DAVAO City––Two temporary shelters at the Rizal Elementary School for victims of a fire that hit Barangays 22C and 23C early last month burned in a fire at 7:20 p.m. Saturday.

The fire at the school burned three classrooms, two of which housed evacuees and another one a relief package storage area of the City Social Services and Development Office (CSSDO).

According to Chona Pantig, CSSDO team leader for the evacuation center in the school, the two classrooms housed six to eight families.

RDC-X Execom confirms health, competitiveness projects

Major USAID health projects in the provinces of Bukidnon, Misamis Oriental and Lanao del Norte and the results of the competitiveness survey of the region’s towns and cities were the subjects of the 103rd Executive Committee Meeting of the Regional Development Council for Region X (RDCX) held 29 April 2014 at a local hotel in Cagayan de Oro City.

The Execom unanimously approved its advocacy and support for USAID supported projects aimed at helping the Philippines achieve Universal Health Care through the Kalusugan Pangkalahatan through high impact interventions in maternal and child health and family planning in Bukidnon, Misamis Oriental and Lanao del Norte and tuberculosis control in Bukidnon and Misamis Oriental.

“These project sites were selected on the basis of high unmet needs for family

planning and maternal and child care, and low case detection and low cure rates for tuberculosis,” said Dr. Aristedes C. Tan, DOH-X regional director.

The USAID provides technical assistance and health-related commodities which are already being distributed in the project sites. The projects are being implemented by DOH-X and USAID in collaboration with the subject local government units and regional line agencies, he added.

The Execom also unanimously authorized the request for its support for the submission of the results of the Cities and Municipalities Competitiveness Index (CMCI) 2014 to the National Competitiveness Council (NCC) as requested by the Regional Competitiveness Technical Working Group 10 (RCTWG) chaired by DTI Region X. “This request stems from Executive Order No. 44 issued by President Benigno Aquino III which aims to

improve the competitiveness ranking of the country by mandating the National Competitiveness Council to push for the implementation of the Action Agenda for improved governance and competitiveness in the country,” said NEDA-X’s Engr. Alan Olavides.

As part of efforts to mainstream national competitiveness into the RDC-X Development Agenda, the RCTWG was created to

lead in the submission of competitiveness indicators to the NCC. “One of our major activities is to come up with local competitiveness indicators that aim to strategically map out how to make our towns and cities more competitive vis a vis other ASEAN cities,” Engr. Olavides said. “The Local Competitiveness Survey piloted in 2013 generated data on core indicators which enabled the ranking

of towns and cities across the country to allow local comparisons that enabled lagging localities to focus on gaps and trigger catch up activities.”

In compliance with the NCC directive to the Regional Competitiveness Committees (RCCs) to conduct the CMCI for 2014, the RCTWG confirmed last April 25 receipt of the initial results submitted by 22 of the 26 LGUs in the

region which are now being validated for submission to the NCC by the May 9, 2014 deadline.

“As of today, Lantapan and Libona in Bukidnon and Jimenez and Tangub City in Misamis Occidental have yet to complete their submissions,” Engr. Olavides said. The NCC named Cagayan de Oro City the most competitive in the city for 2013 based on survey results submitted in 2012.

Oro Rugby Football Club to compete in national games CAGAYAN de Oro City––A newly formed rugby team here is hoping to create ripples when in competes in the Philippine Rugby Football Union 2014 Philippine National Games on May 19 in Metro Manila.

“I’m confident that our team will go a long way since we started with nothing and conquered our trails and gained a long way in the sport. Cagayan de Oro has so much raw talent in the sport that hasn’t really been tapped. I see great potentials here,” said Noel Delos Reyes Villa, team founder and trainer.

When he was eight years old, Villa’s family migrated from Manila to the United Kingdom where he started to play rugby.

“When I came back to the Philippines it was hard to fit. It was rugby that connected me with the people.

Then I found a home with

the Raging Bisons which gained me silver medal during the Philippine National Games back in 2011,” he recalled.

