PLANS FOR a Newton casino are forging ahead and look even

more ambitious than those previously considered by city council, Surrey’s mayor says.

The 7093 King George Blvd. property has had a long and troubled history. In 2009, Boardwalk Gaming promised a $25-million investment that would see a revitalized mall and community policing station in exchange for a lucrative zoning change that would allow slot machines at Newton Square Bingo Country. The rezoning was in violation of Surrey’s existing gaming policy, but it passed on a five-to-four vote.

Last June, Boardwalk flipped the property to Gateway Casinos and Entertainment, which now has the legal authority to fire up slot machines, but no obligation to invest the $25 million Boardwalk had promised.

Until now, very little work has been done except on the interior of the building, which Randy Sears, marketing officer for Gateway and executive manager for Starlight Casino, says has been extensive.

“We’ve got a lot of work to do on the building, so we’ve had some contractors in there, smartening the place up and re-doing the wiring and getting it up to code,” Sears told The Leader last week. He said nothing firm has been regarding more ambitious Dianne Watts decided construction.

“We’re exploring all options, but we’re really not committing to anything at this time.”

However, Mayor Dianne Watts met with Gateway on Thursday to look at rough drawings of the plans to completely renovate the mall and casino.

“The architectural drawings are almost completed and by the looks of things, they will be redeveloping the entire site,” Watts said.

She said the Gateway plan is more ambitious that the one pitched by the previous owner.

“Boardwalk was just going to do some façade work on those old buildings,” Watts said. “Right now, they’re looking at redeveloping the (entire) mall.”

How soon the work will happen is as yet unclear.

WHILE MUCH fanfare has been made about school districts now being able to alter their school calendar, the head of Surrey’s school board says that’s always been the case.

“It’s not new,” said Laurae McNally, chair of the Surrey Board of Education.

The discussion about school calendars came about Thursday after Bill 36, the School Amendment Act 2012, was passed in the B.C. legislature. According to a Ministry of Education press release, the legislation eliminates the Standard School Calendar “to enable boards of education and education authorities to offer more creative scheduling options Laurae McNally that better meet the needs of their students.”

McNally said Friday that B.C. school districts have always been allowed to propose the concept, as long as they consulted parents and staff. The only difference now, she said, is districts don’t have to get ministry approval to do so.

In fact, Surrey floated the idea two years ago, inviting public input on shortening summer vacation and instead spreading school breaks throughout the year.

But the conversation was shortlived. The idea received such an overwhelmingly negative response that the school district abandoned the idea almost immediately.

Anti-drunk driving police team honoured

Formed four years ago, Alexa’s Team was named after four-and-ahalf year old Alexa Middelaer, who was killed at the side of the road in east Ladner while feeding a horse with her aunt in 2008.

Shortly after the crash, Alexa’s Team was formed. It has grown from 26 officers to 355, a group that removed 12,923 impaired drivers from the road in 2011.

Last Tuesday (April 24), BCAA and ICBC honoured 10 officers from Surrey in recognition of their diligence in tackling drunk driving. To be nominated for Alexa’s Team, police officers Alexa must have Middelaer removed at least 12 impaired drivers from the road in the previous calendar year through a criminal charge investigation or the new Immediate Roadside Prohibition administrative process..

Since 2008, Alexa’s Team members have processed 32,743 impaired driving charges or penalties against drivers in violation of B.C’s impaired driving laws.

The Newton Learning Centre, for kids who haven’t found success in the mainstream school system for various reasons, is slated to move by September.

The more than 200 Grade 10 to 12 students currently attend classes in a building near the corner of 64 Avenue and King George Boulevard that the district has leased for years. They’ll move into the Discovery School building at 109 Avenue and 131 Street (the 60 or so students at Discovery are moving into another elementary school) this fall.

Roxanne Hawks has attended the Newton alternative school for the past four years.

The 18-year-old said harassment she faced in her regular high school made school a “pain” for her and set her on a path that included illegal drug use.

“I was kind of like a street kid and didn’t care about anything,” said Hawks.

It’s believed the redevelopment plans could be before council in two to three months. Some have said it could be the site of Newton’s first mixed use highrise.

Other observers still would rather the area had no slot machines whatsoever.

“We’ve got enough problems without casinos in that area,” said resident Pat Cechetto. “It’s the poor people that are going to go there looking to make money.”

McNally said while she’s pleased school boards will now have more autonomy to make such decisions, Surrey is not currently considering changing the flow of the school year.

