AVAO CITY -- Mayor Rodrigo R. Duterte has tasked the Criminal Investigation and Detection Group (CIDG) to submit

Around 200 medical students from India who are studying at the Davao Medical School Foundation (DMSF) trooped to City Hall last week to report the alleged actions of Mohan, a doctor reportedly managing three dormitories for Indian nationals studying in the school.

The students claimed they were being overcharged and crowded in a dorm and not al-

lowed to leave or find another place.

City Administrator Melchor Quitain, who was snubbed by Mohan at a meeting they set for Thursday, wrote Eddie Delima, Alien Control Officer at the Bureau of Immigration (BI), asking about Mohan's status.

Delima, in a letter dated January 8, said Mohan held a special working permit effective December 2014.

But the students said they have been complaining about Mohan since October last year.

On October 11, 2014, Heraclio Malaki, counsel for the complainants wrote Immigrations Commissioner Siegfred Mison to complain about Mohan and to seek his deportation.

"We write on behalf of our

clients who are Indian nationals studying at Davao Medical Foundation School (DMSF) to complain Ashin Mohan who is a fellow Indian,” it said.

Mohan is a graduate of DMSF and acts as the COO and head of all the three dormitories of Transworld Educational Services which recruited them to study here in Davao City.

The students, Malaki said, complained that Mohan allegedly * shouts at them and brags that “knows the mayor and the Bureau of Immigration is * grabs their phones, checks their messages and photos against their will and punishes( them by disallowing them to go outside the dormitory for weeks; *shouts at them and brags that knows the mayor and the

MISAMIS Oriental––Gov. Yevgeny Vincente Emano on Monday said that the province has sent foods and medicines to about 10,000 members of indigenous people in the four hinterlands of the province’s east district after losing contacts last Saturday.

He said that he received reports on Saturday that the residents of tribal communities in the hinterland villages of Eureka, Kamanikan, Malibod, and Kalipay have been isolated after strong currents and flash flood destroyed the spillway bridge in Malibod.

Emano said that the provincial disaster risk, reduction and management council (PDRRMC), the social welfare department and the provincial health office have distributed foods and medicines to more than 10,000 families displaced families due to the storm “Seniang” last December.

According to Emano, the province evacuated more than 44,000 individuals to 139 evacuation centers in the 15 municipal towns due to flash floods and landslides at the height of storm “Seniang.”

Provincial Administrator Edmundo Pacamalan, Jr., said that the problem was exacerbated as intermittent rains occurred last week due to low pressure area (LPA).

The LPA last week destroyed detour bridges which marooned some 10,000 commuters in Balingasag, Misamis Oriental, Pacamalan said.

He said that the Mambayaan Bridge in Balingasag tilted when its middle pier sunk due to rampaging flood waters at the height of “Seniang” last week of December 2014.

The Department of Public Works and Highways (DPWH) constructed a spillway about 6o meters from the Mambayaan Bridge, the major bridge that connects Cagayan De Oro City and Misamis Oriental’s western district to Butuan City and Agusan Del Norte, as temporary passage, Pacamalan said.

He said that Governor Emano has ordered the provincial capitol’s satellite office in Gingoog City to distribute foods and medicines to residents of the province’s eastern towns, particularly in Lagonglong, Talisayan, Kinoguitan, Gingoog, and Magsaysay since last week.

Zubiri postpones Kaamulan to October for lack of budget MALAYBALAY City––Kaamulan, Bukidnon’s annual ethnic festival, will be held in October instead of March.

Gov. Jose Ma. R. Zubiri announced the postponement in his radio program last Wednesday and again at the Capitol’s convocation program Monday.

Zubiri cited lack of budget and insufficient time for preparations for the deferment of the festival to October, which is commemorated as Indigenous Peoples’ Month.

Zubiri said only Bukidnon’s two cities – Malaybalay and Valencia -- and three towns would join if Kaamulan 2015 will be pursued in March.

The governor clarified however that the postponement will only be for this year.

Zubiri broached the possibility of postponing this year’s Kaamulan during the regular session of the Sangguniang Panlalawigan on Dec. 16 last year, records at the SP show.

But he said he was leaving it to the SP to decide on his suggestion.

Bukidnon traditionally holds Kaamulan from February to March. But last year it was held in August in time for the province’s centennial celebration on September 1.

initially said budget should not hinder the holding of important rituals and activities of a simplified celebration.

