OIL firms are expected to slash pump prices today (Tuesday), pushed by the lower petroleum prices in the global market. In separate advisories, Pilipinas Shell Petroleum Corp. (PSPC), PTT Philippines Corp. and Seaoil Philippines Inc. (SPI) said they will cut diesel prices by Php 1.45 per liter and gasoline prices by Php 1.00 per liter. The three firms will implement the rollback at 6:00 a.m. on Tuesday. Shell said it will also reduce kerosene prices by Php 1.25 per liter. Eastern Petroleum Corp., on the other hand, will lower diesel prices by Php 1.50 per liter and gasoline prices by Php 1.10 per liter at 6 p.m. on January 18. RDC 11 wants closure of issues in the P19-B Davao port modernization DAVAO City -- The Regional Development Council (RDC) 11 is recommending the closure of all issues hounding the alleged overpriced P19-billion Sasa Port Modernization Project even with the non-endorsement of the City Council. “It’s a national government project,” said Ma. Lourdes Lim, director of the National Economic and Development Authority (NEDA) 11, which serves as the RDC’s secretariat. Lim said there is another round of consultation that will take place by March to clarify the scope and cost of the project under the Public-Private Partnership (PPP) of the national government through the Department of Transportation and Communications

(DOTC). The closure of issues relating to the Sasa Port modernization project is one of the 11 priorities included by RDC 11 for 2016. Lim has confirmed that the holding of the consultation was agreed upon in an executive committee meeting that took place after the Davao City Council passed a resolution objecting to the project as DOTC Secretary Joseph Emilio Abaya continued to

ignore the city’s invitation to clarify all coordinates of the project. Lim said that in the executive committee meeting, there were responses by the department to act on some issues. She said these are works in progress such as the right-of-way issues with private landowners, cost of valuation of the land, review of the project cost as it was reportedly a “high cost” project. Lim noted that the Sasa port modernization project is a project enrolled under PPP. She said the private sector will still be encouraged to participate. “The main objection (City Council) was predicated by lack of consultation. It will be good if DOTC respond positively,” Lim said, hoping that both sides will open communication.

It will be recalled that Lim appeared before the City Council in September last year to seek the City Council’s endorsement before the Sasa Port and the Airport projects can proceed. But on Dec. 14, majority of the councilors voted for the resolution rejecting the project, believing that there was violation of Sections 2 and 27 of the Local Government Code requiring consultation and prior approval from the City Council before proceeding with any national government project. Councilor Diosdado Mahipus earlier asked RDC 11 chairman, Governor Rodolfo del Rosario, to suspend its resolution endorsing the Sasa Port Project pending coordination efforts from DOTC. RDC issued Resolution No. 118

on Dec. 21, 2014 endorsing the Sasa Port subject to several conditions which were not fulfilled up to now. Among the conditions stipulated in the RDC endorsement are: the immediate acquisition of 6.2 hectares right of way, appropriate compensation for private property owners specified in the Terms of Reference, payment of the Real Property Tax, relocation and the assurance that the project will benefit not only the operator but the port users as well, status of the workforce of the two cargo handlers in the port, their Collective Bargaining Agreement and the nonconsideration of the plan to prepare the port for cruise tourism. The business sector here even objected to the project

proposal at its bid price of P18.99 billion because these would mean higher cost of handling fees and other port and shipping charges. The decision of the City Council has also the full support of Mayor Rodrigo Duterte, who emphasized that the stand of the councilors was very valid and correct because any project has to get an endorsement or a no-objection from the city through the City Council. Duterte said the recommendation of the City Council is a condition sine qua non before any project in the city can be implemented. Last week, the residents in EcoVillage reported to the police of the mysterious killings of farm animals in the village, mostly swine. The hind legs of the pig were decapitated while the upper part and some internal organs were left. Except for the skeletons, nothing was

left of the other swine while the other has punctured on the necks. Since Friday last week, the killing of farm animals has stopped as the residents conducted nightly patrols around the village in a bid to catch the suspected “vampires.”

