VALENCIA City––Mayor Jose “Action Man” M. Galario Jr. vowed to resume the “Botika ng Bayan” of the city government in an effort to further improve the health care services.

Galario said the “Botika ng Bayan” will be implemented immediately after the building intended for the program will be completed.

This time, the mayor is planning to purchase P500, 000 to P1 million-worth of branded medicines, including anti-rabies vaccines.

He said the youth and the elderly would be the primary beneficiaries of the “Botika ng Bayan.”

Inventory of Net café in Oro sought

CAGAYAN de Oro City–– The newly activated Regulatory and Complaint Board (RCB) for movie houses and entertainment houses would conduct an inventory of all internet cafes here, City Councilor Adrian Barba said on Monday.

Barba said that his committee, the Committee on Education of the city council, made the recommendation in response to complaints that some internet cafes here had been operating illegally.

He said that some parents wrote a letter complaining that these internet cafes, particularly the “peasants,” have been operating without business permits.

THE situation in the village of Looc, Villanueva town in Misamis Oriental, remained crucial to hundreds of people affected by cracks in the different parts of their houses, fearing collapse of the community in Sitio Madrid should rain waters continue to soften the ground where their houses stand.

At least, 66 families re m ai n e d te mp or ar i ly hous ed at the e vacuation centers in Villanuava town since last Thursday when cracks have become more and more visible, and barangay of f icials enforced a mass evacuation for households of at least three puroks.

Residents are advised not to enter Sitio Madrid in Looc due to the situation, especially so that PAGASA has rep or ted spotted anew a low pressure area (LPA) that will affect Mindanao this week.

Hundreds of residents were forced to flee their homes last week, following visible cracks in their homes and road pavements, which can be seen in the entire stretch of, at least, two to three puroks in sitio Looc.

MGB has already informed town officials of the signs of danger, but residents remained in their houses until the cracks became apparent due to the softening of the soil caused by continuous rains spawned

In Lanao del Norte, the DPWH has announced that the bailey bridge constructed parallel to the Napo bridge that collapsed Januar y 13 due to the swelling of Napo river has re-connected the towns of Linamon and Kauswagan.

The bridge can accommodate vehicles weighing not more than 20 tons to pass through.

The DPWH has fast track the construction of the temporary bridge because the damage has caused difficulties to commuters and has affected the economy of Northern Mindanao due to nontransport of commodities.

Oro set for Tourism Jingle Festival CAGAYAN de Oro City–– The first Tourism Jingle Festival in the city will take place on May 2014 at the Atrium, Limketkai Mall, said Councilor Lourdes Candy Darimbang, chair of the City Council committee on tourism.

Video Competition where talents can show of their skills in composing original jingles and videos that will feature Cagayan de Oro City.

Oroquieta City -- With two invited National Commissioner of the Basketball Association of the Philippines, City Mayor Jason Paredes Almonte had opened the four days Barangay Based Basketball Clinic for Oroquietanons to undergo a professional training in the game of basketball.

On his part, City Mayor Almonte told Mindanao Daily News that with his priorities in strengthening sports activity in the City of Good Life, a professional training in this kind of sports will certainly professionalized basketball

“Yes, we had participated and showed professional basketball games, but still we need this education not for our basketeers alone but to young children that needs to have this clinic in basketball game.” He said.

The Purpose That I Live For as a Teacher.....

As I sat down underneath the big, old tree, I pondered deeply. Thoughts were pouring down. They kept on coming back to my mind. I was so uncertain. I was desperate but still hopeful for a brighter future. I talked to myself. Where will I go? Am I that important? Can I do something better? Will I become a successful person?

Well, People around the globe always come and go. Of course, like any human being I am looking forward for success to have a wonderful life in the future. By nature humans are ambitious. Although, some people fail in their attempts, but some are trying hard to rise from every fall and grab opportunities. Thus, it is making them very successful.

Moreover, from childhood

I had heard the saying: “Everything has a purpose.” But what’s my purpose in life? Aaah! That’s a very tough question! I cannot answer directly. Many feel that such question is unanswerable and it is a waste of time even to search for answers. It needs time to reflect considering the fact that I have a great responsibility here on earth.

True, I might have many doubts and frustrations. Nevertheless, these do not blind me to sight the breathtaking beauty and power of being alive. As I went through a rough patch, I saw myself struggling much to win the battle.

As the Proverbs stated, “Every man is an architect of his own fortune.” I affirmed this statement. We can build a strong foundation as a person

being rich materially, yet so poor spiritually?

No matter what we have and no matter what we are, we should be grateful because we are God’s gift. We are here in this world because God wants us to perform the mission, which He entrusted us to do.

We should not be desperate if ever we can encounter frustrations, failures, sufferings and crisis in life. We should bear in mind that we are here for a certain purpose.

And I want to be the best teacher. That’s my purpose in life!

Program Implementation Review of the School Health and Nutrition Unit

Program Implementation Review is conducted to evaluate the effectiveness of the program implemented and to enhance the present implementation of the DepEd Health Thrust and Programs.