But board member Manuel Dinlayan said that for this year it must be done in October and available

P100,000 tax exemption for adopting orphans and abandoned children

Lawmakers from the A Teacher Party-list have filed a bill seeking to encourage couples or individuals to adopt orphans or abandoned children to enhance their upbringing and provide them with a better future.

It is laudable for said law-makers to encourage, through law, couples or individuals who will adopt orphans or abandoned children and be entitled to an additional P100,000 tax exemption.

The exemption shall be over and above the existing tax exemption provided by the Bureau of Internal Revenue (BIR) as mandated under the National Internal Revenue Code.

On the other hand, the law would alleviate the plight of the large number of orphans or abandoned Filipino children, who just like other kids, need good parental guidance in order to become good citizens, the reason why the lawmakers filed the bill.

Truly, the State should exhaust all means to provide abandoned children or orphans the right environment to grow, or they will likely become a liability of the State rather than an asset.

Through the couples or individuals who would adopt abandoned children or orphans, the State would be able to provide a better upbringing for the

marginalized children.

Couples or individuals, rather than social institutions or organizations, can better provide a more realistic parental guidance for orphans and abandoned children.

The government is spending money for the facilities that host orphans and abandoned children like the ones handled by the Department of Social Welfare & Development (DSWD) but it is not sufficient enough. Allowing couples to do the government’s job will reduce expenditure.

Covered by the bill are

newly born, infants or children up to 15 years of age who were abandoned by parents or whose parents have died with no other relative up to the fourth civil degree of consanguinity or affinity.

Also covered are newly born, infants or children up to 15 years of age whose parents have been declared by the court of law, physician or psychologist as physically or mentally incapable of raising a child.

The task of caring for children who have no home or parent is a noble deed, and a virtue in the eyes of Providence, that even needs no recompense. Blessed are they who would heed this call.

The poor have no one to lean on anymore Finally, the Department of Trade and Industry (DTI) in Manila has ordered a review of prices of prime commodities in the market as prices of fuel products in the world market continue to dip. The DTI’s action is long overdue.

This corner wrote many a painful commentaries before the DTI moved.

However, there is still the apprehension that the DTI’s action would only be confined in Manila. What about the DTI in the provinces?

Whether the regional and provincial DTI offices will follow suit is another question. There is also the fear that the DTI in Northern Mindanao, in general, and in Misamis Oriental, in particular, will follow suit. After all, the local DTI

offices here have not lifted its fingers on the issue of the spiraling prices in the local market.

In the past, the DTI will simply visit grocery stores to take a glimpse of prices of prime commodities, especially household commodities like canned

goods, milk and soap. Afterwards, the DTI will issue press releases telling the consuming public that there was not much increase of prices of goods. Son of a gun!

Hey, we were not talking about the prices of goods yesterday. We are talking about why these prices of goods have not gone down, despite the plunge of fuel prices in the market. What we expect from the DTI is to impose measures that would gradually scale down the prices of prime commodities, too! Anyway, with the DTI in Manila, now making the first move, we also have high expectation with the local DTI offices here.

What about the Department of Agriculture? What are you doing out there?

You, being fed by the poor taxpayers’ money, doing nothing but aggravates the sufferings of the people.

Isn’t it a shame for the people in the DA to simply sit down in their air conditioned rooms while thousand consumers grumble on costly vegetables, fish and rice in the local market? Well, no one can blame if the DA people are afraid of going to public markets here because of foul and filthy smells. Perhaps, these people who do nothing to ease the burden of the poor also believed, like the corrupt politicians, that the poor deserved nothing but to suffer.

Can anyone imagine that a “Galunggong,” a poor man’s fish, that sells for only

magazine “CHARLIE HEBDO”, which is known for its satire, including against Islam’s Prophet Muhammad. The terrorists, after barging into the editorial offices and massacred 12 news-workers, escaped to the suburbs but they were cornered and eventually, after 3 days of a stand-off were all killed, except for one woman suspect who is still subject of a massive manhunt.

What really strikes me is the fact that out there, they get the bastards. Terrorists are eventually cornered and get to pay for their crimes.

Whatever the crime or act committed, the criminals MUST be made to pay

for their crimes. In some cases, the recompense is swift and quick just like this Paris incident. Other cases may take some time.

