CAGAYAN de Oro City-Misamis Oriental Telephone Company (Misortel) General Manager Fernando Vincent Dy Jr. has confirmed reports that he has received anonymous prank calls and threats sent through text messages.

Construction of P2.6b Oro ‘skyway’ pushed

CAGAYAN de Oro City--A lawmaker here is pushing for the construction of a 2.4 kilometer Skyway that would cost P 2.6 billion to ease the traffic congestion in the central district of this trading hub in Northern Mindanao.

Rep. Rufus Rodriguez, 2nd District of Cagayan De Oro, said on Tuesday that he has requested the Department of Public Works and Highway (DPWH) to fast track the inclusion of the project in the DPWH budget for 2015.

He said that the proposed Skyway would be known as the “JR BorjaCarmen-Patag Skyway”, which would start from JR Borja Extension near a private hospital that would pass through the Cogon Market toward the JR Borja Bridge.

“The initial program of works would be the first approach of the first section with a linear length of 1.6 kilometers,” Rodriguez added.

Rodriguez said that the second approach of the first section will follow the existing Max Suniel Street that intersects with Villarin Street in Carmen with a linear length of 1.26 kilometers.

The second section will start from Villarin Street near the country hotel in Barangay Patag after the army’s 4th Infantry Division road with a length of 780 meters long.

According to Rodrigue z, t he Sky way w i l l ease traffic in the city’s commercial district and allows the smooth and expedited transport of goods and services that would certainly benefit the city’s economy.

requested the National Economic and Development Authority (NEDA) to endorse the Cagayan De Oro City Skyway, the first

Skyway in Mindanao, to the Department of Budget and Management.

“I would discuss with the DPWH Secretary Ro-

gelio Singson and Under Secretar y Romy Momo for the possible sources to fund the Cagayan De Oro Skyway,” Rodriguez said.

Misor to deliver basic services to Balingoan MISAMIS Oriental––The provincial government of Misamis Oriental has scheduled the next delivery of medical and social services to the coastal town of Balingoan, some 100 kms east of the provincial capitol in Cagayan De Oro City on Friday.

Governor Yevgeny Vincente Emano said on Tuesday that provincial government expects to deliver the free medical and social outreach program to the town’s nine fishing and farming villages there.

He said that the provincial government would deliver the basic government services directly to the village people of Balingoan.

The services include free circumcision, free body massage, free haircut, free distribution of fruit and vegetable seedlings for upland and lowland farmers, free medical consultation with free medicines, free eye check up and eyeglasses, and supplemental feeding, the Governor said.

He said that a mass wedding is also scheduled for those who were living together without the benefit of church and civil marriage. “We are going to provide the newlywed couples with free cakes,” Emano said..

The provincial program dubbed as “Bililhon Ang Matag Baryohanon Ipalambo Sa Misamis Oriental” (The people in the villages are invaluable) or acronym “BAMBI” in MisOr, has already benefited some 10,000 provincial residents in two municipal towns since its launching two months ago.

Emano said that the delivery of basic services to the people in the province far flung villages is part of the commitment of his administration to serve the people for as long as he is the governor of Misamis Oriental.

Obama asks PHL to join trade pact

Solon asks House to take on reforms in Charter’s economic provisions

The TPP is described by the Foreign Affairs department as “a highstandard trade arrangement that will shape the global and regional economic architecture in the 21st century.” During the joint press conference last week, Obama urged Pres. Benigno S.C. Aquino III to “seize the opportunity he’s (Aquino) created by opening the next phase of economic reform and growth.”

The country stands to gain a lot from joining the partnership and may incur a significant opportunity loss if it does not.”

He added that the TPP will improve the country’s foreign direct investment (FDI) record, which stood at nearly $2.8 billion in 2012 (preliminary, total net inflow) compared to Singapore’s $56.17 billion and even Viet Nam’s $8.37 billion, based on data from the Association of Southeast

Zamboanga City marks increase in business permits registration in Q1

ZAMBOANGA City The city government has marked an increase of 1,291 business permits that were registered during the first quarter of this year compared to that of the previous period.

City Permits and Licensing Division (CPLD) chief Benjie Barredo made the announcement Tuesday (May 6), citing the registered business permits for the first quarter of this year have reached 7,923 compared to that of the same period last year of 6,632.

Barredo attributed the increase to the 30-minute scheme adopted by his office in processing business permit whether it is

for renewal or new application.

Under the 30-minute scheme, Barredo’s office immediately issues a temporary permit to operate a business and the businessmen were given three months to complete and submit their requirements.

The temporary permit is deemed revoked once they fail to secure and submit all the requirements to the CPLD in three months’ time.

Barredo said that majority of the businesses that were registered during the first quarter of this year are food establishments, internet cafes, and sarisari stores.

