PAGADIAN City -- Under the Sangguniang Kabataan (SK) Reform Law, the National Youth Commission (NYC) will now be the frontline agency to oversee the SKs in the country. This was disclosed by Assistant Secretary Earl P. Saavedra, NYC commissioner for Mindanao, in a meeting held here Thursday with the members of the Regional Youth Advisory Council (RYAC)-9. Saavedra also told the RYAC members that the NYC’s two major thrusts now are the SK Reform Law and the Philippine Development Plan for 2017-2022. The NYC also seeks to reach out to out-of-school youth (OSY), not only by
bringing them back to school but by giving them livelihood training to capacitate them. In a related development, the new SK law has included an anti-dynasty provision which bars relatives of local elected and appointed officials up to second level consanguinity and relatives of national and appointed officials from sitting as youth council officials. The measure also requires the SK officials to undergo leadership training programs, and the creation of the Local Youth Development Council (LYDC) to be composed of representatives from the different youth organizations in the community, student counSee sk, page A11

THE TRUTH ABOUT LYING By MARY ROSE T. CARILLO
There is a saying that “A LITTLE INACCURACY SOMETIMES SAVES TONS OF EXPLANATION.” This expression sometimes justifies why many people have the rationale that lying does not harm anymore Today, as what many of us have observed, our world is full of scandals and lying involving lies told by
prominent politicians and other world leaders have rocked society. Influenced by this climate, many people have relaxed their commitment to telling the truth. In some domains lying has even become official policy. “I’m paid to lie. I win sales contests and get rave annual reviews if I lie.... This seems to be the core of retail sales training everywhere,” complains one salesclerk. Many believe that there is no real
harm in so-called little white lies. Is this true? Are there occasions when we may be justified in telling a lie? Sometimes, we may tell a lie if the situation is not inspired by maliciousness. While all lying is reprehensible, some lies are more serious than others. For example, one person may lie out of embarrassment or fear. Another may wickedly make a practice of lying with the intent to harm or

Because of his malicious motivation, such a willful liar is a danger to others and definitely not acceptable. Care must be taken not to condemn unnecessarily but to be sure one knows all the factors involved when someone has told a lie. Motives and extenuating circumstances should be taken into consideration. Whatever the situation will be, telling the truth is definitely an advantage and saves us from trouble.