But nonetheless, the crime is solved.

I hate to make a comparison but I have no choice.

We can’t escape this reality that here, in our own small corner of the world, this does NOT happen.

Here, our criminals are not made to pay. Worse, they merrily prepare for their next crimes. I get angry just thinking about this. When improvised bombs are exploded or when someone is “salvaged”, the authorities usually come out swinging

I was glued to TV’s CNN over the past few days, a far cry from my usual. I have to admit this: I sparingly watch TV these days. Why? It’s just to be free from the negativities of the day. URIGAO CITY – The New People’s Army last week announced it has put on hold the planned release of three policemen in Surigao del Norte it has held captive since November last year with the rebel group accusing the military and local officials for refusing to agree to conditions for their freedom.

C ommunist rebels snatched PO1 Democrito B ondoc Polvorosa and PO1 Marichel Unclara Contemplo of the Alegria Police Station on Nov. 12, and PO1 Junrie Amper of Malimono Police Station on Nov. 16 last year.

National Democratic Front-Mindanao spokepersons Jorge “Ka Oris” Madlos said the military and the provincial crisis committee headed by Surigao del Norte Gov. Sol F. Matugas failed to reciprocate their own unilateral ceasefire.

Madlos alleged that military operations have continued despite the government’s declaration of suspension of both military and police operations from Dec. 19 to Jan. 19, the last day of Pope Francis’ visit in the country.

The government issued a unilateral declaration of ceasefire, from Dec. 19 to Jan. 19.

The NDF responded by declaring a truce covering the periods Dec. 24 to 26, Dec. 31 to Jan. 1, and Jan. 15 to 19.

The rebel group however announced it was observing a supplemental ceasefire for Surigao del Norte, from Jan. 6 to 19, for the safe release of the three policemen.

But the group accused the militar y of not reciprocating the move by continuing to launch operations.

The NDF responded by announcing last Wednesday it was postponing the release of the captives.

Madlos did not give a specific date but said the policemen might be freed after the Pope’s visit.

The Pope will be in

the country from January 15-19.

Matugas had written the Army to request a lull in operations to facilitate the release, but the group Third Party Facilitators (3PF) called such move “too little, too late.”

Bishop Rhee Timbang, a member of 3PF said both the military and Matugas should take the blame for acting too late and for not showing enough sincerity to the agreed release plan.

Timbang, whose group was instrumental in the release of four kidnapped policemen late last year, noted that the abductions took place as early as November, and hardly a word was heard from the capitol.

Former Surigao del Norte provincial board member Victor Bernal, another 3PF member, pointed out that had the military suspended operations and had the governor’s crisis team acted decisively, the captives would have long been released.

“In short, the Provincial Crisis Management Committee and the military which is always pursuing the captors are the ones who don’t want the release [of the captives]. If possible, Governor [Sol] Matugas should ask the Philippine Army in Badas to stop the militar y operations,” Bernal said in Cebuano.

He urged Matugas to convene the committee to convince the military to stop their operations.

The governor did not reply when asked to comment.

Polvorosa, Contemplo and Amper asked the military to withdraw from the hinterlands just for their safe release.

The captives also called on President Benigno S. Aquino III to help expedite their release.

Ka Maria Malaya, spokesperson of NDFNortheastern Mindanao Region, earlier warned the ceasefire would only take effect once all police, military and paramilitary units cease all offensive actions, including the Community Organizing for Peace and Development .

The ceasefire, she said, covered four towns in Surigao del Norte – Claver, Bacuag, Alegria, and Gigaquit – and Kitcharao town in Agusan del Norte.

“This is a supplemental ceasefire to the 10day ceasefire declared by the NDFP at the national level,” Malaya said.

She explained this would provide security and safety for the families of the “prisoners of war,” 3PF members and others who will attend the actual release.

In a separate letter, the NDF-North Eastern Mindanao also issued an order of release for the three captives.

BUTUAN CITY -- The Department of Agriculture (DA) through the Bureau of Animal Industry (BAI) will be holing this year’s Animal Rabies Communication Planning (ComPLan) Workshop on Jauary 19-22, 2015 at the Lake Hotel in Tagaytay City.

