the risk of falls Falls and injuries sustained due to a fall are a common and serious problem for older people. People aged 65 and older have the highest risk of falling, with 30% of people older than 65, and 50% of people older than 80 falling at least once a year. Annually, approximately 5% of older people who fall obtain a fracture or require hospitalisation for a fall-related injury.

Falls were the ninth highest cause of disability-adjusted life years (DALYs) in England in 2013 and the leading ● cause of injury.

Unaddressed fall hazards in the home are estimated to cost the NHS in England £435 million. ● The total annual cost of fragility fractures to the UK has been estimated at £4.4 billion. ● Short and long-term outlooks for patients are generally poor following a hip fracture, with an increased one-year ● mortality of between 18% and 33% and negative effects on daily living activities such as shopping and walking.

West Sussex has a large and growing population of older adults. If population growth projections are correct, the number of adults aged 65+ that are projected to require hospital treatment for a fall will almost double by 2039. You can read more on the Government's website below.

Safe & Well Visit Reducing the risk of falls Mobility and prevention of falls is fundamental in supporting people to retain their independence. Falls are not an inevitable part of getting older - there are simple steps you can promote to help people to stay steady, reduce the chances of falling, thereby preventing serious injury and/or admission to hospital, and supporting people to live in safer homes.

The four key things to promote for the prevention of falling are: ● ● ● ●

Keep active Get checked up regularly – eyes and feet Get medicines reviewed Make sure they have a falls-safe home

Our data at West Sussex Fire & Rescue Service tells us that reduced mobility is an additional risk factor for the potential for an accidental dwelling fire fatality when a person is unable to remove themselves to a place of safety. Which aligns with our known vulnerabilities table for people in our prevention target group with the highest fire risk inequalities.

West Sussex falls prevention exercise programme You can access falls prevention support through our dedicated falls prevention exercise service for West Sussex. Strength and balance exercise classes, run by Postural Stability Instructors, are held at venues across the county. This free service is open to adults of ALL ages who are worried about or at risk of falls.

Digital Switchover

The Digital Switchover - information for providers In 2016, it was announced that the telecommunications industry would upgrade to digital internet based infrastructure by 2025.

Switching to digital has potential impacts for people who use telecare services (monitored alarm systems at home) as traditional devices that connect to the public telephone network such as telephone handsets and telecare units will need to be unplugged from the analogue line and reconnected to the new digital line.

Some devices may need to be upgraded or replaced to ensure they work reliably on the digital line.

What is being done to support the transition?

Our colleagues in the NHS are working to support telecare service providers, telecare suppliers and the telecommunications sector in ensuring that the people who use telecare services are at the centre of the switchover plans.

They have commissioned some research to understand how aware the telecare sector is of the switchover, and the associated opportunities and challenges. There is now also a published Stakeholder Action Plan which sets out work underway.

What happens now?

There are some key questions to ask yourself if you use or provide a telecare service: · If the care service you provide includes provision for people to access telecare alarm devices, have you discussed the switchover with your service provider or equipment supplier? · Does your telephone provider know you have service users using telecare devices linked to their telephones?

Issues like these are also discussed in the Stakeholder Action Plan.

The transition to digital will lay the foundations for a next generation of telecare services that will support more personalised and early preventive interventions. However, telecare is still mainly provided through analogue equipment and the Stakeholder Action Plan seeks to encourage the telecare and telecommunications sectors to work together to mitigate risks and encourage understanding of the switchover.

Single Assessment Framework - CQC Changes to Inspection Systems Tuesday 30th Jan: 10.00 - 11.00am - https://www.eventbrite.co.uk/773593387647 In response to overwhelming interest, we are thrilled to announce an upcoming session focused on the Single Assessment Framework. As more details emerge, Nicole Ridgwell from Lester Aldridge LLP will provide a legal perspective on the current state of affairs and guide us on how to best prepare for the impending inspections.

The Care Quality Commission (CQC) has initiated its inaugural inspections under the new Single Assessment Framework, initially involving a select group of 'early adopters.' Subsequently, the CQC plans to extend this revamped inspection and assessment approach across the entire South region, with a phased rollout throughout other regions to follow. With initial inspections already underway, Nicole aims to offer valuable insights into the practical workings of the new system.