He said they are targeting to register at least 10,000 businesses this year. (PNA)

The incapacity of the Respondent to comply with the essential marital obligations as discussed above, became manifest and apparent only after the solemnization of the marriage between him and the Petitioner although it was already present even before the marriage was solemnized; 12. Respondent’s inability to comply with the aforesaid essential marital obligation is rooted in grave psychological illness on his part that existed even before his marriage to the herein Petitioner and is permanent and incurable. The Psychologist will testify on the specific

psychological illness of the Respondent.

WHEREFORE, above-premises considered, Petitioner most respectfully pray unto the Honorable Court that after hearing and trial in due course, a judgment be rendered: A. 57 individuals finish incident command system in Surigao City

SURIGAO City--Fifty seven individuals have successfully completed the Incident Command System (ICS) Basic Course Training Workshop conducted on April 28 to 30, 2014 at the City Cultural Center, this city.

The participants who successfully completed the ICS basic course are the members of the City DRRMC, Barangay DRRMC chairpersons and city department heads.

They will be constituted as the core member of the soon to be organized Incident Management Team (IMT).

City Disaster Risk Reduction and Management Council chair and City Mayor Ernesto T. Matugas, in his message delivered by CDRRM Officer Atty. Manuel G. Coro commended the patience and efforts of all the participants for staying and surviving the very tough and rigid seminar.

Coro also commended the effort of the very competitive and knowledgeable resource speakers for sharing their knowledge and skills.

“May I remind all of you who have successfully completed the ICS basic course that you are now the city government’s frontline responders of any incidents, calamities, and other adversities, and please always bear in mind that safety and protection of our constituents will always be our number one priority,” Matugas said.

Spirituality in our time

WHY SHOULD WE LOVE OUR MOTHER EARTH?

This is how I entitled already one of my previous columns in MINDANAO TIMES sometime in 2003 (!). Imagine: SHOULD! If this wouldn’t have been a column or special report with carry-on thoughts or explanations, the question could get a simple but meaningful answer: “Because we need our Mother Earth, but she doesn’t need us!”

Did you hear this already somehow before? Very good!

In 2003, I received rehe continuing poladers’ opinions telling me reading such columns are boring them to death! Death? Okay my fellow creatures, during that time, I stated already that our earth is dying slowly but surely, because environmental conversaton seemed to be as an impenetrable mountain range.

But here we are! Yes WE! We are considering the

9.5 MILLION VOTERS FACE DISENFRANCHISEMENT: Chairman Sixto Brillantes Jr. of the Commission on Elections must be joking, in an early morning radio interview as the poll body kicked off its registration campaign last May 06, 2014, when he disclosed that he and his fellow commissioners are requiring some 9.5 million Filipino voters to undergo “biometric” registration, or face disenfranchisement in the 2016 presidential elections.

Kakampi mo ang batas Atty. Batas Mauricio Brillantes said these 9.5 million voters appear to have been registered for the 2013 midterm elections. But Comelec records indicate that their “biometrics” have not been taken yet. “Biometrics” means the Comelectaken picture of the voter, as well as his thumbmarks and electronic signature recorded by Comelec machines. These “biometrics data” are intended to prevent

flying voters, or any other fraud in elections.

But, be that as it may, is it not too harsh a penalty for Comelec to be disenfranchising voters, all of 9.5 million of them, for the 2016 elections solely on the ground that their “biometrics” had not been recorded by the poll body?

Wow, something awful appears to be going on insofar as the 2016 elections are

concerned, which maybe more awful than the “6030-10” ratio of votes that statisticians discovered in the 2013 elections.

And then? Do you still remember? Heavy rains triggered heavy floodings and landslides. The Davao river swept away many houses and people. And, not only this river. Many of us breathed a sigh of relief - but one can see already the next dark clouds in the sky.

Maybe you consider my headline a little bit sarcastic. Maybe it sounds like a “curtain lecture”. It might sound as a “love’s labor lost”... . Much ado about nothing? Really?

It said the attackers, who were on a motorcycle, shot the 35-year old Richard Najid several times in the village of Tubig Boh in the capital town of Bongao late Sunday. Najid was also on a motorbike heading home from a basketball game when he was ambushed.

Najid, who was also the station manager of radio station dxNN, was rushed to the hospital by policemen - who responded to the gunshots – but the victim died along the way.

The motive of the killing is still unknown, but police said it has launched an investigation into the murder.

In June 2007, gunmen also killed radio broadcaster Vicente Sumalpong in Bongao town. His two companions who were also journalists were wounded in the ambush. The three were on a motorcycle when gunmen attacked them.

Abu Sayyaf bandit involved in 2002 kidnapping nabbed in Zamboanga City ZAMBOANGA CITY – Combined police and military operatives arrested an alleged Abu Sayyaf bandit involved in the kidnapping of six members of the Jehovah’s Witness in 2002 in the province of Sulu, an official announced Monday.

