by Jeff Nagel PUBLIC SCHOOL teachers have voted 73 per cent in favour of withdrawing extracurricular activities provincewide to intensify pressure on the provincial government in the continuing labour dispute. The vote of the B.C. Teachers’ Federation (BCTF) could affect everything from high school graduation ceremonies to upcoming sports events. Meanwhile, a decision of B.C.’s Labour Relations Board has ordered unionized teachers prepare Susan Lambert to second-term report cards immediately, something some had resisted as part of job action. The ruling gives teachers until April 27 to have them ready. Public school teachers briefly went on a limited strike in March until the provincial government passed Bill 22, legislating them back to work

t wasn’t that Rick didn’t seem like a good catch. He was charming and smart and handsome – everything a woman might want in a man. But Monica, a college graduate, was very passionate about her career as a broadcaster. She wasn’t interested in a relationship with him or anyone. “I never thought about marriage, ever.” Rick (not his real name) wanted her though. He pursued her for two-and-a-half years, bringing her flowers, cards and even sending his friends around to convince her to be with him. The more she pushed him away, the harder he fought to win her heart. During a heated argument one night, she told

Rick drove off on his motorcycle and was seriously injured in a crash. He had, it turned out, intentionally sped into a wall. arrived shortly after, and while Monica wanted to return to work, her husband would find reasons to keep her at home. The insults also began, punctuated by regular slaps in the head. She was ugly, he’d tell her, making sure he chose the appropriate clothes for her to wear each day. Growing up in the picturesque Andaman Islands surrounded by white sand beaches and the turquoise waters of the Indian Ocean, the darkness descending on Monica’s life was unimaginable. Within three years she was pregnant again. And though Monica would face three serious beatings before her son finally arrived, his birth brought some relief as it earned the young mom respect from family eager to welcome a male. undreds more oil tankers may soon ply B.C. waters to carry crude oil from Alberta’s oil sands to Asia via one of two very different routes. Most public focus so far has been on Enbridge’s controversial Northern Gateway project, which would run a new pipeline across northern B.C. to Kitimat. But several industry watchers rate that project – beset by opposition from environmental groups, northern communities and First Nations – as a long shot. Much more likely to proceed, they say, is Kinder Morgan’s potential expansion of its Trans Mountain pipeline, which could mean a more than five-fold increase in the amount of oil now being exported by tankers out through Burrard Inlet. with a six-month cooling off period. A total of 21,625 teachers voted this week to ban volunteer work, while 7,846 voted no. BCTF president Susan Lambert said the vote was an emotional one for teachers because cancelling extracurricular activities was a wrenching choice. “Teachers struggle with this because these activities bring so much joy to our engagement with students,” she said. “We know this will mean the loss of some highly valued activities, and we sincerely regret that. But we have to look at the bigger picture and the longer term.” The decision is expected to pit teachers who still want to coach teams and run student clubs in defiance of the BCTF decision against more militant teachers who will be able to ask their union locals to take disciplinary action. Lambert said the vote “sends a powerful message to government” to rethink Bill 22, which the federation says weakens limits on class size and composition. Education Minister George Abbott told reporters the BCTF vote to ban extracurricular activities will divide teachers, punish students and leave parents overseeing functions like grad ceremonies. “My hope is that the BCTF will not take any opportunity to insert so-called moral suasion to keep teachers from volunteering,” Abbott said. “It’s their personal deciGeorge Abbott sion. And I don’t believe it’s appropriate for the BCTF to be trying to interfere in that. This is going to be a big issue for them if they try to do that.” Abbott also defended his choice of a mediator in the dispute, Dr. Charles Jago, who the BCTF alleges is biased. “I could have asked the Dalai Lama,” Abbott said, adding he likely would have drawn the same complaints. He said he hopes teachers sit down and negotiate through Jago. If talks with the BCTF fail to reach a mediated settlement, Abbott said, the government would likely legislate a two-year contract, ending June 30, 2013. Abbott said he can’t guarantee that the dispute won’t disrupt the start of the school year next fall. The action plan approved by the BCTF membership also calls for a public awareness campaign to mobilize public opposition to Bill 22, a possible future vote on a full withdrawal of services and work in advance of the May 2013 election “to bring in a new government” that will repeal the legislation.

