ZAMBOANGA City – A Parade of Lights kicked off this year’s Hermosa Festival– Zamboanga City’s annual festival honoring its patron saint Nuestra Señora La Virgen del Pilar – on Saturday, Oct. 1.

Twelve floats decorated with sparkling lights sponsored by business establishments, schools, barangays and other private organizations were paraded in Zamboanga streets.

Said floats were also rated by judges for the prizes given by the Zamboanga government.

The floats lighted up Mayor Vitaliano Agan Avenue, Mayor Climaco Avenue, JS Alano and Valderrosa Streets.

ILIGAN City – Thousands of residents witnessed the 27th Kasadya Street Dancing and Merry-Making Competition topped by Barangay Santa Filomena on Tuesday, Sept. 27, as part of the Diyandi Festival in honor of St. Michael the Archangel, the patron saint of this city.

Barangay Santa Filomena, which pocketed P300,000 and a trophy, also won five special awards – Best in Senor San Miguel, Best in Maranao, Best in Higaonon, Best in Batalya (eskrima), and Best in Musicality.

First runner-up was Barangay Saray, also Best in Yawa-Yawa (Devil-Devil) and Best in Street Dancing, and second runner-up was Barangay Buru-un and Best in Diyandi.

He said that they are exploring whether they can establish businesses like biogas, dairy farming, hydroponics, and drip irrigation in the country

Softdrinks shortage hurts small vendors

THE supply shortage of soft drinks have deeply hurt small sari-sari stores who are dependent on these fast-selling products for their profits.

Almer Masillones, Misamis Oriental provincial director of the Department of Trade and Industry, said the shortage hurts the small entrepreneurs more than the bigger groceries and fast-food outlets.

“Sari-sari store owners are already complaining about the shortage and wondering where they can get their supplies,” she said.

Masillones said the situation has worried government regulators because the sale of soft drinks is essential to small sari-sari storeowners.

The scarcity of soft drinks came after the Philippines’ projected sugar production of 2.03 million metric tons fell short by 200,000 tons.

Davao envi group: WTE facility can produce ‘dirty energy’

DAVAO City – A waste-toenergy (WTE) project can only generate an “unclean” power source with adverse impact on human health and the environment, the Davao City-based Interfacing Development Interventions for Sustainability, Inc. (IDIS) said on Monday.

Atty. Mark Peñalver, IDIS executive director,

told reporters during the “Kapehan sa Dabaw” that building a WTE incineration facility “will not provide any solution to the existing solid waste management woes of this city.”

He said the WTE could be a major contributor of carbon emission, which can worsen climate crisis.

Peñalver said that some local politicians pushing for the WTE project want

to put up such facility “not only to address the solid waste problem but also to increase power generation in this city.”

“In reality, what they are after is energy generation and we don’t want our energy to be “unclean.” In effect, we will contribute to carbon emissions. WTE can cause our carbon emissions and carbon footprint to shoot ENERGY/PAGE 5

Siargao tourism on its way to recovery with surfing competitions

BUTUAN City – Local surfers took advantage of their familiarity with the waves to dominate the 1st Mayor Sol’s National Surfing Competition at Cloud 9 in Siargao Island in Surigao del Norte on Saturday.

The event was the first national competition in Siargao since the Covid-19 pandemic was declared in March 2020 and after the devastation of Typhoon

Odette in December last year.

A total of 140 Filipino surfers competed -- 121 males and 19 females.

Noah Arkfeld topped the Men’s Open Short Board category, besting Robert Timbal of Catanduanes and province mates Jayward Alceso and Benjomar Canon, who placed third and fourth, respectively.

Arkfeld garnered 11.75 in the finals while Timbal

could only score 3.20 points.

Nilbie Blancada ruled the women's division over Diane Nogalo, and Susan Escanilla in an all-Siargo podium finish.

The champions received P80,000 in cash each, the second placers P50,000, and the third placers P25,000 each.

Mayor Sol Matugas of Gen. Luna town thanked all involved “who went out of

their way to give their time, resources, and talents.”

“I’m happy that we have renewed our family spirit under this surfing event,” Matugas said in a speech.

The event, sanctioned by the United Philippine Surfing Association, was a qualifier for the 26th Siargao International Surfing Cup slated October 15 to 21.

Matugas said the international competition

will bring in more arrivals on the island and declared they are ready for the hosting.

Data from the local tourism office in Gen. Luna showed 44,482 arrivals registered in the town from April to August this year.

