Drilon: Lessen air pollution? Make roads friendlier for bikers, pedestrians Senate President Franklin M. Drilon encouraged heads of local government units (LGUs) and the Department of Public Works and Highways (DPWH) to move towards making major roads and thoroughfares conducive to bikers and other pedestrians, saying that non-motorized forms of travel can help alleviate the country’s air pollution woes.

The Senate leader expressed interest in promoting biking in the cities after he attended the 1st Iloilo Bike Festival promoted by the “Share the Road” movement in Iloilo City recently, where he was the main guest. Drilon said that the government programs against air pollution in the country’s metropolitan areas must “effectively strike against the

main-contributing factor: motorized vehicles.” He cited a Department of Environment and Natural Resources report that stated 80% of pollution load is contributed by “mobile sources or vehicles,” and stressed that public remedial measures must “primarily address and rectify this factor.” “The best way to promote modes

CAGAYAN de Oro City – Red tide that was first spotted in Iligan City last month has spread throughout the coastal areas in Region 10 and has slaughtered hundreds of kitong fish in cages in Kauswagan town in Lanao del Norte, officials said. Cagayan de Oro City - In a serene and interior village of Pagalungan, some 45 minutes ride from downtown here, cradles a Higaonon Tribe community of this city. The tribal community relies on corn, rice, root crops, bananas, among others for their staple food and from a small lake for tilapia and carp fish supply and a

THE Mother Tongue-Based Multi-Lingual Education (MTBMLE) program is a program that uses your mother tongue (language at home) as a medium of instruction inside the classroom. If the language at home is used as medium of instruction from Kinder to Grade 3, how will this affect a multi-language group? This is the reason why the MTBMLE is introduced. “Education that begins in the language of the learners has far more positive effects in our school children,” Education Secretary Jesli Lapus commented. DepEd studies show that children learn best when instruction at the primary level is in their first language, or mother tongue. Research also reveals that a child is more comfortable learning in the primary language. This allows the pupil better conceptualization and deeper thinking. One hindrance, though, is the lack of teacher-training on multi-dialects. DepEd vowed to continue teacher training in mother tongue-based multilingual education, so that teachers will acquire a clearer understanding of the principles, practices, roles and

responsibilities needed for the successful implementation of mother tongue-based multilingual education. Among the ten fundamental requirements, the MLE framework: requires a working orthography or spelling for the chosen local language that is acceptable to stakeholders; promotes intellectualization of that language; requires the development, production and distribution of inexpensive instructional materials in the language at the school, division, and regional levels, and; gives priority on early reading and children’s literature. According to UNESCO, ethnic and linguistic minority people face obstacles to access quality basic education. This leads to high illiteracy rates and a poor quality of life. It is also a threat to the survival of their language and culture. Due to this, UNESCO has vowed for a strong commitment to support mother tongue instruction and bilingual/multilingual education to improve educational quality, especially for disadvantaged groups, and to promote cultural and linguistic diversity in all societies According to DepEd, 12

major Philippine languages were introduced beginning school year 2012-2013 to improve literacy and instruction: Tagalog, Kapampangan, Pangasinense, Iloko, Bikol, Cebuano, Hiligaynon, Waray, Tausug, Maguindanaoan, Maranao, and Chabacano. The objectives of the program include: l. language development which establishes a strong education for success in school and for lifelong learning; 2. cognitive development which focuses on Higher Order Thinking Skills competencies in each of the learning areas; and 3. academic development which prepares the learner to acquire mastery of language and culture; 4. socio-cultural awareness which enhances the pride of the learner’s heritage. The program also hopes that by using the mother tongue (first language or L1) as a medium of instruction inside the classroom in the early grades, it will hasten the basic communication skills of the students. When students develop fluency in speaking, reading and writing in the first language, the L1 can then be utilized as a bridge or transitional to learning the second (L2) and third (L3)