Displaced Caraganons rise to 461,796; casualties, 64

BUTUAN City––The number of victims displaced by rain-induced floods and landslides in Caraga has risen to 109,793 families or 461,796 people with 44,135 families or 205,850 people now occupying 376 evacuation centers around the region, the Office of Civil Defense (OCD) in Region 13 reported.

Casualties also climbed to 64 people (dead - 31, missing - 4, injured – 29) due to landslide, river crossing, fishing

and drowning. The 3l fatalities are from here, Agusan del Sur, Agusan del Norte, Surigao del Norte, Surigao del Sur, and Dinagat Islands, while the 29 injured are from Bunawan, Agusan del Sur, the OCD-13 said.

Due to continuous rains, soil erosion or mild landslides occurred in 15 barangays here, namely, Anticala, Antongalon, Bitanagan, Bonbon, Bugsukan, Bilay, Bit-os, Dulag, Manila de Bugabus, M.J. Santos, Pianing, Sumile, Taguibo, Tabontabon and Taligaman. No casualties were reported, however, the OCD said.

saster Risk Reduction and Management Council said the cancellation of inter-island transportation to Dinagat Islands, Siargao Island and island barangays was lifted but access to the islands was still not regular due to storm surges which hampered the delivery of food supply. It said power outage was experienced Monday.

OCD-Caraga Director Liza R. Mazo said damage to lifelines like roads, bridges, water and power was estimated to reach P595,982,754.82. Agusan del Sur suffered the most with an estimated total damage of P550,249,004.82, followed by Surigao del Sur with damage to roads and bridges

amounting to P39,290,000 and Surigao del Norte with P6,443,750 estimated road damage.

At the height of Typhoon Depression Agaton, the Agusan del Norte Emergency Response Team (ADNERT) assisted the Butuan City Search and Rescue Team in moving residents of flooded Barangays Mahogany, Baan and Buhangin here to the Provincial Covered Court where the evacuees are now housed.

As of press time, there were 18,612 families or 92,565 people from 73 barangays sheltered in 112 evacuation centers around the city.

More troops to be deployed to Caraga region

BUTUAN City––More soldiers will be deployed to the Caraga region in the coming weeks to boost the fight against the New People’s Army (NPA), an Army official said on Friday.

Maj. Gen. Ricardo Visaya, commander of the 4th Infantry Division

(4ID), revealed the planned troop augmentation in the region during his visit at the 402nd Infantry Brigade headquarters.

Caraga covers the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands.

Visaya said additional troops will also be sent to the provinces of Bukidnon, Misamis Oriental

and Camiguin.

He said the 1st Special Forces Battalion which arrived at the 4ID headquarters in Cagayan de Oro City last week will be deployed to Bukidnon.

“As for Caraga region, we expect two weeks from now the arrival of the 4th Scout Ranger Battalion and maybe a month from now two more army battalions and a brigade,” he added.

Why school leadership matters

WHEN news about the Department of Education’s rationalization plan that would result to the displacement of regular teachers and staffers, it fuelled a nationwide debate over how failing schools might be resurrected.

But of all the school’s dismal statistics, and there were plenty to choose from – fewer than half of its students graduated within four years – issues of chronic instability loomed largest: In six years, it been led by nearly as many principals.

Of ever y t h i ng we’ve learned about the art and science of reforming a failing school in the past decade, school leadership is second only to teacher quality in terms of importance – and the more dire a school ’s predicament, the greater the need for strong leadership. Because of this, the emphasis is now less on the lone dynamic teacher and more on the whole school environment.

“Indeed, there are virtually no documented instances of troubled schools being turned around without intervention by a powerful leader,” said Kenneth

Leithwood, a professor at the University of Toronto who studies leadership.

While the topic of school reform is hardly a new one, we haven’t always looked to school leaders as harbingers of change.

Since 1983, when A Nation At Risk warned Americans that its public schools were failing at an alarming rate, reform has taken on many different forms, with some experiments yielding more success than others.

At both the local and federal levels, however, our slow progress hasn’t been for a lack of ideas. Among t hem: stringent graduation requirements, national standards, new approaches to how reading and math are taught, smaller classes, smaller schools, greater accountability through increased testing, and a focus on recruiting and retaining highly qualified teachers.

New thinking on leadership More recently, research has emphasized the importance of school leadership in improving outcomes for a school and its students.

But make no mistake: this is not the school leader as drill sergeant, or the charismatic leader whose skill-set is impossible to replicate. Instead, it is a school leader who is capable of transforming a

school environment so that its students and teachers can f lourish.

It is important to keep in mind that while school leadership is essential, consistent, strong leadership at the district level must not be overlooked. While principals create conditions that encourage great teaching, superintendents can create conditions that allow principals to become even better leaders.

In this way, superintendents can lay the groundwork for successful school leaders by setting a clear direction and tone, investing in professional development, setting up mentors for new principals, giving principals the authority to make key decisions and elevating the importance of academic achievement – sometimes even going so far as to making it a part of a principal’s evaluation. And while many states have adopted standards for principals, Delaware is leading the charge by working on statewide evaluation systems for its principals.

