Lawmakers seek penalties for unscheduled brownouts By BONG D. FABE Contributing Editor

CAGAYAN de Oro City-The Rodriguez brothers have filed in the House of Representatives a resolution seeking to penalize power plants for unscheduled brownouts as these harm the economy and businesses. This, as the second power unit of the STEAG State Power, Inc. (SPI) is expected to go online ahead of its self-imposed deadline of August 16 after almost of month of preventive maintenance shutdown. Reps. Rufus Rodriguez (CDP, 2nd district, CDO) and his brother, Maximo

SPI’s second power unit to go back online ahead of schedule (Abante Mindanao partylist) filed House Resolution 2200 to urge “the Department of Energy to impose fines and penalties on those responsible for unscheduled downtimes of power plants in the country.” “ Tho s e re sp onsibl e should answer for their irresponsibility,” the brothers said as they explained that unscheduled downtimes affect businesses and ultimately the country’s economy. “Some of the effects of

an unscheduled downtime include production losses and schedule delays, missed delivery dates, hurried repairs which usually cause future problems, increased work pressure and job stress and even safety risks,” the resolution read. They said that government should ensure that power plants and generating companies strictly follow their specific commitments in commissioning their plants as scheduled. See brownouts, page A11

‘Bambi’ sought tax amnesty on delinquent real property taxes By Cris Diaz Executive Editor and MARK FRANCISCO Staff member

MISAMIS Oriental -- Governor Yevgeny Vincente Emano of Misamis Oriental on Monday asked the provincial board to pass an Ordinance granting tax amnesty to delinquent real property taxes in the province. Emano made the request during his 2nd “Taho sa Katawhan” (Report to the People), a derivative of the State of the Province Address (SOPA), at the provincial capitol grounds here. He said that the province has recorded a total of about Php 107 million delinquent taxes involved penalties and surcharges. Emano, however, said that cases involving delinquent taxes where there is an on-going negotiation and litigations is not subject to the condoned taxes. The governor also dispelled insinuation that he would benefit from tax amnesty because “I have not a delinquent tax on my properties.” Emano said he is asking an amnesty to provide relief to poor farmers and residential lot owners in the province provided they would pay the basic realty tax. Vice Governor Joey Pelaez said that he is supporting the plan to grant tax amnesty, provided, that the basic taxes are paid.

He said he would ask the members of the provincial board to approve an Ordinance that spell out the mechanics of the province-wide tax amnesty. Support The event also caused the Sangguniang Panlalawigan (SP) led by Vice Gov. Jose Mari Pelaez to hold their weekly session outdoors to pave the way for the governor to report to the board his annual accomplishments. As this developed, Emano also disclosed that the provincial government has not received anymore disallowances from the Commission on Audit (COA) for the past 12 months. “Our financial system is fiscally sound. We have rectified everything that COA has imposed on us in 2014 – something that was carried over from the past administration,” Emano said, referring to the governorship of his predecessor, Oscar Moreno. Some P144 million worth of completed projects bannered Emano’s infrastructure report. Also in his report was the acquisition of some 27 new pieces of equipment funded under a loan from the Development Bank of the Philippines (DBP). The P103-million cost of to build five of the completed roads with a total length of 20.7 kilometers came from the general fund of the province namely AwangTingalan provincial road,

PH growth story not fabricated--Coloma THE Philippines’ growth story is real and is not a crafted story, a Palace official said Monday. “Hindi lamang pamahalaan kundi pati mga pandaigdigang institusyon (World Bank, IMF, ADB) at mauunlad na bansa (G-7) at mga international rating agencies ang nagpapatunay sa mabilis na pag unlad ng bansa at kumpiyansa sa kahusayan sa pagmamaneho ng ekonomiya (It is not just the government but global institutions (World Bank, International Monetary Fund, (and) Asian Development Bank) and advanced economies (G-7) as well as international rating agencies that can attest to the faster growth of the domestic economy and (they) are confident on the effectivenesses of how the economy is managed),” Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr said. Coloma issued the statement in response to request for reaction on former Chief Justice Reynato Puno’s statement that says more people still suffer poverty amidst