“My goal is to bring that feeling and experience to others here in Cagayan de Oro. It was an amazing feeling for me to be a part of the PNG tournament and gaining the medal made it much better,” he added.

The UK-raised athlete shared how it all started in Cagayan de Oro. “When I arrived here two years back because my partner is from this city, it was a hard start for me; there was no existing rugby team here. For one month I would go up and jog around Pueblo de Oro carrying a rugby ball to entice potential athletes. I’d try to play with the ball by myself to attract attention and hopefully find someone interested. I talked to sev-

eral joggers and offered to teach and train but after a month only two or maybe three came back,” said Villa.

He said things started to change with the help of social media.

“What helped me turn the tide around was going to the social media, through Facebook. By publishing on-line it helped me spread out the news and gained people to inquire. Now we have a team that was officially formed last August of 2012, and it’s amazing how much our team has gained after our match with teams from Cebu and Davao a few months back,” he said.

Villa revealed that he will be bringing a 10-man team to Manila the youngest member of which is 15 years old and the oldest 38 years old.

PROPER NUTRITION is like, building good scaffolding. Nutrition has a tremendous impact on every aspects of child’s development. Researchers have found connections between nutrition and brain development, cognitive function, curiosity, behavior, and communication and social skills.

Malnutrition is a serious problem which is not only experienced in the Philippines but the entire globe.

Malnutrition is defined as the faulty nutrition due to inadequate or unbalance intake of nutrients.

In the Philippines, the said problem cannot be solved instantly but it takes - a right time, right venue, right information, and right individuals to work upright on it Through RA 9155 the Department of Education (DepEd) is task to imple-

ment at the school level, the School-Based Feeding Program (SBFP). The SBFP aims to rehabilitate at least 70% of the severely wasted (SW) beneficiaries to normal (N) nutritional status at the end of (100-120) feeding days following the localized 22 days cycle menu as prescribed by the department.

DepEd marks significant contributions in solving malnutrition problem in the school-community and our country in general.

Every schools has responsibilities in molding the youth with knowledge and skills for life but, the big question is, How could a school builds such task, if the learners itself is not ready due to poor nutrition? North City Central School (NCCS), Division of Cagayan de Oro City is one of the beneficiaries of the School-Based Feeding Program (SBFP). NCCS observes proper operational

guidelines such as choosing the right foods to be served, monitoring beneficiaries’ attendance, checking their nutrition status, etc. all these are done accordingly to give quality service to the children-beneficiaries.

“Serving for 100 days to children-beneficiaries means a lot You need to be passionate and be a mother to them.” Mrs. Jerelyn Updian, NCCS Feeding Coordinator, said. I had experience a lot of discoveries, learning’s, wonderful reflections, but time management is really essential, she added.

The relationship between proper nutrition and cognitive development is also important. Proper nutrition is essential to learning, thinking, and cognitive perception. It is revealing that SBFP has a great impact to the lives of every pupils be it physical, mental or even the emotional improvement.

She then conveys pupils’ progress to their respective parents for follow-up and reinforcements.

A successful teacher continuously updates herself and keeps abreast with the recent technology and makes use of this to make teaching-learning activities meaningful; upgrades herself professionally by reading professional magazines, attending & participating in seminars & conferences; and enrolling in post graduate studies.

A successful teacher plans activities for the next day’s lessons with variety taking into consideration the individual differences

of her pupils and their multiple intelligences. She wouldn’t just present the lesson with the usual chalktalk method but rather, will use different strategies to stimulate learning.

A successful teacher treats every pupil as her own child – developing in them the values and the love for reading; enhancing their talents and providing those avenues to further develop their skills.

A successful teacher therefore is one who has discovered, nurtured and honed pupils’ skills, knowledge and interests for them to become lifelong learners.

GENERAL Santos City––In a bid to offset the impact of the daily rotational brownouts in its operations and at the same time help promote the use of “green technologies,” the Department of Labor and Employment (DOLE) in Region 12 has installed a solar energy system at its regional office compound in Koronadal City.