One significant shift from the previous way of doing things is that principals, particularly at the elementary school level, are expected to be instructional leaders – meaning they must be skilled at making all of their

Getting from here to there isn’t about magic or one-size-fits-all solutions.

According to Michael Fullan, author of Leading in a Culture of Change, leadership can take on many different forms in school turnarounds.

While some leaders opt for transformational leadership or turning good organizations into great ones, other personalities are better suited for distributive leadership, or the sharing of responsibility among a few people such as an assistant principal or outstanding teacher.

The Department of Education officials in the latest pronouncement reminded school canteens that selling unhealthy snacks like junk foods and carbonated drinks particularly soft drinks, are strickly prohibited in all public schools nationwide.

Selling unhealthy foods to students especially coming from school canteens is required to ensure that pupils will only eat nutritious foods while they are

inside the school premises.

It was clearly stipulated in DepEd order No. 8 series of 2007 that only nutrientrich foods and fortified food products labeled rich in protein, energy vitamin and minerals shall be sold in school canteens and that the sale of carbonated drinks, sugar based synthetic or artificially flavored juices, junk foods and any food by product that maybe detrimental to child’s health is prohibited.

MisOcc PNP-PSOG Burns P108-T worth of VKareras and Tolelongs

Camp Naranjo, Oroquieta City- With its strengthened campaign against illegal gambling, the Misamis Occidental PNP Provincial Command under P/Senior Superintendent Jerry C. Linsagan recently burns six (6) Video Kareras and two (2) Fruit Games (common name “Tolelongs”) to prove that the police strongly campaigns against this kind of Illegal Gambling equipments that ruins the future generations, especially the young children.

In a report received by Mindanao Daily News, A team from the PNP Provincial Special Operations Group (PSOG) under Police Senior Inspector Glyndo L. Pujanes with the supervision of the Provincial Director, P/ Senior Superintendent Jerry C. Linsagan burned the said illegal gambling equipments

worth 108 thousand pesos to prove that they mean business.

The PSOG Team together with the Misamis Occidental Provincial Intelligence Bureau (PIB) conducted intensified campaign against all Illegal Gambling in the municipality of Aloran this week, with the special operations, the said equipments and machines were confiscated.

Accordingly each Video Karera cost 15,000 while the Fruit Games or otherwise known as “Tolelongs” were worth 9,000 each. The burned illegal gambling equipments totaled to P108, 000 pesos are known to be owned by syndicated policemen of the province and run by ghosts.

One of the activities for the Division School Health and Nutrition personnel is geared towards individual health examination, thorough monitoring of their health status and referral to health facilities.

Did I dream to be a teacher?

No, I didn’t, when I was in my elementary grades, I could still remember when teachers asked to write future plans and what the pupils would intend to become ten or twenty years ahead. I immediately stated in the essays that I would be a great doctor in the future.

Because for me, a doctor is a decent profession who is willing to tight in making people well, especially the children.

Unfortunately, poverty led me to a different direction.

I belonged to a large family with 14 siblings. Financial difficulties made me enroll at Bukidnon State College which has no medicine courses offered yet during my time.

Upon presenting my NCEE result and other ciedentrials, the Registrar told me that I can take up Education. 1 immediately turned it down because for me, even when 1 was still a kid, to be a teacher was a never-ending study and a job for people who dream of achieving little things only.

So, I took up Accountancy, instead.

After graduation, I landed a job in a multi-million company which is the first and only tomato paste processing; in Bukidnon. However, several years later, its financial Statements declared bankruptcy which forced to go home and live with my parents n laws. I was jobless. Having 2 kids, it’s not a joke having no work at all. As I pondered in ... there’s

so much still I can do. So, I went schooling again taking up Education with the support of my nusband and parents’ in-laws.

Wit h G o d’s g r a c e, 1 graduated Education with the epiphany that teaching is not a simple, ordinary and underprivileged profession after all. Though it’s a tough job but it’s only then 1 realized that Teachers are Great People With Great Minds who are willing not just to make people well but to eradicate ignorance and poverty. Just think what would you be like if there weren’t any teachers?

You might be beggars spending your days and nights in the streets, asking for spare change or you might be someone, who, although has a job out barely has enough money to buy needs for a day.

As of the moment, 1 am home with Manuto E/S for pupils who are committed to the education of responsible Citizens and future leaders.

This gives me inspiration to teach and strive more for excellence and dedication in my job. Moreover, 1 am pleased to be a part of the community of Superheroes who don’t fight crime but strive hard to stop the mischief of Students and to add knowledge in their minds. I salute the teachers they are the best superheroes in the universe.

So, teachers, good luck to your adventures and missions.

Insights on DepEd Rationalization Program

The Rationalization Program of the Department of Education is a necessary and timely innovation on the part of the government. It eventually trims down huge expenses for the salaries of workers who are dispensable or whose work may be done by less number of people.