the government’s declaration about the continued expansion of the domestic economy. Puno said positive reports on the domestic economy are being made up by political spin doctors ahead of the 2016 polls. However, Coloma decried this, citing that the strong growth of the domestic economy in the last few years has been noted by both the first world countries, multilaterals and credit rating agencies. For one, major debt raters have elevated the country’s credit rating from junk status to investment grade levels. This happened in 2013 when Fitch Ratings, Standard & Poor’s (S&P), and Moody’s Investors Service, among others, gave the country its initial investment grade ratings due to combination of factors that include strong external payments position, strong domestic growth, improvement in fiscal situation and resilient banking sector among others. tion with ease even though majority of its members are not aligned with his party. The majority bloc of the Sangguniang Panlalawigan were present in the affair yesterday. Reelection Emano also announced his reelection bid during his yearly State of the Province

Address at the provincial capitol grounds. “Every time I learned on new beneficiaries entering Misor Cares, I am inspired. Every time there is an increase in Iskolar Ko ni Bambi beneficiaries, I am inspired. When Misamis Oriental was declared the second most competitive

province in the country, I was inspired. And I can’t allow this growth surge of our province to discontinue that is why I am declaring my intention to run again,” Emano said to the applause of around a thousand employees who witnessed his two-hour speech yesterday morning.

salesmanship was retailing at its worst during the time of King Herod. It was at the risk of inflicting cardiac arrest on Pontius Pilate at the Presidium, should greetings like “Good Morning” and “Please” and “Thank you for Coming” was inserted in the Roman Empire vocabulary. Talking to Julius Caesar during those era and say “How may I help you”, will cause you trouble, he will be infuriated to cut your neck. I CAME FROM the balcony of hotel business. For thirty five years of occupying various positions in the industry, I went to the hotel every day for breakfast, lunch and dinner; sometimes I live there like a professional guest. Nobody knows more about how to run a hotel than a guest. Two years ago, I fell out of the corporate balcony and had to put efforts in the consultancy business where my eyes and initiative was to look for prospective property investors. I work on given plans to realization, from facilities design to operation which involves training and business development. Personally, I think the hotel business has been one of the most backward in the world, there has been very little improvement in the attitude of Desk Clerks in the 2000 years since Joseph and Mary arrived in Bethlehem and was told they have no reservation. Nobody bothered to offer a Donkey ride to the next Inn where probably a room was still available in that cold night of December. By destiny, the couple took shelter in a Manger where Horses and Cattles were kept. Hotel

cal line proved how far we had to go. “What’s difference between your Junior Suite of P3, 500 to the Deluxe Suite of P4, 500”? I’d ask our Reservationist, disguising my voice over the phone. You guessed it: P1, 000. “What is going on at the Bar tonight?” I asked the Bellman. “Some Singer” was his answer. “Man or Woman”, I persisted. “I am not sure” he said, which made me wonder If it will be worth going there. Why is it that the staff of a hotel does not act like a family playing host to guests whom they have invited to their house? The reason the Reservationist thought P1, 000 was the difference between the two suites because they have never been in one, much less actually slept there. The Bellman did not know who was playing at the Bar because he has never been there or reading the Tent Card display. Definitely, sales people lack product knowledge. We talked to the Room Attendants about suggesting Room Service, to the Concierge about mentioning dinner in our restaurant, to the Front Office Cashiers about suggesting return reservations to departing guests, to the Guest Service Agents about quoting from the top down. And we talked to the Waiters about pushing for Bananas. Our sug gestion for selling Bananas fell on responsive ears especially to the Bartenders who keep tab of Margarita Cocktail consumption of our female guests in the Bar. When she has two rounds of that Mexican concoction, she is captured for Bananas with Cream to cap her nights of dreams as we described part of the “Everybody Sells” program for our Food & Beverage Department. Mindanawon youth urged to take active part in protecting IP rights DAVAO City -- Youth leaders in Southern Mindanao on Saturday underscored the need for the youth to take an active role in protecting the rights of Indigenous Peoples (IPs) or Lumads, as they condemned the alleged militarization that they said displaced Lumads from their communities. “We are against the actions of the military that affected our Lumad brothers and sisters. They (Lumads) are the first who protect our nature, if destroyed will affect us all. We are here to support their struggle,” Fritz Vegas, convenor of Rise for Education AllianceEXTRAJUDICIAL SETTLEMENT OF ESTATE WITH SALE