“We have bigger fish to fry and that’s getting more capital money so we can build more schools,” she said. “Some districts are interested (in changing the calendar) – every darn school district in this province is different and their needs are different and when you have the authority, you respond to your own local need.”

Mayors echo call for pot reform

Surrey’s Dianne Watts won’t join push to legalize marijuana EIGHT B.C. mayors have

joined a coordinated campaign to legalize, regulate and tax marijuana to combat gang violence and other drug-related crime.

Three of the mayors are from the Lower Mainland – Vancouver’s Gregor Robertson, Burnaby’s Derek Corrigan and North Vancouver City’s Darrell Mussatto – while the other cities represented are Vernon, Armstrong, Enderby, Lake Country and the District of Metchosin.

“It is time to tax and strictly regulate marijuana under a public health framework,” the mayors said in a letter distributed Thursday by the Stop The Violence BC campaign.

“Regulating marijuana would allow the government to rationally address the health

concerns of marijuana, raise government tax revenue and eliminate the huge profits from the marijuana industry that flow directly to organized crime.”

The letter was addressed to Premier Christy Clark, NDP leader Adrian Dix and BC Conservative leader John Cummins. It notes pot is more readily available to youth than tobacco, while smoking rates have been cut through public health regulation, not prohibition.

The mayors also express concern that their cities will face higher policing costs due to “inflexible” federal policies like mandatory minimum sentences for drug offences.

A spokesperson for Stop The Violence BC said mayors of other cities may be considering taking a stand on the

issue, but was unable to provide specifics.

Several city councils have also passed supportive motions.

But Surrey Mayor Dianne Watts said she won’t be endorsing marijuana reform.

“The drug dealers are targeting our kids and we are a city with the most kids in the province,” Watts said. “So for me, it’s not a road I want to walk down.”

Jessica Ashley Hanley appeared in Surrey court Monday. The victim – now identified as 23-year-old Tashina Rae Sutherland – was pronounced dead at the scene in the 10600-block of 138 Street at about 5 p.m.

“We understand they’ve been friends for a while,” Surrey RCMP spokesperson Cpl. Barb Creighton said.

Police said the killing does not appear to be linked to gangs but are not releasing any other information about what happened.

Hanley has no prior criminal record.

Get in the Games

I

f you go strictly by the numbers, making a bid to host an upcoming B.C. Summer Games event looks like a no-brainer.

According to information contained in the bid package for the next two summer events – in 2016 and 2018 – the financial outlay appears to be relatively minimal, about $95,000 split between cash and inkind contributions. And in return there’s the chance to reap some pretty hefty economic benefits.

The document points to the City of Kelowna and its hosting of the 2008 B.C. Summer Games. It reportedly experienced direct spending of $2.6 million.

Even the B.C. Winter Games from the same year that were staged in Kimberley and Cranbrook raked in $1.7 million in direct spending – a figure that would bring a warm, rosy glow to the cheeks of most local business owners. Aside from the economics, roughly 3,500 volunteers are required to make things run smoothly.

Surrey is hosting the 2012 B.C. Summer Games July 19-22. So, what’s holding Delta back from getting on board?

The financial costs don’t seem to be daunting. Volunteer-wise, Delta also proves it can muster a good crew that helps with the annual Tour de Delta races. And who could object to the exposure the community would get province-wide, not to mention the potential for a nice financial shot in the arm for local business?

It does look like a pretty simple matter of filling in the bid papers and hoping for the best.

But one possible hindrance may just be Delta’s sports facilities.

Is the pool at the Ladner Leisure Centre too small to host such a sporting event? Is the running track at South Delta Secondary School in need of some refurbishment?

Yes, is the answer to the latter. And while that would likely take a good chunk of money to remedy, the long-lasting benefits would be to promote a more active and healthier lifestyle for all residents.

And isn’t that at the core of the provincial Games movement?

It would be a shame if Delta sits on the sidelines and doesn’t get in the Games.

The urgency of the timber supply situation was set out in a couple of high-level documents that were leaked from the forests ministry in recent days. These leaks show several things, one of which is that this is a government in trouble. Someone on the inside forced the unpopular options into the public arena.

Cabinet ministers have tried to dismiss the documents as early drafts, but no one has disputed their numbers.

A report on mid-term timber supply looks at the four most beetle-affected areas: Prince George, Lakes (west of Prince George around Burns Lake), Quesnel and Williams Lake. In recent years B.C.’s chief forester has increased the annual allowable cut of all these timber supply areas substantially to harvest dead trees.

The term “old growth” has little meaning in a cycle of natural fires that doesn’t occur in wetter zones.

But none of this will matter much in the urban political debate that is about to ensue.