We anticipate her presentation will shed light on the current landscape and provide valuable guidance for navigating these inspections.

This applies to providers, local authorities and integrated care systems.

They will continue to use: ● five key questions (safe, effective, caring, responsive and well-led) ● four-point ratings scale (outstanding, good, requires improvement and inadequate).Under each key question there are a set of topic areas and quality statements. The statements describe what good care looks like and will link to the regulations.

What will be different? ● Gathering evidence: CQC gather evidence to support their judgements in a variety of ways and at different times – not just through on-site inspections. This means on-site inspections will support this activity, rather than being our primary way to collect evidence. ●

Frequency of assessments: They will no longer use a service's rating as the main driver when deciding when we next need to assess. Evidence we collect or information we receive at any time can trigger an assessment.

●

Assessing quality: Judgements about quality will be made more regularly, instead of only after an inspection. The assessments will be more structured and transparent, using evidence categories as part of the assessment framework and giving a score for what they find. hoping to make their decisions about ratings clearer and easier to understand.

The process will continue to be changed, refined and improved and our presentation will reflect this. Data Protection - ROPA/IAR and DPIA Thursday 1st Feb: 2.00 - 3.00pm - https://www.eventbrite.co.uk/776166604207 Join this webinar if you want to learn more about your legal obligations as a care provider under The General Data Protection Regulation (GDPR), particularly how you manage personal and sensitive data.

GDPR came into force on 25 May 2018. Although the UK has left the EU since then, The GDPR is retained in domestic law as the UK GDPR, which sits alongside an amended version of the DPA 2018.

It is a requirement of the Data Protection Act (2018) and the General Data Protection Regulation (GDPR) that all personal and sensitive data has a legal basis for being held and being shared.

This means as a care provider, you are legally obliged to keep a record of all the personal data you hold for staff, residents and families/carers, and what data they share with others.

To meet this requirement, it is easiest to have two lists: · Record of Processing Activities (ROPA) – contains where data is received from, where it is sent to and the legal basis for doing this. · Information Asset Register (IAR) – contains what type of information is held, where it is stored and how it is protected.

A Record of Processing Activities (ROPA) is a list of confidential data, where it is received from or where it is sent to and the legal basis for doing this. All data in the IAR marked as being received from or shared with external organisations needs to be included in your ROPA. An Information Asset Register (IAR) is a list of all the places where information is stored, whether the information in that place is special category information, and how that information is kept safe What is a DPIA? A DPIA is a process designed to help you systematically analyse, identify, and minimise the data protection risks of a project or plan. It is a key part of your accountability obligations under the UK GDPR, and when done properly helps you assess and demonstrate how you comply with all of your data protection obligations.

Why are DPIAs important? DPIAs are an essential part of your accountability obligations. Conducting a DPIA is a legal requirement for any type of processing, including certain specified types of processing that are likely to result in a high risk to the rights and freedoms of individuals. Under UK GDPR, failure to carry out a DPIA when required may leave you open to enforcement action, including a fine of up to £8.7 million, or 2% global annual turnover if higher.

A DPIA must assess the level of risk, and in particular whether it is ‘high risk’. The UK GDPR is clear that assessing the level of risk involves looking at both the likelihood and the severity of the potential harm.

For small organisations, your data security plan can be an extension of your existing business continuity plan. You are likely to have already considered some aspects of data security in your business continuity plan – for example, what you would do if there was a flood or fire and you couldn’t access care notes.

It is important that you also consider what would happen if your phone line or broadband went down. Or if you lost all your staff details in a cyber-attack? What workarounds would you use?

It shows you what you need to do to keep people’s information safe, and to protect your business from the risk of a data breach or a cyber attack. It covers both paper and digital records.

It also reassures everyone you work with that you are taking data security seriously, which in turn can open up access to NHSmail and shared records systems such as GP Connect and proxy access. Care providers must have an up-to-date DSPT in place to meet NHS contracts – and local authorities and CQC inspectors increasingly expect you to have it.

Care providers should complete the toolkit at least once a year.

It will cover how to: – Register for the DSPT – including how to register if you have multiple services and sites – Complete to Approaching Standards and Standards Met – Publish your DSPT standard – Access free, official support from the Better Security, Better Care programme.
