What could be a Christmas gift? GIFT-giving and receiving and Christmas simply but surely go together. Many times it’s incurring our indignation. Many of us defer the most important decision during the most jolliest season of the year. What is the best Christmas gift for our loved ones? Is it really an important decision, or does it dilute the real meaning of Christmas? I am sure, many of us know the real answer. The giving spirit of the holiday season seems to fade in the light of necessary obligations and finances, along the painful dilemma of giving gifts to those who want to buy for as opposed to those for whom you should buy! Let’s think about it: To whom are we obligated at Christmas: our boss, our cousins, our parents, our partner or our children and friends as well? What about the children? Should they give presents to people either then family members? How about the innumerable large families, especially in the Philippines, because of economics, resort to name-drawing process at Christmas. For me firstly Christmas is spirit. There are so many ways to use your mind in terms of giving someone other things than putting Peso or Dollar notes. I am sure you know, that homemade gifts can be also a very good idea. Sure, there is an etiquette of gift giving at Christmas and also other occasions. Homemade gifts are most appropriate, especially as Christmas gifts, according to Stuart E. Jacobson, book author of “The Art of Giving.” Allow me to quote Jacobson, “Home-

made gifts are wonderful. A gift of imagination, a gift of creativity, a gift, that shows (also!) time was put into it. A created time is a wonderful present.” When considering a homemade gift, instead of tumbling through crowded shopping malls (as I tried again yesterday!) and getting a headache (I really got!)! While stumbling from one mall to the next, I found out again, that the real and the whole essence of giving a gift is to bring pleasure to the person receiving it. Jacobson says in his book, “Homemade gifts are also ideal for children to give as presents. Kids can create things because they have unique imagination. Children should feel free to give something to anyone they spend a lot of time with. No monetary value should be placed on what a child should give to someone.” Very well said. BUTUAN City--At least 49 chairmen of 86 barangays here have demanded the resignation of Butuan City’s Liga ng mga Punong Barangay (LPB) president Nestor Amora for alleged incompetence, irresponsibility, illegal collection of barangay Internal Revenue Allotment, and lack of transparency relative to Liga office and Colegio de Liga expenditures.

In a press conference at a local hotel here, six barangay chairmen, representing the 49 barangay executives, led by Barangay Doongan Chairman Gilberto Enriquez, further took the Liga president to task and showed to journalists Liga Resolution No. 2 Series of 2015 putting to a stop the financing of two radio programs because “The ABC president Hon. Nestor Amora, as anchor / host of the said program(s) failed to convey the concerns of the Punong Barangays (and) instead used the said

program(s) for politics and personal purposes.” Amora is aspiring for a city council seat in the 2016 elections under Mayor Ferdinand Amante’s political group. ‘Give attention to poor,’ Duterte warns Davao City Hall employees DAVAO City--Mayor Rodrigo Duterte warned City Hall employees to give attention and preference to poor and marginalized constituents. “I have heard that bigotry has again surfaced in the city hall, that you are ignoring and not giving attention to the poor.” Duterte said during an impromptu press conference at a firing range in the Maa, in Davao City yesterday (October 15).

As the Chinese say, the journey of a thousand miles begins with the first step. Change must start with the teacher. What do we want out teachers to be? First, we want them to be proud of being a teacher. Very often we come across teachers in the field who would say “ nag teacher na lang ako kasi hindi ko kayang maging doctor.” It’s sad to hear that. Because teachers who think that way tend to forget the key role they play in our society. To a very large extent, teachers shape the mind, heart and spirit of every young Filipino. In that sense, they hold our nation’s future. In their hands lies our dream of a better Philippines and resolve to do our share in building our nation along the contours of that dream. We cannot just wait others to do it for us… or the “right person” to come along and save us. Teachers must take the initiative. If not, we will, at best, remain where we are today: confused, unfocused, disunited, Kanya-kanya. We envision teachers

who are empowered by critical and creative thinking. We need teachers who seek out opportunities which will expose students to issues that motivate young Filipinos to think for themselves. Teachers who can exercise leadership. But the kind of leadership that focuses on service to community… not to SELF. Teachers must be the first to crave knowledge about new things. Apart from being always open to new ideas and methods, teachers must encourage their students to be active learners even after school. Teachers should be nationalistic and socially involved. They must always be conscious that what is imparted in the classroom ultimately has impact on what will happen to the nation. Fina l ly, te achers should possess a deep sense of spirituality, integrity and professionalism. Teachers must be inspired and empowered to become effective and passionate agents of change. In this way, they can become better educators who can contribute to nation building.