From 257,900 tourist arrivals in 2019, Siargao tourists dropped to 67,717 in 2020.

Zambo City bans drone-flying during Hermosa Festival

ZAMBOANGA City – Flying of drones over certain places, bringing of backpacks, and wearing of baseball caps are banned to ensure the safety and security of attendees in the Zamboanga Hermosa Festival that reeled off Saturday.

The highlight of the Zamboanga Hermosa Festival is the feast of Our Lady of the Pillar, the most

revered saint of this city, on October 12.

Mayor John Dalipe’s Executive Order (EO) JD 2022-058 prohibits the flying of drones, except those from the police, military, and Office of the City Administrator, 24 hours a day from October 3 to 13 above the vicinity of Santuario de la Nuestra Señora La Virgen del Pilar.

The EO also disallows bringing of backpacks, wearing of baseball caps or fedora hats, waistcoats (vests), and hooded or non-hooded jackets, except for children 12 years and below but subject to security checks.

The “no face mask, no entry” to the shrine policy, security checks of personal belongings, and bringing of

alcohol or hand sanitizer for all shrine-goers are also imposed.

Parking will be allowed at Paseo del Mar, subject to payment of prescribed fees, and in the campus of the Zamboanga State College of Marine Sciences and Technology.

This year’s festival is anchored on the theme, “Celebracion de Colores (Celebration of Colors)”, to signify the colorful history, rich heritage, and diverse cultures of Zamboanga.

Inflation hits biz, consumer confidence in Q3

THE faster pace of increase in prices of goods and services has been the major reason for the decline in confidence among businesses and consumers in the third quarter of the year.

The Bangko Sentral ng Pilipinas (BSP) reported Friday that overall confidence index (CI) among businesses in third quarter of 2022 declined to 26.1 percent from 35.3 percent in the second quarter.

"The respondents’ less optimistic sentiment in Q3 (third quarter) 2022 was attributed to: (a) higher inflation (i.e., faster rise in prices of consumer goods, services, raw materials and production costs), (b) rising fuel prices, (c) decline in sales and demand, (d) peso depreciation and (e) the continuing public health threat of Covid-19," the central bank said.

Business sentiment

is also less optimistic for the next quarter as confidence level went down to 43.9 percent from 46.4 percent, while overall CI for the next 12 months also slowed down to 57.7 percent from 59.9 percent.

In July to August 2022 period, consumers were more pessimistic as overall CI further declined to -12.9 percent from -5.2 percent, still mainly due to higher inflation rate.

Other reasons of consumers for their weaker confidence also include low income and fewer available jobs and working family members.

But consumers are more optimistic for the fourth quarter and the next 12 months.

Overall CI improved to 13.4 percent from 11.2 percent for the next quarter and to 33.4 percent from 32.4 percent for the next 12 months.

New fiscal measures seen to address budget gap

MEASURES on how the government will implement its fiscal program to further boost the economy’s recovery and improve the state’s fiscal health are key factors in addressing budget gap, an economist said. On Friday, the government reported lower budged deficit last August at P72 billion, 40.43 percent drop from year-ago’s P120.9 billion deficit. In a report, Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort said the doubledigit growth of government revenues last August, which

surpassed the growth in expenditures, is a plus on the fiscal position. Data released by the Bureau of the Treasury (BTr) showed that revenues of the Bureau of Internal Revenue (BIR), which collects around 70 percent of state revenues, expanded by 23.03 percent year-on-year in the eighth month this year to P228.9 billion. Collections by the Bureau of Customs (BoC) during the same period posted higher growth of 47.84 percent year-on-year to P78.9 billion. Expenditures also grew but at a lower rate of 6.39 percent to P404.5 billion. As

of end-August this year, total revenues rose by 18.09 percent year-on-year to P2.37 trillion and expenditures by 8.02 percent to P3.2 trillion. This resulted in a budget gap of P833 billion, lower by 13.06 percent compared to the P958.2 billion deficit same period in 2021. Ricafort said the rise in government revenues is a result of the continued reopening of the economy, which allowed more business to operate, thus allowing the government to collect higher taxes. He said the government’s decision not to impose lockdowns

also helped since this means lesser needs for cash aid to affected families. These factors are, however, seen to have been countered by the higher inflation and interest rates, which hurt government coffers through higher interest payments, he added. Meanwhile, Ricafort cited as a bright spot for fiscal management the drop in the proportion of debt to the economy’s output, which fell to 62.1 percent as of endMay 2022 from the 17-year high of 63.5 percent at the end of the first quarter in

Bad loans to ease until 2024: Moody’s

NONPERFORMING loans (NPL) in the Philippine banking industry may continue to ease in the coming months, an analyst from Moody’s Investors Service said on Thursday.