University of Immaculate Conception (UIC) said Saturday during the torch march from the Freedom Park to the United Church of Christ of the Philippines’ Haran where some 700 Lumads had taken shelter for months now. Representatives from student councils, school publications, and youthbased organizations participated in the torch march held on the eve of the United Nation’s International Day of the World’s Indigenous Peoples, celebrated every August 9. It also marked the start of the “Pangiyak Ki!” (Shout Out!) Mindanao Youth Summit on August 9 to 10 where 500 young individu-

als gathered to discuss the role of the youth on alleged militarization in Lumad communities and alleged environmental plunder. A total of 25 American youth leaders from the Kapit Bisig Kabataan Network (KBKN) US, who came to Mindanao for immersion in Lumad communities from August 3 to 7, also participated in the gathering. He said these foreign youth leaders were integrated in Lumad communities in the Davao region, Northern Mindanao, Zamboanga Peninsula and Region 12 or Soccsksargen (South Cotabato, Sarangani, Sultan Kudarat and the cities therein), where there is military presence.

Under Notary Public of ATTY. ELISA D. EVANGELISTA-LAPIÑA; As per Doc. No. 333; Page No. 67; Book No. 30; Series of 2014.

“ The young leaders shared their insights realizing that many calamities occurring around the world, especially in the Philippines, are actually man-made. As they expressed solidarity to the Mindanawon youth who are continuously fighting for land, culture, education, and especially for genuine freedom in the hinterlands, they called on the youth around the world to also stand up and take action,” he said in a text message Sunday afternoon. In a statement, Vegas’ cousin, Juno, also surnamed Vegas, convenor of Rise for Education AllianceSouthern Mindanao Region, said the Filipino tradition of “Kapit-Bisig” signifies the youth’s collective solidarity around the world in bringing a decisive action to defend Mindanao’s environment from plunder and militarization. “O ur advo c ac y has

gained international support from the Kapit Bisig Kabataan Network US (KBKN), echoing our calls in the international level to save our schools, our environment, and its people - to save Mindanao,” Jeremy Alvarado De Nieva, a KBKN representative, added the activity exposed him to the social realities that he did not know before. Among the concerns that government must act on, he said, are “massive human rights violations caused by militarization of communities, the plunder of resources through largescale multinational mining, attacks on community learning schools for indigenous peoples and poor farmers, insufficient delivery of relief and rehabilitation programs to survivors of natural disasters, and the general lack of food security.” Vennel Chenfoo, spokes-

person for Kabataan partylist, blamed the continuous military encampments in Talaingod and Kapalong in Davao del Norte and Bukidnon for the displacement of the Lumads. An interagency group composed of representatives from the Commission on Human Rights, National Commission on Indigenous Peoples, Department of Social Welfare and Development and Davao City Police Office, went to Haran on July 23 purportedly to fetch the Lumads and bring them back to their villages in the other parts of Davao and Bukidnon. Officers of the 10th Infantry Division who were invited to the session of the City Council on August 4 to explain their side on the alleged militarization and creation of the Alamara Group that allegedy led to the displacement of the See youth, page A11

El Niño to intensify from moderate to strong: Pagasa Editorial: e-mail: mindanaodailynews@gmail.com • Advertising: e-mail: mindanaodaily.ads@gmail.com Contact: 0917-7121424, 0947-8935776

Moderate El Niño conditions continue to persist across the equatorial Pacific Ocean, State weather agency Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its sixth El Nino advisory released on Monday. Leading climate models suggest that it may intensify from moderate to strong El Niño in the coming months (last quarter of 2015) and may last until early 2016, PAGASA noted. Weather systems that affected the country in July were the ridge of high pressure area, inter-tropical convergence zone (ITCZ), southwest (SW) monsoon, low-pressure areas (LPAs) and passage of three tropical cyclones (TCs)over the Philippine Area of Responsibility (PAR): tropical storm Egay (July 2-7) as well as typhoons Falcon (July 8-10) and Goring (July 23-25). All these TCs enhanced

n Drought is de-

fined as three consecutive months of way below-normal (more than 60 percent reduction from average) or five consecutive months of below-normal (21 percent to 60 percent reduction from average) rainfall condition.