Ofelia Domingo, DOLE Region 12 director, said Monday they initially set up a 300-watt solar power system to provide for their basic energy or power requirements during power outages, which currently reach two to three hours daily.

She said the power system comprises several solar panels and a mini generator that is directly connected to the regional office compound’s main line.

The 300 watts of power that could be generated from the system is capable of lighting up 20 nine-watt bulbs at the two

buildings within the compound, she said.

The buildings host the offices of DOLE-12’s regional director and assistant regional director, internal management service division, technical support services division and the South Cotabato field office, Domingo said.

She said the solar power system includes a 220-volt inverter that could support a computer unit with Internet access and two electric fans.

“We’re planning to expand the system later this year to around 2,000 watts so we can use more office equipment during brownouts,” she told MindaNews.

Domingo said they were the first DOLE regional office in the country so far that adopted the system, which costs around P100,000.

She said its installation was completed last April 28 or three days before its scheduled formal

launching and initial test last May 1.

“We’re hoping that this initiative will be replicated in other regional offices and encourage some local companies to give it a try and eventually adopt it,” she said.

A statement released by DOLE-12 said the installation of the solar energy system is part of the agency’s contribution to climate change mitigation initiatives in the area and commitment to continually improve on its quality management systems.

It is also in compliance with the Green our DOLE Program, an initiative that seeks to “strengthen the advocacy and readiness of the agency to engage in green issues and mitigation solutions on climate change for better delivery and quality of programs and services to its stakeholders and customers, including facilitating the creation of green jobs.” (MindaNews)

DA imposes duty on Turkish flour to protect local industry

BUTUAN City––The Department of Agriculture will impose a temporary import levy on flour sourced from Turkey.

In a news release to Mindanao Daily News-Butuan, DA Undersecretary Emerson Palad said the department has just concluded its preliminary investigation on the petition of the Philippine Associationof Flour Millers, Inc. (PAFMIL) and decided to impose a provisional anti-dumping duty on wheat flour imported from Turkey.

“After thorough research and analysis, we have found sufficient evidence that dumping occurred, causing threat of material injury to the local flour milling industry,” he announced.

According to Palad, pursuant to RA 8752 (AntiDumping Act of 1999), the

case has been transmitted to the Tariff Commission for formal investigation to determine whether or not there is a need to impose a definitive duty against wheat flour imported from Turkey.

The DA chief of staff and spokesperson said, “we would enforce a temporary import levy ranging from 2.28 percent to 21.79 percent on hard flour used for making bread, 9.68 percent

to 39.26 percent on soft flour used for pastries and cookies on top of 7 percent regular import duty on flour and would be imposed on a per transaction per exporter basis.”

Palad explained that the duty is based on the price difference between the domestic price of flour in Turkey and the export price of the same product in the Philippines. “The imposition of such will equalize

the Turkish domestic price and the landed cost of the imported product to our country.

It takes effect after sufficient publication is reached and will be valid for four months while the Tariff Commission is investigating the complaint,” he added.

He made the assurance that the DA would continue to protect the country’s agriculture sector from undue trade practices.

Bukidnon hosts 1st Mindanao Social Business Summit

MALAYBALAY CITY — The Gawad Kalinga (GK) and Central Mindanao University (CMU) will convene the first ever Mindanao Social Business Summit in Maramag, Bukidnon on June 4 to 6 to push for inclusive development through social enterprise, especially among indigenous communities and underprivileged sectors in Mindanao.

Emmanuel Alkuino, a member of the Board of Regents of Central Mindanao University (CMU) said the summit, to be held at CMU’s Farmers Training Center, aims to gather around 500 participants from around the country and will focus on “wealth creation with justice and peace through social entrepreneurship.”

The three-day summit, he said, is a follow up to

the 1st Philippine Social Business Summit in Angat, Bulacan in October 2013, which was organized to support social enterprise development as a strategy for “inclusive growth.”

