Sussex In Reach Digital Team - December 2023

THE HOME CARE HUB Training & Support dedicated to Home Care The 2023/24 DSCR funding process is underway and application forms are available on request.

This funding has been made available to support CQC Registered Adult Social Care providers to adopt technologies that can transform care.

The fund will support the Adult Social Care sector to adopt Digital Social Care Records (DSCR), also known as digital care plans.

Grant amount: £1650.

The DSCR grant will be available as a single amount of £1650 to each Sussex based care setting (1 grant per setting) registered with CQC, procuring a digital social care record system from the Assured Solutions List between

April 2023 and March 2024. (Conditions apply).

The specific choice of the system from the assured list, is determined by the individual care home organisation and to best meet their requirements.

Completion of a Data Protection Impact Assessment along with completion of your DSPT will be encouraged for all applicants.

Digital Maturity Survey As Technology becomes more popular in the Care industry, it is important to ensure that you have the correct infrastructure in place.

Here we have tools to help you assess your current systems and helpful resources to guide you when you need to make improvements.

Social Care Annual Digital Maturity Self Assessment This free, on line self-assessment tool has been specially designed to help you understand your strengths as well as what might be blocking your way. Completing the questionnaire will provide evidence for future funding to be made available to social care providers like you across Sussex to support your digitalisation.

This could mean funding towards fast broadband or WiFi coverage, falls prevention equipment, remote monitoring, EMAR, digital care planning system or staff training.

We recommend that all care providers complete this 5 minute survey at least once per year. It has been designed to help you understand where you might need to make changes or upgrades to your existing digital infrastructure in order to support the growing number of digital technologies now being used in social care.

This is not a test, it is a self assessment. We are not here to judge, only to help and you are welcome to complete the survey as often as you like, especially if you introduce a new technology. Based on your answers, the survey will put you into one of 4 groups with recommendations and if you fall into the Standards Exceeded, you can download a certificate.

You work so hard, you’re always there, you never let us down, You're working all through Christmas, yet you never seem to frown.

Stay safe this Christmas - Amazon During this time of year, we often see a surge in impersonation scams. Stay safe by learning to identify and avoid them.

In impersonation scams, a scammer reaches out to you pretending to be someone you trust to get sensitive information like national insurance numbers, bank information, or Amazon account details. Scammers change tactics quickly making them hard to detect.

Scam Trend: Email attachment scams - Scammers send emails posing as Amazon & include pdf attachments stating that your account will be suspended or on hold. These attachments prompt you to click on a fraudulent link to “update your account.” These links lure you to provide personal information such as payment information or account login credentials. Please do not click on any links or provide your information without authenticating the email or verifying the link. Visit the Message Centre which displays a log of authentic communications sent from Amazon.

Prime membership scams - These are unexpected calls/texts/emails that refer to a costly membership fee or an issue with your membership and ask you to confirm or cancel the charge. These scammers try to convince you to provide payment or bank account information in order to reinstate a membership. Amazon will never ask you to provide payment information for products or services over the phone. To verify your Prime Membership status or make payments, log into your Amazon account, and go to Your Account.

Here are some important tips to identify scams and keep your account and information safe: 1. Trust Amazon-owned channels - Always go through the Amazon mobile app or website when seeking customer service, tech support, or when looking to make changes to your account.

2. Be wary of false urgency - Scammers may try to create a sense of urgency to persuade you to do what they're asking. Be wary any time someone tries to convince you that you must act now.

3. Never pay over the phone - Amazon will never ask you to provide payment information, including gift cards (or “verification cards,” as some scammers call them) for products or services over the phone.

4. Verify links first - Review the link for misspellings or repeated characters. Legitimate Amazon websites contain "amazon.co.uk" or "amazon.co.uk/support." Go directly to our website when seeking help with Amazon devices/services, orders or to make changes to your account.

5. Verify email senders - Legitimate Amazon emails contain “@amazon.co.uk”. In your web browser, hover over the display name under “From” to see full sender address. Look for misspellings or added or substituted characters. Visit the Message Centre to view authentic messages from Amazon.

Cyber Security - Even Santa gets scammed!

Experian technology prevented more than £1.9 billion of fraudulent transactions in the last year, identifying a fraud every minute of every day.

As the festive season fast approaches, we get excited by the social gatherings, get togethers and gift giving. But it’s key to remember to be cautious and careful with personal information, especially online.

