Cops collar Sayyaf man who snatches 2 photogs 11 injured by cracker blasts

ZAMBOANGA City–– Police arrested an Abu Sayyaf member linked to the kidnapping of two European wildlife photographers in Sulu province. Sr. Supt.

Abraham Orbita, the provincial police commander, said Haik Asgali alias Abu Aswad who is also a nephew of Abu Sayyaf leader Radulan Sahiron, was captured in Jolo town and is currently being investigated.

CAGAYAN de Oro City––A total of 11 children and youth have been reported injured by firecracker blasts during Christmas Day in Cagayan de Oro City.

“This is alarming,” said Interior and Local Government regional director Rene Burdeos who chairs the regional Task Force on Illegal Firecrackers.

Burdeos said the number would likely surpass last year’s record.

A total of 13 people were reported injured by firecrackers after New Year’s Day last year.

“Now, it’s days yet before New Year and already there are 11 injured,” he said.

The youngest of the 11 victims is a three-year-old kid and the oldest a 16-year-old youth.

Most of them were injured by Piccolo, an illegal firecracker.

Burdeos said the task force will tighten its inspection of vendors around the city with the Philippine National Police tasked to confiscate illegal firecrackers.

“Our advocacy is to not use firecrackers at all, legal or illegal,” he said.

He called on revelers to use harmless noisemakers like Torotot and other horns.

Duterte to scholars: taxpayers’ money paid for your education DAVAO City––Mayor Rodrigo Duterte asked 820 scholars from the government’s Scholarship on Tertiary Education Program (STEP) to use their education properly when they become leaders in the future and to remember that

taxpayers’ money is paying for their education.

STEP is a City Government of Davao initiated scholarship program for the underprivileged but deserving youth of Davao.

“Even before you were born, I have been the mayor.

That scholarship is from the heart and has no hint of politics. There was never a time that you were approached to respond in kind because of the scholarship that you were given,” he told scholars during the Pahalipay celebration honoring them.

“Someday, some of you will be leaders asking questions about how this country is run,” he said.

“I have succeeded at times, and I have failed at times,” the mayor said, adding that government service requires making

informed decisions.

“Use your education to respond to whatever you face in life,” he said.

Bullet hits girl; 7 hurt in Oro’s X’mas revelry

AGAYAN de Oro City––Eight minors were injured including a 15-year-old girl who was hit by a stray bullet at the height of Christmas revelry here midnight Wednesday.

Police said that a stray bullet of unknown caliber hit the girl’s leg at the height of Christmas revelry Wednesday night but the wound was negligible that hospital authorities let the girl go after treatment.

Police, however, said that they are investigating the incident in an effort to establish the identity of the gun owner who fired indiscriminately at the height of Christmas revelry Wednesday night.

The other minors who were injured by firecracker explosions included a three-year-old boy who sustained a hand injury when a firecracker exploded in his hand.

“The boy picked up the firecracker that landed in their backyard believing that the object would not explode,” the parents told hospital authorities.

Another victim was a 10-year-old boy who sustained a burn on the face and hand when he lit a handful of firecrackers which earlier did not explode.

DA allocates P .6m for irrigation in Mindanao CAGAYAN de Oro City––The Department of Agriculture has allocated over P 600,000 for the development of irrigation facilities in Northern Mindanao in 2014, the National Irrigation Administration (NIA) said on Thursday.

Hilarion Cedeno, NIA regional director in Northern Mindanao, said that DA has allocated over P 600,000 to rehabilitate irrigation facilities in about 2,136 – hectare of land damaged by typhoons Sending and Pablo that hit Northern Mindanao in 2011 and 2012.

Cedeno said that 52 percent or 77,000-hectare of the 148,000 – hectare of land in Lanao del Sur and Iligan City, were already irrigated.

He said that some irrigable areas in the region remained under developed with Bukidnon having 81,189-hectare, Lanao del Sur, 26,573-hectare, Lanao del Norte, 15,764-hectare, Misamis Occidental, 14,547-hectare, Misamis Oriental, 9,277-hectare, and Camiguin with 655-hectare.

Army remains alert despite NPA attack

CAGAYAN de Oro City–– Soldiers who rendered dedication of service and gallantry in action during combat were awarded Thursday morning by Lt. Gen. Noel A. Cobales, commanding general of the Philippine Army, at the headquarters of the 4th Infantry Division

in Cagayan de Oro City.