languages (e.g. Filipino and English). The introduction of languages in this method will give students confidence in learning academic concepts. A Dep-Ed memorandum order on the program states that in terms of cognitive development, and its effects in other academic areas, pupils taught to read and write in their first language acquire [educational] competencies more quickly These studies proved that learners who begin in their first language have more efficient cognitive development and are better prepared for more cognitively demanding subject matter. In other words, a learner tends to be smarter if he starts his education using the mother tongue. Large-scale research on Filipino-English bilingual schooling in the Philippines (Gonzalez & Sibayan, 1988) found a positive relationship between achievement in the two languages, and found that low student performance overall was not an effect of bilingual education but of other factors, especially the low quality of teacher training. More time is also needed for human resource development.

Army shifts to environmental protection after GPH-MILF peace agreement signed By Edwin O. Fernandez

C

OTABATO City - With peace agreement between the Moro rebels and the government had been signed and peace is already felt in many parts of Mindanao, the military now aims to plant a million trees in and around the former Moro

Islamic Liberation (MILF) camp in Maguindanao. Expectedly, by the time the government and the MILF could fully established the Bangsamoro government as a result of the peace process in 2016, the trees would be about five feet tall, according to Army Colonel Noli Orense.

Orense is the commander of 603rd Infantry Brigade which is based in the former main camp of the MILF – the Camp Abubakar that straddles the towns of Barira, Buldon and Matanog in Northern Maguindanao. Also known as Camp Iranum, the area is about 20,000 hectares that the

military, with the help of various sectors, are planting trees as part of the implementation of the “Balik Kalikasan” project in the area to hasten the attainment of what is for them a “difficult, but achievable” environmental protection initiative. ”It may be a long shot

but definitely doable if the Army, civil society organizations and the officials of the autonomous region will pool our resources together and plant trees,” Orense told reporters. ”We may not be the direct beneficiary of this endeavor but our children and our children’s children will reap the fruit of our labor,” he added. For the past 12 months, the 603rd brigade had been implementing a reforestation projects aimed at restoring the greenery of the area which had been destroyed during the 2000 war that led to the fall of the MILF camp. Now that the agreement has been signed and its just a matter of time that peace will truly reign in Maguindanao, the military, this early shifted its strategy to “all out war” to “all out plant trees,” Orense said. Regional environment Secretary Kahal Kedtag of the Autonomous Region in Muslim Mindanao, said the “Balik Kalikasan” program is a complimentary to Malacanang’s peace efforts enjoy the “Araw ng Kagitingan” holiday by whiling the time away at the foot of Dodi- in Mindanao.

”We hope the upcoming MILF-led Bangsamoro government would put the planted areas a protected forestland and historical site,” Kedtag told reporters. Kedtag, Orense, representatives of the regional police, and ARMM Vice Gov. Haroun Al-Rashid Lucman re-launched “Balik Kalikasan project” last week as a kick-off program for greening project region wide. It was first launched in 2006 but died a natural death when leadership of ARMM changed. According to Kedtag, those who participated in the tree planting activity planted mahogany, antipolo, narra and other seedlings that will surely give forest cover in the Army camp in due time. “By 2016 we must already have planted no less than ten million or more trees in Camp Abubakar and in other watershed areas of ARMM,” Kedtag said. A ‘‘NEW” Iloilo revisited I had a quick overnight revisit of Iloilo City -- my place of origin with Guimbal town as my birthplace -over the weekend to attend the national board meeting of the JCI Senate and the swearing in of Businessman Ramiro Galanto as Iloilo JCI senate president. I still have many close relatives there although our family migrated to Davao when I was about one year old. The face of Iloilo City has considerably changed since I last visited several years ago. Its main boulevard, called the Diversion Road, has been widened (would you believe?) to 6 lanes on each side or a total of 12 lanes in all ! I personally crossed the wide boulevard by the Smallville complex and counted myself, including a bicycle lane. All the way on the 25- kilometer strip from downtown to the modern international airport in Cabatuan, a massive road expansion project is on-going with houses and buildings being demolished