The program however, benefits both sides – the governments and that of the employees’. Although the RP is an act of retrenchment, there is no such thing as dismissal of

employees from the service.

This program is guided by the DepEd’s principle of being “Makatao” – the principle of caring for and enabling the people. This is exactly the opposite of what private companies have been doing through all these years, termination of employees without due process in order to cut operation costs. In the Department of Education, employees who are affected by the program are given the option to retire with benefits or to remain in the service with

the employment status “co terminus with the incumbent”.

Employees who will choose to retire will still be cared for by the department for it will partner with entities in providing livelihood program(s) to them after retirement. Those who opt to stay in the service will be given guidance to their new tasks in the department or in another government agency. They will also be given orientation and trainings to enhance their capabilities in performing their new tasks.

This program is wellplanned and carefully implemented. Its formulation did not start at the top. It is a result of assessment reports done at the bottom level, the division/ district level. Moreover, there is no one-time implementation of the program. Instead, its implementation is done phase by phase which does not only involve the DepEd Central Office but also various committees of the division and regional offices throughout the country.

A Glimpse of DepEd Rationalization Program

In October 2004, Executive Order 366 (EO) Directing A Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for Government Employees who May be Affected by the Rationalization of the Functions and Agencies of the Executive Branch directed a strategic review of the operations and organizations of the Executive Branch.

The initiative aimed to: a) focus government efforts and resources on its vital/ core services; and b) improve the quality and efficiency of government services delivery by eliminating/minimizing overlaps and duplication, and improving agency performance through the rationalization of service delivery and support systems, and organization structure and staffing (Section 2, EO 366).

In December 2011, the Department of Education (DepEd) embarked on the review and revision of its Rationalization Plan (RP) in light of long-term reforms needed in the education sector notwithstanding fast-changing demands of the local and global environment. The Department opted to submit Rationalization Plan in two phases: a. Phase 1 includes the man-

date, functions and proposed organizational structure for the agency. It also shows the indicative staffing and costing for the proposed structure vis-à-vis the 2005 level. b. Phase II includes the placement of employees into the new staffing pattern and the names and positions of employees which will be affected by the rationalization effort of the organization.

The scope of the DepEd Rationalization efforts covers the following: a) All Central Office Units; b) Sixteen (16) Regional Offices excluding DepEd-ARMM; c) Schools Division Offices – Proper (206 as of 30 June 2013); and d) Personnel whose services are chargeable to specific objects of expenditures in the GAAPersonnel Services, that is, casual and contractual employees. However, all employees at the school level and DepEd ARMM offices are excluded in the DepEd Rationalization Program.

Moreover, DepEd’s RP Phase 1 was submitted in February 2013. This was crafted by the DepEd Change Management Team (CMT) whose members represent the various DepEd levels, positions, functions and disciplines. In crafting the plan, the CMT followed a process that was

consultative, participative, and transparent. Their recommendations are consistent with time proven principles in the field of management and organization development. And on Nov. 15, 2013, the DepEd RP Phase 1 was approved by the Department of Budget and Management (DBM). The DepEd is given a maximum of four (4) months from the date of approval to place the employees and positions in the new staffing pattern (SP).

The basis of the placement of employees to comparable positions will be merit and performance.

In addition, the general provisions of the approval according to DepEd Secretary, Bro Armin Luistro, are as follows: 1. The employees whose items will be affected by the rationalization shall have the following options: a) Remain in government service through converting their respective item/s from regular to coTerminus with the Incumbent (CTI) status, either in DepEd including schools or other agencies; and b) Avail of retirement/separation with the applicable incentives. Employees who will be affected by the DepEd Rationalization efforts shall be given up to two months from the date of

approval or January 15, 2014 to submit their preferred option to their respective heads of offices.

2. Casual/Contractual items in the agency will be abolished pursuant to the rationalization efforts. In view of this, the services of personnel hired on a casual/contractual basis in the DepEd should not go beyond one (1) month after the approval of the agency’s RP. Thus, all contracts of casual and contractual personnel shall end on December 15, 2013.

Affected Casual/Contractual Personnel, if qualified, are entitled to avail of the retirement/ separation package under the Program within one month upon approval of the DepEd RP. 3. The Notice of Organization, Staffing and Compensation Action (NOSCA) that reflects the specific positions in the approved SP would be issued later by DBM. Upon the release of the NOSCA from DBM, DepEd can fill up the open and newly created positions through the regular selection process. All personnel, whether affected or not, may apply for the open positions, provide they meet the requirements of the applied positions.

Yaya who murdered boy One day, in the early 1970’s, a young couple in the Sta. Ana District of Davao City searched for their two-year old only son who was missing with a “yaya” whom they hired a few days earlier.

The police found and arrested the “yaya” later but the child was nowhere. She was asking for money for the return of the child whom she claimed was left somewhere. A few days later, the missing son was found dead in a box in the attic of the couple’s house. The “yaya” stuffed him there and left him for dead while she was weaving a bizarre story that took the police even as far Davao Oriental in a futile, wild chase to recover the boy. The couple got me as their lawyer to be the private prosecutor of the murder case against Belinda Lora, (I can’t forget her name).