“Old growth” is now a quasi-religious notion.

International environmental groups have convinced most people that logging is the primary cause of forest loss.

In fact, the UN’s “State of the World’s Forests” reports have shown that 95 per cent of global forest loss is due to agriculture. Forest cover is increasing in industrialized countries, which use farmland more efficiently.

The B.C. Liberal government needs to make some tough decisions quickly, before next year’s election. The premier’s vow to “create and defend” jobs is about to be tested like never before.

like to inform you that I went to an open house today in my neighborhood in Clayton.

It was a three-storey house with a coach house. First thing I noticed when I walked in the front door was there was a door to a sun deck but no sun deck. Secondly, you couldn’t access the whole finished basement from the inside, you had to go to the rear of the house to gain entry to the basement. And when you got into the basement it looked pretty close to being a functioning suite, minus the kitchen.

When I questioned the realtor about the sun deck and the basement access, he proceeded to tell me the city didn’t allow zoning for a sun deck but once the homeowner got occupancy, then you could put a sun deck in.

I asked why it would be allowed somehow after occupancy and not before. He said the deck would never be allowed, but the city inspectors turns a blind eye to these type of alterations.

He also explained to me how easy it would be to convert the finished basement to a two-bedroom or onebedroom suite. I asked, “wouldn’t that be illegal?” He said that “yes, it would be unauthorized.”

I have a house with a legal basement suite I pay my fair share of taxes for. I leave off-street parking for my tenants. I do everything to be a good citizen and landlord.

Why can’t the city clamp down on people that are not being good citizens? We have bylaws, why not enforce them?

Out of five houses on my street that are built and occupied, four have illegal suites. Gee, I wonder what will happen when the other eight are occupied?

Mayor Watts our house is less than two years old and we have to deal with this already. Why can’t we make the City of Surrey the best place to live, not the best place to ignore bylaws and not pay your fair share in taxes?

government” (April 24) contains some highly misleading rhetoric, not the least of which is his claim that the NDP constitution “opposes all profit-making activity.”

This is a ludicrous and inflammatory interpretation. I can assure Mr. Fletcher that the NDP is fully aware that government’s ability to fund programs and services is entirely dependent on a robust and profitable economy.

A more fair interpretation of the NDP constitution would be to say that “not all activity should be profit-making,” and that government’s chief concern should be “meeting the social and individual needs of people.”

Mr. Fletcher continues with more innuendo, dropping the word “Marxist,” referring to “big labour’s grip on the NDP,” and characterizing the NDP as having “quaint 1930s notions.”

Again, allow me to set the record straight: The NDP endorses democratic socialism, not Marxism. If Mr. Fletcher confuses these concepts, I would refer him to Google and the many good online articles available.

As for the tired old bromide that the NDP is in the grip of “big labour,” I would say that the ideals of social democracy and labour do often align.

Given our current government’s ceaseless determination to undermine unions and collective bargaining, however, it’s difficult to discern that

“big labour” has any grip left to wield.

Lastly, regarding “quaint 1930s notions,” I would point out that some of the most influential schools of economic thought do indeed trace their roots back to the 1930s, when the collapse of Wall Street and the Great Depression taught the world some of its hardest-learned lessons about economics.

I don’t know if consideration of these notions makes the NDP “quaint,” but it does put them in the company of Nobel Prize-winning economists.

Perhaps in future columns, Mr. Fletcher might concentrate more on facts and less on insinuation.

Some weeks ago I expressed my opinion on how a user-pay basis is reasonable basis for infrastructural investments such as toll bridges. The same ideology does not apply to transit.

Transit benefits all people – even non-users – by being there, and it benefits everyone even more so when the service provided is competitive and usable.

If transit were not subsidized with taxes, TransLink would have to cut a huge amount of its services.

Think of the consequences.

Many people would lose their only option and would lose jobs or be forced to switch to automobile commute, dealing with increased living costs and increased congestion throughout the region.

Most especially, think of the constraints that students and other people who do not have regular access to a vehicle will face as a result of a removal of competitive mobility options.

How would your kids be able to get around unless you drive them at your own expense?

Almost every city in the world is subsidizing transit with taxes.

Taking a stand for students Taking action REGARDING YOUR editorial titled “Kids

losing out,” you seem to be missing the point. The kids are, and have been, “losing out” for the past decade.

The number of special needs students in classrooms has grown while the service to those students has diminished. Student needs are not being met and teachers are taking the only stand they can against illegal legislation, legislation that states “despite any decision of a court to the contrary made before or after” the enactment of this Bill that this Liberal government will forge ahead with a law that has already been ruled as unconstitutional. Hence they are operating above Canadian law.