Police Regional Office-9 (PRO-9) Spokesman Senior Insp. Joseph Ortega has identified the arrested Abu Sayyaf bandit as a certain Abu Ondil.

Ortega said Ondil was arrested around 5:00 p.m.

BFAR in Region 11 installs new Mangingisdang Direktor DAVAO CITY - The installation of the new “Mangingisdang Direktor” or Fisherfolk Director on Monday signaled the start of the nationwide celebration of the Farmers' and Fisherfolk's Month in Region XI. “The installation of Gonzalo Remorta Jr. as Mangingisdang Director for 2014 today is part of the nationwide celebration of Farmers' and Fisherfolk's Month,” Bu re au of F i she r i e s and Aquatic Resources (BFAR) XI Project Leader Raul Millana said.

Remorta, a fisherfolk from Padada, Davao del Sur, is set to experience how it is to become the director of BFAR for a specific period through the Mangingisdang Direktor program.

“This is one way to let the fisherfolk get a hands-on experience on how the Bureau is being run since he will get to enjoy the functions of the director albeit a limited one,” Millana said.

Buenaventura Maiz, the Mangingisdang Director for 2013, turned over the position and

its responsibilities to Remorta. Remorta is head of the Padada Municipal Fisheries and Aquatic Resources Management Council.

Millana said they have many activities lined up for Remorta such as mangrove planting in various areas in the region.

He said mangroves are not only good as fish sanctuaries but have proven to be effective in the prevention of flooding and storm surges.

He said the Fisherfolk Director Program is made possible through the Department of Agriclture Special order No. 88 which mandates the fisherfolk director to handle the basic administrative and ceremonial functions of the office.

Millana said it is important that fisherfolk also experience the work of BFAR people so they know how government operates.

This way, he added, they will be able to closely coordinate with BFAR and relate to government procedures while pushing their programs.

NPA rebels capture soldier in Davao del Norte D AVAO CITY – Communist rebels have captured a government soldier who was accused of protecting logging operations in Davao del Norte province.

A r i s F r a n c i s c o, a spokesman for the New People’s Army, said illegal drugs were also seized from the soldier who was identified as Corporal Rogelio Rosales, a member of the 60th Infantry Battalion operating in Davao and Compostela Valley provinces.

He said Rosales, who has been declared a prisoner of war, was arrested in the village of Florida in Kapalong town while he was fixing the transit of logs in the area.

sales was on the process of arranging for the transit of logs when apprehended by the NPA. A sachet of shabu was also found in his possession, proof that soldiers who are coddling big loggers in the province, were also into the illegal drug trade,” Francisco said in a statement sent late Monday to the regional newspaper Mindanao Examiner.

The arrest of Rosales came nearly two weeks after rebels freed another soldier Sergeant Jeric Curay, who was also captured at a checkpoint in the village of Andap in Compostela Valley’s Laak town on April 4.

Curay, a member of the 72nd Infantry Battalion, was released to Davao City Mayor Rodrigo Duterte, who negotiated with the rebels for the soldier’s freedom.

The military’s Eastern Mindanao Command and the 10th Infantry Division which have operation control in the area did not give any statement about the arrest of the soldier and accusations against them.

New Interactive Sculpture Park rises on Paoay sand dunes PAOAY, Ilocos Norte, -— To inspire creativity and innovation among thousands of Ilocanos, guests and visitors at the grandest Ilocos Norte celebration, the provincial government of Ilocos Norte is giving a new twist to this year’s iconic “Himala” (miracle) festival with lots of surprises in a whole day of fun-filled activities.

Using recycled and scrap materials gathering dust and corrugated at the Provincial Engineering Office, the Paoay Interactive Sculpture Park opens on May 10 as one of the added attractions in this year’s provincial festival.

June Arvin Gudoy, chief of the Communications and Media Office of the Ilocos Norte government, said the Paoay Interactive Sculpture Park particularly dedicated to kids and young adults is composed of an old water tank, old window panes and so much more.

Sicogon land dispute has no effect on northern Iloilo tourism, says DOT ILOILO CITY, The present land dispute and tension at the controversial Sicogon Island in Carles, Iloilo would not affect the entire tourism industry of the province particularly in northern Iloilo, the Department of Tourism 6 (DOT-6) said.

All these are traceable to humanity’s failure to appreciate that the rest of God’s creation is there to support life and thus should be cared for as well by every human being.

The abuse by humanity of the rest of God’s creation is the culprit for all our problems now including even the viciousness of today’s illnesses.

Science is in fact having a hard time keeping up with the kind of sickness that is afflicting humans. This is proved by the fact that there are illnesses now that still had to be given appropriate cure by science.