I asked the taxi driver, in Ilonggo dialect of course, how come the authorities were able to convince the squatters ( now euphemistically called “ informal settlers”) to leave and give way to development. His answer: firm handling by the local government with relocation assistance. The whole area, formerly swampy with squatters, is spruced up and now sprouting with new plush buildings, malls, entertainment areas, hotels and offices. Being a Saturday night, swarms of Ilonggos were on a massive “gimmick” mode in the area, even spilling into the streets and sidewalks while jazz bands were

almost in all beerhouses, bars, fine dining restos -- no, not the sleezy types -- but wholesome nooks and cozy hideaways. My colleague in the JCI senate board Bobby Castro from Puerto Princesa, Palawan brought me to see and walk through the riverbanks that was before a slum area. The slum dwellers were properly relocated and the whole area lining the river has been converted into a fashionable pathway lined with mangrove greeneries , tiled walkways made of bricks snaking about 2 kilometers long. The place is referred to by all now as the river “esplanade” (meaning, open space for public walks or strolls.) Hundreds

of promenaders were just walking and strolling in the night. Bobby who owns the famous “Palawan” pawnshop/cash transfer business that has now about 1,000 outlets nationwide (and therefore has been to almost all nooks of the country) was so impressed about the area development of Iloilo that he volunteered to walk me to to the place and see for myself the esplanade. Cotabato aims zero waste in three years COTABATO City - The city government is reviving and reinforcing its Solid Waste Management Program (SWMP) to attain zero-waste in Cotabato City, officials said. Pedro Tato Jr., city General Services Officer (GSO), having been in the same office for more than 20 years, is aware that the GSO is one of the forefronts of the city government when it comes to implementing priority projects and programs — one of which is the Solid Waste Management Program. The program is being implemented by the city government for many years now but it seems that people put little effort in keeping the city clean despite all the information drive that the SWM Board has conducted. In fact, there are also several laws that prohibit the improper disposal of garbage and yet many are still practicing it. “Ang gusto ko lang naman sana malaman ng mga fellow constituents natin in Cotabato City na the appearance of our city reflects ourselves, kung paano natin ito alagaan (We would like to remind our constituents that how our city appears reflect on ourselves),” Tato said. ”I find it very ironic that when we go to other cities, we follow their rules. But when we come home to our place, we cannot even follow the simple rule of properly disposing of our garbage,” Tato said. According to Tato, he envisions a zero waste program for Cotabato City in the near future. In this program, the City Government would collect the garbage, which were already segregated at source and convert the wastes into useful things like fertilizer, hollow blocks, and other useful materials. He added that the roads

going to the Biniruan dump site are now under repair but admitted that it is unhealthy and impractical to maintain the dump site for a long time. Tato said people residing near the area are vulnerable to diseases that the chemicals in the waste materials can cause. He said since the city is already below sea level, there is no other ideal place within that can be made as permanent dump site. “But still, this will take more time and patience. We must become stricter in imposing penalties to people and establishments that violate the law,” Tato said. ”We can do it if everybody cooperates,” Tato added. As a starting program, the GSO is meeting village officials to seek their cooperation in the vision of having zero waste in the city in three years time. The barangays are also asked to direct the establishments and households along the national highway not to throw their garbage on the sidewalks. Tato cited Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 wherein it is stated that throwing of waste materials in undesignated areas is punishable by law. “I am planning to inform establishment owners along the national highway to remind them of not throwing their garbage on the sidewalk. Also we will ask them to assign one of their staff to sweep the area in front of their stores before opening or before closing every night. Hindi naman po kasi natin kaya na mabantayan ang lahat kaya sana (We cannot guard all so we hope) everybody can contribute in keeping our city clean and beautiful” Tato said. to be free from toxic contamination. As disseminated in all SB Nos. 01-07, issued by BFAR, during the first quarter, this year, the area has been delisted from those with red tide toxins. The new graduates were among the 1,580 attendees of the Alternative Learning System (ALS) program sponsored by energy-firm STEAG State Power Inc. (SPI) since 2008. ALS is a ladderized, modular non-formal education program of the Department of Education (DepEd) intended for dropouts in elementary and secondary schools, including out-of-school youths, non-readers, working Filipinos and even senior citizens. It is part of the Philippine education system but an alternative to the regular classroom studies where students are required to attend daily. To end speculations, Atro Mining-Vitali, Inc. (AMVI) president Elson S. Ogario in a statement said “we are still not in the stage of mining productions.” “However, we are almost going into that stage once everything will be fully settled with the city government officials of Zamboanga City as we already have an approval from the Mines and Geosciences Bureau (MGB),” he added. Zamboanga City Mayor Ma. Isabelle Climaco-Salazar refused to give AMVI a business permit on the ground that Mineral Production Sharing Agreement (MPSA) area is within the proposed Vitali Watershed of the city. Mr. Ogario, however, said “under the law, a Watershed which is still under the stage of proposal to be declared as a Protected