Cobales and Brig. General Ricardo Visaya, commanding general of the 4ID, paid tribute to the “Diamond” troopers during formal ceremonies held at Camp Evangelista.

The 4ID has integrated into various units a total of 93 new soldiers who recently graduated from military school.

Despite the killing by the New People’s Army of a soldier Monday afternoon in Allacapan, Cagayan province, the Philippine Army has maintained its suspension of military operations (SOMO) which is being observed from December 21 to January 15 next year.

Capt. Christian Uy, spokesman for the 4ID, said the soldiers in Northern Mindanao will remain alert during the period and continue to monitor NPA activities.

Uy said they have re-

ceived reports that the NPA would not be holding a big celebration for its 45th anniversary this week due to lack of funds. “Our soldiers are ready to respond to any armed attacks,” he said.

He called on the communist rebels to “come down from the mountains and join the government in peace.”

He added that the government is ready to accept surrenderees under its Guns For Peace program and that former guerrillas would be helped in earning a livelihood.

There’s money for MSMEs but absorptive capacity is a problem MALAYBALAY City–– There’s money intended for micro, small and medium enterprises (MSMEs) but the capacity to absorb funds is a problem, with some of them unable to identify what they need to increase productivity, the Department of Trade and Industry (DTI) regional office said.

in charge of the Department of Trade and Industry-10 regional office, said this is one of the reasons why only 65 percent of the P700 million available under DTI’s Shared Service Facility (SSF) project nationwide was approved for release this year.

Boniao told Mindanews during the open forum for the launching of approved SSF projects in Bukidnon

last week that there are more than enough funds for SMEs available but determination of need is “still vague” among some SMEs. The SSF, according to the DTI, aims to improve the quality and productivity of microenterprises and SMEs. It focuses on addressing gaps in the value chain of priority industry clusters through the provision of

processing machines or equipment for the common use of the MSMEs in a target of 609 poorest towns.

Boniao said the SSF is the government’s investment or counterpart in the business pursued by MSMEs. She said Region 10 received one of the highest shares of the SSF budget in Mindanao and Visayas for 2013 with about P45.7

Education existed even in the beginning of time where our ancestors still wrote in the caves just to exchange shared meaning and communicate with each other.

It is truly important for one to learn and know everything that surrounds him through educating himself. Perhaps, some creatures would ask what is the world without education?

Education will put something in your mind that will make you a sensible person.

It means that you can talk

with sense to other people since you can adjust to various levels of understanding. You can understand from simple to critical situations and in betweens. You can give an accurate reason to an existing phenomenon and as well explain why such behaviour existed.

Education will also teach you how to be a better person.

Each person’s personality have positives and negatives. Yes, it is up to that person on what he will use and improve but through Education, one can

learn on how to take controls over these behaviours. He will be taught about the outcomes of his attitude. He will know how to improve his positives and decline his negatives.

In the absence of Education, one may forget to take control over his intellect and also his thinking. For one, everything that resulted to success or a mess is a result of one’s actions which is, of course, his thinking made him to do so.

E d u c at i o n i s g a i n e d through levels. It is not just

actually what people learned from the four classroom corners but on their everyday encounters. Education is attained from level one to the nth level that no one knows where and when to stop since learning is a continuous process. However, being schooled is nothing when one will forget its true essence and its impact to an individual. Life without learning is a life that seeks no improvement at all. The world without Education is a world that seeks no improvement as well.

DepEd: on recently approved Rationalization Plan

November 15, 2013 marks another step for Department of Education as on this period, the Executive Order 366 or the Rationalization Program for government agencies was approved. This EO aims to push result-oriented and efficient government services.

To review, the Rationalization Plan or Rat Plan is an executive order signed by former President Gloria Macapagal-Arroyo on October 2004 directing a strategic review of the operations and organizations of the executive branch and providing options and incentives for government employees who may be affected by the rationalization of the functions and agencies of executive branch.

This Rat Plan is a processoriented idea that requires each government offices to provide specific functions to its subordinates. In this way, offices will prevent themselves from duplication and overlapping of roles. It would also help improve agency performance through rationalization of service delivery, support systems, organization of structure and as well as staffing.

In Department of Education, affected of the Rat Plan were its Central offices, Regional offices and the Division offices-proper. The contractual and casual employees funded by General Appropriations Act Personal Services (GAA-PS) were also affected. Thereafter, DepEd had its reorganization for staff.

