DSPT - The Gateway to your digital

The Data Security and Protection Toolkit

Funding will continue for another year to enable us to offer training and support to help providers complete their DSPT. This announcement from the Department of Health shows their commitment to improve Data and Cyber Security within Adult Social Care.

Keeping your paper and digital information safe is key to running a care service people can trust. You can protect your business, your service users and your staff from data losses and take steps towards protecting yourself from cyber attacks by completing your Data Security and Protection Toolkit. The DSPT is easier to complete than you think.

It is not an assessment but a self-evaluation and you probably have most of the policies and procedures in place already. If you need any help or support, you can not only attend one of our free webinars but we can provide significant (and free) one to one support at a time that suits you.

All CQC registered care providers should complete the DSPT at least once a year.

We hold regular online sessions to help you complete your first DSPT, and we can also offer further support for those who are Republishing their annual self-assessment.

Most people unaware of how their informati care sector can do more

People who use care and support services and their families are often unaware of how their information is kept and managed.

But when they do think about it, they realise how important it is, and it could impact on their choice of services.

Launched today (22/03/23) at learning disability service, Journey Enterprises Ltd, in Newcastle, It’s my information: Keep it safe records what people using care and support services know and think about how their information is stored and shared

The study, which was commissioned by the national Better Security, Better Care Programme and delivered by Liverpool Social Care Partnership (LSCP), reveals that most people have not been told what data is held about them or how it is managed. In fact, most people don’t think about it – but when prompted they do consider it to be important

“This really matters Care and support organisations need information about people’s needs and preferences in order to deliver good support But they also need to manage that information well – including ensuring that people understand what information they keep and how it is used. We are calling on all care and support providers to check and improve what they are doing.”

Over 150 people took part in the study – including older people, people with learning disabilities, and family members.

Older people (over 65) generally said they did not know what information their care services keep about them, or how it is used and looked after. Younger adults and carers were ,more knowledgeable. The people who said they knew most were those supported by Journey Enterprises – a service for people with learning disabilities in the North East

Most people said that they had not previously thought about or worried about the care service keeps about them. However, after thinking about the questions aske people said that it was something that would influence their choice of care servic

One participant said:

“I never thought about information safety influencing my choice of care providers before now, but it is concerning because of cyber crimes, cloning of IDs, wars and so on It is something that I would now 100 per cent take into account ”

The report also revealed that people would value a quality mark that indicates if a care provider is meeting good data protection standards

Michelle Corrigan explains:

“The Data Security and Protection Toolkit (DSPT) is the official, comprehensive way for care providers to assess and demonstrate how they are protecting people’s information Since this study was carried out, we’ve introduced a DSPT Certificate so that providers who complete the toolkit can easily show the standard they have met. And of course we continue to offer free, expert support to help all providers, whatever their size or service, to complete the DSPT”

“We are also encouraging local authorities, charities and organisations that help people choose support services to add data protection arrangements as a key issue to consider”

Another simple step that care providers can take is to review and actively share their Privacy Statement with people who draw on their services and their families

Maggie Leadbeater, Operations Manager and Safeguarding Lead at Journey Enterprises says:

“As a learning disability service, we want to ensure that people are fully aware of how we use their information That’s why we were delighted to take part in this study – and to launch the final report here in Newcastle Our experience is that it is perfectly feasible to explain privacy issues simply. And all care providers should seek to do so.”

As a result of this study, Digital Social Care is updating their template Privacy Policy to make it easier to understand, working with Journey Enterprises to develop a template for an Easy Read Privacy Statement, and encouraging care providers and organisations that help people select care to ask questions about how data is used.

CQC Bulletin

In their most recent provider bulletin, CQC have stated suppor social care records and have signposted providers to the Care website.

The copy reads:

“We believe that digital record systems can be more effective than paper-based records and are supportive of the Digital Social Care programme, led by the NHS Transformation Directorate. We know that around half of social care providers are using digital social care records and we support this growing move to digitisation. We want to work closely with NHS Transformation to help them support providers who face barriers to adopting digital social care records.”