To make the story short, the “yaya” was eventually convicted and was sentenced to death (death penalty was not outlawed at that time.)

During one of my usual visits to the Maa City Jail where I had other detained clients, Belinda who was detained there and waiting to be shipped to Muntinlupa, Manila as a convicted prisoner requested the jail guards if she could talk to me. I agreed. I went to her cell. Although she recognized me as the lawyer who worked for her conviction, she pleaded for my help.

She said she was remorseful and would not do it again, if only she could be given another chance. I merely listened and did not promise her anything but patted her hand re-assuringly. Finally, after I stood up to go for the exit, and my back was already turned, she made a last ditch appeal and in an pleading voice called out: “Pag matulungan mo ako, Attorney, at makalabas ako dito, habang buhay kitang pagsilbihan na “yaya” ng mga anak mo!” (If you help me, Attorney, and I will be

out of here, I will forever serve you as “yaya” of your children!”) My god, I told myself. I stood there and froze for a few moments!

I could not believe what I was hearing. Wow, yes unbelievable but true! I tell you, law practice is exciting and unforgettable.

This is actually a sequel to my previous article. When I wrote last week the article “I WILL KILL YOU” and wondered why people are fascinated and supportive of “quick justice” and opined that perhaps, our justice system is flawed and to blame, I got several feedbacks asking if I could also write about this some more.

Being a lawyer and in law practice for many years before joining public service, I am a bit hesitant to write about the present state of affairs of our justice system as there are many others who are still there, spending their whole lives in the practice of law and who are more updated on this.

Nonetheless, I’ll mention two factors why many of us do not usually go to court to seek justice.

First, going to court is expensive. Hence, those who have rights to protect or grievances to redress must first think twice simply because of the money cost.

“Equal justice for all” is not always that true in reality.

Justice of those who can afford is a world different from justice of the poor.

The latter does not stand a good chance. One who can afford stays out of jail as he can post a bail bond for his temporary liberty?

The poor, still presumed innocent, rots in jail in the meantime unable to put up bond while his case end-

lessly drags. Then, one needs a hired lawyer to handle his case. Yes, we have free legal aid law practitioners who selflessly give their time and talent (at times even their own personal money to poor clients). There’s also the government’s Citizens Legal Aid Office (CLAO) which gives free legal services to the poor. Courts can also appoint “de oficio counsel” to assist those who come to court without lawyers.

But their service is just a drop in the bucket. And, poor litigants, even in their unenviable situation, expect -- and insist -- that their rights (which are perhaps their only prized possessions in the world) be amply protected.

This reminds me of another unforgettable story.

I remember one day about 30 years or so ago, when the late Judge ALFREDO CUSI of the then Court of First Instance (now regional trial court) appointed me in open court as “de oficio counsel” (courtappointed lawyer, usually without pay) to assist a poor, detained prisoner accused of a high crime.

Judge Cusi’s voice boomed in open court informing the still-handcuffed accused: “ I will appoint Atty. Dureza, one of the best practicing lawyers to handle the trial for you. Do you agree?”

(The court interpreter went into action.) We waited for the man’s reply but there was silence. The poor guy at first sheepishly looked around as I stood up in spanking coat and tie ready to volunteer and do legal combat for him. But he rejected me outright by saying (in Tagalog): “Your Honor, murder po ang kaso ko.

Puede kaya hindi practisan yung kaso ko. Kasi sabi po ninyo Your Honor, “practicing” at “trial” lawyer lang po sya. Huwag lang sana sya. “ Oooops, after hearing him, I slumped back on the bench feeling rejected.

He was really dead serious.

He was not even impressed when Judge Cusi told him that I was a bar topnotcher.

Finally, he agreed to accept me only after the judge painstakingly explained to him that being a “practising lawyer” did not mean that I was just practising on his case and that “ going to trial” had nothing to do with being in “trial and error”.

To this day, when I am asked, “law practice pa kayo, Attorney’” (Are you practising law, Attorney?”) I always remember that story and I always answer: “Tapos na ako practising. Tutuhanan na ako ngayon” (I’m done with practising. I’m into the real thing now!”). I always laugh quietly when I remember that.

Back go my point. Another factor why many no longer resort to the courts to seek justice is that there is, in reality no “speedy justice” to talk of. A case in the lower court can take years to litigate. For example, if a court hearing is held today, the next resetting date is two or three months later due to clogged court dockets. After more resetting, if you’re lucky to present one witness, chances are you’re not done with him and resumption of his testimony is for the next available calendar. Not to mention postponements in between. If you are lucky, a simple case can be decided in 3 to 5 years. But that’s not the end of it. The losing party goes on appeal to the next higher court. The length of time for an appeal takes as much time, if not more. Then going to the final arbiter, the Supreme Court takes almost forever.

Just got back home from a family’s usual “evacuation center” at Xavier Estates.