However, there are DepEd sections that were not included.

These are schools, DepEd of Autonomous Region of Mus-

lim Mindanao, attached agencies, GAA-MOOE-funded Contract of Service (COS) employees at foreign-funded COS employees.

Options were also offered to affected employees. They could choose to remain to government service by expressing intent to be placed in a comparable position and go through the placement process and convert item toCo-Terminus with the Incumbent (CTI) status.

Otherwise, they could also opt for retirement / separation under EO 366.

People placed in plantilla positions, no one will lose their rank or position level, none will be forced to retire for it is voluntary. In addition, no one will be forced out or retrenched from the

organization.

The Rat Plan, whatever its results may be, is for the purpose of organization, order and improvement of delivery

million. So far 74 of 77 proposed projects were approved with a total amount of P43.8 million.

According to figures released by DTI-Bukidnon Tuesday, of the P43.8 million, about P11.5 million or 26.32 percent was approved for Bukidnon. The cost is divided among 14 projects out of17 proposals. In Bukidnon, DTI reported a remaining balance of P1.9 million for this year.

Boniao said P50 million has been allocated for Bukidnon in 2014.

She said the DTI has not ventured into “assessing the needs of MSMEs” although DTI-Bukidnon cited some initiatives.

Roderico Bioco, president of the Bukidnon Kaamulan Chamber of Commerce and Industry Inc, admitted that MSME’s absorptive capacity is a challenge and that identifying needs is a problem for these enter-

prises.

He stressed that MSMEs must have increased access to subsidy programs of the government but noted that some of the MSMEs may not even be aware of the program.

He said the chamber’s role is to help spread the word about the program and promote investments in Bukidnon. He added that the chamber is interested to promote even investments from local players like the MSMEs. He said MSMEs in the countryside should have greater access of government subsidies not only from programs like DTI’s SSF but also for farmers through the Department of Agriculture such as the Agricultural Competitiveness Enhancement Fund and from the Department of Science and Technology.

Tacloban Muslims receive sacks of rice from Lanao Norte LGU

ubod, Lanao del Norte – The devastation that Super-typhoon Yolanda (International name: Haiyan) brought to the islands in central Visayas spared no one. Progressive cities and provinces were reduced to rubbles after T.S. Yolanda made landfall carrying sustained winds approaching 200 mph, leaving thousands dead.

One of the hardest-hit communities is the Muslim village in Brgy. 69, Canibong, Tacloban City that also suffered massive destruction to properties and storm fatalities.

Responding to the tragedy, the provincial government of Lanao del Norte sent its 7-vehicle convoy to the island of Leyte on December 10, 2013 to conduct humanitarian relief operations and medical mission.

“We are here to show that we care for the people affected by this

devastating storm. As Filipinos we share in their grief and loss and so we are doing whatever we can to help them (Yolanda survivors) get back on their feet again”, Lanao del Norte Governor Khalid Dimaporo expressed.

Team Lanao del Norte successfully conducted its humanitarian operations for three days starting December 10 to 12, 2013 before making the return trip on December 13.

City Development Council holds meeting last December 20

ILIGAN CITY, PHILIPPINES – Mayor Celso G, Regencia in his message in the meeting of the City D e vel opme nt C ou nc i l (CDC) last December 20 held at the Berlin Hall, Plaza Alemania said the mayor is mandated by law to allocate 20% to the development fund for barangay projects.

However, Mayor Regencia said in the present situation of the city, the major portion of the CDC budget is allocated to service the statutory and contractual obligations of the city government.

This is contained in the terms and conditions between the city and the banks that funded the

projects like the L and Bank of the Philippines, Development Bank of the Philippines and Asian Development Bank.

The gold cross medal, which is the 4th highest military award was given to: Private First Class Dexie A Macalaya; Private First Class Niño S Negolo and Private First Class Jonbert L Sabado all from Charlie Company, 58th Infantry (Dimalulupig) Battalion. LTGEN COBALLES during his speech appreciated the whole 4th Infantry Division for the different programs it successfully supported for the Internal Peace and Security Plan (IPSP) “Bayanihan”. Accordingly, this unit effort brought about the neutralization of almost 100 NPAs and the recovery of 80 enemy firearms. He also mentioned the significant accomplishment of the unit in terms of environmental protection which adds to the country’s overall economic output most specifically that of Northern Mindanao.