Watershed is still open for mining. There is a long process for a Watershed to be proclaimed by Congress and the President as a Protected Watershed. In the case of Zamboanga City, the proposal for Vitali to become a Protected Watershed is still in the first stage and since then, it has never moved.” The portion of the watershed area which is now covered by an MPSA already became a Mineral Land in accordance with law. Hard Rock Mineral Trading, Inc., the MPSA grantee, and its exclusive operator, Atro Mining, now has a priority right over the area. Mr. Ogario stressed that “the final arbiter as to the usage of government lands is the Department of Environment and Natural Resources (DENR).” DENR has already grant-

ed an MPSA. “Under the concept of priority rights, this portion will no longer be declared as a Protected Watershed. The City Government of Zamboanga should have respected this decision of DENR/National Government,” he explained. He further noted: “We fully understand that the MPSA area is part of the watershed. But watersheds per se is not close for mining under the Mining Act of 1995. Besides the Vitali Watershed areas that we are talking to are part of the big logging operations in the past; hence, these are already logged-over and bald. Since the time logging operations were stopped, there were no attempts to reforest these areas. Some portions of the area too are already with households.” “Mining is just a tempo-

rary use. Though we will be doing mining operations in the area, but our presence there would greatly help in the betterment of the area, in the restoration of the forests, in the protection of the environment, in the prevention of landslides and erosion and ultimately, in creating a better watershed, esp. when we already leave the area.” Presently, the area is totally denuded. Studies have shown that with the kind of soil prevalent in the area which is sedimentary, even during slow rains, erosion do happen bringing these soils into the river causing it to become brown and during heavy rain into chocolate brown. Being denuded, flooding also do happen at Vitali Proper during heavy rain, abetted by the diversion of Mialim River.

With AMVI’s presence, it can help to protect the environment. Mr. Ogario revealed that part of the operational plan is to put up “a siltation pond system in our mining area, proper drainage and sabo dams to help arrest the silts from flowing into the river systems. We will also commit in reforesting the un-mineralized area and do progressive rehabilitation.” On the question that AMVI’s mining operations endanger the water that flows in the watershed or the water source found in the area? The company president said: “We strongly disagree. We will just be mining iron ore and we don’t use any chemicals. Hence, whatever water that presently flows from the area into the river would just be basically the same water as the one

flowing now. As we have a siltation pond systems, sabo dams and a proper drainage systems, the water even that will flow from our mining area would be much cleaner. As we will be reforesting the area, we could even further enhance the watershed.” At present, “kaingin” is very prevalent in the area, illegal logging on secondary growth trees and on the remaining patches of forests at areas inaccessible during the previous logging operations would even pose further dangers in the area. Those “kaingin areas” which are converted to corn and other agricultural plantations where people use chemicals, also pose more danger to the river systems. Mr. Ogario assured that “our presence in the area would even cause the

