PGMO officially kicks off 10th Kuyamis Festival

(PIA)–The Provincial Government of Misamis Oriental (PGMO) has officially launched its 10th Kuyamis Festival, an annual celebration to commemorate the founding anniversary of the province through its week-long cultural events, contests, and sports cups at the Pelaez Sports Center, January 9.

(PIA)--The Department of Labor and Employment (DOLE)-10 clarified that there are premiums for workers who work during special non-working and regular holidays, but no premiums for special working holidays.

Albert E. Gutib, regional director of DOLE-10, said during Talakayan sa PIA, “Sa special non-working holiday, ang rule nato ana is no work, no pay. Kung dili mutrabaho, wala’y

bayad. Pero kung mutrabaho, naa siya’y additional 30%, meaning on top of his salary, naa’y 30%.”

(On special non-working holidays, our rule is now “work or no pay,” which means that if a worker refuses to work, there is no pay. But if he or she works, there is an additional 30%, meaning on top of his salary, there is 30%)

A worker can get as much as 130% for working on a special non-working holiday and an additional

50% if that day is his or her rest day.

Meanwhile, for the special working holidays, it is just an ordinary day, said DOLE, meaning if the worker will work, there are no premiums or additional 30% or 50%.

For regular holidays, like December 25 and January 1, if a worker goes to work a day before the holiday or the day preceding the holiday, they are considered to be paid 100%.

Nearly 44K cops promoted to higher ranks

MANILA – A total of 43,823 police officers across the country’s 17 regions have been promoted to higher ranks.

Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. conferred the promotion during the simultaneous oathtaking, donning and pinning of ranks of second-level personnel on Tuesday.

These personnel were promoted from the rank of Patrolman (Pat.) up to Lieutenant Colonel (Lt. Col) held at Camp Crame and various units through a virtual ceremony.

Garafil takes oath as PCO Secretary

MANILA – President Ferdinand R. Marcos Jr. on Tuesday swore in lawyer Cheloy Velicaria-Garafil as Secretary of the Presidential Communications Office (PCO).

The PCO shared a photo of Marcos administering Garafil’s oath at Malacañang Palace.

Before being named to the post, Garafil served as officer-in-charge (OIC) and Undersecretary of the now defunct Office of the Press Secretary (OPS) since October last year.

Telcos must work double time to avoid SIM registration cramming

MANILA – Telecommunications companies (telcos) must work harder in encouraging mobile phone users to register their subscriber identity module (SIM) cards to avoid the usual cramming when deadline nears.

As of the Jan. 9 data, just over 16 million SIM cards or around 9 percent of 168 million users of the three major telcos have registered, according to Sen. Grace Poe, principal author of Republic Act 11934 or the SIM Registration Act,

“Telcos must ramp up their drive to encourage subscribers to register. No amount of days will be enough if most of the over 100 million phone users will sign up at the last minute,” Poe said in a statement on Tuesday.

The first legislation passed into law in the 19th Congress, RA 11934 requires subscribers to register their SIM cards to help curb phishing attempts, scams and other cybercrime attacks propagated through calls and text messages.

All mobile device users are required to register until April 26, subject to an extension of 120 days by the Department of Information and Communications Technology.

“There’s a learning curve and some growing pains, but

many of our countrymen are actually anticipating that they will register soon,” Poe said. “I am just worried that everybody will try to do it at the very last minute, which will bring challenges in handling the traffic of registrants.”

Poe also warned against fake or unauthorized sites that could dupe subscribers into sharing their personal information.

She stressed that registration is free amid reports of assistance to sign up but for a fee.

“We are asking the telcos to keep sending messages or embark on an advertising campaign to continuously remind subscribers of the link to their official websites or other channels of registration,” Poe said.

The implementing rules and regulations task telcos to work with local government units in reaching out to subscribers, especially those in far-flung villages or with physical constraints like disabilities and the elderly.

OFWs on death rows to be tackled in multi-agency meet on Jan. 13

MANILA – Government agencies will sit down this week to tackle transnational matters, including overseas Filipinos on death row.

During a press briefing in Malacañang on Tuesday, Department of Migrant Workers (DMW) Secretary Susan Ople said she will meet with Executive Secretary Lucas Bersamin, Labor Secretary Bienvenido Laguesma and Foreign Affairs Secretary Enrique Manalo on Friday.

Sixty-five overseas Filipino workers (OFWs) are on death rows, according to data shared during budget hearings last year.

