Youth unemployment rate in CDO to decrease thru Jobstart Phils C
AGAYAN DE ORO CITY -- The Labor Force Survey in April 2015 showed that half of Filipino Youth contributes to the total 2.68 million unemployed Filipinos which translate to 1.35 million unemployed youth aged 15 to 24 years.
According to the Department of Labor and Employment (DOLE), it can take 18 months to two years before new college graduates can land a job while high school graduates can take up to four years. To address this problem, DOLE launched the JobStart program on May 2014 with the funding from Canadian International Development Agency (CIDA) and technical assistance from the Asian Development Bank. As one of the recipients of the JobStart pro-
gram, Cagayan de Oro City, under the administration of City Mayor Oscar Moreno, signed the Memorandum of Undertaking (MOU) together with Bureau of Local Employment Division chief Ruth Rodriguez, DOLE- 10 regional director Raymundo Agravante and Marie Jessamine Mitra of ADB. Hypocrisy, elections, and the taxpayers money
The country’s extraordinary season is now in full swing. If one remembers, we wrote about the third season in the country few months ago. Apart from the “dry” and “wet” season, the country’s third season also known as the “extraordinary season” happens only every three years: It is the election period (season). Now, one could observe that the candidates for national positions are barnstorming the country’s every nook and cranny. Aside from new faces in the national political arena, most of the candidates are “reelectionists” who is seeking for a higher elected position. Obviously, the hypocrisy of these candidates fully blooms during the election season. Suddenly, they become noticeable in public forums and the media are just happy to be part of the free ride. Nope, some media practitioner never-care-less about what the candidates are doing anyway. Matter of fact,

for seasoned journalists, the visit of the candidates and would-be-candidates are nothing but conditions laid out by the “political spinners” who spent money for the candidates. Does anybody believe that the candidates are spending their own money? Tell it to the marines! Noticed that most of the candidates are still holding public offices while in political sorties. The difference with people in high office compared to the lowly government workers is that those occupying higher
positions in the government, especially the elected public servants, believed they are free to squander the taxpayers’ money. There is this principle of the “equity of the incumbent” where the elected public official seemed to enjoy the courtesy of his office while on the campaign trail. In other words, the incumbent public official who runs for reelection enjoys the amenities of his office that includes governmentowned resources and logistics. Of course, that includes financial logistics. Without the equity of the incumbent policy, the elected public official could not exercise or exploit the resources of his office. For instance, President Aquino declines the resignation letter of Mar Roxas as Secretary of the Department of Interior and Local Government (DILG). Aquino knows that once Roxas resigns as the Secretary of the DILG, the latter would no longer enjoy the amenities
of the DILG office. It would be of great disadvantage for the President’s anointed Presidential bet without the resources and the logistics of the DILG. How much is the proposed budget of the DILG in 2016? If approved, Roxas will have the liberty to squander the billions of pesos albeit in shrouded anomaly the taxpayer’s money appropriated for the operations of the DILG nationwide. Roxas denial of this presumption is expected. However, the taxpayers would not bite a bit of Roxas denials. On the other hand, Aquino accepted the resignation of Vice Pres. Jejomar Binay as Chairman of the government housing programs. Aquino knows that the government has appropriated billions of money for its low cost housing programs in the country. Binay could no longer enjoy utilizing a centravo of the budget for the housing programs, but Malacanang will have access to it. See diaz, page A11

The world today is experiencing a global financial market meltdown as a result of this lopsided economic order where only a few has access to the world’s wealth. Of course, it does not need a rocket scientist to understand that this financial market meltdown is the result of the greed of the few who want to accumulate more for themselves beyond what human conscience can tolerate. While we are collectively rejoicing that the prices of petroleum products are going down, let us not forget that this decreasing trend of this all important commodity to the manufacturers just shows that there is an economic slowdown now not only in our country but in the entire world. Why? Because there is only one trend all over the world now and that includes even the so-called communist countries and that is the intense desire of the world’s rich to feed on their insatiable greed for more. Only last Monday the Philippine Stock Exchange experienced a gloomy trading day. Why? Because China’s economic situation is getting gloomier every day.