the SW monsoon and brought moderate to heavy rains and thunderstorms over most sections of the country, resulting in landslides and flooding based on reports of the National Disaster RiskReduction and Management Council. Weather systems likely to

affect the country in August are the SW monsoon, ITCZ, LPAs, monsoon trough and occurrence of two to four TCs in PAR. Rainfall distribution is expected to be near-normal in most parts of the country while below-normal rainfall is predicted over the provinces of Palawan, Camarines Norte, Guimaras, Negros Island region, Central Visayas, Zamboanga Peninsula, Region XII and ARMM (Autonomous Region in Muslim Mindanao) except Cotabato and Lanao del Sur. Above-normal rainfall is likely in Samar and Misamis Oriental provinces. The provinces of Cagayan and Isabela will likely experience drought/dry spell while 11 provinces affected by drought/dry spell are likely to improve: Aurora,Camiguin, C at anduanes, L aguna, Mar i nduque, Mis amis Oriental,Occidental Min-

doro, Quezon, Quirino and Siquijor. However, Bohol and Camarines Norte are likely to experience drought condition. Surface air temperatures are expected to be slightly warmer than normal in most parts of the country. Predicted average range of temperature will be 13°C to 27°C over mountainous areas of Luzon, 19°C to 37°C for the rest of Luzon, 22°C to 36°C over the Visayas, 15°C to 33°C over mountainous areas of Mindanao and 17°C to 37°C for the rest of Mindanao. Analysis of rainfall distribution for July showed near- to above-normal rainfall were observed over the Cordillera Administrative Region, Ilocos Region, Central and Southern Luzon, including Metro Manila, Romblon, Albay, Palawan, Negros Island Region, southern section of Cebu, Western and Central Min-

danao. The rest of the country experienced below- to way below-normal rainfall conditions, especially the eastern section of the Philippines which is a clear manifestation of El Niño’s impacts on the country. Further analysis showed the provinces of Aurora, Camarines Norte, Catanduanes, Laguna, Marinduque, Occidental Mindoro, Oriental Mindoro and Quirino were affected by dry spell. Dry spell is described as three consecutive months of below-normal (21 percent to 60 percent reduction from average) rainfall conditions or two consecutive months of way below-normal (more than 60 percent reduction from average) rainfall conditions. On the other hand, provinces affected by drought are: Bohol, Camiguin, Misamis Oriental, Quezon and Siquijor.

Drought is defined as three consecutive months of way below-normal (more than 60 percent reduction from average) or five consecutive months of belownormal (21 percent to 60 percent reduction from average) rainfall condition. Slightly warmer-thanaverage air temperatures were generally observed over most parts of the country during July except for slightly cooler than average air temperatures over mountainous areas of Luzon. Average range of temperature recorded in the country were 24°C to 33°C over lowlands of Luzon, 16°C to 21°C for mountainous areas of Luzon, 24°C to 33°C for the Visayas, 23°C to 34°C over lowlands of Mindanao and 19°C to 29°C over mountainous areas of Mindanao. PAGASA will continue to closely monitor the ongoing moderate El Niño condition. (PNA)

Early Language Literacy and Numeracy Program By Teresito A. Magtabog School Principal II Kalilangan Central School

Education is one strategy not only to improve knowledge and skills of Filipino human resources but also to better the lives of every family. This is the reason of the ten-point agenda set before the current administration seated in their place, in which one of the so-called points is making a child a reader by Grade 1. This part of the agenda is to make sure that a child can already read during his

first grade in elementary. Apart from encouraging educators to look over the reading competitiveness of the child, Department of Education has come up with programs to support this such as Every Child a Reader Program (ECARP), a national program designed to equip elementary pupils with strategic reading and writing skills to make them independent young readers and writers. In addition to this, the Early Language Literacy and Numeracy Program was also implemented to

strengthen the reading component for the same target of “Every child should be a reader by Grade 1.” The program will develop Filipino children literacy and numeracy skills and attitudes which will contribute to lifelong learning. It also aims to improve reading and numeracy skills of Kinder to Grade 3 pupils, following K to 12 Basic Education Curriculum. Moreover, it targets to establish a sustainable and cost-effective professional development system for teachers.

