MISAMIS Oriental––The provincial government of Misamis Oriental has raised alarms over the alleged presence of three international drug syndicates now operating in Misamis Oriental. Provincial governor Yevgeny Vincente Emano on Wednesday urged government operatives to

run after the three international drug syndicates, one a locally based drug ring with international connections. Emano issued the appeal after receiving a report from the Philippine Drug Enforcement Agency (PDEA) of the presence of two international drug syndicate in collaboration with a third local drug syndicate in Misamis Oriental.

The PDEA made the disclosure during the Provincial Peace and Order Council meeting here last week where a government agent identified the three drug syndicates based in Misamis Oriental. “The report is no small matter. It seems drug syndicates have found Misamis Oriental a transshipment point to the rest

territory as far back as three centuries ago. The map debunks the so-called nine-dash-line China has been using as proof of its claim over the South China Sea. It also locates Scarborough shoal, then known as “Panacot,” also called “Panatag” by Filipinos, off the shores of Luzon, then known as Nueva

DOH embarks on HI-5 strategy to meet MDGs

AVAO CITY – The Department of Health launched its High Impact Five strategies in a bid to speed up delivery of services on maternal care, infant and child care, and elimination of infectious diseases like HIV/AIDS. DOH has embarked on this new direction dubbed as Hi 5 strategies that gear towards achieving the country’s targets on the Millennium Development Goals and Universal Health Care particularly on reducing mortality rates on maternal, infant and child under five years old. The strategies also include deliver y of interventions to curb cases of the HIV/AIDS (Human immunodeficiency virus infection and acquired immune deficiency syndrome) and to strengthen the ser vice deliver y network. DOH presented the

HI-5 breakthrough services in a summit recently held in the city which involved stakeholders from various government agencies, private sector and non government organizations providing health services. DOH-XI regional director Abdullah Dumama, Jr. emphasized the need to intensify efforts “to improve and catch up given that there’s little time left before we make our agenc y report to the UN for our MDG commitment and considering Pnoy’s term will end by June 2016.” Dumama bared that in 2010, the maternal mortality ratio of Region

XI is 90 and increased to 144 in 2014. “For us, this is absolutely unacceptable,” he lamented, adding that majority of the maternal deaths in 2014 based on occurrence are from Davao del Norte and Davao Oriental. On the percentage of facility based deliveries, from 61% in 2010, it increased to 79% in 2014, he said. He added that there’s still a need to do more efforts in increasing the percentage of pregnant women with at least four prenatal visits given the 85% target, though there is a significant increase from 22.8% in 2010 to 50% in 2014. On fully immunized children, Dumama said that only 79.3% was achieved in 2014 out of the 95% national target. The region is currently employing strategy

The D OH of f icial bared that the HIV/ AIDS positive in the region has reached to 1,362 with an annual average of 45 cases or roughly four cases per month within the period 1984 to December 2014. “However, in Januar y this year, there were 34 new HIV/AIDs positive cases which is eight times more than the previous 30 year monthly trend. This is rather alarming. Out of these positive cases, 90% are asymptomatic,” Dumama said. “With the current situation in Davao Region and only 12 months left before this administration ends, intensification of our efforts coupled with strong commitment is a must if we are to achieve the MDGs 4, 5, and 6 targets,” he added. Dumama urged the LGUs, partner agencies and other stakeholders “to join us in this journey. Though, difficult and seemingly ambitious, nothing is impossible if we hold on and work together. we have means to insulate it preventing its comeback; and the armed groups are reduced to a minimum level,” he said. He also emphasized that the mayors, the barangay captains and the community leaders verified this declaration and expressed support to the government. “The communities in the populated area are no longer supportive to the armed groups – support in terms of logistics, intelligence and manpower; but they (insurgents) are still in the outskirts,” he said. Nep omuceno also stressed that the military will still pursue those insurgents in the outskirts. “Since they are no longer in the populated area, our operation won’t affect any civilian in the community.” Nepomuceno also disclosed that they invited secretaries of the national agencies to attend the ARENA Caravan. “Hopefully, they would find time to see the situation in the area especially those agencies, which services are needed most by the community,” he said. National exam: A lesson learned