Businesses need to be able to identify who they are doing business with and consumers need to know the businesses they are interacting with online are real, safe and secure.

Identity fraud rose by more than a fifth this year, amid warnings that fraudulent activity is set to peak over the Christmas shopping period. Watch the Video here.

Cyber Security in Social Care: a shared journey Ethan Gray is Policy Manager for cyber security in adult social care. He has been working on adult social care policy in the Department for Health and Social Care for several years, including time in Winter Planning and on early stages of the Covid Inquiry.

Adult social care providers have a duty to ensure that people receiving care, their friends and families, as well as those working in care settings, can be confident that their information is kept safe and secure.

With multiple pressures on providers this might be easily forgotten, but maintaining good cyber hygiene helps protect everyone in the sector.

Health and Care Cyber Strategy - In March 2023, we published the Cyber Strategy for Health and Social Care. This outlines our vision of a cyber-secure health and social care sector in 2030 across five different pillars: 1. focus on the greatest risks and harms 2. defend as one 3. people and culture 4. build secure for the future 5. exemplary response and recovery These five pillars will support every organisation across health and social care to meet the vision of a cyber-resilient future.

Just as the Data Security and Protection Toolkit (DSPT) has been tailored to be relevant to the adult social care sector, we're also working to co-design the approach as it relates to adult social care. Ensuring it's proportionate to the potential threats and harms the sector faces.

Current Picture - Thanks to the great efforts of the Better Security, Better Care programme considerable progress has been made in embedding an understanding of cyber-security practices within the adult social care sector. When the programme began in April 2021, only 14% of CQC-registered care providers were compliant with the DSPT. Fast forward to today and we now have 66% compliance with the toolkit, that's 17,500 providers. This is a huge achievement, with credit due to the many Local Support Organisations who work on the programme. This hard work was recognised recently at the National Cyber Awards and the team will continue to raise awareness and compliance, helping to ensure a secure future.

Looking to the Future - The Better Security, Better Care programme continues to work to improve DSPT compliance across adult social care, targeting hard-to-reach parts of the sector to bolster compliance. This includes specific DSPT improvement targets on homecare & new entrants to the sector. By 2025 we will publish a comprehensive & data-led landscape review on the status of cyber security within adult social care. This will provide an outline of what best practice looks like within the sector & how we as a national team help plug any gaps there may be. This will also look at cyber incidents the sector has experienced in the past year, & how we are continuously learning to improve our response & support.

Supporting providers We know that meeting the DSPT requirement for training staff can often prove difficult. With this in mind, the Better Security Better Care programme is working to produce a suite of e-learning tools for the sector, that will be available via our newly launched Digital Care Hub later this year. This will ensure that cyber knowledge is easily accessible to all those working in adult social care, and will help care providers to satisfy training requirements as part of the DSPT. October marked Cyber Security Awareness Month, however the importance of protecting information should know no calendar boundaries. It’s crucial that we continue to focus on fostering a strong culture of cyber across the sector, as it is everyone’s responsibility to ensure the safety and security of those working in and receiving care.

Action Fraud

Action Fraud has received 31 reports since June 2023 relating to remote access scams targeting businesses. Victims have reported losses totalling over £3.8M. Scammers contact businesses claiming to be from their bank or from a financial services vendor used by their business. The goal of the scammer is to get victims to log in to their online banking account whilst the scammer has remote access to their computer. The scammer convinces the victim to install software that enables remote access, claiming it is required to install an important update. The victim is instructed to log in to their online banking account, and then the remote access software is used to blur the screen whilst the scammer makes fraudulent transactions from the victim’s account. The victim is asked to read out one-time verification codes that the scammer claims they have sent to the victim’s mobile.

The codes are from the victim’s bank, which if shared will allow the scammer to transfer money out of the victim’s bank account.

How to protect your business from remote access scams Your bank will never ask you to grant them remote access to your computer or smartphone. ● Never install remote access software on your device as a result of an unsolicited call, browser pop up, or text message. ● One-time verification codes sent to you by your bank should never be shared with anyone.

If you receive a suspicious call claiming to be from your bank, hang up and call your bank using the number on the back of your bank card, or from their official website or app.

If you believe your laptop, PC, tablet or phone has been infected with a virus or malware, follow the National Cyber Security Centre’s guidance as above on ‘How to recover an infected device’.