“As for NPL ratio, we actually think that 4.5% (in 2021) is the peak for NPL and we think that it will continue to slowly go down over the next one to two years,” Moody’s Investors Service Financial Institutions Group Analyst Joyce Ong said at a briefing on Thursday.

“If you look at the NPL

ratio of the banks, there has been a rapid buildup because of the pandemic and peaking at 4.5% at the end of July last year,” Ms. Ong said.

“But since then, with the reopening of the economy in the second half last year, we’ve seen a decline in NPL ratio because of the rebound of economic activities that really slow the whole formation of that loans,” she added.

The banking industry’s soured loan ratio fell for a fifth straight month in July to its lowest in almost two years as bad debt continued

to decline, latest central bank data showed.

The July ratio was the lowest since 3.51% in September 2020.

Bangko Sentral ng Pilipinas (BSP) data showed banks’ past due loans dropped by 14.3% to P491.289 billion from P573.785 billion a year ago. This brought its share in total loans to 4.17% from 5.31% a year ago.

Loans are considered nonperforming once they remain unpaid for at least 30 days after the due date. They are deemed as risk

assets given borrowers are unlikely to settle such loans.

“We do expect that going forward. This trend will continue in tandem with the economic recovery that we will see in the Philippines. But having said that, [there’s] rising inflation, interest rates and also global economic uncertainty,” Ms. Ong said, adding that inflation will pose risks to banks in the country.

Puzzling Questions that Must Be Answered

No Greater Love

Think a minute… A four-yearold girl was terribly hurt in a car accident and going to die— unless the doctors quickly found a person with her same rare blood type who was willing to give her their blood. Then they discovered the girl’s seven-year-old brother had the same blood type as her. The doctor led her brother into his office and told him that his baby sister was very sick and unless she received blood she would probably die. Her brother’s eyes filled with tears, and after a few moments he bravely said to the doctor: “I’ll give my blood to my sister.”

Later as the young boy watched his blood going through a tube into his sister’s body, his fear reached a point of panic. The doctor saw the terrified look on the little boy’s face and said: “It’s OK, son, it will all be over soon.” The boy started to cry: “So now is when I’m going to die?” When the doctor had first asked this young boy to give his blood to his sister, the boy thought it meant he was giving ALL of his blood, and that he would die so his sister could live. Yet because he loved his sister so much, he still chose to give his life for her.

We often do not know how much people really love us until their relationship with us costs them something. Some friends are only friends to us as long as

We are living in the most turbulent of times and have become victims of the fal lacies of life amidst morale collapse. There are times when we are confronted with some puzzling questions and never have these questions been responded to or brought to the fore, not even by the mainstream media. Worse there are painful realities which are kept hidden espe cially if bringing out the truth will not serve the interest of those in power.

With the “changing of the guards” in Malacañang, it is about time to revisit some of these painful reali ties for the information of the newly-elected President whose pro-people leader ship can make a difference to protect people’s rights especially the poor and the downtrodden.

The first painful offense happened in Sitio Kibari tan in Barangay Malinao, Kalilangan, Bukidnon on March 25, 2016 which had caused the death of three innocent children. No less than the Vice President of the Kibaritan Higaonon St.

Peter Agriculture Coop erative, Mr. Eddie Raymond had witnessed the death of the three children and the wounding of one more when an Unidentified Explosive Ordnance (UXO} planted by the military in the firing range near the Elementary School exploded when the children were playing in the vicinity. When the father of the victims came after the explosion, Mr. Reymond narrated the shock and so much anguished suffered by the father, Mr. Delio Wa minal, upon seeing one of his child already dead and dis-membered and attending to another son, 15 yr.-old Delmar Waminal, who was still breathing but in the brink of death with parts of his dismembered body scat tered with no more feet and hands and begging his father to end his pain. As narrated by Mr. Raymond: “Wala ng hihigit pa sa pagdurusa na dinamdam ng isang ama na pinupulot isat-isa ang mga kumalat na bahagi ng kata wan ng anak na nasabogan ng UXO at patuloy ang tulo ng luha at sumisigaw na “BAKIT NAGKAGANITO ANG MAHAL KONG MGA ANAK.”