In 2005, after a tsunami struck Andaman Islands where they were living, the couple and their two kids moved to Canada. Monica didn’t want to go.

She knew no one and was painfully isolated. Something changed in her husband, too. He became even more self-centred and grew increasingly paranoid

about Monica’s already limited activities, asking where she had been and who she’d been with. She packed her bags and went to India with the children. Rick begged

for her return and in 10 days, she was back. Things were good – for a day. But her husband would make her pay for leaving. The torment peaked when she became

pregnant for a third time. Forced into having an abortion, Monica was broken. She hated herself and would weep at night, imagining what her baby might have looked like. While the baby was no longer growing inside her, resentment was. By 2009, Monica was again pregnant. Her husband had found religion two years earlier and things had been better. An ultrasound showing she was carrying a girl put an end to the peace, however. Rick was enraged, threw out all the blue clothing he had saved and stopped speaking to his wife. He would disappear for days at a time and she would shamelessly plead for him to come home. He would return, beat her and cry at her feet, apologizing. It was a familiar cycle. The next year, however, he left for longer. And this time, Monica didn’t ask him to come back. She decided not to be scared of him anymore. “I could not change my situation, so I decided to change myself.” Rick tried to gain custody of the kids and continued to stalk her. Eventually he was arrested, but the charges were subsequently stayed. For Monica, now 38, it doesn’t matter anymore. She and her children are free. (Rick is not allowed to contact Monica or their children). Even today, the mom of three is embarrassed to talk about what she views as her weak and dependent behaviour and her desperate thoughts of suicide. She’s only willing to share her personal story to help other women. Hers is one of seven “faces of courage” being featured by Surrey Women’s Centre (SWC) this week to mark National Victims of Crime Awareness Week (April 22-28). Each day, a different woman’s journey will be posted on the centre’s website (www.surreywomencentre.ca) to raise awareness of the services available to victims. Today, despite lasting physical effects from the abuse, Monica runs two businesses, including a thrift store. She donates a percentage of the proceeds to SWC to help others fleeing violent relationships. Monica wants those living in abusive situations to know there is a way out. No relationship, she says, is worth keeping if there is no respect. “The first time a man hits you, that should be it,” she says. “If he is capable of doing that, he’s bound to do it over and over again.”

inder Morgan announced earlier this month that it plans to more than double the capacity of the Trans Mountain oil pipeline, which runs from Edmonton to Burnaby. It runs through Surrey. The pipeline will carry an additional 550,000 barrels per day of crude oil and refined oil products, for a total of 850,000 barrels per day. Some will be shipped to Asian customers through an existing marine terminal on Burrard Inlet. The company has been studying the economic feasibility of expanding its system for some time, and the heightened interest in shipping Alberta crude, some of it from the oil sands, to Asian customers has been obvious. While there will be enormous pressure from environmentalists to stop this pipeline, the case needs to be fully studied on all fronts – economic, environmental, legal and ethical. While many groups love to decry fossil fuels, the fact remains that most parts of the world are dependent on them to keep their economies functioning. The Trans Mountain pipeline is, in many ways, a better alternative than the Northern Gateway pipeline, which has attracted so much attention. Kinder Morgan’s is an existing pipeline and land issues have been sorted out. The operators over the years have had a good, albeit not perfect, track record. There was a major spill in 1971, due to clear-cut logging above the pipeline near Merritt, and another in Burnaby in 2007, due to a rupture of the pipeline by a contractor. Those appear to be the most damaging incidents in the pipeline’s almost 60-year existence. Kinder Morgan needs federal approval to build the pipeline extension. In the meantime, it needs to do extensive consultation in communities along the pipeline route — including Surrey. We all have a stake in a project of this magnitude. – Black Press

DP victories in two byelections bring the standings in the legislature to 46 B.C. Liberals, 36 NDP and three independents, one of whom has pledged allegiance to the B.C. Conservatives. B.C. Conservative leader John Cummins put a brave face on his third-place finish in Port Moody-Coquitlam and Chilliwack-Hope. Even in bedrock conservative Fraser Valley farm country, in a protest byelection with a high-profile candidate, the B.C. Conservatives managed to attract just enough to deliver a landmark NDP seat. The NDP was helped by the absence of the B.C. Green Party on the byelection ballots, with most of its five-per-cent support from 2009 presumably going to the winners. Cummins said his party’s goal going into the Port Moody-Coquitlam vote, with an unknown candidate and a handful of volunteers, was to break 10 per cent. HPV Social conscience needs strong economy program details RE: PHIL Noel’s recent letter stating he prefers