It is this government’s law that is hurting students and it is the teachers’ professional obligation to protest against the ramifica-

tions of not ensuring that our youth have the skills necessary to be productive citizens.

I find it particularly galling that you would expect teachers to put in extra hours with students (for which they are not paid) especially when teachers are underpaid comparatively for the work they do within the classroom.

In addition, they, and their families, are living with a benefit package that is outdated by two decades. Teachers are taking a stand for themselves and their students. This Liberal government has and continues to damage our students’ futures more than withdrawing extra-curricular activities could ever do.

burgh, Pennsylvania man received a call from a person claiming to be from the Publisher’s Clearing House. The senior had won a prize, but had to send $4,500 in cash to a Richmond address to cover taxes of the winnings.

The man sent the cash on Feb. 8, and was contacted again to send an additional $9,800, which he did.

He realized he may have been duped when no one showed up to give him his prize at a pre-arranged meeting place at the Pittsburgh airport.

The man placed a call to Publisher’s Clearing House and was told that he had been the victim of a scam. Five days later, on Feb. 14, the man received a final call asking for another $9,800 to be couriered to a residential address on Kingsway in Vancouver.

He called local police and an investigation was launched.

Surrey’s Richard Williams has been charged with theft over $5,000.

Police are also investigating other similar scams involving three other seniors in the U.S. The charges are part of a larger operation in reaction to a spike in lottery scams in the Vancouver area.

There have been five reported cases involving losses in the tens of thousands of dollars already in 2012, as compared to just two at the same time in 2011. But even more disturbing, the scams have been targeting vulnerable elderly citizens, in many cases robbing them of their

denominators in these types of crimes. There is always secrecy involved and callers demand cash, which is hard to trace. If you haven’t entered the lottery, you can’t win, and agencies like Publisher’s Clearing House don’t make phone calls, they come in person.

Most of the victims have health issues or are lonely and the perpetrators will not stop until the money is gone.

Some victims are too embarrassed to tell anyone.

Here are some tips that a scam may have been committed against your loved one: • Notepads and pieces of paper around the house with phone numbers and information; • Receiving a lot of calls and there is secrecy surrounding them; • A shortage of money and bills not being paid; • An unusual or excessive amount of magazines (subscriptions) or items coming in the mail.

De Patie killer to be released Darnell Darcy Pratt leaves prison this week

by Robert Mangelsdorf THE YOUNG man who ran over and dragged a Maple Ridge gas station attendant to death will be out of prison again next week, despite twice violating previous parole conditions upon previous releases.

Darnell Darcy Pratt leaves the maximum-security Kent Institution in Agassiz just six months after breaching curfew after being released late last year, as is mandatory under Canadian law.

Pratt was just 16 in March 2005, when he struck and killed 24-year-old gas station attendant Grant De Patie in a stolen car while fleeing an Esso station on Dewdney Trunk Road in Maple Ridge without paying for gas.

“They just find new forgiveness for him,” said De Patie’s father Doug, a Surrey resident, upon learning of Pratt’s release. “He doesn’t have to De Patie earn a single thing to earn his way to freedom. He is forced upon us regardless of his condition.”

By law, most federal inmates are automatically released after serving two-thirds of their sentence. Pratt’s sentence officially ends July 12.

Pratt has been released into the community twice so far and violated parole conditions within days on Pratt both occasions.

The 22-year-old failed to return to Victoria halfway house he was staying at two days after his last statutory release in November. Police issued a Canada-wide warrant for his arrest and he surrendered himself to police after two weeks.

Pratt was first granted statutory release in June 2010, but violated curfew just two days after he was paroled to a Kamloops halfway house.

Originally charged with second-degree murder, Pratt pleaded guilty to manslaughter and was sentenced in May 2006 as an adult to nine years minus time served, for a total of seven years and three months in prison.

In April 2007, the B.C. Court of Appeal reduced the nine-year sentence to seven years, making the sentence, after credit for time served, five years and 10 months. In 2008, four more months were added to his sentence after he pleaded guilty to assaulting another inmate while in custody.

by Martin van den Hemel A SURREY man who pleaded guilty to possessing unlawfully imported jewelry was fined more than $11,000 in Richmond Provincial Court last week.

But if he hopes to get back his 18 karat rose gold Montblanc watch, a Cartier 18 karat white gold pendant, and a Cartier 18 karat white gold necklace, he’ll have to pay Canada Customs much more.