Just last April 2015, a new order was released about the guidelines for Early Language Literacy and Numeracy Program. The new order stated improvement on professional development component that would be great help in the implementation of the program. Pro g r ams su ch a s mentioned is a way to cause reformation and constructive change in Education for Education is a strategic tool helpful for the future of Filipino children.

Instructional Leadership: A key for better performance By Rhea Kristine J. Guldbog Tabid National High School

Schools aim to provide students with a meaningful educational experience that will benefit them in various future career paths. Productive and goal-achieving learning institutions, on the other hand, are results of a good instructional leadership. Instructional leadership does not just limit of raising chi ldren’s achievement and creating valuable education opportunities for their stakeholders. It also rec-

ognizes importance of its own version of management mix which are initially people, possession, process and plans. People refers to its a d m i n i s t r at i ve b o d y, teachers, staff and students. These entities are important in order to keep the school running and be visionary to its goals and mission. Possession are helpful things that aid the need of the schools. This include classroom buildings, books, furnitures, facilities and materials.

Process, on the other hand, is the strategic ways used to further direct the organization to its goals and ambitions. Important matters such as planning the targets, doing reports, issuing guidelines, coming up with rules and regulations, conducting seminars for teachers, organizing school events to strengthen skills and talents and the others. Plans refer to future activities essential for achievement of goals. Planning involves setting clear and realistic goals, organizing activity based on the revenues forecast,

Teachers as Prime Movers of Transformation By Rene B. Edullantes Teacher III

The teachers are facing with great challenge as prime movers in developing the 21st century learners with 21st century skills. But, are they prepared to tackle the challenge? As the implementation of the K to 12 curriculum has started, several trainings have been conducted both in curriculum content and teaching strategies in preparation with the major change in education. Consultative assemblies

were held for parents and other stakeholders to inform them of their great role in the implementation and deliberate the beneficial effects of the new curriculum. School buildings and other facilities were constructed in preparation for the senior high school. However, more than all these preparations are the emotional readiness of the teachers as the front liners in the battlefield of education. They should have an in depth understanding of the program and the essence of

its ultimate goal so that they will embrace it with love and enthusiasm. When a person works with love, he will become more innovative, creative, resourceful, and dedicated which is the call of the 21st century teachers. He can better perform his task to empower every K to 12 learners to become creative, critical-minded, collaborative and proactive in dealing any problem situation thus, becoming selfmanaging, self-evaluating and self-directed individual equipped with technologi-

When Internet is bad for students

By Ricender G. Gonzales

Are we aware that we may be destroying our students’ ability to learn when we assign them to write and they google it? With today’s easy access to internet, students are quick to hit google for help with their assignments. These assignments could include writing reaction papers, learning about some topics, and finding photos. We may be thankful on this great access to the world of information, but many accompanying issues lurk around that need to be addressed. When students submit their assigned write-ups to you, there are two major issues that have possibly been involved: copyright infringement and plagia-

rism. We can easily dismiss these and argue that the assigned internet research is for the students’ own learning. But are we sure it’s all positive learning? Please consider that they may be also learning that there is no wrong in copying ideas, or copy-pasting from online articles, or using pictures without the owner’s permission. For example, why can’t we just show the students some photos of famous tourist spots in the Philippines from a magazine instead of asking them to print photos from the internet? They will eventually use pictures without consent from the photographers. This is a subtle method of teaching the students to commit a copyright crime. And this is not the frame of mind that

we wanted them to grow up to. Of course, we are not discouraging students from taking advantage on this easy, and cheap, if not free, information source. But as teachers, we have the responsibility to guide our students to morally-right decisions in life. So, how can we improve our teaching approaches and methods to avoid this bad learning? One is to make sure that we explain to the students that copy-pasting from the internet and claiming it as their own is plagiarism; and printing photos without permission from the owner is copyright infringement. We have to emphasize to them that these acts are against the law. We can teach the students how to cite sources

formulating strategies, preparing budgets, and implementing strategies, and evaluation and control systems. These are coverages of instructional leadership. Certainly, it is very broad. However, for a school head, the entire system can be successfully completed by making sure that each part is running. Instructional leaders are integral to ever y school’s attainment of support, teacher success, student achievement, and school’s better performance, in entirety.

