Misamis Oriental SP supports legalization of ‘Habal-Habal’ THE Sangguniang Panlalawigan (SP) of Misamis Oriental has passed and approved, during its regular session, a resolution supporting the legalization of the operation of singlemotorcycles as public utility vehicle, locally known as “habal-habal.” The session was presided over by Vice Governor Joey G. Pelaez. The resolution, supporting the legalization of the operations of single motorcycles-for-hire, was authored by Board Member Jabi I. Bernaldez of the 1st District of Misamis

Oriental, and was passed to support the legislative measure introduced by Representative Henry S. Oaminal of the 2nd district of Misamis Occidental, which intends to legalize the operation of “habalhabal”, predominantly used as main transportation in the countryside, particularly the mountainous portions of towns and provinces. Approval of NGCP’s 10-year transmission plan is vital Approving NGCP’s 10year Transmission Development Plan (TDP) is in order because it is vital and necessary to the country’s electricity needs for the next ten years. The Department of Energy is challenged to act on the TDP favourably if we want to ensure the stability of our country’s energy and power resources towards the next decade. NGCP, as the country’s sole electric transmission service provider, is commendable for its nationwide presentation of the TDP to various stakeholders.. Indeed, we recommend its approval. Defined in R.A. 9136 or the Energy Power Industry Reform Act (EPIRA), TDP “refers to the plan of managing the transmission system via efficient planning for the expansion, upgrading, rehabilitation, repair and maintenance of power resources. It is to be prepared and implemented by TransCo or its Buyer or Concessionaire (NGCP).”

In preparing the TDP, NGCP has consulted well with power sector participants, for the Department of Energy’s (DOE) approval. The TDP, which is a 10-year plan updated annually, will then be integrated to DOE’s Power Development Plan and Philippine Energy Plan to create a comprehensive program for the country’s energy requirements. In preparing the TDP, NGCP has consulted stakeholders such as D OE, TransCo, Grid Management Committee (GMC), Philippine Electricity Market Corporation (PEMC), generation companies, distribution utilities, and concerned organizations through a series of public consultations. Three public consultations were held in Davao, Cebu, and Alabang on March 26, 28, and April 1 respectively. The TDP outlined the ongoing and future trans-

mission projects in Luzon, Visayas and Mindanao for the period 2014 to 2023. The transmission projects in the pipeline are also expected to address issues on the entry of new generation plants, projected load growth, transmission congestion, system reliability and power quality, and interconnection between major islands. Aside from putting up new transmission backbones, NGCP will also rehabilitate and repair existing transmission lines and substation equipment, and upgrade their system. All the projects will be implemented after the Energy Regulatory Commission’s (ERC) approval. “We intend to create a transmission development plan that is responsive to the needs, not just of our direct customers, but of the thousands of industries dependent on electricity. This is also one of the ways for NGCP to allow wider

market competition by making the grid friendly and accommodating to new power generators,” explained NGCP President Henry Sy, Jr. NGCP is a privatelyowned cor p oration in charge of operating, maintaining, and developing the countr y’s power grid. It transmits highvoltage electricity through “power superhighways” that include the interconnected system of transmission lines, towers, substations, and related assets. NGCP’s regular maintenance activities, expansion projects, and typhoon restoration are aimed at enhancing the reliability and quality of electricity delivered to grid-connected customers like generators, distributors, and large industries. The power consumer is the topmost beneficiary of this undertaking. Let NGCP’s plan be acted upon immediately to assure the public of a stable power resource.

This right would now apply to former natural-born Filipinos, who have re-acquired Philippine Citizenship under Republic Act 9225. Land ownership in the Philippines

I DECIDED to move to Davao City for good. I consider the Philippines as one of the most livable places in the world - a long time before reaching my pensioner’s age. One important thing has to be discussed before: Where would my family and I live? Of course, in our very own house and land. How could this work? My wife, a Filipina, is now a naturalized German citizen. Can she - or, could she acquire and own land in the Philippines? YES, natural-born Filipinos, who have acquired foreign citizenship, can still own land in the Philippines - but within the limits specified by law. Article XII, Section 8 of the Philippine Constitution provides, that a natural-born citizen of the Philippines, who has lost his or her Philippine citizenship, may be a transferee of private lands, subject to limitations by law. Article XII, Section 7

