THE Bureau of Customs (BOC) in Northern Mindanao has intensified its campaign against the entry of fake rice and other imported products in this part of the region. BOC-10 Intelligence Office II Alvin Enciso said the BOC is now closely monitoring the entry of all imported products in all ports of the country. In an exclusive interview, Enciso said the BOC-10

conducted its own investigation in regard to the discovery of fake rice in Davao. “We are conducting our own investigation to rule out the possibility that the fake rice came from Cagayan de Oro City or, from the provinces of Surigao and Zamboanga,” he said. THE fewer jobs created during the first quarter of the year are wholly part-time, low-wage and insecure, according to research group IBON. The increase in part-time employment even occurred amid losses in full-time work, said the group, adding, these are clear signs of an increasingly distorted economy that has become less able to provide secure jobs with decent pay. In its recent release of the April 2015 Labor Force Survey (LFS) results, the National Statistics Office reported a 243,000 decrease in the number of unemployed Filipinos in April 2015 to 2.68 million from 2.92 million in the same period last year. There is also a 495,000 increase in the number of employed to 39.2 million from 38.7 million. IBON noted that the 495,000 increase in the number of employed consists of a 544,000 increase in informal work to 15.5 million, less the 137,000 decrease in the number of fulltime work to 22.8 million. In a recent inspection on the area, they have observed that some landowners have planted trees underneath the lines. “The growing of trees was intentionally done since there are no trees planted in the open field,” he added. “With this, NGCP in Mindanao had to pay off landowners to uproot the trees planted underneath the transmission lines,” Dysico announced. When asked why this problem had cropped up, Dysico said NGCP officials have observed that during the time when TransCo was still in operation, there were only a few ROW problems encountered. “But when it was about to be privatized, some landowners started planting trees under the transmission lines and refused negotiations,” he added. Meanwhile, Regional Corporate Communica-

tions and Public Affairs Officer Elizabeth Ladaga said the Baloi substation in Balo-i, Lanao del Norte is considered as the heart of Mindanao grid saying that four (4) of the hydropower plants, namely: Baloi Agus 2 138KV line no. 1; BaloiAgus 2 138KV line no. 2; Balo-I Agus 4 line no. 2; and Abaga-Agus VI 69KV line are situated in Balo-i. Ladaga said on June 4, 2015, Baloi-Agus 2 138KV line 2 no. 1 and 2 tripped off due to critical vegetation. Fortunately, line 1 was restored when the breaker was reclosed. However, line 2 did not render service, and the said line is out of service up to the present.

Accordingly, some 500 megawatts produced by the hydropower plants will pass through Balo-i substation. She said NGCP’s ROW problem in Balo-i has caused frequent line tripping or brownouts, not just in the town, but also in the western region of Mindanao. Ladaga said the NGCP had filed expropriation proceedings so it can pay off landowners, but the transmission company may have to shell out more money to pay the tree planters in Balo-i. “We have already filed 6 expropriation cases in the court,” she concluded. DOE pushes Silliman University to go solar energy DUMAGUETE CITY -As part of the 35 Affiliated Renewable Energy Centers (AREC) in the country affiliated by the Department of Energy (DOE), Silliman University (SU) can now contract with solar energy company to supply solar power in the campus. DOE Asst. Secretary Daniel Ariaso said SU is officially accredited as an AREC for the next five years to empower them and promote partnership with public and private sector without anymore securing an approval from the DOE. The program is part of DOE’s mandate to develop indigenous energy resources.

Ariaso cited that government give imperative to renewable energy as clean energy sources must be fully tapped in response to the global call to address climate change. Right now, the OrionGroup International an international solar power company has proposed to Silliman to install a 1.2 megawatts solar energy project worth $2 million. However, executive vicepresident Rynor Jamandre of OrionGroup said in an agreement Silliman does not have to cash out for the installation of the solar power. tain the solar power system, said Jamandre. It is said, Silliman, with more than 200 buildings would be the biggest solar energized campus in Asia. Using solar energy not only to reduce the cost of electric bill but also protect the environment, “may save 20KW for a one student scholar and for every 5KW used can provide one solar energized hinterland barangay,” Jamandre cited. Silliman University, through its Extension Program, is assisting in the electrification program for far-flung barangays in the southern part of Negros Oriental.