OPTIONS FOR Sexual Health is pleased that the B.C. Centre for Disease Control has announced a new HPV vaccination program for young women aged 19-21 years old. I would however like to clarify the details surrounding the vaccine. Women who will be taking advantage of the catch-up vaccination program will not receive the same HPV vaccine that girls have been receiving in B.C. schools since 2008. The new one-time catch-up program for women 19-21 years old protects against cervical cancer in women only. The HPV vaccination program operating in Canadian schools since 2008 for girls provides not only the same protection against cervical cancer, but also protects against vulvar cancer, vaginal cancer, and very importantly, anal cancer and genital warts in men and women. It is well known that genital warts place a significant burden on the individual and the health care system in both men and women. Genital warts are not covered in the newly announced catch-up HPV vaccine program. Men are not included in any publicly funded vaccination program for HPV in Canada. portrayal of the shipping channel between Kitimat and the open ocean (Raeside, The Leader, April 17). Douglas Channel is a fully navigable waterway, especially with today’s technology. To portray it as a route full of obstacles is totally misleading. Anyone who has traversed it or flown over it will understand. This is nothing more than fear-mongering through misinformation. I would like to think that most intelligent people also have a social conscience, but we must also have a very strong economy to be able to afford all the social programs necessary for everyone’s benefit. The problem with most left-wingers is that they seem to feel that the money needed grows on trees, instead of having a great economy that can afford the taxes and donations required to

help the less fortunate. In short we must have both – a strong economy and a social conscience. One without the other just doesn’t work. But the NDP doesn’t understand this, and probably never will. I would also like to respond to the nonsense stated regarding the fast ferries. Contrary to Mr. Noel’s belief, the fast ferries were taken out of service for two main reasons. First, they had an inherent design flaw that caused a huge wake behind the ferries that would destroy hundreds of miles of shoreline, and there were many com-

plaints from people living near the shoreline that their property was being destroyed by the ferries. Second, the ferries used an unusually large amount of fuel and the costs were prohibitive to keep them running. They were extremely inefficient. They were sold as scrap, as no one wanted to use them. They were not sold to a company trying to use them to compete with B.C. Ferries’ runs.

I used to work at YVR and with my shifts it was not possible to use transit, yet lots of people wanted me to pay for it. I now work at Pitt Meadows Airport, and there is no possibility to get to work by transit, yet I’m still expected to pay for it. Why is that? I just don’t get it. Don’t get me wrong, I love public transit. Back in the day when I flew out of downtown, I used to take the SkyTrain four or five days a week. I used to have a monthly transit pass and used it as a tax deduction. At that time in my life, transit actually worked and I used it. Now, however, it does not work for a lot of reasons, not the least is the fact that it would take me many hours to travel what takes me 20 minutes in my truck. I would love to hear the rationalization of why people should pay for something they can’t use. Why don’t the bus/SkyTrain users pay for what they get? Why should I pay for the Golden Ears Bridge and still pay for the student using the #10 bus? They don’t help me with my bridge. Anyhow, just my humble opinion.

Purchase parkland for seniors’ homes I NOTE that Scott Broderick, who was just selected by the bureaucrats at Delta city hall to sit on the Seniors’ Advisory Committee, has formed a group to advocate to have the council purchase the eastern half of Paterson Park and use it for yet another park. Let’s take a serious look at the real use for this property, if council made the logical decision to buy it. The whole world knows that location, location, location is what makes any property great for a specific use. Be it condos, race track, or seniors’ residences and walking paths for outings. The crying need in South Delta for seniors is to be allowed to stay in the community they have been so much a part of for so many years. We seem to run into roadblocks of major proportions when we look for places that fit our needs and still allow us to be in a hub which can provide the services seniors not only need but

absolutely require. Now let’s take that serious look at the Paterson Park location. It provides easy access to all medical facilities, i.e. hospital, clinics, medical specialists, ambulance services as well as the hospice, It provides easy access to transportation (transit). It provides easy access to the municipal swimming pool and exercise facilities for those seniors who are able to use the community centre. It provides easy access to Delta