Amazingly, even when we rejected Him and wanted nothing to do with Him, Jesus still gave His own perfectly innocent life for us.

He, our Maker Who created us to share and enjoy life with Him, did all of this for us. But He will never force you to love Him in return. Otherwise, it would not be love, since love must be freely chosen. He will always respect your freedom to choose—especially since He is the One Who gave it to you.

Won’t you ask Him once and for all to become your Rescuer, Lord and closest Friend? Seriously ask Jesus to forgive you for all of

THAT’S how love should be if it is true. That is to say, if it is the love that flows from the same love which is the very essence of God and that is also meant for us, since we are God’s image and likeness.

We are reminded of this truth of our faith in that gospel episode where Christ was asked what God’s greatest com mandment is. That is to say, what God really wants us to do and ul timately to be. (cfr. Lk 10,25-37)

That’s when Christ clearly said that the greatest commandment is to “love the Lord, your God, with all your heart, with all your being, with all your strength, and with all your mind, and your neighbor as your self.”

The response of Christ clearly indicates that we ought to give every thing to God out of love. In other words, it’s an all-or-nothing thing, an incredible ideal to attain but for which we actually have been given all the means.

We just have to do our part which, of course, will take some time and some process. The im portant thing is that we should try to put our mind and heart into this responsibility, and no matter how things go, we should just move on. God is always understand ing and patient with us, “quick to forgive, slow to anger.”

It’s not that our doc trines, laws and princi ples serve for nothing.

They are necessary, but as a guide to the truth, and not as truth itself. They will always need to be read, understood and followed with the proper spirit that can only come from God. They need to be continually updated, deepened, and polished.

It is with these pa rameters that we have to approach issues like whether we should be dealing with people who are non-believers, public sinners, those in what we call are in irregular situ ations, and even those who are in open enmity with the Christian faith.

DOE OKs Prime Infra acquisition of Shell’s Malampaya stake

THE Department of Energy (DOE) has approved the acquisition deal between Prime Infrastructure Capital, Inc. and Shell Philippines Exploration B.V. (SPEX) on the latter’s 45-percent stake in the Malampaya Service Contract (SC) 38.

This, after the DOE completed the review of the transaction in accordance with Presidential Decree 87 and Department Circular No. 2007-04-003 for the transfer of rights and obligations in petroleum service contracts.

“Prime Infra was found to be technically, financially, and legally qualified as a transferee and a successor to Shell as operator of Malampaya natural gas project,” the DOE said in a statement Monday.

With the approval of the transaction, SPEX will now be a wholly owned unit of Prime Infra and will continue to operate the Malampaya natural gas field.

Improved school leadership is essential for raising students' academic achievement. In order to achieve a strong rate of growth for all students, good leadership in schools involves the practice of supporting and enabling school-wide teaching expertise. Principals, executive staff, and instructors without clearly defined leadership responsibilities can all exercise this leadership, as well as traditional leaders like principals and executive staff. It's critical for teaching staff and aspiring leaders in the education field to comprehend what the standard is for effective school leadership and how it might be applied to bring about long-lasting change.

Strong leaders are aware that there are often unconventional solutions to problems and that there aren't always clearcut answers to questions. It's important to know when to adapt to new situations and when to continue with "the way it's always been done." Leaders in education frequently search for new and improved methods

Keeping up with the most recent developments in educational technology and trends is one aspect of this. As leaders interact with students, employees, parents, and other communities to get ongoing feedback and identify chances for innovation, it also calls for great interpersonal skills. School administrators must have a firm grasp of operational best practices and the ability to foster ongoing improvement.

“If you look at restructured loans level, it’s only about 3% of the system,” she said, adding that Moody’s does not expect the number to further increase.

TITLE: A BREAKTHROUGH IN THE NEW NORMAL

The biggest breakthrough that will happen is during “shared responsibility” period.

In addition to the learners' eagerness to return to school, the pandemic's aftermath provided many opportunities for parents and other stakeholders to once again demonstrate a sense of camaraderie. The Department of Education has achieved the memorable comeback after the pandemic as part of its yearly advocacy to enhance the relationship between the school and its stakeholders, the Brigada Eskwela.