THE national exam has become polemic in secondary schools in Indonesia. Yet, finally it has reached a good consensus. The peak of this consensus agrees with the status of this exam. This national exam used to be the dominant measurement for judging the pupils to have passed their schools. It is centralized by the central government. But, now it is not the most dominant one. It has changed its status. For secondary level of education, we have two levels. The first three-year is junior high schools. The second higher level is senior high schools, also three years of study. Both of these two passing grades solely depended mostly and dominantly on national exam result. When they could not get the minimum passing grade they were considered to fail their study. Now, after getting some criticisms of the public, with the new minister of education, the status of national exam has changed. It is neither the sole factor nor the most dominant one for judging the pupils to have passed their study. There are more factors for consideration. The schools

and teachers are given more right to judge their pupils for passing the study. They know more than the central government officials. Education is complex. The education process is composed not only the hard skills indicated by the scores of the subjects the pupils learn in their schools. The pupils are human beings that are brought up by not only having the knowledge of the subjects. They are both emotionally and psychologically brought up to become the real human resources. The subjects they learn cannot guarantee to lead them to become successful human resources in the real and complex life. As human beings with complex

Philippine independence is thus devalued. It was not something we have won for ourselves through sweat and blood but something given to us by the US with many strings attached to it. Economically America did not give us any independence proved by the fact that our economic growth and development remain even up to this point subject to negotiation with that country. Even the development of agriculture, a sector in the economy whose development industrialization is hinged, is controlled by America in so many ways than one foremost of which are the treatises we have been forced to enter into with them like those imposing export quotas to that country on our agricultural produce such as sugar. environments, they still need other soft skills. These skills cannot be expressed merely in the curriculum with the subjects. Yet, hard skills are part of their life experience. In order to better measure educational process, the measurements should cover not only hard skills but also soft skills. The pupils with their future in turbulent situations should be equipped with their mental power. Interpersonal skills and communication are also preferable for them. Living with hardship and complex social factors should be addressed in the curriculum. And, these complex factors cannot be measured only by using multiple choice tests. High scores of hard skills cannot be judged as the indicators for future success. Success in lives is in fact, due to some other factors such as mental or spiritual intelligence. More importantly, emotional intelligence is also required for human beings to succeed in their life. Most educators believe in accepting such arguments. That is the reality of human beings. This of course has implication in the education system, including the

system of measurement or exam. Now, the national exam has still been done, but it has other purposes. For example, it can also be used for mapping the country educational standard or condition. The region in having lower grades in their national exam can be chosen as priority in the education development system. They might be given support in terms of infrastructures or human resources of qualified teachers. Such purposes are also logical rather than merely on the consensus of using the national exam for measuring the pupils of having passed their study or not. Mapping to see which regions of the country are considered to require a support is also important. Velarde will personally present it to President Aquino on June 12, the anniversary of Philippine independence. How Velarde, president and chief executive officer of Information Technologybased Now Corporation, acquired the map that had lain among the treasures of one of England’s most prominent families for more than 200 years is like something out of the movies. In fact, the wizard Harry Potter even makes a cameo appearance in the story. Velarde has yet to find out if he is related to the Jesuit priest, although a possible connection was one of the motives for his pursuit of the artifact. Velarde said Supreme Court Justice Antonio Carpio, a long time friend, suggested to him sometime in October last year to bid for the Murillo Velarde map. Velarde said Carpio’s convincing line was: “You know, man, you’re a Velarde.” Carpio, who has been conducting lectures debunking China’s claim of almost the entire South China Sea, calls the Murillo Velarde map the “Mother of all Philippine maps.” Local public and private museums declined to take part in the Sotheby’s bid. The National Museum was interested but didn’t have the money, so the plan was for Velarde to buy the map and sell it later to the National Museum. The Murillo Velarde map measures 1,120 by 1,200 mm. The Sotheby’s catalog carried a description of the map by Filipino historian and biographer Carlos Quirino: “Murillo Velarde’s map of the Philippines is a landmark in the depiction of the islands, and the first scientific map of the Philippines. It is flanked by two pasted-on side-panels with twelve engravings, eight depicting native costumed figures, a map of Guajam (Guam) and three city or harbour maps, notably Manila.” The map was among 80 heirlooms that the current Duke of Northumberland, Ralph George Algernon Percy, decided to auction off after a devastating flood hit Northumberland County