cal skills. He can better impart knowledge and develop skills which lead to greater efficiency and better productivity. Commitment to work is enhanced. With the intense collaboration of the government, Department of Education as implementing agency and other stakeholders and the strong commitment of the teachers, the mission to develop the 21st century learners who are “Maka-Diyos, Maka-tao, Makakalikasan at Makabansa” is within our reach. and to ask permission to use photos. Second,we shouldcarefully craft the homework or research work so that students have to think rather than copy-paste from the internet. Instead of asking the students to write something about a certain topic, ask them to write about what they think about it. There are other creative things we can do to keep students away from the above-mentioned crimes. The internet can help us on this. We have to keep in mind that at the end of each day’s work, we arethere to make sure that we have not taught the students thewrong thing. It is our responsibility as teachers to look into these issues and do appropriate actions to address these.

THE 4 E’s OF TRANSFORMATIONAL LEADERSHIP

By Nelson C. Valcurza School Principal 1 Dalirig Elementary School Manolo Fortich 1 District

A good leader knows that change in society has to begin with himself. In the words of Mahatma Gandhi, the great man in India who personified transformational leadership, “We must be the change we seek in the world.” We need not become a historical figure as Gandhi to spark change within our community. We only have to remember and live by the 4 E’s of transformational leadership. These principles demand that we Envision, Enable, Energize, and Empower.

Envision. Create a picture of the future and keep the dream alive. Focus on the objective, which are specific steps, taken one at a time, to make things happen toward the goals. Enable. Develop plans and strategies to achieve the desired results. Make vision attainable by planning small wins. Energize. First, we motivate ourselves and then let our passion and enthusiasm infect others towards the fulfillment of shared vision. Empower. Build confidence by celebrating every small win and recognizing everyone’s contribution to the effort to bring the vision closer to reality.

LEADERSHIP FOR SERVICE By Daisy C. Uayan School Principal II Manolo Fortich Central Elementary School

What is leadership? Why leadership? This implies that someone has to lead the process of change and this is the TEACHER. There is an urgent need for us to revolutionize our ways of developing the young to become effective leaders of tomorrow. It is imperative that we develop them to become leaders for service. According to Robert Greenleaf an advocate of Servant Leadership,” the leader should start by imagining himself as a servant first, rather than thinking of himself as a leader and conceiving of service only afterwards.” James Autry list down six characteristics of servant leadership: 1. Leadership is not

about controlling people. It is about caring for people. 2. Leadership is not about being boss. It is about being present for people and building a community at work. 3. Leadership is not about holding on to territory. It is about letting go of ego, bringing spirit to work, being your best and most authentic self. 4. Leadership is less concerned with pep talks and more concerned with creating a place in which people can do good work. 5. Leadership, like life, is largely a matter of paying attention, and finally 6. Leadership requires love. A leader’s love for his community breeds influence over people.

Jesus is in your side Special Gospel of the day (August11, 2015-Tuesday) Luke 4:38-44-And he arose out of the synagogue, and entered into Simon’s house. And Simon’s wife’s mother was taken with a great fever; and they besought him for her. And he stood over her, and rebuked the fever; and it left her: and immediately she arose and ministered unto them. Now when the sun was setting, all they that had any sick with divers diseases brought them unto him; and he laid his hands on every one of them, and healed them. And devils also came out of many, crying out, and saying, Thou art Christ the Son of God. And he rebuking [them] suffered them not to speak: for they knew that he was Christ. And when it was day, he departed and went into a desert place: Jesus came from the synagogue the place for study and “worship” and went to the house of Peter mother in law who has fever. In this scenario, we can see that Peter was close to his mother in law, in fact, he brought Jesus to her for healing. How about you, are you close to your mother in law? We can also describe that Peter