If your business has fallen victim to fraud or cyber crime, report it to Action Fraud online at www.actionfraud.police.uk or by calling 0300 123 2040.

If your business experiences a live cyber attack (in progress), call the live cyber reporting service for businesses on 0300 123 2040 (24 hour service) immediately.

The 12 Signs of Phishing

As you start preparing for the festive season, we’ve got a list longer than Santa’s naughty list – the 12 signs of Phishing scams rife this Christmas. Cyber criminals will know this is a busy time of year for you, and if an opportunity arises, they’ll take it. You don’t want any nasty surprises when you come back from your festive break, so don’t let cyber grinches still your joy this Christmas (or sensitive information).

Be sure to deck the halls with firewalls and read on to identify the 12 tell-tale signs that you’re the recipient of a Phishing scam.

1. Generic Greetings: Some email scams will include your first name in a message, but a lot of the time scammers don’t. Phishing emails often use impersonal greetings like “Dear Customer/Client” instead of addressing you by your name.

2. Deals too good to be true: Scammers will try to pull you in emotionally. With Christmas so close, they know you’ll be hunting for the best deals, and will use this as a strategy to fool you. The photo (right) is a great example, and they’ve used a generic greeting at the top of the email

3. Grammar: One quick and easy way to check for a scam is to analyse the spelling. An email from a legitimate company will be well written. Check the email domain for misspelled words and be cautious of links that look suspicious. Be sure to hover over links to see the actual destination to avoid clicking on potentially unsafe links. Scammers impersonating well known organisations can look accurate and be hard to spot. The example (right) even replicates the Royal Mail branding very well, making it tricky to detect. Checking small wording details in the sender address could help you to spot the scam. And don’t forget, if you’re ever unsure, just contact the source through a direct channel.

4. Files & Attachments: Be cautious of email attachments, especially if they come from unknown or unexpected sources. Hackers can send emails from accounts you’re familiar with, so if you weren’t expecting a file link or attachment, give the sender a phone call so you can confirm its validity.

5. Urgent Language: Phishing attacks often create a sense of urgency or use threatening language to prompt quick action.

Watch out for phrases like “Your account will be suspended” or “Immediate action required.”

6. Requests for Personal Information: Legitimate organisations don’t request sensitive information via email, text, or phone call. Be sceptical of emails asking for passwords or business account details. If you’re unsure, contact the organisation to check it’s validity before engaging.

7. Mismatched Logos and Branding: Check for inconsistencies in the email logos, branding, or formatting. Phishing emails often have poor quality graphics or inconsistencies compared to official channels.

8. Unexpected shipping & delivery emails: Cyber criminals will know that the likelihood of you expecting a delivery this Christmas will have increased. Fake shipping and delivery notifications will be sent in efforts to get you to click on malicious links.

9. Generic Content: A tell-tale sign of a phishing email is one where the content is generic and may loosely relate to your business but doesn’t directly relate to you or your interactions with the supposed sender. The best thing to do is report scams emails by forwarding it on to report@phishing.gov.uk

10. Unusual Sender Behaviour: Scammers are known to impersonate the people you work with. If you receive an email that’s out of character for the supposed sender, such as an unexpected invoice or an urgent meeting, verify the communication through another channel such as phone or video call.

11. Phishing scams don’t just happen via email: Text messaging and WhatsApp scams are becoming more common. Scammers will prey on current hot topics to trick you into falling for a scam. Take this cost-of-living scam text message, for example:

12. Multi-Factor Authentication (MFA) Warning: Legitimate organisations may remind you to enable multi-factor authentication but will never ask you to provide your MFA codes.

Staying vigilant and informed of common phishing tactics will help you to avoid the December dupery and enjoy a Fraud-Free Christmas!

CQC - Single-Assessment Framework Important News: CQC's New Assessment Framework to Launch in South Region on November 21

The Care Quality Commission (CQC) is set to launch its single-assessment framework in the South region on November 21, 2023.

During the period from November 21 to December 4, CQC will aim to assess 14 early-adopter providers in Sussex and other South region counties, while still continuing with the risk based assessments.

Come December, this approach will expand to all providers. in other regions.

Single Assessment Framework - CQC Changes to Inspection Systems Tuesday 30th Jan - 10.00 - 11.00am - https://www.eventbrite.co.uk/773593387647 In response to overwhelming interest, we are thrilled to announce an upcoming session focused on the Single Assessment Framework. As more details emerge, Nicole Ridgwell from Lester Aldridge LLP will provide a legal perspective on the current state of affairs and guide us on how to best prepare for the impending inspections.