Said activity is in support of Republic Act 9482 or the “Anti-Rabies Act of 2007” which specifies the National Rabies Prevention and Control Program (NRPCP), a multiagency effort in controlling and eliminating rabies in the country.

“The BAI was mandated to strengthen the training of field personnel and the Information, Education and Communication (IEC) activities on rabies prevention, control, eradication and responsible pet ownership.

As art of this responsibility, the BAI needs to develop more target-specific IEC materials to create better awareness of the disease and the rabies program,” disclosed Rubina O. Cresencio, acting Director IV of BAI. Cresencio also bared that the objective of this workshop is to develop a communication plan for rabies by: (1) identifying priority target audiences; (2) determining the appropriate channels for dissemination of information on rabies; and (3) defining key messages for specific target audiences on the prevention and control of rabies.

The conduct of the workshop will be supported by the Stop Transboundary Animal Diseases and Zoonoses (STANDZ) Rabies Project of the World Organization for Animal Health (OIE). All travel expenses, as clarified by Cresencio, shall be borne by the sending agency.

It was learned that the Animal Rabies Program will be discussed by Dr. Emelinda Lopez, Rabies Focal Person of the Animal Health and Welfare Division, Bureau of Animal Industry (AHWD-BAI), while the inputs on Communications Plan will be discussed

by Rosemarie Aguirre, chief of the Health Communications Division of the National Center for Health Promotion of the Department of Health (NCHP-DOH).

Meanwhile, a question and answer session will follow every topic to give the participants an opportunity to clear up questions that they might have regarding the topic.

After the presentations, a workshop on the development of a complan will follow. The participants will be grouped into three to work on identified target audience: veterinarian, pet owners and local chief executives. The group’s output will be presented in a plenary.

The facilitators are from the NCHP and BAI. Consultant will consolidate the outputs and will be presented to the National Rabies Control Program Committee.

Rabies is a viral disease that affects the central nervous system of warm-blooded animals, including humans. The disease can take a long incubation period (up to six months) and symptoms may take several weeks to appear after infection.

The policemen were supposed to be freed before Christmas Day last year but the rebels said continuing military operations in Surigao del Norte prevented their release.

SEC warns against solicitation of investment in Zamboanga City

AMBOANGA CITY -- The Securities and Exchange CommissionZamboanga Extension Office has warned against “on-going solicitation of investment from the public of a corporation involved in health or hospital services.”

Atty. Jesus Salvador Uro, SEC-Zamboanga Extension Office director, issued the warning Monday after they received information that several individuals or groups of persons have been offering or “pre-selling” securities to the public in the form of shares of stock in hospitals currently under

construction.

To attract investors, these shares of stock allegedly grant the purchasers certain hospital benefits, such as, but not limited to waived or discounted Operating Room fees; free or discounted private room, ward and Intensive Care Unit (ICU) accommoda-

tions; discounts on use of ICU equipment, medicines, medical supplies and other merchandise; and, discounts on hospital services as well as Out-Patient and In-Patient case rates.

Uro said that strictly and legally speaking the solicitation of investment in exchange of a promised medical or health services and stocks, without prior registration with SEC is a violation of the Securities Regulation Code (SRC).

Uro informed the public that these shares of stock being offered are within the definition of “securities” under Section 3.1 of the SRC and are required under Section 8 of the SRC to be registered with the SEC before being offered or sold to the general public.

“The public is thus advised to exercise prudence in dealing with any individual or groups of persons offering for sale shares of stock in hospitals,” Uro added.

He urged “anyone who has knowledge or information about any transaction involving these securities to report such activity immediately to the Commission so that appropriate measures can be taken.” (PNA)

Capt. Maria Rowena Muyuela, a spokeswoman for the Western Mindanao Command, said the militias, who are members of

the Barangay Police Action Team, were patrolling the village of Kiyutaan in Sulu’s Talipao town when the rebels attacked them with rifle grenades.

This is problematic obviously because those who will condemn the massacre will have the tendency to equate the terrorism to Islam and attribute this to Muslims as a whole. Of course, we know Islam and mainstream Muslims do not countenance this. But there are initial signs that the unwanted backlash is starting to happen. This must be addressed immediately: “Muslims must join in , if not dominate the chorus of condemnation.”

And it will not help any if some Muslims will also justify the attack. An end user who does not produce valid identification with photo and who fails to accomplish a registration form shall be refused sale of a SIM card by the direct seller.