There are traces that indeed the river swelled last night, perhaps knee or waist-deep unlike Tuesday last week.

Had we not elevated our carport by a foot, we would have used our Sendong rubber boots again.

Tommy, Rexa and Lyka are still in their cages while the two cats must have waited for us the last 36 hours, hungry and thirsty.

Rexa and Lyka survived Sendong two years ago and they were the ones left for two weeks.

The two “mingays” were migrants, perhaps swept by flood waters into our house and survived too.

The sky is still cloudy, yet we feel more comfortable this time since it has not been raining heavily for hours like yesterday.

Really, “fear of God” should be the ultimate gauge in the resolution of this brutal incident, in which a group of men allegedly mauled him after the woman cried of being raped by him.

Indeed, if only the protagonists in that affair had real fear of God before, during, and even after the incident, the truth will really come out. For, as the Bible is saying in Ecclesiastes 12:13, having fear of God is the whole duty of man, as it is the beginning of all wisdom, delivering him from any destruction.

Teachers are molders of youths. They are unsung heroes performing multi- tasks to the best of their abilities - teach, show, preach, discipline, tutor, love, care, advise, and many more. Their minds are continuously working twenty-four hours a day, seven days a week. (24/7) Amazing!

Before, teachers had many burdens in their heads.

From lesson planning to visual aids preparation, actual teaching to remediation and disciplining -these are some of the very tiring and crucial duties of the teachers.

Nowadays, people live in the “Information Age”.

It refers to the post- industrial world we live in. That is the time, since about 1976, when making goods from raw materials was no longer the biggest industry,

instead, the biggest business in developed countries has become information, which we have more access to the technology. Thanks to email, the internet, TV, cell phones, iPods, digital cameras and many more. In addition, teachers are now enjoying the easy access of these new inventions.

It is obvious that things in the world are becoming more advanced and more complicated, yet very beneficial to operate especially to the professionals - including teachers. Teachers’ power and beauty lie in the lasting myster y to ser ve their country and by imparting

knowledge to their pupils.

They are models in the society. Therefore, they must update and upgrade themselves with the new trends of the world around them so that they will become fast, immensely powerful with incredible and awesome acceleration due to advancement of technology. They can work with high speed and accuracy; they can pass their paper works neatly and finish them quickly.

They became teachers in the countries of developing world in the super power of the 21st Century with the ability to influence events on a global scale. They can easily take part in organized activities after school and on weekends. They can have online shopping and have an easy access to the world. They can say hello to everybody even if they are

Lastly, teachers in the network society live in the Earth of Globalization. Hence, they should own a personal computer or laptop so that they can share new ideas to their learners in a faster way..

DTI-9 to boost Shared Service Facility program with P46-M budget for 2014

Z AMB OANGA CIT Y – Department of Trade and Industry (DTI)-9’s assistance to small and medium enterprises (SMEs) just got better with an increase in the budget allocation for the Shared Service Facilities (SSF) program, almost doubling that of last year.

DTI-9 chief Dr. Sitti Amina Jain, in a press release, revealed that the 2014 budget is P46 million, roughly 70 percent higher than the P27.12 million allocation last year, giving the agency more opportunity to help uplift the SMEs in the region.

“With this bigger budget, we should be able to help more SMEs in the region which are needful of government support in acquiring needed equipment, tools or machinery to improve their production,” Doctor Jain said.

However, Jain clarified that the project or assistance is not for individual SME but for groups or duly registered SME organizations as the project’s name implies.

Jain said they will be targeting high impact projects that would result in more job creation.

This project also aims to help SMEs to come up with better value added products for added in-

come.

“In our selection criteria, poverty alleviation through jobs creation is paramount in view of this government’s commitment for inclusive growth. Walang iwanan (no one be left out) as our Secretary succinctly puts it in his marching orders to us in the field,” Jain pointed.

Last year, the DTI had officially launched the SSF in the region with Zamboanga City as the pilot area, benefiting nine cooperatives with over P3-million worth of assistance. This was part of the 67 projects the DTI targeted all over the region in 2013 to address the gaps in the value chain of priority clusters by providing processing or manufacturing equipment, tools and machinery.

DTI will also strictly monitor all beneficiaries to make sure that the project ser ves its purpose.

“Our work doesn’t stop there once the projects are established. We have to monitor and document the progress of each, making sure that they are used and that they deliver the benefits as planned,” the DTI-9 chief said. (FPG/MVC/ PIA9-ZBST)

Police seized hundreds of endangered shells in Sulu Z AMBOANGA CITY – Police seized hundreds of helmet shells from a trader who allegedly tried to smuggle it out of the southern Filipino province of Sulu, officials said Sunday.

Officials said police forces swooped down on a pier in Jolo town and confiscated the shells hidden in 107 boxes of cigarettes.

The trader, Peralta Pula, 60, was also arrested for violating the Philippines Fisheries Code.

Senior Superintendent Abraham Orbita, the provincial police chief, said civilians tipped off authorities about the shells.