WORLD leaders left New York having agreed a framework for the world’s sustainable development, but for mountain communities around the world this action can’t come quickly enough. Climate change is already here, threatening their food security, nutrition and livelihoods. Indigenous groups and traditional farmers from 21 mountain communities in 10 countries gathered

recently in Tajikistan to assess climate change impacts and develop responses to this crisis. The meeting was organized by Asociacion ANDES (Peru), the International Institute for Environment and Development (IIED) and the Aga Khan Foundation’s Mountain Development Support Programme.1 Ahead of the Food and Agriculture Organisation’s (FAO) biennial Interna-

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said international weather prediction centers have agreed it will be among the strongest, right there with the El Niños of 1972-73, 1982-83 and1997-98. Since September 1, a mature and strong El Niño has spread in the tropical Pacific Ocean and likely to strengthen further before the end of the year, according to PAGASA, citing a World Meteorological Organization (WMO) forecast. The outlook reflects the majority of international climate models, such as that of the Climate Prediction Center at the International Research Institute (IRI), Columbia University, which says that the chance of El Niño is greater than 95 percent continuing through March-April-May 2016 season, and is near 78 percent through April-May-June. The Bureau of Meteorology-Australia says the tropical Pacific ocean and atmosphere are reinforcing each other, maintaining a strong El Niño that is likely to persist into early 2016. The Tokyo Climate Center, Japan Meteorological Agency, says El Niño conditions continue in the equatorial Pacific and is likely to continue through the Northern Hemisphere winter. Due to the economic importance of cassava in Northern Mindanao, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) recently capped its series of training on the Management and Control of Cassava Phytoplasma Disease (Witch’s Broom), in Mambajao, Camiguin. More than 250 agricultural technicians from the local government units and cassava farmer-leaders from the various parts of the region attended the training which aimed to refresh and enhance their technical knowledge on the management of major pests and diseases of cassava. Jocylen A. Gementiza, Cassava Focal Person of DA-RFO 10, reported that the region produced a volume of about 601,000 metric tons of cassava for the year 2013. Although NorMin takes pride in producing a quarter of the country’s total output, she added that the region should curb the prevalence of different pests and diseases in cassava, considering the plant’s production is valued at P1.488 billion. K-12 program has been a top-rising issue in our country today. Questions of reliability, accessibility and the quality of education that lead to the minds of most Filipinos today. The question is, are we truly prepared? How about the facilities, building structures, number of teachers, and financial aspects of parents? These are just some of the problems being observed. Now, does it lightens the difficulties of finding job and sending children to college or a burden that adds to parents additional 2 years expenses? Basically, K to 12 program means Kindergarten and 12 years of elementary and secondary education. Kindergarten refers to the 5-year old cohort that takes a standardized kinder curriculum. Six years of elementary education, four years of junior high school (Grades 7-10) and the two years of senior high school (Grades 11-12).The two years of senior high school intend to provide time for students to consolidate acquired academic skills and competencies and to provide sufficient time for mastery of concepts, skills, develop lifelong learners and prepare graduates for tertiary education, middle-level skills development, employment and entrepreneurship. I believe that it is time to embrace a new phase of challenge. To be globally competitive, to enhance the quality of basic education curriculum. K to 12 is the answer to this. I persuade every Filipino to support this program that aims to establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and the society. Such mandate gives justice to the basic rights of every Filipino child: the right to quality education