“For example, iyon nga

mga death row cases, iyong pag-transfer ng (those in the death row cases, the transfer of the) ATN (Assistance to Nationals) work from the ATN officers of our embassies to our migrant workers attachés, the kind of training that’s needed to capacitate them in preparation for that very delicate job,” Ople said of the topics to be discussed.

Ople deferred the issue of the executive clemency for OFW Mary Jane Veloso to the DFA as it was raised by Manalo during President Ferdinand R. Marcos Jr.’s state visit to Indonesia in September last year.

Veloso has been jailed

in Indonesia since 2010 when about 2.6 kilograms of heroin were found in her suitcase.

Six months after her arrest, Veloso was meted out the death penalty.

Manalo has appealed to his Indonesian counterpart, Foreign Minister Retno Marsudi, for executive clemency for Veloso.

The sealing of labor deals and ongoing negotiations abroad can be attributed to Marcos’ recent international visits to different countries, Ople said.

P100-M new community hospital soon to rise in Bulacan town

BUSTOS, Bulacan – A PHP100-million community hospital that will soon rise along the Plaridel Bypass Road in this town is expected to boost the delivery of health care services to residents of the province.

SOMETIMES , we feel our life is turning miserably. Our negativism doesn’t allow us to keep our eyes, earsand, most important! - our minds, hearts and souls opened. We’re reaching our breaking point. This breaking point can be the prelude to our strongest moment. Can be! Must not! But if yes, then it is when we reach our breaking point, we discover our real strength. Allow me to ask you, my dear readers: “What happens to you or with you when you reach your breaking point?” Do you face it or do you run away? I’ll be giving you a very simple answer: If you

face it - you break it. If you run away (and/or close your ears, eyes and mouth) - it breaks you!

Contrary to what might be expected, I look back on experiences that, at the same time, seemed especially desolating and painful with a particular satisfaction.

Indeed, everything I have learned, everything that has truly enhanced and enlightened my existence, has been through affliction and not through happiness.

McCarthy’s challenge

ROCKINGHAM , North Carolina—The infighting instigated by stubborn conservatives specifically in the Republican Party in the US Congress glued me to the news last week.

The daily news feed about the intense fight for the US House Speaker post led me to Google it to verify if this was the first time there was multiple voting rounds for the speakership and sure enough, Google didn’t disappoint me. The search engine told me that were similar incidents in 1923 and as far back as 1863.

The election of Republican congressman Kevin McCarthy of California ended the rule of Democrat lawmaker Nancy Pelosi and many thought that McCarthy’s victory was fraught

with compromises made with the extreme right wing of the Republican party. Then again, wheeling and dealing remains a facet in US politics, more so and even much worse back home in the Philippines.

This notion was fostered by the US mainstream media who pointed to McCarthy’s connections to former president Donald Trump as evidence of their contention. And of course it didn’t help any that McCarthy credited Trump’s influence in the Republican party as instrumental for his victory in the US House speakership post.

What’s critical about the post is that the House Speaker establishes the legislative agenda and calendar or schedules deliberations

to make it too banal and trivial to be endurable.

By observation, we can feel that many of us need help to manage our everyday life. We need something that would keep us going as we journey through life. Many times we can also learn from other people and their experiences.

And here is one more thing: Affection is the humblest love - it gives itself no airs. It lives with humble and private things: soft slippers, old clothes, old jokes, and

on legislative measures proposed by the incumbent administration at the White House. Hence why there’s so much attention given to the race coming as it is in another upcoming election year specifically 2024.

But I disagree that the five-day Capitol drama which included a nearbrawl among Republican legislators signals a return to the Trump era and with it the heated and polarizing political crossfire between Republicans and Democrats.

AFTER long years of living in extreme poverty, hunger and oppression, the 168 farmers from Sitio Kibaritan, Malinao, Bukidnon who are members of the Kibaritan Farmers Higaonon Tribe Agriculture Cooperative have finally decided not to die out of hunger and oppression but if necessary, to die bravely standing for what is right, what is just and what is true!

They could not take it any longer after three of their children were killed due to the explosion of an UXO (Unidentified Explosive Ordnance) as the men in uniform converted Sitio Kibaritan as part of the 42,265 hectare-military reservation. A firing range has been established which was just 100 meters away from the Elementary School where an UXO exploded on March 25,2016 which

caused the death of three children and the serious wounding of two more who were playing in the danger zone in the absence of a warning or danger sign. Isn’t that gross negligence on the part of the military officials concerned? That happened 7 years ago but until now no justice has been done, especially to the father of the victims Mr. Rodelio Waminal. No greater pain there is than a father competing with the dogs in picking-up the blasted parts of his children’s bodies, shouting in despair WHY? WHY? WHY?