Lydia struggled with tears as she shares how passersby at the evacuation center in Sta. Maria Elementary School treated them and the other displaced persons currently sheltering there. The jests would be followed by mocking laughter.

As if they chose to be here; as if they still had a home to go back to.

In addition to physical difficulties while at the evacuation centers such as the lack of potable water, light, closed bathrooms for women, and numerous others, emotional abuse towards IDPs is also rampant.

On December 18, one hundred days since the start of the conflict in Zamboanga City, an inter-agency/organization communications team composed of personnel from the City Information Office (CIO), Philippine Information Agency (PIA), United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA) and International Organization for Migration (IOM) visited the evacuation center and dialogued with the IDPs there.

Lydia and several others were very emotional during the discussion.

Annalie shared that when she visited a health center, she sensed a feeling of hostility from one of the personnel. “Hindi pa ba kayo uuwi?”

(Won’t you go home yet?) the personnel would condescendingly say.

“Binubully kami, para kaming hindi mga tao,” (we are bullied, as if we’re less than human) Annalie said.

Not even the children were spared.

that her children would also suffer similar treatment from classmates.

“Ang tawag sa kanila mga ‘bakwits.’ Pinaglalait-laitan sila.

Lagi silang binubully ng mga classmates nila; ayaw na ng mga anak kong pumasok dahil nahihiya na sila,” (They are taunted, teased as “bakwits”. Their classmates always bully them. My children would refuse to go to school anymore because they are ashamed) said Juliet.

But the truth is, as much as those who constantly demean them, IDPs are desperate to go back home to their communities.

The difficulties and uneasiness can sometimes be too unbearable.

“Kailan po ba kami makakauwi?” (when can we go back home?) they were one in asking.

The communications team clarified that IDPs cannot remain at the evacuation centers since the living conditions there are not encouraging. Eventually, they will be transferred to temporary shelters in Tulungatung, Taluksangay and at the Zamboanga Grandstand. qBilly Jamisdamin II from the IOM explained that currently, there are still over 25,000 IDPs scattered in the different evacuation centers. “Pero itong numero bumababa. Ibig sabihin ay untiunti nang tinatransfer ang mga IDPs sa mga temporary shelters, at mas maayos dun kaysa dito.” (But this number is decreasing. What it means is that IDPs are being transferred to their temporary shelters, which are much better than the evacuation centers.)

The IDPs will be temporarily relocated to spacious bunkhouses at the resettlement sites, which is far better than the tents where several people cram together.

Moreover, IDPs will have opportunities to participate in cash for work, cash for food and other livelihood programs, minimizing their dependence on relief goods.

Eventually, perhaps in a matter of six to eight months to a year, they will be able to return to their homes and communities in Rio Hondo, Mariki, and in some parts of Talon-Talon (where houses were totally destroyed) after these areas will have been reconstructed.

“The government will build back better communities for you. This means that your areas will already have better infrastructures and other amenities once you return,” said City Information Officer Sheila Covarrubias. “The reconstruction is a high priority, which means that the reconstruction will begin soon.”

Meanwhile, Covarrubias assured the IDPs that their concerns and difficulties will immediately be brought to the attention of the concerned agencies.

“Huwag na sana nating payagan na maulit ito,” (we should not let this happen again) pleaded Juliet.

In the meantime, this being only a few days before Christmas, the IDPs are requesting for one more thing: “noche Buena.”

“Klarong-claro po na hindi pa talaga kami makauwi ngayong Pasko,” requested Jimmy.

Pero kung pupuwede po sana, may magandang puso na paghandaan kami ng Noche Buena.” (We can’t go home this Christmas, but hopefully, someone would share a Christmas eve meal with us.)

Mainstream Christians believe Christmas is the birth of the Savior who is Jesus but sadly could not explain how his birth and subsequent death on the cross to bring salvation to humans.

This salvation line had been swallowed hook, line and sinker by most Christians without even asking how his birth and death could result in such a salvation.

EVERYBODY looks forward to the coming of the “New Year” with mixed feelings.

There is anxiety over the devastating of the of the Super Typhoon Yolanda that ravaged in Eastern Visayas particularly in Samar and Leyte that was when one year ago in the commemoration the aftermath l of the Typhoon Pablo that hit in Compostella Valley and in Cebu and Bohol, struck by a magnitude of 7.2 earthquake two weeks before the total destruction of Eastern Visayas.