Lower prices of goods services seen in 2015

epartment of Trade and Industry (DTI) Secretary Gregory L. Domingo is expecting the prices of goods and services to go down this year, pushed by lower fuel retail costs and change of commodity’s prices on some products.

Domingo told reporters that consumers should benefit from the significant decline in prices of oil products which has direct effect to some sectors, particularly in logistics.

He cited three components of declining goods and services prices: (1) The effect of fuel on the delivery of manufacturers'

products to their customers; (2) Direct effect of electricity and fuel costs on the products outside of the delivery cost; and, (3) The effect of fuel and electricity on the raw material prices which include the delivery of raw material to the manufacturers and the indirect cost of fuel and electricity cost on the production of raw material, noting that the third component has longest lag effect on retail price reduction.

DTI Undersecretary for Consumer Protection Group (CPG) Victorio Mario A. Dimagiba, on the other hand, has noted that the lower oil prices reflect a 3.0 percent decline on distribution cost of a suggested retail price

(SRP) or 0.08 percent to 12 percent reduction of the published SRPs. Based on DTI’s price monitoring for the last quarter of 2014, most of the monitored retail prices of basic and prime commodities are mostly unchanged or lower by 0.06 percent to 23.53 percent than the published SRPs. Oil prices in the world market have gone down from USD110 per barrel to USD50, Domingo said.

“There should be reduction on SRPs on some products to reflect the lower cost of fuels and change of commodity’s prices on certain products,” the DTI chief noted.

“This should reflect to lower prices of goods and services this year,” he added.

“Most of our industries work under competition but there are some which have no competitive landscape. Those uncompetitive sectors, they are those who do not pass on the benefits. But to the extent that the industries are competitive, they really pass on, because they are pushed by the competition. Someone will always offer a better price if they’re able to lower their cost so the others will be forced to follow soon,” he explained. “It’s the industries or the sectors that are monopolistic or oligopolistic that sometimes are not passing

on the benefits.”

He added that the lower prices of goods and services this year will also reflect to lower inflation rate and will contribute to a better gross domestic product (GDP) growth this year.

Domingo, in a previous interview, projected that GDP growth for this year will reach 7.0 percent and above with the growing industrial and services sectors, public and private sectors’ infrastructure projects, and various events happening in 2015 in the Philippines such as election campaign, Papal visit, Asia-Pacific Economic Cooperation (APEC) Summit hosting, among others. 50-centavo PUJ fare cut in Cebu. Visayas approved CEBU CITY -- The Land Transportation Franchising and Regulatory Board (LTFRB) has approved the 50-centavo provisional public utility jeepney (PUJ) fare reduction in Central Visayas, an official said.

LTFRB 7 director Reynaldo Elnar said the LTFRB board members approved his recommendation for the provisional fare reduction which may be set for implementation on Monday.

He said LTFRB board members, including chairman Win-

ston Gines, will be in Cebu on Monday to attend a core group meeting on the proposed Cebu Bus Rapid Transit project.

Elnar said it will be Gines who will formally announce the implementation of the jeepney fare reduction, as he does not have a copy of the order yet.

The provisional fare reduction will bring the minimum PUJ fare in Central Visayas from P7.50 to P7.

Earlier, former Cebu City councilor Augustus “Jun” Pe

filed a petition before LTFRB 7 last December seeking reduction of jeepney fares by 50 centavos to slash the minimum rate to P7 from the current P7.50.

Pe cited the series of fuel price rollbacks as a reason in filing the petition.

Various transport groups attended a public hearing last December 16 but were divided on their stand.

Some agreed for the fare rollback while some were against it.

MANILA -- The Philippines has topped 19 countries whose economies will win with the oil barrel, if it drops to record levels of USD 40 each, according to a Fortune article.

Fortune, citing an Oxford Economics study called Oil-ipedia, said the Philippines’ Gross Domestic Product (GDP) can increase by about 1.8 percent, in sync with the oil price drop at USD 40 per barrel.

However, the Fortune re p or t m e nt i on e d a n economist from the Oxford study itself could not explain why the Philippines will have the biggest benefit from the decrease of oil prices.

The economist said that they're quite clueless since the Philippines does not produce much oil and it’s an island nation that has to rely on importation for its fuel needs.