THE presence of the US forces in the Philippines would not deter China, the modern day aggressor in Southeast Asia, from claiming all what they think they owned in South China Sea. Nobody could blame China’s aggression or action on claiming all islands, islets, and atolls in South China Sea. China would do whatever it takes – by hook or by crook – all that they believed belonged to their territory. Blame the cartographers or map makers in identifying the area as the South China Sea. China believes that because the area is called South China Sea, it follows that all within the enclosure of the map belongs to them. Thus, in order to resolve the issue, the cartographers or the acknowledge map

makers, should rename the area. The name South China Sea should be replaced by a neutral and acceptable identification. For instance, the South China Sea, could be renamed into the “Malay” or “Java Sea,” a derivative of the predominant Malay people in the region in the ancient times. The United Nations should take action in deleting the name South China Sea in the region. With the deletion of the South China Sea in the world map, China could still have their own shorelines, which expanse conforms to the internationally accepted 200 to 300 mile limit. The extent of the shoreline limit is obviously adopted in order to maintain an international passage for commerce and trade. There are fears that after China’s completion of

PAGADIAN City -- Under the Sangguniang Kabataan (SK) Reform Law, the National Youth Commission (NYC) will now be the frontline agency to oversee the SKs in the country. This was disclosed by Assistant Secretary Earl P. Saavedra, NYC commissioner for Mindanao, in a meeting held here Thursday with the members of the Regional Youth Advisory Council (RYAC)-9. Saavedra also told the RYAC members that the NYC’s two major thrusts now are the SK Reform Law and the Philippine Development Plan for 2017-2022. The NYC also seeks to reach out to out-of-school youth (OSY), not only by

bringing them back to school but by giving them livelihood training to capacitate them. In a related development, the new SK law has included an anti-dynasty provision which bars relatives of local elected and appointed officials up to second level consanguinity and relatives of national and appointed officials from sitting as youth council officials. DAVAO City--The National Grid Corporation of the Philippines (NGCP) restored Tower 63 on at 2 p.m. on Saturday, two days after it was bombed by unidentified men past 11 p.m. last Thursday. In her Facebook post late Saturday evening, NGCP Mindanao spokesperson Milfrance Capulong said they completed the repair works on Tower 63 at Purok 4, Barangay Pagangan in Aleosan town, North Cotabato, along the KabacanSultan Kudarat 138-KV line. “Rep air for tunately proceeded unhindered as NGCP encountered no resistance from the landowners,” she stated. This was the 17th tower bombed since 2015 and the first this year. According to Capulong, seven tower bombings were recorded in December 2015 alone: Towers 25, 19, 20, 95, 68, 168, and 153. PASIG City--Anticipating a stable electricity supply , the Energy Regulatory Commission said it is reviving a plan to set up the Wholesale Electricity Spot Market (WESM) in Mindanao. ERC Commissioner Josefina Patricia Asirit said they anticipate a stable energy supply for Mindanao after the 300-megawatt Therma South Project went operational early this month. Asirit said they are also expecting the 500 megawatt coal plant of Filinvest Development Corporation to be operational by the end

of 2016. “With more power plants going operational, we are reviving the plan to maximize the use of energy,” Asirit told reporters during a forum here Friday. Asirit said the spot market would ensure that excess power supply contracted by distributors would be made available to other utilities, too. She said the ERC and the Department of Energy are trying to resolve the issues raised by Mindanao power cooperatives that earlier expressed fears that the spot market will only spike electricity costs by as much

as P32 per kilowatt hour instead of lowering it. “The cooperatives are not opposed to the establishment of the spot market. We are fixing the issues in provisional billings which they are opposing,” Asirit said. But Rep. As early as 2010, the DENR had issued Administrative Order (DAO) No. 2010-23 setting the revised emission standards for motor vehicles effective January 1. This was to give vehicle manufacturers and importers lead time to make their engines compliant to Euro