Zambo cop faces homicide for accidental killing

ZAMBOANGA CITY – Police filed criminal charges against a cop who shot and killed a civilian in Zamboanga City in southern Philippines, officials said.

Officials said PO2 Richard Bumanglad, who accidentally shot Herman delos Reyes near the Zamboanga City Water District motor pool, was charged with homicide.

Chief Inspector Ariel Huesca, a regional police spokesman, said “PO2 Richard Bumanglad accidentally shot Herman Delos Reyes that led to his death.”

He said the policeman posted a P40,000 bail for his temporary liberty. “The respondent availed his right to post bail in the amount of P40,000.

Subject person was released from police custody,” he said.

ZAMBOANGA CITY - The Zamboanga City Medical Center (ZCMC) is hiring 241 personnel to complete its staffing pattern “so they can serve the public better.”

ZCMC chief Dr. Romeo Ong made the announce-

ment after the Department of Budget and Management (DBM) approved the budget for the standard staffing pattern of all Department of Health (DOH)-administered hospitals.

Ong said the job vacancies include physicians, nurses, and other hospital support staffs to serve the public more efficiently.

Ong said those interested and qualified can submit their

application papers before January 6 “so they can be evaluated.”

Those who will be hired will start working on February next year, according to Ong. He said the hiring of personnel is in preparation to meet the required number of manpower for a 500-bed capacity hospital.

The ZCMC, which is a 250-bed capacity has been upgraded this year to a 500bed capacity. (PNA)

How the registers can forget to record his birth is truly inexplicable? Did Joseph and Mary not respond to the call to undergo themselves to census processes during the early stage of their relationship?

How come there was no record about the birth of their son? And if their son was born of a virgin birth by the Holy Spirit, why is it being claimed by his followers that he was a Jew? Is this claim of a virgin birth and Jesus’ being a Jew not incongruent and illogical?

The commercialization toward the 18th century of Christmas compounded the situation. Jesus had to be born into this world so that there will be Christmas that its marketers could peddle to the gullible.

The coming of Jesus is indeed the work of the Holy Spirit. But his coming is theologically understood as God’s act of taking the form of a human being so that he can be with us thus

be one with us, so that he can walk with us thus talk with us about his teaching about the Kingdom of God. The birth is immaterial for what is material is God’s act of taking the form of a human being and thus become Jesus so that humanity will have a clear understanding of who God is, so that humanity could experience the mercy, compassion and love of God anchored on justice and righteousness, the fundamental tenets in the Kingdom of God. God in Jesus fed the hungry, healed the sick, humbled the haughty and proud and embraced the outcasts of society who like anyone else were also created in the image and likeness of God. What is important with Christmas is not the birth of Jesus but the coming of the Messiah who made operative God’s salvific act like when he rescued his Chosen People from slavery in Egypt and brought them to the Promised Land.

The coming of the Messiah had always been understood by God’s Chosen

People as his direct intervention to save them from the misery and suffering inflicted on them by the powerful and mighty whose desire to feed on their insatiable greed for power, fame and wealth resulted in their being deprived of their rightful share of God’s bounty and blessings intended for all.

God always viewed, as understood by the Jews, the poverty and hopelessness of those who have less in life as the result of deprivation perpetrated by the greedy few.

It is from this situation that the Jews cried out to God for salvation, for release from their suffering and misery that is not to their liking. For who would like to be living a life of suffering and misery?

As I write this piece, the kids in the neighborhood were doing a house-tohouse pamamasko. While other homes welcomed them with gifts of a few pesos or food, others don’t even give them the courtesy of saying no to their pamamasko. I watched the kids and their adult companions leave with so much frustration and disgust because of this.

They certainly did not like the cold treatment they have to endure in some homes.

Like them, no one in this world who is in his right mind would ever dream of enduring suffering and misery all their life.

Many are in suffering

and misery because the greed of the few deprived them of their right to live full and abundant lives as well. In our country, this is manifested by the fact that only 41 families are wallowing in abundance enjoying 78 percent of the 7.1 percent growth rate posted by the economy.

It is this situation that the teaching of Jesus about the Kingdom of God would like to change. This is the meaning of God’s act in taking the form of a human being that we fondly celebrate as Christmas.