Until now, no responsible officers or military personnel who conducted the military exercises were held accountable on the deaths of Lloyd Pasague, Dheilmar Waminal and Redgie Waminal, the three children who senselessly lost

their lives thru the gross negligence of the military whose constitutional duty is to protect them. Such horrible incidence runs counter to what is constitutionally declared, “No person shall be deprived of life, liberty and property without due process of law. Commission of Human Rights where are you?

The continuing firing of guns and blasting of cannons beginning early dawn has created so much fear

Flooding closes some road sections in Samar

TACLOBAN CITY – Flooding caused by incessant rains closed several road sections in Samar provinces on Tuesday, the Department of Public Works and Highways (DPWH) regional office here reported.

Impassable road sections are in Quezon village in Bobon town, Northern Samar province; Bigo village in Arteche town, Eastern Samar province; Bugay village in Las Navas town, Northern Samar; and Poblacion village in Lope de Vega town, Northern Samar.

The most flooded is the road in Arteche town blocked by 1.4-meter-deep flood water.

The low-lying road forms part of the highway that links the provinces of Eastern and Northern Samar.

A road slip was also reported in Pagbalican village in Calbayog City along the Calbayog Diversion Road due to continuous heavy rainfall. However, the road is still passable to all types of vehicles.

The non-stop rain also triggered a landslide in Caraycaray village in San Miguel town, Leyte province, closing half of the lane of the road. It took six hours for the maintenance workers to clear the debris.

DPWH Eastern Visayas Regional Director Edgar Tabacon said personnel have been mobilized to regularly check flood- and landslideprone road sections.

The DPWH also deployed equipment in strategic areas to conduct immediate clearing activities in case of soil erosions.

and Exchange Commission (SEC), to enforce the law on banks and financial institutions.

“Consumer welfare is a continuing agenda of the BSP. We enjoin financial institutions, bank organizations, and relevant partners and stakeholders to push consumer protection initiatives forward as the responsibility is too great for any entity to take on singly,” said BSP Governor Benjamin Diokno.

CDO eyes intensified Covid, measles vax drive for kids

– The city government is targeting more children for coronavirus disease 2019 (Covid-19) and measles immunization, an official said Monday.

Dr. Inah Grace Chiu, the city’s medical director of the National Immunization Program, said the Department of Health in Northern Mindanao Region (DOH-10) has directed the City Health Office (CHO) to target 70 percent full vaccination of children aged five to 11 years old in the Covid-19 drive.

“Based on the DOHNorthern Mindanao report, this city has the second-lowest number of vaccinations for five to 11 years old, only 52.53 percent, in the whole region,” Chiu said in a press briefing here.

Under the recalibrated target population of 526,613 on July 1, 2022, Chiu said the CHO has vaccinated a total of 92,977 individuals.

Reading is an essential thing which needs to be given with much attention. It considers as strong foundation of any learner or any being capable to learning. When a child learns to read it is somewhat gives comfort to parents, all the more to teachers. Department of Education (DepEd) exerted a lot of efforts to enhance, develop, and sustain reading aptitudes of all schools. Various interventions and innovations are incessantly done and maintained. Several discussions find reading as crucial matter in most school settings. It cannot be compromised since it defines learners’ future. It affects eternity if left unattended. It must be seriously taken well. That is why, in Pigsag-an Elementary School (PES) we are doing our best to do our share in the implementation of reading program as mandated by our department.

Reading program has been a national event in the Philippine educational system. It is being highlighted with a month long event which will formally start with a kick-off and ends with a culmination activity. The whole duration is strictly being monitored by the higher office personnel and provided with a detailed narrative reports. And it doesn’t end there. We need to keep it and sustain it. On the other perspectives of any undertaking, it is at times, easy to start and end something, but very hard to sustain and withstand a thing. Reading intervention is sometimes synonymous to the aforementioned idea. Considering possible circumstances, we failed to keep and sustain it. Yet, using our own potentials and abilities, we believe we can do better; sustain -

ing reading intervention is surely possible.

Consequently, Pigsag-an Elementary School tries to impose and create a sustainable reading intervention such as building a reading hub and a reading park. These learning spaces will also serve as recreational areas for our schoolchildren. We need to put a little touch of amusement to motivate our little beings to get engaged and become involved. The setup would be all learners who have reading issues will be gathered together and undergo reading remediation with the help of their reading teachers at the reading hub and reading park.