and the right to a quality life, as mandated in the 1987 Philippine Constitution state. Moreover, President Benigno Simeon Aquino III announced in an article presented by Velasco (2012) that ‘’ We need to add two years to our basic education. Those who can afford to pay up to fourteen years of schooling before university. Thus, their children are getting into the best universities and the best jobs after graduation. I want at least 12 years for our public school children to give them an even chance at succeeding.” Furthermore, Education Undersecretary Alberto Muyot said that the present curriculum is described as congested. This means that students do not get enough time to perform tasks because the curriculum is designed to be taught in a span of 12 years and not 10 years. The short duration of our basic education program puts Filipinos who are interested to either work or study abroad at a disadvantage. This is because other countries see our 10year program as incomplete, which then, causes Filipino graduates to not be considered as professionals abroad(Velasco, 2012). Some said that this program is not the answer to the problem of employment and of competing globally, but instead it will only burdens every parents that shoulders the additional expenses of another two years in high school. Also, according to Senator Trillanes that before implementing the controversial program, the government should first address the real problem plaguing the education sector like the lack of classrooms and the low salary of teachers. In contrary to this, the Department of Education is ready of the implementation of the K-12 program. All 221 divisions of the Department

of Education (DepEd) have finished planning and have figures on enrolment a year in advance. These plans were reviewed by a separate team and finalized upon consultation with other stakeholders including classrooms, teachers, textbooks and curriculum as observed in the www.deped.gov.ph. When it comes to classrooms, DepEd built 66,813 classrooms that had been built since 2010 to 2013. There were also 33,608 additional classrooms built lasty 2014. On March 11, 2015, DepEd planned to build not less than 5,216 Senior High Schools in the country. There are also 274 private school with permit to offer senior high and 1116 are still in the process of the application. For teachers, since 2010 to 2014, Dep Ed hired 128,005 newly hired teachers. DepEd also plans to hire 30,000 additional teachers for senior high school in 2016. Finally, the K-12 program was implemented. Adjustment and acceptance is the load that burdens every individual. But for some who embraces change, it lightens their sight of transformation for the betterment of everyone. Therefore, why not take the challenge and support the implementation of the program? Every Filipino should think of every positive outcome to support the government for its aim for change. Be optimistic of the changes leading the way to be successful in achieving its goal. Teachers should find ways for professional growth. Students must be willing to invest their time and resources to undergo the program. Parents should give their full support in providing their children’s educational needs. While the government must build more classrooms, facilities and increase the salary of the teachers. In such ways, we will be able to achieve the success that we extremely desire.

OHSP is an alternative mode for formal secondary education. World Teachers Day is commemorated annually every 5th day of October to celebrate the essential role and vital responsibility of teachers in providing quality education at all levels. The teachers of SALAWAGAN CENTRAL ELEMENTARY SCHOOL celebrated the said special event last October 5, 2015 at the school multi-purpose hall. The year’s theme of the celebration is “Empowering teachers, building sustainable societies” which means that the teachers are not only a means in implementing education goals, but they are also the key to sustainability and national capacity in achieving learning and creating societies based on knowledge , values and ethics. The said event had two parts. There was a program in the morning wherein the pupils from every grade level gave tribute to please their mentors by showing their spectacular talents on stage. They heartily handed bouquet of flowers, simple but valuable gifts, thank you notes and messages. The sincerity and thoughtfulness

of the children were seen on their innocent faces while they gave the presents. It shows how thankful and grateful they are to their second parents in school. In the same way or another, the teaching staff expressed their gratitude and thanks toward the school principal through giving thank you messages and flowers. The morning’s celebration ended with a lavish yet simple lunch in the school H.E building .Nutritious foods were serve to the honoree –the teachers to refresh themselves from the tiring yet fulfilling works.