Uy cites needs for zero waste

VILLANUEVA, Misamis Oriental––Second district Rep. Juliette Uy will implement a new project that would lessen the volumes of waste being dumped to landfill. Rep. Uy said the town of Villanueva has already been implementing the zero waste disposal. Despite the fact that Villanueva town is host to various industrial plants, the neophyte lawmaker said the surroundings are cleaned, including the seas, because the local government unit itself under the administration of Mayor Julio Uy sees-to-it that the law on solid waste management is complied with. Wit h t his, R ep. Uy said wastes from industrial plants, households, and even from other establishments are no longer brought to sanitary landfills. Instead, she added, the wastes are recycled. These, she said, have become the source of livelihood of the local residents in Villanueva town. Rep. Uy said that some products that were recycled from industrial plants include bricks, pavers, hollow blocks, paper products, rugs, fertilizers, and many others. These products are indeed helping local residents earn an extra-income, said the lady lawmaker. Today, the local government of Villanueva is working hard to process the wastes from plastics, cellophane, and other recyclable wastes into incomegenerating.

Rep. Uy urged everyone to practice zero waste disposal as it is not only income-generating but it also signifies everyone’s concern to protect the Mother Earth. Zero waste Zero waste is a philosophy that encourages the redesign of resource life cycles so that all products are reused. No trash is sent to landfills and incinerators. The recommended process is one similar to the way that resources are reused in nature. A working definition of zero waste, often cited by experts in the field originated from a working group of the Zero Waste International Alliance in 2004. Zero Waste is a goal that is ethical, economical, efficient and visionary, to guide people in changing their lifestyles and practices to emulate sustainable natural cycles, where all discarded materials are designed to become resources for others to use. Zero Waste means designing and managing products and processes to systematically avoid and eliminate the volume and toxicity of waste and materials, conserve and recover all resources, and not burn or bury them. Implementing Zero Waste will eliminate all discharges to land, water or air that are a threat to planetary, human, animal or plant health. Zero Waste refers to waste management and planning approaches which emphasize waste prevention as opposed to end of pipe waste management. I know that preparations are done to prepare the countr y toward an integrated Asean region by next year but truth is that a large majority of the populace are blind about it. How in heaven can the government then expect a popular support in this regard if the people have not fully understood what it is all about? Integrating the Asean countries into one big community is a laudable objective. Becoming a community is what we need in this time where division among peoples and nations has become the rule rather than the exception. The spat China has with the rest of her immediate neighbors over territories claimed by the latter as theirs separately and likewise claimed by the former as hers exclusively is a classic danger when nations are torn apart by differences instead of united by one common goal. In this regard, only a community can have one common goal with less divergent objectives. A community, however, is basically that of people. When we say a community of nations, we are actually referring to a community of people coming from different nations or countries. In the absence of Education, one may forget to take control over his intellect and as well, on his acts. It is already a cliche that when everything that resulted to success or a mess is a result of one’s actions and thinking.

“Saulog” to cap Zambo Norte’s 62nd Founding Anniv By MARY MAE ABELLON

DIPOLOG CITY – The provincial government of Zamboanga del Norte is already preparing for its 62nd Founding Anniversary on June 6, 2014 with “Saulog” highlighting the event. Saulog is a Visayan term for celebration, replaced the “Hudyaka Festival” of the previous administration. This celebration, it was learned, departs from lavish and meaningless merrymaking activities spearheaded by the previous leadership to celebrate province’s founding anniversary. Saulog is now a perfect occasion to recognize all accomplishments and achievements of the province’s two cities and 25 municipalities as well as civil society organizations which have contributed to building better Zamboanga del Norte, said acting Provincial Tourism Officer Joshua Bicoy. “The current administration wants to focus on the integration and coordination of various initiatives under one development framework of the provincial government, which can be summarized a total human development coupled with enhancement of infrastructure for socio-economic progress,” he added. A number of activities have been lined up starting May 29 until June 6, 2014 to