The small area within the school premises will be decorated with colorful beach umbrellas, with seats and tables to make the whole thrust effective. Mobile words will be placed through strings and yarns. Colorful pictures and interactive words will also be utilized. Flowers and ornamental plants will also be used to accentuate the whole area to achieve its recreational yet educational learning spaces.

As a public entity which duty is to help building young individuals’ brighter future, it hopes and aspires to find generous beings who will become its partners in making its mission and vision possible. So if you are one of those beings born with generous and substantial nature, please continue to support and help schools like Pigsag-an Elementary School, especially it is built in a far flung community where charitable services are sometimes hard to arrive due to its distance and topographic location. especially to the children, finding themselves hiding beneath the bed or under the table, many of whom don’t want to go to school anymore. The children are shouting in fear and are panicking every time there are firing of guns and cannons. What seems unbelievable is the on-going apathy of the head teacher of the Elementary School named Ms. Rica Nunez, who won’t even make a stand to oppose on the psychological harm done to the pupils. BAKIT? AH TAKOT KASI O WALANG PAGMAMAHAL SA MGA KABATAAN NA NAG-AARAL? I am so puzzled why the DepEd has not opposed the establishment of a firing range near the School. Lives were lost through gross negligence but no justice done!!! It is only in Kibaritan where a “firing range” goes on very near the school. Let me tell you more about the Sitio in clear categorical term how a beautiful community was transformed into a horrible place.

Since the 1950’s up to the present, Sitio Kibaritan has been a thriving civilian community. The area is fully developed into agricultural production as the source of livelihood for the residents. It is a peaceful farming community with great contributions to the local economy with its production of corn, sugar cane and other crops. It is a community with more or less 160 households, with a total population of 620. There is a Day Care Center, an Elementary School with 6 teachers and 200 students, two chapels, and other indications of civilian institutions. The DENR, in recent years, through a series of Issuances has certified that these parcels of land occupied and cultivated by members of the cooperative are Alienable and Disposable, and included the same for distribution to the farmers.

Thus, legally, if only their prior right has been recognized, no way can the 195 hectares that they have been tilling for more than 50, 60 & 70 years can be issued by the DENR & DND, a relocation survey that erroneously transformed their farms as part of the military reservation. Worse, a Special Patent has been released by the DENR that open-up the 195 ha. to be the subject for titling applied personally not by them but the new comers.

What is so painful is the continuous destruction of their farms which are planted with various crops such as corn, root crops, sugar cane, etc. which have been tractored, buck-hoed or griddered by military men as ordered by their superiors. How dare their lands have been land-grabbed using pronouncement of military reservation as an alibi? They are puzzled why their land have been convered into farming projects in cohort with the Department of Agriculture, even granting MATG DA’s fund of ₱299,650, adhering to the ELCAC initiatives of government, on the basis of their being red-tagged as FR (former rebels)?

They were even shock to know that a false information was given by the DENR Regional Office that there are no occupant in the 195-ha. area to justify DENR’s position that the land be a part of the military reservation. “ANO PALA SILA MGA BASURA? THEY NOW HARNESS THEIR COLLECTIVE POWER TO HARNESS THEIR COLLECTIVE POTENTIALS TO CORRECT THE ABOVE-MENTIONED SOCIAL WRONGS THROUGH PEOPLE POWER. It so discouraging to know that such resolutions were not at all given due respect by the MATG.

The glory of affection, the disposition of mind, the good will and tender attachment, that can unite those who are not “made for one and another”! .

The love of your life is the person you are most comfortable with, who you naturally feel that you can be yourself around. This is someone who makes you feel loved for who you most essentially are. When you are loved at this level, you transform into the best possible version of yourself you can be.

Too often we stop ourselves from dreaming and fantasising about the future for fear of disappointment. Yes, life doesn’t always deliver what we hope and we must understand this. But to progress and have goals, we first need to dream and imagine what could be. When we dream we learn about what we truly value in life.

Listen to some ambient music in bed before you fall asleep and just see where your mind goes. Think about what happiness means to you and notice what that involves. And then think about what action steps you need to take to move closer to reaching your dreams.

For me life has been a thing of ups and downs in approximately equal measure. I don’t have something sensational to report every day about my progress. Often, I wonder if fulfillment in life is necessarily tied to change for the better. But one thing is for sure: I keep staying in love with life.

