BUTUAN City -- There are three things to improve productivity in cacao – knowledge, hardwork and attitude. This was according to Valentine Turtur, Executive Director of Cacao Industry Development Association of Mindanao, Inc. (CIDSAMI) during the Regional Cacao Industry Promotion and Investment Forum cum Planning Workshop on June 22, 2016 here. Creation of technical working group for Cha-cha urged Iloilo City Congressman Jerry Trenas yesterday , proposed the immediate creation of a technical working group which would consolidate and filter proposals that are in line with the administration’s effort to change the system of government from the president presidential bicameral form of government to federal presidential bicameral form. Trenas said that this would reduce the time that is consumed on debates on the actual provisions that are going to be included in the list of amendments

that will be finally approved for deliberation either in a Constitutional Convention (Concon) or Constituent Assembly (Conass) “We can actually reduce the time that will be consumed on committee hearings on the proposal for federalization if we already set the parameters on what to amend and what would be kept untouched even before we start deliberating on the proposal to amend the constitution,” Trenas said. Lawmakers vowed to pursue the proposed revised National Apprenticeship Program when the 17th Congress convenes in July. Authors recall that the House of Representatives passed HB 5303 on final reading in early 2015 but the revised apprenticeship program, for lack of material time, never got the Senate’s nod. “Government must sustain its programs providing skills and opportunities to the country’s youth as the backbone of national development,” the principal authors stressed. “The main objective

of the bill is to reform the national apprenticeship program by providing the youth with skills and access to employment, and provide enterprises with a mechanism to ensure a continuous supply of skilled manpower,” the authors said. The bill, expected to be re-introduced in the 17th Congress and pass through the usual legislative process, seeks to repeal Chapters 1 and II of Title II of Presidential Decree No. 442, as amended, otherwise known as the Labor Code of the Philippines. A re-elected lawmaker is not giving up on his advocacy for the State to exempt the family home from real property tax. “While the State recognizes the Filipino family as the foundation of the nation, it should also build a solid mantle protecting the family home,” Rep. Salvio B. Fortuno (5th District, Camarines Sur) explained. The Camarines Sur lawmaker had been pushing for HB 1649 during the just

concretize the mandate of the State to promote the Filipino family as the foundation of the nation, there is need to protect the family home, the place where charity and love begin and all the positive traits of the human being develop and blossom to be great builders of society. “The stark reality prevailing in our midst has certainly forced some of our countrymen to give last priority or nothing more left

to pay for the real property tax that ultimately leads, in worst cases, to foreclosure of their family home,” he pointed out. Fortuno explained that, under this circumstance, the aforementioned Constitutional guarantee will be rendered meaningless because the very same State which recognizes the family home as the foundation of the nation will be the same State which will foreclose

The Filipino Home should be exempt from real property tax concluded 16th Congress but, to his regret, time took its toll on his initiative. “I am confident the 17th Congress will have all the opportunity to take an urgent look into this basic but very important economic and fundamental concern that affects every Filipino family,” said Fortuno, who is expected to re-file his pet bill this July. The author is proposing to exempt the family home from the coverage of real

property tax by amending Chapter 2, Articles 153, 155 and 157 of the Family Code of the Philippines as contained in Executive Order No. 209 as amended. “ The Family home, constituted jointly by the husband and the wife or bay an unmarried head of family, is the dwelling house where they and their family resides, and the land on which it is situated.” the Family Code states: The author said that to