Alkuino said the situation in Bukidnon provides a good setting for the summit.

“Despite fertile lands and very good climate, we have so many poor people and malnourished children here,” he said.

According to the “First Semester Per Capita Poverty Threshold and Poverty Incidence among Families, by Region and Province: 2006, 2009 and 2012 released by the National Statistical Coordination Board (NSCB) in April 2013, Bukidnon’s poverty incidence rose to 43.3 percent in 2012 from 38.8 percent in 2009 and 40.4 percent in 2006.

out of 100 families in the province are poor, making Bukidnon the 7th in Mindanao and the 13th in the country with the most number of families considered poor in 2012.

Bukidnon ranked 18th in 2006 and 20th in 2009 among the country’s 80 provinces in terms of poverty ranking.

Alkuino said a friend of his told him that Bukidnon is one of the top gardens of Japan; but many of the products the province exports tobJapan, are not even sold in the local markets.

He noted the sorry state of the province’s environment. “Almost 50 percent of waters in Mindanao come from Bukidnon as headwater but 80 percent of our mountains that are supposed to be sources of water are denuded,” he said.

“This means reduced

irrigation, reduced food production, less electricity — only some of the possibilities if the problem will not be addressed,” he said.

Alkuino explained that from Mt. Kitanglad to Pulangi to Rio Grande de Mindanao, the siltation problem is serious.

But he said one of the options to address these issues is the promotion of the local giant bamboo industry both to counter siltation and to develop social enterprise.

He said Bukidnon and the rest of Mindanao have the comparative advantage of producing and processing giant bamboo.

OZAMIZ CITY, Misamis Occidental, May 2 (PIA) – A total of 248.74 megawatts in voluntary load curtailment (VLC) will be imposed by the Misamis Occidental Electric Cooperative, Inc. (MOELCI) II, from April 29-May 5, 2014.

This is due to the maintenance outage of the STEAG Power Plant which generates some 210MW and the reduced capabilities of the Agus Hydro Electric Power Plant (HEPP) 6, Agus HEPP 7 and Pulangi HEPP 4, Jemilo L. Pelimer, MOELCI II General Manager, said.

Pelimer said a daily reduction of 37.42MW and 33.02MW of electric power will alternately be imposed, during the period, resulting in a rotating brownout, lasting

for 14 hrs. per day.

Affected areas of MOELCI-II are Tangub and Ozamiz Cities and the towns of Bonifacio, Clarin, Tudela, Sincaban, Jimenez and Panaon, all in the 2nd District of Misamis Occidental.

Meanwhile, the notices of the tentative brownouts in MOELCI-II franchise coverage area is generally rotated in two areas, daily, with four hours of brownout in the morning and three hours, in the afternoon.

P a r t i c u l a r l y, t h e brownouts have been scheduled as follows: Area 1, from 8:00 a.m. to 12:00 p.m., and from 4:00 p.m. to 7:00 p.m., and Area 2, from 12:00 p.m. to 4:00 p.m., and from 7:00 p.m. to 10:00 p.m.

CDO hosts Youth Build 2014

CAGAYAN DE ORO CITY – Hundreds of youth volunteers gathered in barangay Pagatpat, here on Saturday, May 3, to participate in the “Youth Build 2014” organized by Habitat for Humanity Philippines Youth Council.

According to Lerma Bernadette Reyes, Head of Habitat for Humanity Philippines Cagayan de Oro, this build is Asia Pacific wide including four other countries namely China, India, Indonesia and Thailand.

In the Philippines, two sites chosen were Bohol and Cagayan de Oro. Jan Awitin, Cagayan de Oro Habitat for Humanity Philippines Marketing and Volunteer Program Officer, said that the organization has already built thousands of houses for a short period and people who are in need and homeless were already relocated to the relocation sites.

“Today, everybody will join, the youth will feel how it feels to build houses for our fellow Kagay-anons, they will experience the feeling of being part of

something big for the city’s betterment,” she said.

City Mayor Oscar S. Moreno expressed gratitude to Habitat for Humanity for living in this activity.