In cooperation with DOE and the Negros Oriental Electric Cooperative, the university provides electric power to two hinterland communities in the municipalities of Siaton and Santa Catalina. These barangays have been certified to have no access to electricity and are not covered under the grid extension plan of the electric distribution utility in the next three years. The energy department is pushing to increase the installation target for solar energy from 50 to 500 megawatts and put RE on a more prominent role in the country’s energy mix. (PIA7-Negros Oriental)

How can we fear something which is natural and a part of life? Rather, we face it with unshakeable trust, because the Giver of Life has ordained it. He sent the trial to grow us up. Not to break us, but to build our strength. When we embrace this truth, then we can eyeball with fear and not be crushed. We will be free to drink from the cup of joy, and worthy to claim it as our just reward. I’ve always lived my life cautiously, in an ordered and secured way. I avoid taking unnecessary risks, and I don’t gamble with the things that are precious

mayor remains innocent until proven guilty. In other words, the pending anti-graft cases are not enough reason for the ruling LP to junk Moreno as the standard-bearer in the 2016 local elections. In fact, in most cases, the graft court dismisses cases when the court is able to prove the political motives behind its filing. Thus, there could be some compelling reasons, if the LP would junk Moreno. Perhaps, one the reasons would boil down to Moreno’s management capability as the City Executive. Many are complaining, especially the business sector, that Moreno’s style in running the affairs of the city government draws more harm than good. Obviously, the allegation of exorbitant business taxes is a factor that spoiled the Moreno’s administration. The revenue issue has become a long drawn battle of legal witticism with the local august body. MALAYBALAY City––After the Department of Education refused to heed calls for the pullout of government troops from schools for indigenous peoples in Southern Mindanao, Gabriela Rep. Luzviminda Ilagan and other groups have taken the issue to leaders of the influential Roman Catholic Church.

In a statement, Ilagan said intensified military operations have disrupted the lives of the Lumad and the education of

their children. She said she has voiced these concerns in a dialogue with Archbishop Romulo Valles, vice president of the Catholic Bishops Conference of the Philippines. “Aquino’s Oplan Bayanihan and the Department of Education’s collusion with the military in its counterinsurgency operations have further deprived and impoverished indigenous communities. It is important for more sectors, specially the religious to express their support for the Lumads and their call to stop the attacks on Lumad schools,” she added. The lawmaker cited in particular the closure of schools being operated by the Salugpungan ta Tanu Igkanugon Community Learning Center and Mindanao Interfaith Services Foundation Inc.

UTUAN CITY – More than 1,000 farmers and agrarian reform beneficiaries (ARBs) walked from the City Hall grounds here to the Agusan del Norte capitol covered court last June 30, 2015 to celebrate the 27th Anniversary of the Comprehensive Agrarian Reform Program (CARP) and to call for the program’s continuation beyond 2016.

CAGAYAN de Oro City–– The city government here has started conducting public hearings on the proposed Integrated Zoning Ordinance (IZO) that now mitigates “climate change.”

Illegal fishing structures removed TANGUB City––--A total of 923 illegal fishing structures, particularly, “sanggab” were successfully removed from the coastal waters here recently. This figure actually represents 55.53 percent of 1,662, the total number of “sanggab” to have been constructed in Panguil Bay, per inventory done by the Bureau of Fisheries and Aquatic Resources (BFAR), in collaboration with the local government unit (LGU) and the sanggab owners, themselves. As of June 30, this year, BFAR has completed the geo-tagging of these illegal fishing structures and came out with the following numbers: Tangub City, 923, Ozamiz City, 145, Bonifacio, Misamis Occidental, 59, Baroy, Lanao del Norte, 445 and Tubod, of the same province, 87. Regional Director Visa Tan-Dimerin of

Councilor Alexander Dacer, on Tuesday, said that 59 village chiefs joined the public hearing last Friday as the city council started drafting a new IZO that would inform the constituents on the status of the village lots. Dacer said that the new

IZO intends to identify areas considered as “danger zone,” particularly villages near water passages, as part of mitigating climate change. He said: “So far, the village chiefs have not introduced new changes of the existing IZO during the

first two public hearings.” Dacer, chair of the city council committee on subdivision and landed estate, said that the public hearings are important so that the constituents would know the classification of the village. Engr. Isidro Borja of the

City Planning and Development Office (CPDO), said that there are no changes in the zoning of urban barangays as these are highlycommercial areas. “In the proposed IZO, they have introduced some areas for commercial as well as hazard zones, there

are no changes, especially those barangays along the river,” Borja said. Dacer said that the committee has scheduled a second public hearing for the second week of July with the village residents, the business sector, and developers in attendance.