in April 2012. Newspaper reports said heavy rains had “caused a culvert on the Duke of Northumberland’s land to collapse. Many residents were evacuated and some homes demolished after the foundations were damaged.” Although the Duke’s estate did not own all the affected homes, he provided urgent help for his neighbors. The flood left him with a £12 million bill for repairs, hence the need to auction off his family’s collection. As a bit of trivia, the Duke owns the vast Alnwick Castle, which has been featured as Hogwarts School of Witchcraft and Wizardry in the first two Harry Potter films.

Sotheby held the first auction on July 9, 2014 and the second on Nov. 4, 2014, both in London. It was in the November auction that the Murillo Velarde map, called Carta Hydrographia y chorogphica de las Ylas Filipinas, Manila 1734, was included under Lot 183. The Murillo Velarde map names two Filipinos as responsible for the map-Francisco Suarez who drew it and Nicolas de la Cruz Bagay who engraved it. Historian Ambeth Ocampo wrote in his column in the Philippine Daily Inquirer, “The Murillo Velarde map of 1734 is quite rare, with less than 50 known copies to exist in the entire universe.”

Velarde registered to participate in the auction through an agent. He had participated in auctions in person before but his acquisition of the map last November was his first bid by phone. The Sotheby’s auction took place at 9 p.m, Manila time while Velarde was in a Resorts World steakhouse for his mother’s 78th birthday dinner. Velarde described the bidding, which lasted only for three to four minutes, as “furious.” He was on the phone before Sotheby’s put Lot 183 on the auction block, and noted that in other lots, it was over after two to three bids. Bidding for the map started at £30,000. He started to bid through his agent, thinking that he could go as high as £80,000. Velarde said he could Sotheby’s flyer. DOH-Caraga on alert for MERS-CoV

UTUAN CITY – The Department of Health (DOH) Caraga headed by its newly appointed regional director Dr. Jose Llacuna, Jr. confirmed that they are on alert against the infectious or contagious disease like the Middle East RespiratoryCorona Virus (MERS-CoV). “Though, there is no single case of MERS-CoV reported in the region but rest assured that we are acting accordingly,” said Dr. Llacuna. Dr. Dioharra Aparri, head of the DOH Caraga Regional Epidemiology Surveillance Unit (RESU) also said that

the RESU head office would directly contact DOH Caraga for any updates on MERSCoV especially to the region’s area of responsibility. “One of our strategies if ever there will be suspected cases is to do a contact tracing, so far it has been one of the most useful and effec-

tive strategies that we have applied in other medical cases,” Aparri added. Dr. Llacuna also said that MERS-CoV is an emerging disease that remains poorly understood but should be treated as alarming. It is an infection caused by a coronavirus from the same family as that caused by SARS or Severe Acute Respiratory Syndrome, which emerged last 2002-2003 and killed around 800 people worldwide.

Following the report of the latest situation assessment posted by the World Health Organization (WHO), the outbreak had already 35 confirmed cases in the Republic of Korea, of which five new cases were contracted in the hospital and three people have died. Currently, 1,369 people are quarantined. WHO further reported that this is so far the largest outbreak outside the Middle East, as it is exported to a

third country. The Ministry of Health has also reported that confirmed cases represent a third generation of transmission. With these reports, however, the WHO does not advise special screening at points of entry nor does it currently recommend the application of any travel or trade restrictions. “The central office had not implemented any travel ban which makes it more challenging,” Llacuna said.