commemorate the creation of the province in 1952 by virtue of Republic Act 711, with the “Halad Pasalamat” or thanksgiving mass. There will also be an agri-industrial fair to showcase the different agricultural/commercial products of each town/city. Among the activities lined up for the province’s founding anniversary include the Santa Cruzan, AFP static display, tri-people cultural presentation, arts festival exhibit, a night of music, employees night, achievers’ awards night, taebo activity, ballroom competition, livelihood and skills training, agri-tourism industrial trade fair, short film festival, provincial skills competition, inter-LGU basketball tournament, inter-office sports tournament, invitational football, badminton, dart and golf tournaments, amateur boxing event, invitational long board push race and skateboard competition, Maxxis Cup 4x4 Extreme National Offroad Challenge, Saulog extreme challenge, invitational road race competition, jobs fair, agri-cooking contest, journalism contest, photography contest, saulog kite flying festival, street dancing and showdown, live band concert, charter run 2014 and fireworks display. City sets traffic scheme liquor ban in Abong-abong Z AMBOANGA City - To ensure a solemn and orderly observance of the Holy Week, Mayor Beng Climaco has ordered the implementation of a traffic rerouting scheme and the prohibition of liquor including bladed weapons and firearms at the Climaco Freedom Park in Abong-abong, Pasonanca from April 16-19. These directives to the police are contained in Executive Orders (EO) 47 and 48 issued April 10 after the mayor convened a meeting with the police and military and other stakeholders to finalize preparations for the Holy Week. Both orders will take effect 6pm April 16 to 6am April 19. For years now, thousands of Catholic devotees flock to the Mayor Cesar C. Climaco Freedom Park in Abong-abong, Pasonanca for their Lenten devotions. And so to guaranty law and order in traffic flow and movement of people and to ensure somberness as people reflect on the passion

and crucifixion of Christ. EO-BC- 47 prohibits the bringing, sale and drinking of liquor and other intoxicating drinks, bringing of audio/video equipment and playing of loud music and the bringing of firearms, bladed weapons and other similar items within the Mayor Cesar C. Climaco Freedom Park in Abongabong, Pasonanca. The police are directed to confiscate and dispose immediately all prohibited items. Violators are to be conducted to the police station for investigation and filing of appropriate charges or imposition of fines. EO BC-48 on the other hand, orders a temporary rerouting scheme on roads leading to the Mayor Cesar Climaco Freedom Park and declaring the said park as walk-in park for the duration of the Holy Week.

NPA rebels raid mayor’s house

AVAO CITY – Communist rebels have raided the house of a Filipino town mayor in the southern province of Davao Occidental, a spokesman for the New People’s Army said.

Ka Efren Aksasato said rebel forces under Alex Ababa Command stormed the house of Mayor James Joyce, of Jose Abad Santos town

and seized five automatic rifles, an M203 grenade launcher, four shotguns and a revolver, including munitions.

Aksasato accused the politician of human rights violations and counter-revolutionary actions against the NPA, among other crimes against innocent civilians. The politician and his family were not in the house when the rebels attack. There were no reports of casualties from the raid. Aksasato warned that the

raid was only the beginning against the politician, who is wanted by rebels for his crimes. There was no immediate statement from the military about the daring raid which occurred on April 13. The NPA has been waging a separatist war for decades now. (Mindanao Examiner)

Farmers from Cagayan de Oro and Talisayan town in Misamis Oriental witnessed the signing of agreement held at DTi conference room in Cagayan de Oro on April 14. Under the agreement, the DTI-Misamis Oriental will provide the equipment such as pole cutters, node removers, bamboo slicers, and carbonizing machines for the beneficiaries to use in producing the “E-Kawayan” (engineered kawayan) or bamboo slabs. The government has allocated P2.7 million purportedly to further strengthen the bamboo industry in Misamis Oriental. Pabillore said there were 24 SSF projects approved in 2013 where 12 have already been turned over to its respective benefeciaries. While the bar examination is considered the most difficult licensure examination in the country, the financial, emotional and psychological baggage also contributes to the dismal result of the annual bar examination, Rodriguez added. He said that in 2010 the rest of the law deans in the Visayas have previously filed a petition asking the Supreme Court to also hold the Bar Exams in regional centers like Cebu. The Supreme Court, however, did not acquiesce to the petition while arguing that the integrity of the Bar Exam would be compromised considering the danger of leakage while the test questions are being transported to the regional centers, Rodriguez said.