Despite how rough it went, the election of McCarthy into the speakership post showed that the election process in the US still works. Both moderate and even right wing Republicans agreed to disagree on issues like the US-Mexico border and the budget. The so-called ‘extreme right wing’ of the Republican party wanted real change, not the institutional ‘big government role’ on everything from security to the COVID-19 response that Democrats heavily promoted.

The fraction that held out in voting for McCarthy were part of the ‘House Freedom Caucus’ who stood their ground until the 14th vote. No concessions were also admitted to by either side

insofar as courting lawmakers’ votes are concerned. But again, that’s politics for you and us average folk.

It also reminds me of that quote by the late president that his loyalty to his political party ends when his loyalty to the country begins. Also, unlike the US, the House speaker’s post in the Philippines is elected by the party of the incumbent president. *******

I’m not fluent in English and I had to learn both written and spoken English before immigrating to the US. Yet back home in the Philippines not a few Pinoys prefer to communicate in their native Filipino which could either be Tagalog or Visayan. Yet try as they might, Pinoys should eventually learn to respect the English language for what it is, namely the lingua franca of most First World countries. And for those who stubbornly resist and insist on speaking in Filipino, the problem of accurately translating English to Filipino can get quite messy.

As an example, my husband Ronnie Dennis had problems with Philippine Airlines where he booked our trip. I had to be beside him to translate the Filipino language of whoever was on the next line. It felt frustrating and yet I sympathize with the other Filipino on the line.

But in fairness the first male agent who assisted us was a great communicator and if succeeding agents weren’t up to speed. The country’s airlines should exert more effort to service foreigners especially those with strong ties to the Philippines. By doing this, chances are we improve our knowledge of their culture and build a strong, loyal base of followers and audiences across the world.

The reason, he said, is that there is really a dire need to implement cleansing in the organization of those officers linked to the drug menace in the country.

As of yesterday, January 9, the police general has confirmed nearly 600 colonels and generals have tendered their courtesy resignation and 400 more are expected to follow through, in support of the DILG’s call for cleansing.

“If they are truly innocent I think there is no reason for them to hide under the third level innocent na tag. Sabi ko nga everyone is being challenged to submit their courtesy resignation,” the PNP chief explained.

He said this is an individual voluntary resignation, a test of their individual character.

The Traslacion or the procession of the life-sized replica of a dark-skinned, kneeling Jesus Christ was held from the Cagayan de Oro Metropolitan Cathedral to the San Juan Nazareno parish church in Barangay Lapasan early Monday morning.

however, was elated by this morning’s turnout.

“Despite two years of absence because of the COVID-19 pandemic, people still pray to the Black Nazarene. Sadly, the youth was not there,” Cabantan said.

Father Der John Faborada, head of the Archdiocese of Cagayan de Oro’s social communication department, said the absence of the youth was understandable since classes in all religious schools in the city resumed on Monday.

Faborada said the other youth activities of the archdiocese were well-attended by young members.

Compared to Manila, devotees in Cagayan de Oro were allowed to celebrate the Traslacion or the traditional long procession transferring the image of the Black Nazarene.

This is the first time since the COVID-19 pandemic reared its ugly head in 2020 that the city held the Traslacion anew.

During the two years of the pandemic, the image of the Black Nazarene was transported on top of a small truck and paraded around the city.

Nick Jabagat, of the Cagayan de Oro Disaster Risk Reduction Management Office, said that at least 10,000 devotees braved the inclement weather brought by the trough of a low pressure area off Mindanao to attend the procession.

Jabagat said medical responders attended to two devotees, one identified as Ralph del Puerto, 56, of Barangay 26 this city, after they complained of dizziness.

According to Gutib, 13th month pay is based on the law of Presidential Decree No. 851, which requires all employers to give or grant 13th month pay to all rank-and-file employees who have worked at least one month in a year.

The 13th month pay must be given to employees not later than December 24 of every year. Meanwhile, companies and establishments have until January 15 of the following month to submit a report to the DOLE if they have distributed the grant to their employees.

Gutib emphasized that the 13th month pay is a right of the worker and an obligation of the employer to his workers.

He also said DOLE conducts regular monitoring or visits to various establishments, where part of their assessment is the payment of the 13th month pay.

For those that would need to file complaints at the DOLE office, Gutib said they have a “single entry approach” mechanism where workers or employees can file their request before DOLE, in field offices, the National Labor Relations Commission, or the National Regulation Conciliation Board.