He emphasized the message of Habitat which is cooperation, mutual help and assistance; not only receiving help but helping one’s self as well; and engagement in the community.

Lack of Concern for Media Killings The International Federation of Journalists (IFJ) and the National Union of Journalists of the Philippines (NUJP) has expressed deep disappointment at President Benigno Aquino III’s disrespectful response to a question about media killings in the Philippines during a joint press conference with US President Barack Obama.

When asked why, under his watch, 26 journalists have been murdered and only six suspects in six cases arrested, Acquino incorrectly stated the details and facts around 2009’s Magindanao massacre where 32 journalists lost their lives in a horrific assassination and subsequent mass burial. The incident remains internationally the single deadliest attack on media ever.

Despite admitting that he did not “have the figures right here” before him, it is deeply disturbing that President Aquino, as leader of his country, can mistake the figures so badly when referencing one of most heinous crimes in the history of the Philippines.

President Benigno Aquino III’s reply clearly illustrates how much our leader really cares about media murders and extrajudicial killings in general.

Aquino was lackluster in explaining the lack of progress in solving media killings by claiming “we do not reveal the discoveries by our intelligence agencies and security services, perhaps we are very sensitive to personal relationships by the people who are deceased who were killed not because of professional activities, but, shall we say, other issues.”

After repeated demands for justice from victims’ families and colleagues have been met with nothing but silence, he finally – and very publicly – insinuates that those who fell were killed because they possessed less than savoury credentials, a blanket insult to the departed that he claims his vaunted “intelligence agencies and security services” concluded from, as our

American colleague pointed out, the arrested suspects in only six of 26 cases.”

While it may be true that there are those in our ranks targeted for reasons other than the work they do, such a wholesale aspersion cast on the victims practically amounts to an attempt to justify their murders.

Really, Mr. Aquino, if corruption or any other sin of moral turpitude justified murder, wouldn’t the graft-ridden halls of government be the first to undergo a purging?”

On the eve of World Press Freedom Day, we journalists now challenge President Aquino to act to address the dire state of impunity in the Philippines or continue to draw the ire of the global community.

The Maguindinao massacre has become the centrepiece case for the international struggle against impunity and those killed are honoured annually on the anniversary on November 23. The fact that the Philippines’ president cannot get the facts right on this very significant case, which has been campaigned on heavily during his watch, is beyond comprehension.

The President is inferring that the Maguindanao murders were somehow deserved. The fact is this government has so far failed to bring the killers and masterminds of the massacre to justice. Any critique would be best directed inward to the state which was supposed to be responsible for protecting journalists under its human rights obligations and further to securing justice for victims. To date, it has failed on both counts.”

The environment of fear and intimidation in the Philippines must come to an end. It is President Aquino’s responsibility to ensure that journalists in his country are free and able to go about their work without fear of retribution. (from IJP and NUJP).

FVR, FOREVER @ PPI!

The other night, President Ramos literally was “a hit” all night to the nation-wide members of the Philippine Press Institute who gathered at the Trader’s Hotel in Metro Manila to celebrate its 50th year founding anniversary. He was 30 minutes early when he arrived at the hotel entrance already bantering with some well wishers (among them my colleague former Congressman Bert Lumauig of Banaue). When Atty. Raul Pangalangan, publisher of the Philippine Daily Inquirer and I came down to welcome him, he “welcomed” us instead. He was clad in his favorite barong, with the native Igorot material lining the seams and cuffs (calling his barong “igorotchi” which he described as much better than “Gucci”).

Advocacy Mindanao Jess Dureza ‘EX-PRESIDENT’ --FVR was in his usual jovial self. When I addressed him from the rostrum “Mr. President” he interrupted me by calling out aloud from his seat, admonishing me: “ex-president, ex-president”! (As if “somebody up there” would be displeased if he used that title -- so I had to correct myself! LOL) He listened intently in his seat when Publisher Raul, in briefly introducing him, reminded everyone about the milestones during his presidency that many of us

might have forgotten; like today’s cell phones and the landmark opening up of the Philippine economy made possible by his liberalization policy, the progress brought about by the military bases conversion; his being a “warrior for peace” due to his unprecedented peace initiatives despite being a soldier.