“After receiving the information from concerned citizens that endangered species of helmet shells are being packed and scheduled to be shipped out to Cebu City and Manila, immediately combined teams of police and Bureau of Fisheries and Aquatic Resources raided the pier that resulted to the apprehension of Peralta Pula,” Orbita said.

Last year, authorities also seized thousands of various sea shells, including helmet shells, and turtle scales in two ferries in Zamboanga City during an inspection. The ferries, Magnolia Liliflora and Kristel Jane, came from Tawi-Tawi and Sulu provinces.

Sea shells are commonly use as fashion accessories and for home decorations among others, but gathering and selling of these are prohibited under Philippine laws.

POEA-9 marks slight increase in overseas jobseekers in 2013 ZAMBOANGA CITY - The Philippine Overseas Employment Administration (POEA) Region Office No. IX has registered a slight increase of 115 individuals in the number of people who sought employment aboard in 2013 compared to that in 2012, a POEA official disclosed.

POEA Regional Officerin-Charge Marietta Bellotindos announced there were 11,860 people from the region who applied to work abroad in 2013 as compared to the 11,745 in 2012 or with a slight difference of 115 individuals.

Bellotindos attributed the increase to numerous recruitment conducted by the overseas employment agencies as well as to the strong desire of the people to work abroad.

Mindanao’s power consumers question creation of IMEM

AVAO CITY — A power company here wants the “favorable endorsement” of the Davao City Council as it plans to increase the generating capacity of its coal-fired power plant but members of civil society vowed to block this plan saying they were not convinced of the environmental protection and safeguard to health.

Aboitiz Power Corporation sought the endorsement of the Council in December last year. The joint committee hearings were conducted by the Council committees on energy, environment and natural resources, rules, priviliges, laws and ordinances, franchises and public utilities and housing and rural and urban development.

The Aboitiz Power Corporation wants to increase the generating capacity of its coal-fired power plant which is located in the largely fishing community of Barangay Binugao, in Toril, Davao City. The multibillion-peso plant originally has a 300-megawatt generating capacity but the company wants to have it increased to 645 megawatts.

The plant is operated by Therma South Inc., a power generation subsidiary of Aboitiz Power which owns various power generation and distribution facilities all over the country.

“Right from the start we are against it as they do not have a strong basis that it will not pollute the waters, the air and the health status of the people. Now, they will more than double it

and we are still hearing the same arguments,” said Dr. Jean Lindo, a convenor of the NO TO COAL! Davao coalition.

Lindo said that as the company is at its construction phase, the residents of Binugao already complained against the dust and the 24hour noise the construction generates.

Chinkee Pelino-Golle of the Interface Development Interventions (IDIS) said they have not received a response from the Environmental Management Bureau on their request to have a copy of the Environmental Impact Assessment of the original plant which supposedly included the comprehensive hydrology study or the impact of the plant on the water systems.

“I think one of the conditions in the ordinance, but we don’t have a copy, is that you committed to use only the excess water and to utilize the salt water.

Would that still be the case?

Because this is already 645 megawatts,” asked PelinoGolle.

Alexand Ual, also from the Aboitiz group claimed that they have found a spring that would be “more than

enough” to supply the plant including the expansion.

“We have been studying the spring for more than one year and we found out that these would be more than enough to supply the minimum requirements of the 3rd and 4th Unit (345MW expansion),” said Ual. Ual said that they would use only a minimal amount of fresh water since they would use sea water for the cooling of the plant. But Golle said that the company should present the hydrology study during the next hearings of the committees.

Golle said that there might be adjustments to the water requirements of the plant from the current 1,500 cubic meters per day which it currently needs since the expansion would be more than twice the original.

“This is how they do things,” said Lindo. “First, they tell us that will be building a desalinization plant and not use fresh water, but not they are saying different things. They first said that they will not drill, but how can we say that will not happen,” she added.

AboitizPower Corporation’s First Vice President for Mindanao Affaiirs Manuel Orig said they will “abide” by the requirements of the

City Council that they will “only use fresh water and not ground water” for the plant’s cooling.

“If by our expansion, the available surface water will not be enough, then the option will be to use fresh water from desalinization.

But we are trying to avoid that situation as much as possible because it will require additional investment and it will impact rates,” said Orig.

With regards to the ash of the stored coal and the ash that is the by-product of burning coal, Orig said they have facilities “enough to accommodate and have provisions to add for the expansion.”

Orig said they have a coal dome for storage of coal and a 6-hectare ash pond for the by-product.

“The ash will be hauled on a daily basis and sold to cement plants,” Orig said Melot Balisalisa of Mincode, a non-government organization worker, said she could not believe that the Philippines already has the technology to ensure that a coal-fired power plant will not cause “harm.”

“While listening to the discussion, I can say that it seems our scientists are better than those in developed

countries because we can assure of the safety from hazards of the coal-fired power plant,” said Balisalisa.

Balisalisa said she was not in the city during the debates on the approval of the plant but she was in Colombia University to attend a seminar on sustainable development.