Dengue cases decrease in Caraga Region BUTUAN CITY – Dengue cases in Caraga Region remarkably dropped by 51 percent in the first semester this year compared to the same period last year. Dengue project regional coordinator Dr. Jonathan Basadre said that a total of 1,162 cases of dengue fever were admitted to the different disease reporting units regionwide from January 1 to June 6, 2015, lower by 1,224 cases than the 2,386 recorded in the same period in 2014. Basadre also said that in terms of geographic distribution, Butuan City has the highest number in the six cities with 267 cases while Surigao del Sur is the highest among all the five provinces in the region with 230 cases. There were also six deaths reported to the different diseases reporting units regionwide, it was learned. “We continue to follow the simple rules of eradicating this problem by searching and destroying mosquito breeding places every 4:00 p.m. and be updated to the dengue status of our barangay,” said DOH Caraga regional director Dr. Jose Llacuna, Jr. (DJApit/PIA-Caraga)

DEPED BUKIDNON STRENGTHENS DISASTER AWARENESS AMONG ITS SCHOOLS By Juniel Rey R. Abadiano, MAN RN Nurse II, DepEd Bukidnon

DepEd Bukidnon on June 8, 2015 conducted a simultaneous earthquake drill to prepare all public elementary and secondary schools when disaster hit. School bells rang loudly at exactly 9 o’clock in the morning which prompted everyone to “drop, cover and hold” while waiting for their cue to evacuate towards the preselected safe zone once the bell stops. The school administrators and the School Disaster Risk Reduction Management (DRRM) coordinators stood as facilitators during the drill with some schools requested assistance from the local Bureau of Fire Protection (BFP) personnel. Last school year, DepEd

Bukidnon have already sent all its District DRRM coordinators and DepEd Nurses from the different municipalities of the province to a weeklong training on Emergency Medical Services and Rescue facilitated by the EMS Unit of BFP Libona, one of the finest in the region. The DRRM Law was reviewed, each of its principles and an extensive demonstration on lifesaving techniques were performed. They also underwent various hands-on rescue exercises such the basic life support and firefighting drills, to the more serious vehicular extrication, water search and rescue and even mountain search and rescue which truly tested their skills and

stamina. To further the capability of the District DRRM Coordinators, they were also trained on psychological first aid during the Crisis Intervention in Schools Training held last March this year which is helpful in the recovery efforts especially to the children who are most vulnerable to trauma. The trainings aim to equip the coordinators with the necessary skills that will help them strengthen the DRRM interventions and initiatives implemented in their respective areas. To ensure delivery of desired results from the District DRRM coordinators, they were required to reecho the knowledge and skills they learned to their respective target areas of which most have already

finished training the School DRRM coordinators and the school administrators in their district assisted by the DepEd Nurses last summer this year. A discussion and planning on preparation and mitigation efforts were also made per school during the training with the School DRRM Action Plan and School DRRM Committee as the final output. With the organization in place through the trained DRRM coordinators in the field, DepEd Bukidnon has already actively coordinated quite a few DRRM related issues especially during instances where storm warning signals are raised. All these efforts are undertaken to ensure that all learners while in school are safe and protected.

CEBU City––Wrong practices have caused many mangrove rehabilitation projects in the Philippines to fail, an expert said Tuesday. Dr. Jurgenne HonculadaPrimavera, a scientist known for his contribution to mangrove conservation, said such projects were being implemented without the support of science-based guidelines. In a presentation to members of the Philippine Ecosystem Alliance, Primavera noted that in most cases the planting of mangroves did not observe proper site selection. She said that in many areas species of mangroves known as bakhaw such as Rhizophora stylosa and Rhizophora epiculata were planted on seafronts causing high mortality. “Bakhaw is suited for planting along riverbanks, tidal creeks and other sheltered sites,” she said.