China’s emerging rich are becoming like any of their counterparts in the capitalist world. They are accumulating more and more to the detriment of the greater mass of the Chinese populace. Since the ability of the greater mass of the Chinese population are hard pressed to earn the money they can use in buying the goods in the market, consumption has slowed down. Remember that these enterprises manufacturing the goods found in the market are able to finance their production through credits they can avail of from the financial market. Since consumption is slowing down the bottom line of these business enterprises is facing bleak prospects. They are now
hard pressed to produce the revenue to pay for existing debts. This is exactly what happened to Greece when the financial markets pressed them to pay or avail of more loans or apply for more credits. But in a consumptiondriven economy, which is the current global economic order, the logic for such order to survive is to distribute the economic gains to the most number. But because of greed, the world’s rich are not ready for such a socialized economic order. They want more for themselves so they can live in heaven here on earth, which is actually a thought that is a desecration of the word. How can all these malls sprouting like mushrooms all over the country ever survive including those manufacturers that supply them with the goods that they sell in their malls if the people could hardly buy those goods? These malls undeniably are there to reinforce consumption by making the people embrace materialism that we said in past columns as only feasible and possible under an order where God’s existence is being denied by the people themselves. CAGAYAN de Oro City–– Angry protesters drove Interior Secretary Mar Roxas away during a visit the city’s public market Wednesday morning. Roxas, the presidential standard-bearer of the administration’s Liberal Party (LP), has been barnstorming the country and visiting public markets to boost his presidential bid. A radio report monitored from here said that Roxas left Iligan City in haste and went back to the Laguindingan Airport in Misamis Oriental where he flew back to Manila. The placard bearing protesters drove Roxas away while denouncing the suspension and the filing of charges against Iligan City Mayor Celso Regencia in connection with the ambushed-slaying attempt of Rep. Barf Belmonte in December last year. Supporters of Regencia charged Roxas, as head of the Department of Inte-
rior and Local Government (DILG) and LP partymates in Iligan City, of conspiring to suspend Mayor Regencia. The protesters said that they are not supporting Roxas and the local LP candidates in Iligan City in the 2016 presidential and local elections and demanded Roxas to leave the public market. A flabbergasted Roxas hurriedly left Iligan City for Manila, but promised that he would return somebody to explain to the people about the political situation in Iligan city. The Iliganons expressed their dismayed over what they described as “political discrimination” of the incumbent administration toward the elected LP officials in the provinces. The protesters questioned the swift filing of all kinds of charges against the elected political opposition while “no action is taken” against the charges of those identified with the incumbent administration and the Liberal Party in the local level.

Prior to the filing of multiple murder charges against Regencia in connection with the ambush-slaying attempt of Belmonte, the DILG meted a six-month suspension against Regencia in connection with the administrative charges filed by the LP controlled city council there. DAVAO DEL NORTE -“K to 12, we are ready!” This is the battlecry of the more than 200 participants of the K to 12 Caravan cum Forum yesterday at the RDR Gym, Davao del Norte Sports and Tourism Complex. As the host division, Department of Education (DepEd) Tagum City Schools Division Superintendent Cristy Epe stressed that the
caravan will erase the doubts and apprehensions for the new educational system. “It is about securing our future and this is how we secure our future through the K to 12 in general and senior high school in particular,” Epe said. DepEd Region XI Dir. Alberto Escobarte added that because education affects just about anybody, everybody has
something to say about it. “This forum brings into the open all education related issues, concerns and status of the preparation of our divisions and schools for the next school year; and for public discussion, clarification, scrutiny and appreciation which hopefully can be an avenue for getting additional feedbacks, inputs and recommendations about the implementation of the senior high
schools,” Director Escobarte said. Gov. Rodolfo del Rosario emphasized that the Philippines is one of the last countries to have implemented the K to 12 program in education. “If we are to keep pace with the regional growth in the coming ASEAN Economic Integration, we must therefore upgrade and we are in the view that K to 12 is the best educational upgrade we have,” Governor Del Rosario underscored.

QUEZON City -- Agusan del Norte First District Rep. Lawrence Lemuel Fortun has sponsored on second reading House Bill No. 3836 known as “Marine and Coastal Resources Protection Act” in the plenary the other day. It will be recalled that on the first day of his current term, Fortun originally filed House Bill 360 “To establish Marine Protected Areas (MPAs) in all coastal cities and municipalities in the country.” Of three identical proposals submitted in the House of Representatives, Fortun’s measure was largely adopted by the Committee on Agriculture and Fisheries. It later endorsed a consolidated version and named Fortun the principal author.
In his sponsorship speech, the Butuan City and Agusan del Norte solon emphasized the role of the State to ensure the observance of sustainability in the utilization of marine resources. The measure defines Marine Protected Areas (MPAs) as “areas of the sea established and set aside by law, administrative regulation or any other effective means in order to conserve and protect a part of or the entire enclosed environment, through the establishment of manage-

municipal waters.” The proposed legislation also classifies MPAs as marine reserves, marine park, and marine sanctuary. Under MPAs, access to and use of marine resources are defined as regulated and controlled in a manner
consistent with its classification. The measure also gives premium to citizens’ participation in protecting marine ecosystem and biodiversity through a co-management scheme. As the House bill puts it, “The State also takes
cognizance of the preferred status of the primary users and beneficiaries of the country’s resources. As such, Filipino communities are therefore, acknowledged as crucial partners in the effort to conserve and manage our natural resources.”