Similarly, he shared how a 14-km circumferential road connecting Arevalo District in Iloilo City and the coastal road in Dumangas town in Iloilo, “has been designed to include a 2-meter painted bike lane throughout its entire span.” The said developments in Iloilo were completed with the initiative of Drilon. The senator then expressed hope that similar efforts will be made throughout the entire country, and advised the DPWH and LGUs throughout the nation to study if such initiatives could be made in their localities. “We need to explore more options and choose the best alternatives. These programs will not only help alleviate our environmental concerns, but they will also promote a healthier regimen for our people,” he said. He noted that such move is aligned with government’s decision to set industrial tree plantation as the top activity in its 2012 and 2013 Investment Priorities Plans’ respective mandatory list. Both plans provide for planting tree crops, except fruit trees, for commercial and industrial purposes. Calderon expects the flow of investments to help green the areas while promoting socio-economic development, particularly in the country’s poverty-stricken uplands. Agro-forestry, eco-tourism and biomass for energy are among forest-compatible investments the DENR-FMB targets attracting, he said. DENR Administ rative Order (DAO) 99-53 spells out the guidelines for IFMAs, the productionsharing contracts under which the agency grants applicants concerned “the exclusive right to develop,

manage, protect and utilize a specified area of forestland and forest resource thereinfor a period of 25 years and may be renewed for another 25-year period, consistent with the principle of sustainable development and in accordance with an approved Comprehensive Development and Management Plan, and under which both parties share in its produce.” Latest available DENRFMB data show that in 2012, there were 140 IFMA/industrial tree plantation lease agreements covering some 1,006 has. in various provinces nationwide. “DAO 99-53 was designed for natural forests, however, so we’re amending this for plantation purposes,” Calderon said. He said the revamped guidelines will include incentives for investors. “We’re already coordinating with the Board of Investments and other agencies concerned as those that’ll invest in the areas will be pioneering enterprises,” he said. Calderon also said the guidelines will cover mechanisms for enabling government to secure its share of proceeds and other benefits from the target ventures. “Government must definitely have its share and we’re looking not just at revenues but beyond these,” he said. The guidelines will likewise specify how government will open up the areas for investments, Calderon added. “It might be either on a first-come, first-served basis or through bidding - we’re studying the matter,” he said. Calderon noted that the DENR-FMB earlier set mid-2014 as its deadline for finalizing DAO 99-53’s amended version. To help facilitate entry of investors, DENR-FMB will generate an inventory of open, degraded and denuded forest areas that are still available for investment. “The inventory will identify location and size of each available area so we can advise potential investors about where they can put their money,” Calderon said. Such service of DENRFMB to investors isn’t possible at present since the nationwide inventory doesn’t exist yet, he noted. He said community environment and natural resources officers as well as DENR regional offices nationwide will submit to FMB the list of available land in their respective areas of jurisdiction so the information can be collated into the inventory. DENR issued DAO 9953 in 1999 to help promote balanced, productive and efficient functioning of forest ecosystems through sustainable management of forests and rehabilitation of degraded forest lands. DAO 99-53 also seeks to ensure supply of wood and non-wood products for the country by encouraging all sectors to engage in devel-