Da Qing Wang returned to Vancouver International Airport on Sept. 15, 2011 following a flight from Beijing.

He declared that he’d purchased $600 worth of goods, but upon secondary inspection, border services officers noted an undeclared Montblanc watch and Cartier jewelry.

Wang pleaded guilty on April 17 to smuggling the jewelry, which was worth $61,188.29.

Wang was fined $11,163.50, and must also pay a penalty of 30 per cent of the value of the goods, which amounts to $18,356.49.

All goods acquired while out of Canada, including gifts, must be declared on one’s return home, said Canada Border Services spokesperson Stefanie Wudel. Penalties for not declaring range from 25 per cent to 80 per cent of the value of the seized goods.

Through B.C. Agriculture in the Classroom Foundation (BCAITC), a pilot project called Take a Bite out of B.C. was launched in 2009, giving chef instructors at various schools the opportunity to feature locally grown foods in their teaching kitchens.

its cooking classrooms.

However, the costs were high and distribution was inefficient.

Being a non-profit foundation, BCAITC was able to bring the chefs and the producers together and the partnership has blossomed into the current program that is now running in 37 schools provincewide – 10 in Surrey and three in North Delta.

“These kids are getting to see the difference between working with fresh local foods versus frozen, imported, shrinkwrapped foods,” says Lindsay Babineau of BCAITC. The project is intended to also support the local economy and to protect the environment by choosing locally grown ingredients. All the products are donated to the program through more than 40 agricultural commodity groups and B.C. producers of meat and poultry, cheese, fruit and vegetable suppliers.

And with so many restaurants now using locally grown products, the stakeholders see the advantage in introducing quality produce to potential future chefs.

Teaching chef and AceIt (Accelerated Credit Enrollment in Industry Training) instructor Mike Doyle of Tamanawis Secondary School, the only school in Surrey offering post-secondary credits in culinary arts, is thrilled with the program.

“In the past, we would often show students how to de-bone a chicken using a single bird. Now every student has a chicken of their own.”

Looking out at the line-up of students trying to get into the cafeteria, Doyle also has a goal of getting his students to eat healthier.

“Often root vegetables are more difficult to prepare, but the way we produce them, the kids love them,” he says.

Michael Shiffer moved here three years ago from Chicago.

CEO Ian Jarvis said the position is being eliminated and not replaced, as part of a wider restructuring of departments to find savings after TransLink was denied the ability to raise an extra $20 million per year through fare hikes.

Jarvis sent a memo to staff saying the changes will help TransLink be “more strategic in the way we plan, operate and focus on customers.”

He called it a significant restructuring.

“I am confident that the changes will help us respond to the current environment and realize our commitment to delivering quality service for the millions of rides on our network each day in the most cost-effective and efficient way possible.”

Eliminating the planning vice-president reduces the number of executives to 16 at TransLink and its subsidiaries, down from 22 in 2010.

TransLink has already thinned its senior ranks a number of times since 2009, when there were 28 executives and a review

by B.C.’s Comptroller General called the structure excessive.

At that time, TransLink had additional executives at each of its subsidiaries, such as

B.C. Rapid Transit Co. (SkyTrain), Coast Mountain Bus Co., AirCare and Transit Police.

Increasingly, senior managers have done double duty between TransLink itself and the various subsidiaries.

TransLink is also under pressure to find more savings under a pending provincial audit to ensure $30 million

The study of performance by first-year physics and calculus students at UBC admitted from Metro Vancouver schools found those from public schools scored slightly higher than those from private schools.

The UBC authors of the study suggested students who advance from public schools, often with less individual attention than at independent schools, may be better equipped or motivated to survive the sinkor-swim university environment.

They said a distracting transition to co-ed classes from all-boys or all-girls private schools could also be a factor.

The study, which looked at 4,500 students from 2002 to 2006, also found those from Vancouver’s east side schools did better than those schooled on the more affluent west side.

There are times when persons injured in car accidents choose to hire a lawyer. They often have not hired a lawyer before and do not know what to do, what to expect or what to ask. They turn to Yellow Page ads, to the

Another factor to consider, however, is whether the lawyer or law firm has entered into an SAA agreement with ICBC. The SAA is a lengthy contract in which ICBC agrees to pay the law firm a block of billable hours at varying hourly rates, to act against persons injured in car accidents.

In this contract, ICBC in its sole discretion may impose penalties or restrictions on the law firm and end the contract and take their business elsewhere if, “The Firm or any member of the legal team was or is engaged in any activity that was, is or may be contrary to ICBC’s strategic business or financial direction or initiatives, or the interest of ICBC insureds.”