Municipal Hall. The municipality already owns the west side of the park, so no additional costs are involved in designating this “for seniors residence only.” If council can continually provide land for parks and recreation facilities for the younger generations, then I believe it can provide this property for seniors’ residences as an investment in the people who built the community in the first place. Senior injured in hit-and-run Black Press AN ELDERLY Surrey man was injured Thursday night when he was hit in a crosswalk by a vehicle that failed to remain at the scene. The incident happened at 98 Avenue and King George Boulevard at about 10:30 p.m., leaving the 72-year-old pedestrian with serious fractures to his left leg. Surrey RCMP spokesman Sgt. Drew Grainger said the only description of the suspect vehicle is that it was white. The man was taken to hospital and is expected to make a full recovery.

As the Mountie reached the 15600 block of 64 Avenue, his car sideswiped an eastbound 1992 Jeep, causing both

TransLink property tax rates ratchet up again Mayors have no power to stop automatic increase by Jeff Nagel METRO VANCOUVER

homeowners will pay a few dollars more to TransLink in property tax this June, thanks to an automatic annual increase that area mayors are powerless to stop. TransLink’s appointed board of directors last month approved the higher property tax rates, which will see the average $715,000 Metro home pay $232 in 2012, up $4 from last year. An average business property will pay $3,049, up $40. The increase works out to an increase of 1.73 per cent for residential and 1.33 per cent for businesses. The mayors last week voted to rescind a bigger TransLink property tax hike averaging $23 per home that would have taken effect next year to raise $30 million a year for transit expansion. But TransLink’s board has the legislated authority – granted by the province – to raise as much as three per cent more each year from property taxes without seeking the approval of the regional mayors’ council. The gradual ratcheting up of TransLink property taxes bites deepest in parts of the region where property values have risen the most – Vancouver, the North Shore and Richmond. Over the years, TransLink tax hikes – some small ones approved by the board alone and other larger ones okayed by the mayors – have

more than tripled the take from property owners from $90 million in 2000 to more than $300 million this year, outpacing the increases in municipal property taxes. The provincial government has argued property owners should pay even more tax to finance TransLink, and has so far rejected other new funding sources preferred by the mayors, like a vehicle levy or road pricing. “There cannot be an

expectation that cities solely pay through property tax,” said Surrey Mayor Dianne Watts. She said many people aren’t aware of the TransLink board’s power to automatically raise taxes a small slice each year. “This is why when we hear there’s more room on property taxes to fund transportation there has to be a realization we’re already paying it and it’s increasing each and every year,” Watts said.

Watts also noted cities outside Metro Vancouver get the local share of the federal gas tax to spend on local roadwork. But within Metro, cities don’t have the flow of federal gas tax at their disposal because of an agreement sending it all to TransLink each year. Watts said they must lean more heavily on their own property taxpayers as a result. “That’s money out of our pockets.”

Harry Bains predicts fare evaders will have a field day since TransLink says it won’t have turnstiles in place at two of the busiest SkyTrain stations when its new smart card and fare gates system opens next year. Main Street and Metrotown stations won’t yet have operating fare gates because they are slated for major renovations and TransLink says it makes no sense to install the turnstiles and then remove them later as part of an upgrade. “Why wouldn’t the fare evaders go to those two stations?” Bains asked. “It’s beyond comprehension what they are deciding.

For $170 million, the taxpayer expects full service.” TransLink Chief Operating Officer Doug Kelsey said Compass card readers will be installed on poles at those two stations and extra SkyTrain staff will be there to ensure passengers don’t walk on without paying with their smart card. He said TransLink had always planned to renovate the two stations first and then later install fare gates there. “Spending extra money to install fare gates twice doesn’t make sense,” Kelsey said. Originally, he said, Main Street was to have been upgraded in time for the 2010 Winter Olympics, but when that timetable looked uncertain the project was

Metro spends $223 million each year to collect and supply drinking water. The average water charge of $220 for each home is up 66 per cent in the past five years due to the Seymour-Capilano project and is to rise another 35 per cent to $300 by 2015 – even without any surprise bill for Coquitlam filtration.