‘CON TODO AMOUR’--- When he went to the rostrum to give his message, he first called on everyone to please stand up and warmly hug the next

person “con todo amour” (with all the love). He said it’s in this light that we, as a people, value our country and should value each other.

“Go ahead, embrace each other “con todo amour” because it is perhaps this way that you can convince our legislators to pass the Freedom of Information bill”, he quipped. To further demonstrate, he came down from the rostrum and brought up the stage a lady guest and showed everyone how to do it. (Naughty him, he got away with several kisses!) When he started his message, he first appeared as if he was looking for his prepared speech. He then reached down to his socks where his papers were tucked saying: “During the early days, this was where we hid our .45s and ammos”.

A four year old girl was seriously hurt in a car accident. She had lost so much blood that she would probably die. Her only hope was for someone else to give her blood. But her blood type was very rare and the doctors did not know if they could find anyone in time with her same blood type who was also willing to give their blood. Then, they discovered that the girl’s 7 year old brother had the same blood type as hers. The doctor led her brother into his office to tell him that his baby sister was very sick and unless she received some blood, the angels would probably need to take her to heaven.

CREDIBLE, NOT RESPONSIBLE -- He then turned serious and talked about the responsibilities of media and the basic need to be accurate, independent and accountable, hallmarks of a “credible” press. No, he preferred not to describe media as “responsible press” because it might sound all right at first blush. “But then, it may be relevant to ask: what do you mean when we say ‘responsible’?

By whose standards or by what measures do we consider the press ‘responsible’? If you ask those in government or in politics, being a ‘responsible’ press may mean being less a critic and more a publicist. Being called a ‘credible’ press is better as ‘credibility’ is earned”, he said.

SOCIAL MEDIA ---Touching on the challenges posed by social media on the printed press, he noted: “Today’s social media, as a rule, falls short of this imperative (of veracity or accuracy). For example, one who finds a post in Facebook and immediately ‘shares’ or ‘reposts’ or ‘likes’ what someone else posted without verification falls short of this rigorous attribute”.

Later, as the young boy watched his blood going through a tube into his sister, he became even more nervous and afraid. The doctor could see the little boy’s fear and told him: “It will be over very soon.” The boy started to cry and said: “So now is when I’m going to die.” From the very first

time the doctor had asked this boy to give his blood for his sister, the young boy thought it meant he needed to give ALL of his blood and die so his sister could live. Yet this little boy loved his sister that much, He was giving his life for her.

boy and his father, the former Foreign Affairs Secretary Narciso Ramos was himself a journalist having published the community paper, the Pangasinan News in Lingayen, Pangasinan in the early 1930’s. He called on media to continue addressing the challenges of press freedom, security and media killings, professionalization and capacitation, redress and self-policing mechanisms, among others. He welcomed PPI’s planned activation of press councils that would not only provide a grievance mechanism for the public but shall be an “ombudsman” of sorts to act as watchdogs to watch over the press.

PRESIDENT AS ‘JUGGLER’ -- He then described the difficult role of the Philippine president as a juggler who had to do balancing act in the air and keeping aloft “at least ten balls which are national problems”. He stressed: “More importantly, the President himself must never fall off from uncoordinated movements, panic or lack of focus -- because the whole nation will also crash with him”. His message was clearly directed at President Aquino admonishing him not to falter while describing the difficulty and the complexity of being in Malacanang. And he asked everyone to help “plug” the holes in the ship of state lest the whole ship sinks with everyone on board. He talked of the common challenge for a higher quality of life for Filipinos; he traced our heroes’ defiance from Spanish rule -- our early unspoken longing for

freedom. He stressed that today’s clamor is for independence from poverty and bad governance. He concluded: “This is why -- in a democracy -- the country’s business is every citizen’s business, as it is the business of the press”.

