THE Office of the Ombudsman ordered the dismissal of General Manager Segundino Buniel of the Cantilan Water District (CWD) for unliquidated cash advances amounting to P1,323,556.27. Based on the audit conducted by the Commission on Audit (COA), Buniel’s cash advances from his various official travels remained unliquidated for eight years
in violation of COA Circular No. 2007-02 and Section 89 of Presidential Decree No. 1445. Despite several demand letters given by the COA, Buniel refused to liquidate the cash advances and insisted that the unliquidated funds be offset against his uncollected Representation and Transportation Allowances.
Aside from dismissal from the service, the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, and perpetual disqualification from re-employment in the government service were imposed. The Resolution stated that “it is incumbent upon respondent to liquidate