Mangrove species called pagatpat (Sonneratia alba) and bongalon or apiapi (Avicennia alba and Avicennia marina) should serve as front liner, she added. Primavera, a native of Butuan City who now works as chief mangrove scientific advisor to the Zoological Society of London, attributed the problem to poor site selection. “Site selection should be done during neap tide – a major paradigm shift from the past protocol selecting exposed sites during spring tide – which turn out to be flooded when the neap tides follow, resulting in mortality of seedlings. “Areas exposed during neap tide will remain above water even during spring tide, a prerequisite for mangrove survival, as mangroves cannot stand flooding more than 30 percent of the time,” she explained. She further noted that

THE Regional Association of Government Communicators (RAGCOM) in Northern Mindanao and some media practitioners from Cagayan de Oro City visited the Misamis Oriental State College of Agriculture and Technology (Moscat) recently for a study visit. Now that Velarde owns the map, the National Museum has informed him it has no funds to buy the map this year, and that there was some uncertainty about funds next year. Velarde decided to donate the map instead. Why is he doing it? “In a true-to-life movie, there’s a part for everybody. There’s a bully in the neighborhood. He already took over our land. We have soldiers in the Spratlys. Nakastandby lang sila (They’re just on standby there),” Velarde said. “Then, this map is owned by a Duke in a Harry Potter castle. It’s like you wanting to play your part in the movie,” he added. Velarde said he hopes to meet with the Duke of Northumberland someday. His children want to come along, not really for the Duke, who comes from a 700-year-old English aristocracy and is the fourth largest landowner in the United Kingdom. Emano’s hatred towards illegal drugs is well known. He personally led several random drug testing done among provincial capitol employees to make sure that the tentacles of illegal drugs have penetrated the provincial government. Earlier, illegal drugs were also blamed for the unabated killings in Gingoog City that took over 30 lives, including that of former councilor and mayoralty bet Mark Bagaipo. During the same forum, Emano also turned over a check worth P1 million to boost the PDEA’s anti-illegal drug campaign in the province and disclosed a plan to open a drug rehabilitation center in the municipal town of Claveria.

On Tuesday, Primavera reiterated her objection to the release of the P1 billion through the Department of Environment and Natural Resources almost completely for mangrove planting through cash-for-work for local communities. She said this is risky because the local people would cut or uproot recovering but inconspicuous mangrove stands and replace them with seedlings just to show some work done and avail of the cash incentive. She said the government withheld the budget last year, but in March this year released P400 million of the P1-billion allocation. “I don’t want to demonize DENR. There are good people in DENR but their national office always has the last say. We’re dealing with structures,” she clarified. Primavera also recommended that abandoned fish ponds should be reverted to mangrove forests that can serve as greenbelts along coastal areas. She, however, said many of these abandoned ponds have either been titled or blocked by resorts and other structures. The Philippine Ecosystem Alliance is holding a fourday workshop that started on Monday to produce a climate change adaptation plan for resilient ecosystems. of the traditions that has made Wadhu’s Quality Store Cagayan de Oro’s oldest surviving retail store, a tradition established by the store’s patriarch and carried on by the third generation which now runs it. Seventy-nine years ago, The set up in Cagayan de Misamis (as Cagayan de Oro was then known) ‘Wadhu’s Home of Quality’ near Plaza Divisoria, the town’s social and commercial center. Mr. Wadhu arrived in the Philippines as a 12-year old boy from India in 1924. He was employed at the Indian Bazaar owned by his uncle Nebhraj Ramchand Buhdrani in Zamboanga City for 12 years where he gained his basic knowledge and business savvy in the retail trade. In 1936, he felt he had enough seed money, contacts and experience to establish his own store in Iligan, but decided on Cagayan instead. His thatched roof store, which featured items bought by mail order from Sears & Roebuck, was set amidst stores run by Japanese nationals near the Heroes de Cagayan monument. Divisoria was the Escolta of Cagayan in those days, and the nearby public market ensured the fledgling store flourished until World War II exploded. “My father survived the war by bartering his goods for food and clothing,” said his son, Wadhu “Dodong” Jr. “He married my mom, Trinidad Babiera Valmores at Balingasag, Misamis Oriental in 1943 and had two children, myself and my sister Linda.” In 1946, “Mr. Wadhu” (as he was fondly called by friends and customers) reopened at a new location in Plaza Divisoria just across the public market, but moved to the next block after two years, where its present name, “Wadhu’s Quality Store” was first seen. The store moved to its present site in the corner of J.R. Borja and Pabayo streets when Mayor Justiniano Borja moved the city public market to the Cogon area in 1958. “My dad didn’t want to be too close to the Cogon market where competition would be stiff but he also didn’t want to be too far from the former site in Divisoria and his regular customers,” Dodong explained. In 1973, the elder Wadhu felt the younger generation was ready to take the reins of the business and turned over the store’s management to Dodong. “The idea was to help infuse faster and newer approaches towards marketing and merchandising without changing the original concepts on which we made our reputation,” Dodong recalls. “We introduced new products catering to the tastes of the younger generation and terminated others which were slow moving.” And not too soon. By 1975,