KAYA BA NATIN TO? --And in his trade-mark call, he asked, at the end of his speech in a booming voice: “Kaya ba natin ito??” The crowd chorused : “Kayang kaya!” But he was not satisfied. Slamming with his hand the rostrum, he barked: “Napakahina ng sagot nyo dito!”

Of course, the second call got a loud reply from the audience.

PRESS AWARDS ---He then presided over the awarding of the 2013 Civic Journalism Community Press Awards under the sponsorship of Coca-Cola Philippines. (He was looking for Atty. Adel Tamano, Coke’s Public Affairs and Communications Director who was in the Visayas and was able to send in only his video message.) After the program, he was literally blocked from leaving the hall by the journalists who swarmed around him. He gamely posed for souvenir pictures and “selfies” . He stayed and chatted for more than one hour after the program.

STAYING POWER ---Many members of the media who had covered him even during his incumbency commented that night about FVR’s “staying power”, despite his age. He still plays regular golf and prompts everyone to do push ups. He continues to hold sway at his lofty

office complex of the RPDEV in Makati where he receives regular callers and mulls over with his stream of visitors current national and international issues and events, except during times when he is somewhere abroad sharing his expertise and experience on the global stage.

By force of habit, he has a piece of paper in his pocket where his never ending schedules are listed (as if he is still president.)

His old bulging wallet, held together with a rubber band, still has give-away copies of printed Philippine Navy Golf Club score cards showing his golf score of “80” with a teaser: “Can you shoot your age in golf or lower? Yes, FVR (at 85 yrs old ) has done it 8 times! Can Tiger Woods?

No, lacks seniority!....” Then of course, he hands out discreetly, especially to the “seniors”, a yellow-colored pocket sized “Great Truths About Growing Old” which contains saucy data like “counting calories” when removing a woman’s clothes, etc. etc. (better left to be read in private than published here. hahaha!)

When finally he was able to head for the exit door that night, he told the accompanying ladies who were persistent in asking him about his political plans: “Please, don’t vote for me. Baka manalo ako!” Then he flashed his thumbs-up sign and familiar grin.

Someone shouted: “FVR, forever!” as he waived goodbye and headed for the stairs. (Nope, not the elevator, folks!)

past months, once the repair by TMI will be completed.He said Zamcelco now has a power deficit of 25 MW from the previous 20 MW following the breakdown of the two TMI machines.

He said that Zamcelco, which has an 85 MW peak load demand, is only receiving at present 60 MW power supply.

These are as follows: 29 MW from the state-run Power Sector Assets and Liabilities Management Corp. (PSALM), 18 MW from Mapalad, and 13 MW from TMI. Sahi said PSALM is only providing 29 MW of the contracted 54 MW to Zamcelco as some of its power plants are also out of order.

The rotational brownouts are being implemented in three to four frequencies daily ranging from two to three hours per frequency to Zamcelco’s 24 feeders serving 130,000 consumers.

ZAMBOANGA CITY – Rotational brownouts in this city have stretched to eight hours daily in the past four days, from four to six hours before, due to the worsening power supply problem.

Omar Sahi, Zamboanga City Electric Cooperative (Zamcelco) president, said that Therma Marine, Inc. (TMI) was only supplying 13 megawatts (MW), out of the 18 MW contracted supply, after two of its power generation facilities bogged down.

They are still under repair and with no definite date for their completion, he said.

The TMI is one of the two Independent Power Producers (IPP) that supply power to Zamcelco.

The other IPP is the Mapalad Power Corp. (Mapalad) that also supplies 18 MW. Sahi said the rotational brownouts will be reduced to four to six hours daily, which the consumers had been experiencing in the

Meanwhile, Provincial Police Director Senior Supt.

Sofrionio Ecaldre said the rally ended peacefully citing there were no untoward incidents during the activity.