To make the activity more fruitful and enjoyable, games such as volleyball, sack race, kadang-kadang and patintero played in the afternoon. After the games, the red team- grade III and IV teachers proclaimed as the champion, while the grade V and VI teachers – the blue team rank first place and teachers from Grade I and II- the yellow team rank second. All team received prizes from their philanthropist donors. Through the collaborative efforts of the school Principal Mr. Vicente F. The Tajikistan meeting found that mountain communities are already facing drastic changes in their food and farming systems due to extreme and unusual weather patterns, and that these impacts have worsened in the last 18 months. Many are suffering from reduced water availability and increased pests linked to decreasing rainfall and increasing temperatures, however the meeting has already been able to provide some steps towards tackling this. Local crop varieties are often resistant to droughts and pests, unlike the modern, introduced varieties sold by agricultural institutes and multinational companies. In Tajikistan’s Jafr community, only local fruit trees can survive the worsening drought conditions and heat. In Thailand, wild bees are more resilient to increased heat than introduced varieties. Traditional knowledge and practices are also becoming increasingly critical to survival. Diversification is another important response to reduce the risk of crop failure, in terms of the plants themselves, the landscape they are farmed in and mixed production systems. Traditional farming landscapes provide living gene

banks where crops can continue to evolve and shift across ecological niches to adapt to climate change. For example, in the ANDESsupported Potato Park, Peru, six communities conserve 1400 different types of potato and work with scientists to test them in different parts of the landscape. Alejandro Argumedo from ANDES said: “In the Jafr community, a traditional farmer has collected and tested local fruit trees from across the region, has adapted potatoes from Peru through selection over five years to enhance diversity, and has grafted tomatoes onto potatoes to enhance productivity.” The meeting resulted in the creation of an International Network of Biocultural Heritage Territories for in-situ conservation of crop diversity and holistic adaptation to climate change at landscape level. This network will support the establishment of new biocultural heritage territories in centres of origin and diversity of crops in several countries, using successful models like the Potato Park in Peru, which is managed by six Quechua communities. The meeting also established an International Network of Community Seed Banks and initiated a related farmers’ seed exchange programme. Krystyna Swiderska, IIED researcher said: “Community seed banks are vital for preventing the loss of crop diversity and ensuring seed access for poor farmers. They are also an important response to climate change, enabling recovery from climate disasters.” The international seed exchange programme has already begun, enabling similar mountain communities to access more resilient local varieties and diversify their crops. But communities need support to ensure that seed exchange is disease-free and complies with relevant legislation. Alejandro added: “Communities with seed banks should be allowed to become members of the FAO Treaty’s Multi-Lateral System to facilitate legal seed exchange with other communities, using the FAO’s standard Material Transfer Agreement. The Potato Park has deposited its potato seed collection, supported by the Treaty’s benefitsharing fund, in the Svalbard Seed Vault, which places its collection alongside national gene banks”. The meeting culminated in the Tuggoz Declaration which calls on governments to recognize that traditional knowledge has equal and complementary value to western science, to respect the cultural and spiritual values, world views and languages of indigenous peoples and traditional farmers, and to protect Farmers’ Rights and indigenous peoples’ intellectual property rights. This was the second learning exchange of the International Network of Mountain Indigenous Peoples which includes communities from Bhutan, China, India, Kyrgyzstan, Papua New Guinea, Peru, Taiwan, Tajikistan, Thailand and the Philippines. The FAO Treaty recognises the enormous contribution that local and indigenous communities and farmers of all regions of the world have made, and will continue to make, for the conservation, development and use of plant genetic resources as the basis of food and agriculture production throughout the world. Its objectives are the conservation of plant genetic resources, their sustainable use, and the equitable sharing of benefits from their use. It has 136 contracting parties. Yet, according to the FAO, genetic resources are being lost at an alarming rate. The Sustainable Development Goals require urgent action to address this – goal 2 “End hunger, achieve food security and improved nutrition and promote sustainable agriculture,” target 2.5 “by 2020 maintain genetic diversity of seeds, cultivated plants, farmed and domesticated animals and their related wild species.” Examples include those provisions under UPOV ’91, (the Convention on the protection of new plant varieties) which can limit the rights of farmers to save, use, exchange and sell farm-saved seeds (which are recognized by article 9 of the FAO Treaty).