taxpayers may have to pay $300 million to filter drinking water from the Coquitlam reservoir if a proposed federal target is adopted calling for a higher level of water clarity. A draft Health Canada guideline could force Metro Vancouver to add a costly filtration plant at the reservoir to ensure the turbidity, or water cloudiness, of drinking water does not exceed 1.0 NTU (a water clarity measurement), down from the current limit of 5.0 NTU, which is still not normally visible to the eye. Metro has objected to the proposed change, arguing it is unjustified and would bring no significant health benefit. “We think it would be a requirement that would be extremely onerous and costly to the region and not needed,” said North Vancouver City Mayor Darrell Mussatto, who chairs Metro’s utilities committee. “We want to be very clear to them: Make the decision based on sound science and not emotion.” The regional district is already spending $110 million to build an ultraviolet light disinfection plant at the Coquitlam reservoir that could be redundant if a filtration plant is also required there. The ultraviolet plant, to be finished in 2013, would supplement the current ozone disinfection now used there and all but eliminate the risk of contamination by cryptosporidium parasites. A filtration plant would add operating costs of $5 million to $10 million a year on top of the capital cost of $300$400 million, according to staff estimates. Mussatto said Metro’s strategy of protecting its reservoirs from access while using a combination of filtration and advanced disinfection serves the region well. Filtration at Coquitlam would bring “no demonstrated public health

The BCAS is now directly appealing to a conciliator named to Physician Master Agreement negotiations to hear its concerns. “It was our feeling that we shouldn’t be doing any service reductions while we were waiting for an answer from him,” Rains said. He said he is now concerned the BCMA and province are working to bar the BCAS from the conciliation process, adding job action could be pursued again if that’s the case. “That would certainly be an option that we could entertain,” Rains said.

The province or the BCAS can terminate the adjournment on 48 hours notice and return to court to argue whether the injunction should stand. The BCAS contends a shortage of operating room staff, including anesthesiologists, kept 10,000 surgeries from being performed last year, the largest proportion of them in the Fraser Health region. Rains said 3,500 more surgeries could have been performed last year in Surrey alone – at Surrey Memorial Hospital and the Jim Pattison outpatient hospital – if operating rooms had not been shut down for extended periods due to a lack of medical staff. The BCAS argues higher pay and more aid for its members would attract more anethesiologists to B.C. The province says anesthesiologists make about $340,000 a year with almost none of the overhead expenses of other doctors, whose pay has not risen as fast. A spokesman for the health authorities said he was hopeful the BCAS and BCMA could come to a common understanding and rejoin the negotiation process.

RCMP contract renewing the Mounties for another 20 years have been given a one-month deadline extension until May 31 to make up their minds. But even that may not be enough time to answer a barrage of unanswered questions being raised by some mayors who have balked at signing. “I suspect it may have to go far beyond that,� Richmond Mayor Malcolm Brodie said of the new May 31 deadline. He spoke after leaving a meeting of Lower Mainland mayors in Surrey Friday morning and said he continues to have deep reservations about a number of unresolved issues. While Surrey – the biggest detachment in Canada – has already signed, many other

municipalities held off after it was revealed newly approved pay hikes for Mounties go beyond what the federal government had forewarned cities about last year. Brodie and others say the concerns are about more than the pay hikes, which give the RCMP an extra 5.25 per cent over three years. One issue involves an interpretation document that is to accompany the actual contract and would guide how it is interpreted. It’s not yet finished, Brodie said, and is the subject of continuing talks between Victoria and Ottawa. “If it’s a 20-year contract you must know what you’re getting into,� Brodie said. “Unless you have the interpretation guide, I’m not sure how you can do that.� He said he’s also concerned cities may have little real input into a promised review of the

contract every five years. Other concerns include severance pay requirements for cities and who is bearing the capital costs of the RCMP’s new E Division headquarters at Green Timbers in Surrey. “Every which way there’s uncertainty to it,� Brodie said. “The list goes on and on.� He stressed he takes no issue with the quality of policing Mounties provide. “The officers in the detachments are giving good service – it’s not about that.� Langley City Mayor Peter Fassbender, who was the civic observer in negotiating the new policing contract and will chair the contract management committee, said about 11 cities have signed so far and predicts more of the nearly 50 remaining local governments will join them soon. jnagel@surreyleader.com