Demystifying digital

Moving from paper-based systems to digital systems can be daunting With so much information out there it’s hard to know where to start and, if you describe yourself as a technophobe, it might all feel pretty overwhelming. Breaking it down into manageable stages is definitely the best approach; it’s a marathon, not a sprint after all.

When considering new technology for your service it’s best to ask yourself some fundamental questions: are our current systems fit for purpose, both now and looking to the future? What positive changes can technology help us achieve? How will we know that it’s been successful?

For many care providers the first step to digital transformation is the move from paper-based care planning to using digital care records. But there are some other elements to consider before getting to that point. How good is your Wi-Fi? Have you thought about data security and cyber protection? Is everyone on your team on board with the proposed change?

Decent internet connectivity is essential for any business these days and that applies to care businesses too There’s guidance to help you get set up and the good news is things like digital care record systems can still work well even if you don’t have superfast internet connectivity

Better security, better care

Making sure you’re managing confidential information properly is mportant for any business The Better Security, Better Care programme is there to help care providers store and share nformation safely and this applies to both paper and digital records

Completing the Data Security and Protection Toolkit will help you to evaluate and improve your data and cybersecurity and ensure you have met the standards needed to handle data safely and transition rom paper to digital.

It’s vital that everyone in your team is onboard with the change Do they understand the benefits of digital working and the role they play in making it happen? Most importantly, everyone needs the skills and confidence to use the technology effectively. The good news is there’s lots of free training to support you and your team in gaining and developing those digital skills.

And last, but definitely not least, digital transformation needs to start from the ground up

Once you’ve got these fundamentals in place then it’s time to think about moving away from paper to digital care planning. We can help you with all of this. Cyber Aware Launch

flagship services designed to help millions of UK small businesses stay secure online and protect their livelihoods.

With official statistics showing more than a third of small businesses suffered a cyber attack last year, the NCSC urged them to make use of its Cyber Action Plan and Check Your Cyber Security tools.

The Cyber Action Plan can be completed online in under 5 minutes and results in tailored advice for businesses on how they can improve their cyber security.

Check your Cyber Security – which is accessible via the Action Plan – can be used by any small organisation including schools and charities and enables non-technical users to identify and fix cyber security issues within their businesses.

Cyber Securi Strategy for Adult Social Care to 2030

The Cyber Security Strategy for Health and Adult Social Care to 2030 has been published today (22/03/23).

The strategy sets out a vision to 2030 for a health and social care sector that is resilient to cyber-attack. It establishes cyber security as a foundational business need to ensuring patient and service user safety. Improved cyber resilience will assure availability of services, protect valuable data, enable quicker response and recovery when attacks do occur, and increase public trust.

I am incredibly happy to announce the publication the Cyber Security Strategy for Health and Adult Social Care to 2030. It has been a long journey to reach this milestone and I am pleased that we can now share our joint approach to tackling cyber security risk across the adult social care system.

With a direct focus on adult social care, this strategy builds on success through our community-led approach for cyber security. Working with the sector, and in lockstep with its digital journey, we will continue to address the sector’s specific challenges and respect its organisations’ independence and diversity Using a community–led approach we intend to mainstream adult social care across some of our central cyber functions

This is just the beginning, and it is important to me that we work together so that you can understand the detail of the model and that you are empowered to deliver its proposals

A unified and collaborative approach is key to improving sector-wide cyber security, ensuring we can ‘defend as one’ across the entire system We have taken into consideration the complexities of the adult social care system and we recognise that a balanced approach is needed to account for specific needs and varying cyber capabilities while defending as one. We want to work with you to ensure we move forwards together.

This ambitious strategy envisages a health and social care sector that is resilient to cyber-attack

Shaping a common purpose and language for tackling cyber risk, this strategy is in the health and adult social care sector and for the wider public who rely on tho Improved cyber resilience will assure availability of services, protect valuable dat response and recovery when attacks do occur, and increase public trust. As such foundational business need to ensuring patient and service user safety.