CAGAYAN de Oro City-The Department of Science and Technology (DOST) region 10 continues to install the early warning systems with 20 more instruments to widen the early warning systems especially with the impending flood and typhoon threats. This is what DOST-10 regional director Alfonso Alamban reported during the 1 July 2015 in a media forum dubbed “Talakayan sa PIA” at the Philippine Information Agency (PIA) office in Cagayan de Oro City. He shared that under the DOST Project NOAH (Nationwide Operational Assessment of Hazards) is another component which is the Deployment of Early Warning Systems (DEWS) to flood-prone areas in the Philippines. True, supervising over a group of people cannot be easy. In schools for example, it is a kind of hard time for a teacher to handle varying children personalities. She need to work out with each personalities and make these personalities meet in the middle. In the end of it, it just takes a dose of application of different leadership styles. Kurt Lewin is a psychologist who argued that there are three major leadership styles. These are autocratic, democratic and laissez faire. According to him, Autocratic Leadership is a form where decisions are made by the leader without consulting the group, even if it said that the contribution of the members would be useful. This is appropriate when decision is necessary to be quick. Democratic, on the other hand, is when leaders do final decisions but group members are included in the decisionmaking process. This often encourage interest and creativity, for members are possible to attain high job satisfaction and

high productivity. In the classroom, for an instance, the teacher wants to create poster for “Buwan ng Wika” theme and she encouraged the students to give ideas how and what way it will be drawn, what are the symbols, how it will be presented and the like. In the end, the teacher will decide what are best ways among the ideas given. The third one is the Laissez Faire. The name is a French word that means “leave alone.” In Laissez Faire, the team leader gives his members the freedom in working. Laissez Faire in classroom occur also at particular times. Example for that is during a groupwork in Science, the teacher will just let the students experiment on their own and it is up on how they perform during the process if whether they will be successful in the experiment or not. In SHS, students may choose a specialization based on her aptitude, interests, and school capacity. The choice of career track

will define the content of the subjects a student will take in Grades 11 and 12. Included in SHS is the technical-vocational education and training that upon finishing, a national certificate (NC I and NC II) will be given to students. Unless we run to God in our suffering, inevitably we will become bitter and in despair. But if we choose to trust God to bring about something good out of this trial, we will discover that trials are not traps to bring us down, but opportunities to lead us up. Pain forces us to mature and hunger for something better. It pressures us to change, so that ultimately we can gain the victory, which can only be won through suffering. Don’t be impatient when you are in the midst of trials. Face it with calmness. Remember, everything in life passes, including your distress.

Alright, you’ve probably never been to Tinuy-an Falls in Bislig City in Surigao del Sur, indisputably (to a lot of people) the most awesome and widest waterfalls in Mindanao, if not the whole country, being baptized as the Niagara Falls of the Philippines. As traveler Eladio Centino has said, “You put three famous waterfalls in the country side by side but Tinuy-an still’s more fascinating and outlength them.” Called the “White Wall,” Tinuyan glimmers amidst the thick green forest but it is best to visit it in the rainy season (July to December) when the water is thick and heavy, the sight doubly enormous. For the curious minds, they may be asking how Tinuy-an got its name. Leave it to the storytellers who from past generations have told a few versions. This may be the reason for the falling labor force participation rate to 64.6% in April 2015 from 65.2% in the same period the year before. Huge job losses in the key pro-

duction sectors of agriculture and manufacturing also belie claims to an improving economy, said IBON. The same NSO report showed that the agriculture sector shed a very large 396,000 employed. The manufacturing sector shed another 34,000, which job losses were off-set mainly by a 204,000 increase in wholesale and retail trade. This worsens the trend of the Philippines being a merely trading nation rather than, despite its rich natural resources and a large labor force, a producing economy, IBON said. All these indicate the growing distortion in the Philippine economy and in employment generation. The quality of work and, indeed, of pay, is markedly getting worse. This is because of long-standing neglect and continuing backwardness of Filipino agriculture and manufacturing, said the group.