Bro. Edcel L. Closas asked the help of Jesus since he could not do anything for his sickly mother in law. This is the thing to do, let us bring Jesus to others and others to Jesus. For Peter, he was not effective because his mother in law knew him very much that’s why he brought Jesus to their house. This is also possible to us, in the eyes of others we are not qualified but do not worry, Jesus is in our side. In order for discussion to be more effective, students engagement is needed. However, it is a fact that encouraging participation from them is quite challenging that it require wise strategies and technique. First basic thing to attract student participation is by way of exerting intensive effort in discussion. For younger levels, strategies like effective way of communicating lessons,

the use of attractive visual aids and teaching materials are few good basics, as well as the use of rewarding method. These things will serve as tools to push their confidence, open their mind a bit more and express their ideas and further engage with the entire class. For higher grades, however, it is all about testing not just how they express their ideas but also on the way they express opinions. Teacher can do this through experiments, such as assigning them to have

Lumads. Col. Jake Obligado, commander of 10ID’s Civil Military Operations, said the military did not violate the customary laws of Lumads, as they always pay a courtesy call on tribal leaders before conducting operations. He said the New People’s Army (NPA) penetrated Talaingod and Kapalong after Typhoon Pablo which struck in December 2012, destroyed their bases in Davao Oriental and Compostela Valley. In a press release, Col. Eduardo Gubat, spokesperson of the Eastern Mindanao Command (Eastmincom), said the Lumads inside the UCCP Haran are “not evacuees but victims of trafficking.” The press release also quoted Eastmincom chief Lt. Gen. Aurelio Baladad as saying the presence of the military in the area is because of the presence of the NPA harassing the tribal community. “Kaya may military kasi may NPA sa area, the AFP mandate is to protect the people,” Baladad was quoted as saying. On the alleged human rights abuses of the military against the Lumads, Baladad said the military will not tolerate any abuse. “We do not tolerate, we investigate, we punish,” he said. (Antonio L. Nobody eats the sweet ending anymore. Everyone’s on a diet, if we push for it, half of our guests would be dead in a week? By the way, we have nothing to do with children victimized by Durian Candy poisoning. Assistant National Statistician Socorro D. Abejo, in a briefing Monday, said the survey in Metro Manila may be extended beyond the September 6, 2015 deadline. “It has been proven in the past that it is hard to conduct surveys in Metro Manila, Metro Davao and Metro Cebu. One reason for this is the unavailability of people living in condominium units,” she said. Abejo explained that under the law people who misdeclare information will be slapped with penalties but this is not stressed during the conduct of surveys because people, especially those in the lower class of society, have high cooperation rates. She explained that they found it hard to get information from people living in exclusive villages and condominiums but this was addressed by coordinating with housing association officials and building administrators.

Conduct of the middecade survey is in line with the goal of updating population figures down to the villages. President B enigno Aquino III, in Proclamation No. 1031 signed on May 21, 2015, declared August this year as National Census Month. This activity has been given about P2.5 billion budget, which was initially used in 2014 for planning and preparations. Abejo said implementation and preliminary processing of the collected data will be done this year and tabulation will be done next year. She said preliminary survey results will be announced by end-2016. She also said that all PSA enumerators will have proper identification cards and the public can verify their identities with village officials. Enumerators wearing official POPCEN 2015 IDs will visit and interview every household to ask basic information such as age, sex, marital status, education, and usual occupation and others. The interview will take from 15 to 30 minutes for each household. Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr., in his speech, said the survey will enable the government to determine how much should be allocated to social protection programs. He disclosed that 36.8 percent of the national expenditure program under the proposed Php 3.002 trillion national budget is allocated for social development programs. Thus, he stressed the need to have correct population figures to ensure the effective planning and implementation of inclusive growth programs. This, as the survey would help the government determine the areas where high poverty incidence is prevalent, he said. Also, the census would help lawmakers determine the setting up of Congressional districts. “We have proven that correct analysis leads to correct solution. This has helped us in the implementation of our programs in the last five years,” Coloma added. Meanwhile, Dr. Janith C. Aves, the interim provincial statistics officer of PSA, Misamis Oriental, called on the public to support the 2015 Census of Population (PopCen 2015) by accommodating its enumerators as they do interviews and by providing complete and appropriate answers to all questions during the interview. Likewise, Aves assured the public that all data provided by the respondent will be held strictly confidential as indicated in Section 27 of RA 10625. --Joann Santiago of PNA with a report from PSA-Region 10