The strategy docks under the Government Cyber Security Strategy 2022 to 2030, whilst also cross-referencing the aims and learnings from strategies and reports such as, but not limited to, Data Saves Lives, A Plan for Digital Health and Care It builds on the success of the community led approach for cyber security that has been developed through the Better Security, Better Care programme It speaks to the importance of cyber security in underwriting public trust in digital services and technologies and the significance of this public trust for innovation.

The strategy sets out five complementary pillars to achieve this vision, with an approach that will be applicable across health and social care systems including for adult social care, primary care, and our critical supply chain as well as for secondary care. The five pillars are:

● focus on greatest risks and harms

● defend as one

● people and culture

● build secure for the future

● exemplary response and recovery

Working collaboratively with national and regional teams, Better Security Better Care’s local support organisations, integrated care systems, health and care leaders, and cyber security staff, and in accordance with the roles and responsibilities set under each pillar, together we can be confident in achieving these outcomes. While this is a strategy to 2030, it contains specific deliverables to 2025 and will be accompanied in Summer 2023 by a published implementation plan setting out activity for the next 2 to 3 years to make improvements across the four Cyber Assessment Framework objectives

The attack is the third on schools in West Sussex over the past week. Two schools in Chichester have been subjected to major ransomeware attacks. One of them – Bishop Luffa – confirmed that hackers were holding a huge amount of sensitive data to ransom but said the school was not in a position to pay

Tanbridge House School sent out a letter to parents this week saying that hacking of its systems had had ‘ a big impact on the normal running of the school this week’ but that computers were being reconfigured.

In the letter Mark Sheridan said: “We now understand there to have been a malicious access of our school computer systems from an outside party.

“This incident continues to be fully investigated by our external IT security team. They have told us that while the hackers managed to gain access and lock us out of all of our systems, no evidence has been found of any breach of data or compromise of sensitive information.

“IT security staff were quickly on site to shut down our computer systems and we reported the incident to the Information Commissioner’s Office, who have given us the advice we are now following.

“While this has had a big impact on the normal running of our school this week, our IT team have been busy building an enhanced, secure system for students and staff to use. Over 300 computers have been reconfigured already. This process will be ongoing and continuing over the weekend.

“We will be issuing new login details to all students and staff from Monday March 20, and we hope to be fully back up and running early next week.

Working together to improve understanding of Dementia.

The Dementia Dictionary contains thousands of definitions for a wide range of behaviours, actions, and vocalisations, helping people to understand what is being communicated through these actions, as well as some useful pointers and advice for how to respond to these situations based on what is being communicated

Anyone can use the Dementia Dictionary to search for behaviours, actions, & vocalisations that they see being displayed by people living with dementia but do not understand. They will then be able to view behaviours that are similar to what they are seeing and go through all of the possible interpretations to see if there is anything there that matches their situation

If they do, then fantastic, they will be able to better understand and respond to this situation in the future

If they do not find anything that they believe matches what they are seeing then people are able to ask for their own specific situation to be interpreted. All of the interpretations in the Dementia Dictionary are provided by our worldwide network of Dementia Interpreters, who have completed a training course to enable them to be registered, and they use the knowledge gained during this training, as well their own first-hand experiences of dementia, to come up with potential interpretations for all of the behaviours that people would like help with

The Dementia Dictionary is enabling people around the world to better connect with people who previously had been unable to do so Our ultimate aim is that this resource will stop all of the labelling that tends to happen with people living with dementia, labels such as ‘challenging’ and ‘aggressive’, as people will now be able to understand that these behaviours are actually forms of communication.

Vouchers worth up to £4,500 for homes and businesses help to cover the costs of installing gigabit broadband to people’s doorsteps.

About the scheme

The government is committed to delivering lightning-fast, reliable gigabit-capable broadband to everyone in the UK as soon as possible, working hard with broadband providers to accelerate their commercial development plans.

The rollout to hard to reach areas of the UK will be subsidised by government contracts, awarded to broadband providers over the next few years, until the whole of the UK is connected. The rollout has already begun and you can find out more about it here

Stay Strong, Stay Steady, Stay Independent is a programme of local events running from Monday 17 to Sunday 30 April to raise awareness of the importance of strength and balance exercises to help people stay independent and age well.