“There is a company in the state Tennessee in the US which coal containment wall collapsed and it was found out that they have no safety plan at all. So one question would be is there such a plan here. If such happen, how much will the Aboitiz earmark? Because there (Tennessee) they spent billions,” said Balisalisa.

Vhong Navarro breaks silence over recent attack: ‘Hindi po ako rapist’

Finally sharing his side of the story, a severely bruised Vhong Navarro tearfully claimed in an interview with Buzz Ng Bayan aired on Sunday that he was beaten up and harassed by a group of men led by a certain Cedric Lee who insisted that he raped a certain Deniece Milinette Cornejo, the woman whom he met inside the condominium unit in Taguig City.

Vhong insisted during his interview that he never raped anyone and that he came to Deniece’s unit upon invitation.

The first one was last January 17 and the second one was last January 22 when his mauling happened.

While he underscored that there was “no sexual intercourse” Vhong admitted that something happened between them saying that, “Kasi ako hindi ako gagawa ng move kung wala siyang naipakita na something o motibo na may gustong mangyari. May nangyari po pero walang sexual intercourse.”

But despite Deniece calling him a “bad boy” after their first meeting, Vhong claims that “Maayos po ang paghihiwalay

namin kasi kung ayaw niya eh di sana sumigaw siya ng rape. Sana meron akong kalmot paguwi, may mga galos ako o meron siyang sakal or what pero wala po. So maliwanag po na gusto niya ‘yung nangyari.”

The second meeting, according to Vhong, felt somehow weird as Deniece seemed unprepared for his visit when they have already planned about it because the It’s Showtime host even brought food to her place.

For two weeks now, weather forecasts and advisories were not so reliable since the weather was admittedly unpredictable.

Nobody would have thought the bad weather would last this long and that what was a low pressure area would become a tropical depression, named Agaton.

And who would ever have thought that a tropical depression, which international weather forecasters classified as tropical storm Lingling (Agaton), would surprisingly take an unprecedented southward track --back to where it came from.

That was I would describe as agatonic.

The wait-and-see attitude on most of us, including those in government’s disaster risk reduction and management bodies, was agatonic too.

Most of us need not even examine closely the weather advisories since the contents don’t change a lot except the time these were issued while satellite-generated images were not really realtime, perhaps delayed by 30 minutes or so.

What most of us can readily do was to look at the sky, listened to the raindrops on roof tops, see how the water flowed into the drain, personally witnessed the river current, listened to live radio reports, and examined photos of river water levels posted on facebook from various areas.

Most of us were guided by these.

Many heeded the call for preemptive evacuations and that worked well, at least in Cagayan de Oro. Most of us in Cagayan de Oro and Iligan have had our traumatic experiences two years ago.

Admittedly we learned so much out of that Sendong tragedy, out of pain and sadness aside from untold sufferings, yet there’s still more that the agatonic episode left of us to reexamine.

But Myrna and her husband agonized, suffered and patiently took the effort of bringing before the courts the “yaya”, Belinda Lora. They went through and withstood the ordeal of a long judicial procedure. Yes, they got justice in the end. Although Myrna’s words still ring loud in my ears and in my heart when she whispered to me after I told her of Belinda’s conviction: “Will it bring back my only son to me.?” Nonetheless, she felt vindicated that justice was done. And yes, she did not call out the Davao Death Squad to do it for her. Myrna did not wish some policeman pulled the trigger on Belinda. Instead, she trusted on the justice system, however flawed it might be.

Nations have become [prosperous because of its people. People who passes sincere interests in the welfare of their country and

What makes VDay CDO 2014 an event to really look forward to, is the venue. Rodelsa Hall will welcome the avid Vagina Monologues audience and even first-timers to a theatre experience that is set to be unforgettable and deliberate.

The V-Day Campaign is a non-profit charity incorporated with the vision of The Vagina Monologues to raise money to benefit the female victims of violence and sexual abuse.

Since 2001, from monologues to the other forms of artful activism, the VDay Campaign has broadened its means to push awareness to the public. This is the very same agenda that Pagbantog Kagay-an has in mind.

Since its debut advocacy performance against the city bombing in July 2013 with its powerful musical numbers and chilling monologues that spoke about the tragedy that was, Pagbantog Kagayan has raised awareness, if not eyebrows.

Pagbantog Kagay-an is the first non-profit organization of its kind, which is a gathering of well-versed singers, writers, photographers, make-up artists and professionals from Cagayan de Oro City.

From Pagbantog Kagayan’s first advocacy against societal terrorism, came Pagbantog-HIV, a recently successful campaign that capped off the year 2013 with its whole day programme partnership with Project Oxygen, last December 1.

In 2014, VDay Cagayan de Oro and Pagbantog Kagay-an intend to kick start the Year of the Horse with a different take on the Vagina Monologues than last year’s staging.

This year’s production will include singing and dancing, apart from the much anticipated monologues, some of which will feature ABS-CBN talents-Nicole Abas, Jam Bantigue, and Grey Mendoza.