DLPC remains uncertain on regular electricity supply

DAVAO CITY - The Davao Light and Power Company remains uncertain on when the regular electricity supply will be back as business loses millions from four to six hour rotational brownouts in the franchise area of the power utility.

“I cannot tell when the brownouts would end. Let us hope that the rain will come early in Mindanao,” Art Milan, Davao Light and Power Company (DLPC) executive vice president and chief operating officer, said during a meeting with

Davao City Mayor Rodrigo R. Duterte and the city’s barangay captains on Friday evening.

Milan, who was invited to the meeting to shed light on the ongoing rotating brownouts in the city, said 50 per cent of Mindanao’s power supply is sourced from hydropower. With Pulangi supposedly providing 255 MegaWatt (MW) capacity it is only able to give 10MW. With Lake Lanao water level nearing critical at 699.5 meters, Milan said all hopes are dim for Davaoenos to see an improvement of electricity supply.

He said Lake Lanao is near the critical level of 699.1 meter. “That’s .4 meters or barely one foot so they are controlling the flow of water to ensure that we will have enough for the month of May,” he added.

AVAO CITY – The military on Sunday said communist rebels are holding at least a dozen civilians on a village in the southern Compostela Valley province where insurgents earlier released 26 people.

Captain Alberto Caber, a spokesman for the Eastern Mindanao Command, said New People’s Army rebels were using the civilians as shield against pursuing soldiers in the village of Panamin in Mabini town.

He said the rebels have freed the 26 villagers at dawn Sunday, but the gunmen are still holding 12 civilians although negotiations were going on for their safe release.

“Twenty-six of the 39 ci-

vilians being held by rebels have been freed. They have been assisted by government troops,” he said, adding those freed were taken to the village of Mahayahay in the neighboring town of Maragusan.

Caber said troops were in the area to secure the villages against the NPA, which has been fighting for decades now for the establishment of a Maoist state in the country.

“This is the worst action of the NPA – to take innocent civilians as hostage and use them as human shield against security forces,” he said in a telephone interview from his headquarters while monitoring the tense situation in the area.

Caber said the rebels took hostages on Saturday after troops arrived in the village following a tip-off from civil-

ians that rebels are in the area.

“We have received information from civilians about the presence of rebels so we dispatched troops to verify this, but soon as they arrived the NPA has already gathered innocent villagers and held them at gunpoint,” he said.

He said local government officials are currently negotiating with the rebels to free the remaining hostages. “We are there, but the order is to allow peaceful negotiations and we are waiting for rebels to free the remaining victims and from that let’s see what happens next. The lives of the civilians are most important to us,” he said.

There was no immediate statement from the NPA about the situation in the town.

DLPC is presently implementing up to six hours of rotational power outages in its franchise area due to the huge drop in Napocor’s supply allocation to DLPC from 280 megawatts to 120 MW resulting from lower water level to operate the Agus hydroelectric power plant; the shutdown of one of its power barge which has been operating 24 hours since last month; and, the scaling down of its power generator to allow the engine to rest.

Milan said while they are getting a little help from the power barge in Maco where they contracted 30MW, they could no longer rely on other power barges since there is none available.

Milan said they are getting a lot of help from responsible industries in the city who have offered to supply additional capacity under the Interruptible Load Program (ILP).

Among those that have offered ILP are the two SM malls, Abreeza Mall, Gaisano and NCCC Malls, Legaspi Oil, Mindanao Oil, Tadeco, Sumifru, Unifruti and Stanfilco.

On the other hand, the Davao City Investment Promotion Center (DCIPC) estimated the city’s economic losses at millions of pesos for every hour that power is curtailed, based on the city’s gross domestic product.

Ivan C. Cortez, DCIPC Chief, said the estimated losses if the whole city experiences a power outage is from P19 million every hour during off-peak hours to P26 million during peak hours.

Other businesses that can no longer operate between 8pm to 7am because of the brownouts are set to lose P10 million. The figures given are however expected hourly incomes but not necessarily the hourly income losses for all businesses since not all of them are paralyzed during brownouts.