4 standards. But in March last year, the DENR issued DAO 2015-04 enjoining the Department of Energy to ensure availability of Euro 4-compliant fuels by July 1, 2015 in view of worsening air pollution in Metro Manila due to sheer volume of vehicles plying its roads. As of January 2014, the Land Transportation Office said that there are almost 7.7 million vehicles all over the country, some 2.1 mil-

Ideologies and policies will change and inevitably penetrate societal thought, relations between states will morph, strategies will be reassessed, and unequivocally, the antithesis will evolve along with it. It is within this dynamic that we find the nature and definition of war changing as well. Consider the tremendous advances in technology and the rapid exchange of communication that has significantly contributed to the way we run our lives. The existence of apps and various social media channels have developed a reliance on clickbaiting to garner validation and approval but more importantly it also developed a powerful tool to widen a sphere of influence. This mechanism has naturally permeated government and politics as well. It has helped define strategies around public diplomacy, strengthening soft power, and gaining a widespread sentiment around a particular cause. It has become significant to the propagation of peace and order but also to the spread of conflict. The vast expanse of cyberspace signals a larger enemy pool (and by enemy, I mean threats to peace) masked, hidden, and unrestrained within the cyber domain. Thes e channels are arguably the new weapons of mass destruction. What destroys societies, causes, policies, and order are counterarguments or challenges to the status quo. The WMDs we know of have become almost nothing but tools for strategic posturing. Nowadays, a cause, a policy, an ideology, a government

are only as strong as the number of followers and supporters it has. The push for soft power as opposed to hard power as the main instrument of diplomacy has reached its peak. In this case, destruction does not necessarily translate to the loss of lives, but the loss of public sentiment. Because in this new era, whoever gains the most followers and supporters defines the course of global order. As seen in the stage of the Global War on Terror, the battlefield is no longer one single front. Militarization is no longer the key. Enemies don’t necessarily have similar roots and victory is no longer simply defined by the number of kills. That said, I reckon we are in the cusp of the Third World War. Although this time, it no longer looks like traditional warfare. War is now being waged for a numb er of ro ot causes--sometimes clashing causes--and sometimes altogether--racial-ethnic, religious, economic, ideological, territorial, or even an information war. It is complicated by elusive enemies and alliances and supposedly internationally binding treaties. War is now waged in multiple dimensions and platforms--almost like 4-D chess. This complexity has made war difficult to define and recognize. It is a blind side that makes war even more challenging to address. Recognizing the changing order is crucial to taking the first step of learning to navigate this web. Failing to do so can lead to dire circumstances.

All these facilities or devices are completed with the websites addresses. When we are linked to these communicative devices, we must be ready to be global minded leaders. Otherwise, we are left behind. We will become the life-long devoted followers. Libraries are not physically in a building with printed books or references arranged on the selves. Libraries are digital collective books. Students or readers can get access anytime and anywhere. They are not ruled by the strict schedule in which they should attend to the library according to the time table. That is the world development and this requires the leaders especially in colleges to

have a close watch with the education and technology advancement. Lecturers or university faculties, as well as teachers in primary and secondary schools are now inevitably dragged into the virtual life dimensions. What about if they are illiterate towards such virtual life habits? Of course, they cannot better lead their “followers” into the real battle in the world public. They cannot bring their followers or subordinates into the global competition for survival. To have leaders with global mindedness is a must. The world has been united and borderless. The human beings with their lives have shifted from the traditional ways into the virtual dimensions. This is the real lives in the world, the so-called global era and survival. It brings some consequences for human beings in the arenas of local, regional, national, and even international levels. Whatever good leaders, whether in national level such as president, or organizational levels such as in colleges or schools’ principals, they must be global minded? They have to drive all the followers or subordinates into the real battle. They cannot close their eyes, pretending that the global environments are supposed to be stagnant. It is not true. The future is turbulent and full of uncertainties. To provide the right directions for the followers or subordinates, the visionary leaders with global mindedness are required. Whether they are the national leaders, Presidents, or organizational leaders, colleges or schools, they must be global minded.