To begin, go to the Review tab, once again found on the ribbon. On the left side, click Spelling & Grammar. Word will analyse all the text on your document.

If errors are found, you’ll see a window appear.

Errors will appear highlighted, and you’ll have options to correct them.

You can check suggestions or choose to ignore an identified error if it isn’t valid

Having digital skills – even just basic onescan make a big difference in both your personal and work life.

Working collaboratively with Barclays, we are able to offer you this amazing, free Digital Champion programme. The programme was designed for anyone who wants to support the people around them to develop these essential digital skills. You will be teaching essential digital skills to help people become more skilled or avoid becoming digitally excluded and isolated The programme uses virtual sessions alongside online learning modules on Digital Wings to create an environment for Digital Champions to develop their digital skills ready to start supporting people around them. You don’t need to be a digital expert to become a Digital Champion but you do need a passion for helping others.

Getting started!

Follow the steps below to get started:

1 - Register - When you register to become a Digital Champion, you’ll join a cohort of other Digital Champion trainees. You’ll stay in this group throughout the programme, and you’ll have to attend each session to complete the programme and become a Digital Champion.

2 - Complete the learning - In addition to attending the virtual sessions, you’ll need to complete three specially selected Digital Wings modules which cover all the topics you’ll be expected to start sharing in your Digital Champion role. In each session and module, we'll give you some ideas on how you can use the learning to help others.

3 - Tell us how you’re doing - Once your learning is complete Barclays team will ask you to share how you’re doing after 30, 60 and 90 days so keep a note of how many people you’re helping. This could be by sharing Digital Wings or showing people how to do something digitally for the first time. You will also have the opportunity to let Barclays know if you need any more help.

The Dementia Dictionary contains thousands of definitions for a wide range of behaviours, actions, and vocalisations, helping people to understand what is being communicated through these actions, as well as some useful pointers and advice for how to respond to these situations based on what is being communicated.

The Dementia Dictionary is enabling people around the world to better connect with people who previously had been unable to do so. Our ultimate aim is that this resource will stop all of the labelling that tends to happen with people living with dementia, labels such as ‘challenging’ and ‘aggressive’, as people will now be able to understand that these behaviours are actually forms of communication.

The Data Security and Protection Toolkit (DSPT) is an online self-assessment tool to help adult social care providers in England to store and share information safely.

In this session, we look at the recent changes to the DSPT and help you navigate through these to achieve ‘Standards Met’ when you republish your DSPT for the 22/23 year

Because things change in your setting, you need to review and republish your toolkit every year so that it reflects your current data and cyber security arrangements For example, you may have introduced new staff, data systems, technology or services – which in turn will impact how you manage your information.

The deadline for publishing your DSPT for 2022/22 is 30 June 2023.

This webinar is for care providers who have published before, and are reviewing and republishing their DSPT but don't worry if you have never published, we will help you keep up.

Whilst during the pandemic, data protection was not high on the agenda for either the CQC or the providers, this is about to change

As a part of their assessment relating to caring and well led, CQC will be looking at the way you manage your data Some of the questions you may be asked are:

● What personal data do you hold or collect?

● What do you do with that data?

● Who do you share it with?

● How long do you keep the data?

● What is the lawful basis for processing the data?

CQC will check that your records comply with Regulation 17 Health and Social Care Act 2008 (regulated activities) Regulations 2014:

● Data protection legislation.

● Accessible information standard and

● The toolkit (where necessary)

Some of the common problems you can avoid that CQC inspectors have identified are:

● Personal and special category data (health information) not being shared securely:

● Password protect or encrypt documents,

● Secure sharing sites

● Egress for emails

● Software up to date

● Doors to offices is being left unlocked, open and unattended

● Data being taken off site and not backed up/ sufficiently protected

● Staff not being sufficiently trained

Completing the DSPT self assessment can help prove your compliance with Data protection legislation and UK GDPR.

It can also help you prevent data breaches, reduce the risk of cyber attacks and make dealing with requests from individuals to exercise their rights in respect of personal data much easier

Completing the toolkit can help you reduce the risk of fines from the ICO for non-compliance as you will be able to show the steps you have taken to minimise the risks