The Care Quality Commission (CQC) has initiated its inaugural inspections under the new Single Assessment Framework, initially involving a select group of 'early adopters.' Subsequently, the CQC plans to extend this revamped inspection and assessment approach across the entire South region, with a phased rollout throughout other regions to follow. With initial inspections already underway, Nicole aims to offer valuable insights into the practical workings of the new system.

We anticipate her presentation will shed light on the current landscape and provide valuable guidance for navigating these inspections.

This applies to providers, local authorities and integrated care systems.

They will continue to use: ● five key questions (safe, effective, caring, responsive and well-led) ● four-point ratings scale (outstanding, good, requires improvement and inadequate).Under each key question there are a set of topic areas and quality statements. The statements describe what good care looks like and will link to the regulations.

What will be different? ● Gathering evidence: CQC gather evidence to support their judgements in a variety of ways and at different times – not just through on-site inspections. This means on-site inspections will support this activity, rather than being our primary way to collect evidence. ●

Frequency of assessments: They will no longer use a service's rating as the main driver when deciding when we next need to assess. Evidence we collect or information we receive at any time can trigger an assessment.

Assessing quality: Judgements about quality will be made more regularly, instead of only after an inspection. The assessments will be more structured and transparent, using evidence categories as part of the assessment framework and giving a score for what they find. hoping to make their decisions about ratings clearer and easier to understand.

The process will continue to be changed, refined and improved and our presentation will reflect this. Digital Care Hub - Events and training Completing the Data Security and Protection Toolkit Date: Thursday 28 December 2023 - 14.00 - 15.00 - Location: Online / Zoom webinar The Data Security and Protection Toolkit (DSPT) is an online self-assessment tool to help adult social care providers in England to store and share information safely.

It shows you what you need to do to keep people’s information safe, and to protect your business from the risk of a data breach or a cyber attack. It covers both paper and digital records.

It also reassures everyone you work with that you are taking data security seriously, which in turn can open up access to NHSmail and shared records systems such as GP Connect and proxy access. Care providers must have an up-to-date DSPT in place to meet NHS contracts – and local authorities and CQC inspectors increasingly expect you to have it.

Care providers should complete the toolkit at least once a year.

Free Data Security & Protection eLearning NEW: Free Data Security & Protection eLearning for social care staff We know it’s difficult to find training on data protection and cyber security that really works for your staff.

So that’s why Better Security, Better Care has created it.

Our colleagues have developed an eLearning course which your staff can complete online for free, and without any need to register or log in.

The course will enable you to meet the training requirements within the Data Security and Protection Toolkit (DSPT), including the requirement to train at least 95% of staff every year.

The modules are: ● Module 1: Rights and responsibilities – https://www.digitalcarehub.co.uk/elearning/data-protection-rights-and-responsibilties/ ● Module 2: Keeping data secure – https://www.digitalcarehub.co.uk/elearning/keeping-data-secure/ ● Module 3: Threats to data security – https://www.digitalcarehub.co.uk/elearning/threats-to-data-security/ ● Module 4: Data breaches – https://www.digitalcarehub.co.uk/elearning/data-breaches/ ● Assessment – https://www.digitalcarehub.co.uk/elearning/assesment-quiz/ The course is: ● Relevant to all staff: It covers all staff who have access to personal data including care workers, managers, receptionists, administrators and volunteers ● Short and interactive: There are four modules with videos, quizzes and graphics, plus a single online assessment. ● Designed to meet Data Security and Protection Toolkit (DSPT) training requirements: If you collate information about how many staff have successfully completed the course, you can use that as evidence against the DSPT requirement to train at least 95% of staff every year. ● Free and open access: You can complete the course directly online at www.digitalcarehub.co.uk/elearning - or if you have your own Learning Management System, you can request a SCORM compliant version from info@digitalsocialcare.co.uk Find out more. There is a clear focus on the importance of developing digital skills in health and care, with the government highlighting this in the ‘People at the Heart of Care’ policy paper (2021) and again in the 'Next steps to put People at the Heart of Care' (2023).

Digital inclusion and the associated tools can be used to streamline processes, reduce admin time, and ultimately improve the quality of care provided and to be digitally aware is now a required skill by everyone working in the sector.