Why is this so? This is so because life’s support system which is the rest of God’s creation had been abused in wild abandon by humans to satisfy the greed of the few.

Take for example the balding of the forest cover. Where in

the world can humans now source their oxygen with the trees gone?

Aside from the dwindling supply of oxygen that trees could only give because of its wanton felling by heartless monsters known as loggers, small time or big time, the other life supporting mechanisms that trees are providing are likewise cut-off.

And because of this, even the country’s weather forecasters are now having a hard time forecasting when summer starts and for how long and when the rainy season will start and for how long will it last also.

This inability to accurately forecast the weather and the seasons is pushing education officials to rethink of when is the appropriate time to start the school year. Everything nowadays has become unpredictable and this unpredictability includes our ability to live for how long in this created world.

We really do not know what incurable illness will hit us. And if we are not hit by any illness, we also really do not know in what form death will come to us. Will it come in the form of a tragedy as a result of a natural calamity whose accompanying disaster was never imagined? No one really knows.

A good portion of the populace have died without them even entertaining the thought that death is about to knock at their door. This was what exactly happened to the thousands in Cagayan de Oro who perished because of the floods that typhoon Sendong brought. Did anyone in the city imagine how ferocious the floods that Sendong will bring?

Everyone knew that a typhoon locally codenamed as Sendong will hit the city. But no one was able to forecast the water that such typhoon will bring hence the thousands who died because of the floods that washed out homes and its sleeping occupants.

These tragedies would have been mitigated and not aggravated if humanity’s relationship with the rest of God’s creation had remained good.

That particular relationship is broken because humanity’s relationship with each other and with their Creator is likewise broken. The decision to fix that broken relationship is ours and ours alone to make.

Should we fix it or let it remain broken and cause immeasurable suffering and misery on ourselves? Pick your choice.

Elsewhere in Mindanao, Diosma said 12-hour rotational brownouts were imposed in parts of North Cotabato especially in the towns of Midsayap, Pikit and Aleosan.

Davao and General Santos cities are experiencing six-hour daily brownouts, according to data from MPMC. Diosma said only the province of Agusan del Sur which bought a modular generating set is experiencing shorter brownouts. He said Bayugan city and other towns in Agusan del Sur are only experiencing two hours of brownouts every day.

“The entry of STEAG on Thursday will be the only welcome news. The power situation really needs the extra source of electricity,” Paguio said.

Steag State Power Inc. (SPI), which operates a 210-MW coal plant in Villanueva, Misamis Oriental, announced that its Unit 1 power generator will start supplying 105 MW to the Mindanao grid on Thursday.

Jerome Soldevilla , SPI communications officer said the second unit of power generator which is also capable of supplying another 105 MW, will resume operations on June 1.

Both generators of Steag were damaged and conked out during a Mindanao-wide fault last Feb. 27.

Soldevilla said their entry on Thursday will add 10 percent to the supply of electricity in Mindanao.

“We hope our entry can decrease the brownouts by two hours,” he said.

Paguio said Cagayan de Oro needs 140 MW a day but presently the National Grid Corporation of the Philippines and NPC only supply around 29 MW. He said CEPALCO has other power sources like their 42MW Minergy plant and are still looking for other sources.

He said they are also keeping an eye on an impending El Nino or dry spell as announced by the Philippine Atmospheric, Geophysical and Astronomical Services Administration.

Diosma said they have already requested the Department of Argiculture to conduct cloud seeding operations over Lake Lanao and Pulangi River.

President Aquino created the MPMC through Executive Order 81 on August 2, 2012 to facilitate all initiatives aimed at improving the energy supply in the Mindanao.

Supervised by the Mindanao Development Authority, the other members of the MPMC are the Department of Energy, the Energy Regulatory Commission, National Electrification Administration, NPC and the Power Sector Assets and Liabilities Management Corp.

And the second [is] like, [namely] this, Thou shall love thy neighbor as thyself. There is none other commandment greater than these. And the scribe said unto him, Well, Master, thou hast said the “truth,” for there is one God; and there is none other but he: And to love him with all the heart, and with all the understanding, and with all the soul, and with all the strength, and to love [his] neighbor as himself, is more than all whole burnt offerings and sacrifices.

And when Jesus saw that he answered discreetly, he said unto him, Thou art not far from the kingdom of God. Take note, that “we are born to do good” only. Ephesians 2:10-for we are his workmanship, created in Christ Jesus unto “good works,” which God hath before ordained that we should walk in them.

Isaiah 43:7-[Even] every one that is called by my name: for I have created him “for my glory,” I have formed him; yea, I have made him. Do you love our Almighty God? It is not “enough” if this is not shown to our neighbors. 1 John 4:21-And this commandment have we from him, that he who loves God love his brother also.

Therefore, we must “do good things to the people around us,” in order our love to God will become “perfect and concrete.”