CLOUD of colors burst in the air as students, cooperatives and other members of the civic society gathered together to participate in the first IP color run on August 21 in Cagayan de Oro City.
The Xavier University-College of Agriculture (XUCA) spearheaded the I run for Preservation of culture, Protection of Forests and Peace Run (IP Run) in partnership with the Xavier Science Foundation, Inc. (XSF) and the Institute of Land Governance (ILG). The event formed part of XUCA’s Manresa Days celebration, which run from
August 19-22. The IP run was aimed to raise funds for the Indigenous Peoples (IP) scholars in Talakag and Pangantucan, Bukidnon, the partner IP communities being supported by the XSF. Gigaquit SLP program participants’ federation harvests 2,000 kilos milkfish Surigao del Norte -The program participants of the Sustainable Livelihood Program (SLP) in the municipality of Gigaquit, Surigao del Norte harvested on August 1920, 2015 around 2,000 kilograms of milkfish, bangus in local dialect. The bangus production is one of their livelihood projects initiated by Pantawid Pamilya partner beneficiaries, assisted by the SLP of the Department of Social Welfare and Development (DSWD). The 220 members of the Gigaquit SKA Association Incorporated were all excitement as they harvested bags/sacks of milkfish from their one (1)-hectare fish pond, rented for only P10,000/year from a private owner. SLP regional coordinator Roy R. Serdeńa said that the bangus production project is just one of the several business ventures of the federation. “They also operate other livelihood projects such as poultry, hog raising, grocery store, and others,” he added. Serdeńa also disclosed that with the harvest, the federation is expecting to generate a gross income amounting to P200,000.00 or more. “During their first harvest last March 2015, they were able to harvest around 1,200 kilograms of bangus, and at this time that harvest will be doubled,” he said. The said livelihood project was also able to provide employment opportunities to other Pantawid Pamilya partner-beneficiaries in Gigaquit who were hired for the operations and maintenance of the fish pond. Some out-of-school
youths were also hired for the two-day harvest. Catering SEA-K associations from the nearby municipalities in Gigaquit such as Santiago, Jabonga, Bacuag, and others ordered/bought the hundreds of kilos of fresh milkfish at a lower price. The regional management has also linked the federation to several hotels and restaurants in Butuan City as costumers. Other Program recipients bought kilos of milkfish at cheaper price which is P100/kilo, which they sell to the market at P140/ kilo. With this, they get an additional income of P1,400 in just a day after buying 10 kilos direct from the livelihood project site. In a quick interview, 46-year old Alfreda E. Verano, active member of the federation, shared her joy of their fruitful harvest. “Kalipayi gajud namu nga hamok amo harvest kuman, nakita na gajud namu ang

The Phivolcs said a magnitude 2.7 earthquake struck the town of Lupon in Davao Oriental at around 2:15 p.m. o Wednesday. The earthquake was of tectonic in origin. The tremor was located 12 kilometers southwest of Lupon town––and is hardly felt in the neighboring towns, the Phivolcs said. A 3.9 magnitude earthquake was also felt in the town of Libona in Bukidnon province at around 7:46 p.m. on Tuesday (August 25). The Phivolcs said an Intensity III quake rocked the towns of Libona and Baungon while Intensity II was felt in Manolo Fortich town and Malaybalay City, also in Bukidnon province, and Cagayan de Oro City. It said the earthquake that struck the cities of Malaybalay and Cagayan de Oro, including the three towns of Bukidnon was tectonic in origin. CAGAYAN de Oro City–– The House Committee on Appropriations has set an inquiry on the controversial “open Balik-Bayan box” policy of the Bureau of Customs, a lawmaker said Wednesday. Rep. Rufus Rodriguez, of Cagayan De Oro City, said that the committee on appropriations has recalled the presentation of the proposed 2016 budget of the Bureau of Customs (BOC) as more questions arises on the operations of the customs operations in the country. He said that one of the issues is the customs contro-

Rodriguez said that while President Aquino has ordered a stop in the implementation of the open Balik-Bayan box policy, the House Committee on Appropriations would dig into the controversial policy. Rodriguez, a member of the powerful committee on appropriations, said that the committee is recalling the proposed 2016 budget to find out how the Bureau of Customs is spending the budget. He said that the customs have a mandate to run after smuggling and smugglers in the country – not the hard-
earned money of the OFWs that they send through “balik-bayan” to relatives in the country. According to Rodriguez, the committee would also look into the huge amount of intelligence fund appropriated for the antismuggling operations of the Bureau of Customs.