opment of industrial forest plantations. The order likewise targets improving uplanders’ economic well-being by ensuring their equitable opportunities and access to forest resources. Among areas covered by IFMAs are open and denuded lands, brushlands and degraded residual natural forests. As of Wednesday, Cabig said patches of algae, also known as phytoplankton, have been spotted in fish cages in Bacolod town in Lanao del Norte and in the towns of Baliangiao, Sapang Dalaga, and Lopez Jaena in nearby Misamis Occidental. Cabig said BFAR Region 10 has deployed technicians to the affected areas in cooperation with PNP Maritime who provide speed boats to bring the teams to the affected areas. “Kitong production in Kauswagan is badly affected but the patches have been seen in other towns also,” she said. Cabig said BFAR first spotted the patches of algae in the coast along Barangay Santa Filomena in Iligan city last March 26. A week later, Cabig said technicians at the Naawan campus of the Mindanao State University in Misamis Oriental reported some red patches in their coast lines and later laboratory tests confirmed that it was phytoplankton, single cell, plant-like organisms that form red or brown patches in the sea surface. “We suspect that the high concentrations of algae was formed during the brief dry spell before the arrival of tropical depression ‘Domeng’,” Cabig said. He said the red tide , however, spared the coast lines of Cagayan de Oro City , thanks to the city’s seven rivers which supplies fresh waters to Macajalar Bay. Not only that, the lake in this mining village also grows water hyacinth (Eichhornia crassipes), a freefloating perennial plant with dark green leave blades which varies from circular to elliptical in shape attached to a spongy, inflated petiole. The lake is one of the two bodies of fresh water in this city that grows mats of water hyacinth. The other is in urban area of this city; along the silted river bank of Cagayan de Oro River located in Balacanas, Consolacion village. Threats of water hyacinth The tribal community did not recognize the imminent threat of the water hyacinth that abound in their lake. Unknown to the community, the Department of Environmental and Natural Resources has considered the aquatic plant as pest and water pollutant as it invades and chokes up waterways causing flood and problems to the locals and the environment. Further, it provides a growing field for mosquitoes and screens off sunlight that is required by aquatic flora and fauna. Recently, a tribe member who is a Pantawid Pamilya beneficiary disclosed that he has a low catch for months now compared to several years before. However, he attributed the low catch from the siltation and shallowing of the lake, and not to the spread of mats of water hyacinth over the lake. Studies show that water hyacinth is a very aggressive invader and can form thick mats. If these mats cover the entire surface of the rivers they can cause oxygen depletion and fish kills. Besides, water hyacinth has no known direct food value to wildlife and is considered a pest species. Studies also revealed that water loss can be as much as 1.8 times that of evaporation from waterways free of these plants; access to sites becomes difficult when weed infestation is present; fish populations decrease as water begins to lose oxygen and sunlight; populations of crocodiles and snakes increase; and in areas where fishermen are barely able to sustain themselves from this industry, this is an economic disaster. Also, when water hyacinth thrives, it will compete with other aquatic plants. This causes an imbalance in the micro‐ecosystem resulting in reduced flora and the fauna that depend on it. Localized water quality also deteriorates which may be harmful to people who rely on the waterway for drinking water. Making water hyacinth beneficial Recently, the Depart-

ment of Social Welfare and Development in Northern Mindanao through the Sustainable Livelihood Program and Pantawid Pamilyang Pilipino Program; in coordination with the City Social Welfare and Development of Cagayan de Oro; Department of Tourism; Villar Foundation; Cagayan de Oro Hotel and Restaurant Association; and the barangay council of Pagalungan made an ocular inspection at the lake to identify a processing site for dried petioles of water hyacinth which will be waved into mats, bags, slippers, and other products. Nathaniel Palalay II of Villar Foundation promised to Datu Rosalino Aguio Manlinombay that they will provide trainings for production and marketing of the finished products of water hyacinth. The foundation will also provide to the tribal community machines for the processing of dried stalks of water hyacinth for production of baskets, bags, mats, among others. The Villar Foundation is committed to the preservation and conservation of the environment and ensuring the sustainability of its environmental programs through the establishment of social enterprises that will lead the path towards economic independence for every Filipino. Datu Aguio Manlinombay said he is happy with the proposed project because women, mostly Pantawid Pamilya beneficiaries, will no longer be idle and be engaged illegally in panning for gold in his village. For her part, Project Officer Charlita Ladera of the Department of Tourism of Northern Mindanao said DOT will help the promotion of the finish product of the Higaonon Tribe. Nollie Arguelles of COHARA promised to the community that restaurants and hotels in this city will patronize the product of the community and promote these to their clients. The community has 119 Pantawid Pamilya households under Set 5, 6, and 7 respectively. It has an additional 19 households for validation this coming April 24 under Set 7 Batch C.