For tu ne a d d e d t he economist also compared the situation to -- similar island nation -- Japan, which is not even included in the 19 countries who will benefit from the drop.

Fortune attributes the Philippines will be impacted by the plunging oil prices with the monetary policy of the country, also

decreasing the interest rate by 4 percent.

It added the country has a greater demand for oil due to the booming population of its citizens.

Last year, the rapid oil decrease was triggered by a number of factors initially by North America increasing its shale oil output – obtained through fracking – which cornered the Organization of Petroleum Exporting Countries (OPEC) to defend its colossal market share and not cut production.

National E conomic Development Authority (NEDA) Secretar y Arsenio Balisacan had been reached for comment, but has not responded on the matter.

Meanwhile, the USD 40 per oil barrel level is rapidly headed by benchmarks, with Crude oil West Texas Intermediate (WTI) closed at USD 48.36 per barrel for February delivery, while Europe benchmark crude oil closed for February delivery on Friday at USD 50.11 per barrel.

A Canadian firm has formerly stressed oil levels can reach up to USD 30 per barrel, before it stabilizes at USD 70-75 per barrel, according to an article from the Financial Post. (PNA)

ig Bite Northern Mindanao Food Festival which happened last January 9 to 11, 2015 at Centrio Mall, this city, has gathered food vendors, local food concessionaires and culinary schools all over Northern Mindanao.

Big Bite Food Fest is considered as the biggest food festival in this season.

Centrio Mall Marketing Manager Loren Anne Yasay said that Big Bite is held after the successful Big Bite Northern Luzon held in Centrio’s sister mall, Marquee Mall in Pampanga. The food fest aimed to showcase the food products of Northern Mindanao.

The three-day event happened through a lot of activities and festivities in the mall’s activity area. The first day themed as “The Bounty of Misamis Oriental” displayed Misamis Orien-

tal’s coconut and ostrich dishes. It kicked off with culinary competition, The Great Ostrich Challenge, cultural dance presentation and Big Buffet – Dine at the Garden with entertainment. For Big Buffet, lucky shoppers were randomly chose to participate in sampling.

“Green Bukidnon: Food Basket of Mindanao” is the motif of the following day highlighting Bukidnon’s vegetables, pineapples, beef and coffee. To further engage the theme, a panel discussion of Food Basket of Mindanao and Bukidnon products’ cooking demonstration was

held. The day also featured events such as ‘A Friendly Kitchen: Healthy Cooking’ primary discussion with Culinary Institute of Cagayan de Oro’s (CIC) Chef Malou Caudal. She gave emphasis on nutrition part of cooking and introduced the TEE (Total Energy Expenditure) Computation Program

Teaching is one of the noblest professions on earth. It is a career only those people who have shown unconditional love for children survive. It is undoubtedly a vocation only few dearly choose. Teaching, as a lifetime occupation, requires a person not only to be expert academically but also to be the role model of the society.

Furthermore, most of the people have viewed teaching as the mother of all careers. They have claimed that teaching profession is the gateway for other fields of endeavor bloom.

In fact, they have stressed out that there would have been no scientists, doctors, lawyers, pilots, managers, engineers, accountants, nurses and other specialists in the arena, if there were no teachers who have carried these hopeful dreamers from the start of the race until the finish line of their ambitions. Teaching is nonetheless a painful undertaking yet a very rewarding activity to live with.

Correspondingly, teachers bring out the best among diverse learners. They have fostered different skills and talents of students in school.

As coaches, these exceptional

players in the educational system have created avenues for schoolchildren’s growth in all aspects of life. These mentors have also shaped the uniqueness of their clients according to their strength, and they unearth ways for the latter to conquer their weaknesses. They have been working day and night, so every student finds learning fun and glorious.

Similarly, many countries that have soared high nowadays enjoy the brilliance of committed teachers. Those underdogs in the battlefield of industrialization have been transformed to become giants in technological advancement by the catalysts of change. In fact, the nations that produce quality graduates often see progress not as a challenge but a tradition. Without a doubt, they have not bargained their people to the silhouette of ambiguity.

Since teaching is a timeless mission, we have to incessantly acknowledge the teachers’ role in nation building.

Their efforts in ensuring a bright future to every child are indispensible. They may only be blotches in the community they live in, but their contributions surely have touched everyone’s life. Every
