Install ‘kill switch,’ DOJ tells Telcos
THE Department of JusticeOffice of Cybercrime (OOC) on Monday called on telecommunication companies (Telcos) to adopt international best practices to protect the property subscribers and the lives of owners of mobile phones. “We do not need legislation to implement this,” said Secretary of Justice Leila M. De Lima. “It is the responsibility of telcos as public utilities to prevent crimes and to ensure that technology is used to address peace and order issues,” she said. A pilot project in London and two major cities in US confirmed that the installation of “kill-switches” in cellphone units dramatically resulted in the decrease of mobile phone theft. The DOJ-OOC tasked primarily to implement the Cybercrime Prevention Act recommended the policy action and directive. Assist ant S e cret ar y Geronimo L. Sy, head of the Cybercrime Office said: “It is a common sense solution to a specific type of crime. Commuters and consumers who work hard and save for their phones only to be victimized by criminals will benefit from a small effort from our telcos.” The study showed that since the introduction of the kill switch feature, mobile phone theft has dropped as much as 40 percent. Last year, AMA partylist Rep. Lorna Q. Velasco filed House Bill 4511, otherwise known as the Kill-switch Phone Security Act of 2014, to address the growing incidence of breaches in security and privacy as a result of cellphone theft. The proposed legislation requires all cellphone network service providers to pre-install “kill-switch” software in their units to enhance the security and privacy of their postpaid subscribers.

He made this statement after he and other ranking military officials handed the 16 SAF weapons, turned over by the Moro Islamic Liberation Front (MILF) Wednesday, to a PNP contingent headed by Deputy Director General Leonardo Espina Thursday. “We just want to reiterate that we are (a) band of brothers, (and) we are just doing our job, and there’s nothing
personal about this,” Catapang said in Filipino. He added that the AFP is doing its best to recover other missing firearms and equipment of the fallen SAF men. And despite their differences in their account of the Mamasapano incident, the AFP chief hopes that the truth will come out once the Board of Inquiry comes out with its findings. CATAPANG