True to its goals and objectives, Alubijid Central School took part in the program and was able to reach out to potential stakeholders. These people, NGO's, and even government sectors have built a significant path for aiding the school's additional needs in advance of the start of classes on August 22, 2022. Alubijid Central School is very fortunate to have community members that are very handson with the activities, such as painting and repainting, physical cleaning, doing minor repairs such as broken doors, windows, and furnitures, improving the classrooms, implementation

of Gulayan sa Tahanan, etc. A month-long event called Brigada Eskwela attempts to assist schools in getting ready for the start of the new school year. Since all stakeholders and organizations have given us their full support, this year's Brigada Eskwela is more interesting. Additionally, materials and donations in kind were sent, which were used for all the repairs that were required. Another top objective was to make the environment more beautiful. This proves that the excitement among those responsible for every school's achievement was brought on by this new normal. This is a further indication of a strong tie that only gets stronger with time.

The Department's proactive approach to health preventive measures and the Back-to-School Program's increased intensity enable all schools to be ready for the start of courses. In our school, NGO's, public institutions, and even commercial groups have responded to the call of "Bayanihan"; without their assistance, we would not be able to provide a welcoming, secure, and inspiring environment for our students. The "Oplan-Balik Eskwela" of ACS makes sure that the proper enrollment flow is used

to accommodate all students. Along the road, there were a few obstacles that needed to be overcome if we were to have a smooth enrollment process, but the committee in charge of these things dealt with them all effectively. Through the Learner's Information System (LIS) Quick Count, the enrolment was also kept track of. The apparent growth in the student enrollment rate clearly indicates that students are eager to return to school. This information compelled the school and the stakeholders to develop new projects for the learners and the institution. The Division Brigada Eskwela 2022 Monitoring personnel, Rhodora L. Gallares, EPS/OIC-AO V, oversaw the entire process and provided further technical assistance with implementation and stakeholder management techniques.

Our learners are the center of this preparation. As we embrace the advancements in teaching and learning, these initiatives and efforts to welcome back learners after the pandemic's two-year period signify a significant step forward for education. Coca-Cola Philippines was forced to suspend operations in some of their key manufacturing plants in the country because of the shortage of sugar.

Lawyer Ruth Sybil Salvador, DTI mediation officer, said this situation leads to the hoarding of soft drinks, especially the popular Coca-Cola.

Salvador said her desk already received two complaints from sarisari store owners of bodegas and warehouses hoarding soft drinks.

Reporters who attended the press conference called by DTI Misamis Oriental on Monday appraised the trade regulators that soft drinks now sell more than 100 percent compared to prices in July.

KNOW ALL MEN BY THESE PRESENTS: That the late Valentina Jacanin Gabo died a WIDOW in Baikingon, Cagayan de Oro City on October 24, 2009 and Juan Jacanin died in Cagayan de Oro City on 1949 without leaving any will; both the deceased, at the time of their death, left a co-owned property with Original Certificate of Title No. 9155 located in Iponan, (now Bukidnon), Cagayan de Oro City, containing an area of 98, 010 square meters, that the said parties have caused the subdivision of the aforesaid parcel of land into seven (7) lots in the approved subdivision plan known as PSD-10-036010 which was duly approved on November 29, 1999 with LOT 3699-A- containing an area of 9,465 square meters; LOT 3699-B- containing an area of 40,440 square meters; LOT 3699-Ccontaining an area of 17,605 square meters; LOT 3699-D- containing an area of 22,979 square meters; LOT 3699-E- containing an area of 513 square meters (legal easement); LOT 3699-F- containing an area of 3,598 square meters (legal easement); LOT 3699G- containing an area of 3,430 square meters (legal easement), NOW, THEREFORE, for and in consideration of the foregoing premises and upon agreement by all the CO-OWNERS hereto being all of legal ages and with full civil capacity to contract, have agreed as they hereby do agreed by these presents, to divide and partition among themselves the said real property, based on the subdivision plan approved by the Department of Environment and Natural Resources (DENR) on November 29, 1999, known as PSD-10-036010, as follows; Lot 3699-C, Lot 3699-D and Lot 3699-G are adjudicated and shall belong to the HEIRS OF JUAN JACANIN namely; ELISALDO J. GABO-BARBAC; Lot 3699-B and Lot 3699-F are adjudicated and shall belong to the HEIRS OF VALENTINA JANIN-GABO, namely: SEGUNDO J. GABO, MELBA GABO ENERIO, JOSEPHINE GABO ESMEÑA, RUDY J. GABO, ELLEN J. GABO, ELISE GABO JALAGAT, MERLY O. GABO, ANALIE GABO EDURIA, RIZA JEAN O. GABO, SONNY BOY O. GABO, CLAUDINE HOPE O. GABO, DORY GABO JAMIS.