retails giants Ororama and Gaisano came into the picture, forcing other stores to fold up due to the intense competition. “We took this as an opportunity, a challenge to make our strategies competitive with the giants,” Dodong said. “I have always welcomed competition because it is the only way to serve the public with better service and cheaper prices.” For instance, when more people from Butuan, Surigao, Bukidnon and Iligan began coming to Cagayan de Oro, Wadhu’s still multiplied its customers despite stiff competition from the bigger stores. “Our overhead is not as large as the big ones, so we were able to adjust our prices and compete,” Dodong said. “Since we were also getting the same merchandise from the same suppliers, we were able to attract more customers with our lower prices without sacrificing service and quality.” The 1990s brought even stiffer competition from malls like SM City and Limketkai Mall which featured a wide variety of stores and merchandise and attractive amenities like national food chains and cinemas all under one roof. “We kept our loyal customers and even added more through our personalized service,” Dodong said. “Most of the sales girls in the big malls are hired on a casual basis and are no match for better paid and motivated sales staff of smaller stores who have better experience and training, not to mention knowing the customers on a first name basis.” “Everyone is equally served and each person is attended to no matter how small their needs are,” he adds. “We train our sales people never to look down on anyone and treat them as regular adult customers regardless of age, gender or appearance.” Some years ago, a shabbily dressed barefoot gentlemen wanted to buy an expensive watch. Sensing the sales clerk was at a loss on how to deal with him, Dodong stepped in to personally entertain him and he paid in cash. “It was only a week later that I found out he was the owner of a big building which housed many stores in Bukidnon,” Dodong wryly recalls. “He told me ours

was the third store he went to and the only one who gave him any attention.” More recently, traders from Mainland China, Taiwan and Korea have swamped the city with low quality merchandise at very low prices. Together with the “ukay-ukay” vendors selling smuggled garments and shoes at rock bottom prices, they have crowded the city’s sidewalks and even areas fronting regular stores. Instead of caving in under the assault, Wadhu’s opened a new branch in the Carmen market area. It carries the same merchandise for which the main store has been known for such as watches, sporting goods, and related items. Eventually, that branch moved to the Robinson’s Big R Supermarket building at Limketkai Center where it is now managed by Dodong’s younger son John-John. The third generation of Wadhus takes all the competition and changes in stride, having been born and raised in Cagayan de Oro under the tutelage of their father and grandfather. They remain confident the “Open Door” policy of the original Wadhu’s Home of Quality will see them through their next century (which is just around the corner) and beyond. “We grew up in this store and we don’t see any reason to change how it looks or operates,” said the elder Haresh. “Since my grandfather first started this store, he insisted that my Dad leave the store’s doors wide open so even people from the rural areas would not be shy to come in and window shop. They don’t feel pressured to buy something and can window shop as much as they like.” “We will be celebrating our 80th anniversary come 2016 and we will be giving watches as a token of our appreciation,” said Dodong with a smile. In the center of the store, Haresh rings up another sale in the NCR cash register. If the sale totals more than the P99.00 the machine is capable of calculating, he uses a small calculator. It looks like the old machine could easily outlive a dozen or so of its modern counterparts, just like the store it serves in the corner of J.R. Borja and Pabayo streets in Cagayan de Oro has done to many of its larger competitors.
