Aboitiz bats for ILP implementation By CARMELITO Q. FRANCISCO, Correspondent
ABOITIZ Power Corp. (AboitizPower) does not support giving the President emergency powers to address the expected energy supply crisis in Luzon next year and instead proposed the implementation of the interruptible load program (ILP) across the entire country. In a statement released on Monday, the company said it “believes that a nationwide implementation of the Interruptible Load Program and an energy conservation campaign are still the most practical and cost efficient measures to address the power shortage next year.” ILP involves getting companies to run their generators in exchange for compensation, which is thought
to have the overall effect of reduce their use of power from the grid. AboitizPower is engaged in both power production and distribution with operations in the country’s all three main island groups -- Luzon, the Visayas and Mindanao. Davao Light and Power Co., an Aboitiz-owned distribution company, started implementing the ILP in 2010 when Mindanao started to experience shortfalls in energy supply. Earlier last month, two officials of power companies operating in Mindanao also expressed their opposition to proposals to give President Benigno S. C. Aquino III emergency powers to deal with the power crisis. aboitiz/PAGE 7

supply procurement might still be the generating sets participating under the interruptible load program. This was indicated by Energy Secretary Carlos Jericho L. Petilla, as he noted
that the lease of gensets from overseas or new suppliers might pose some technical and policy hurdles when it comes to grid interconnection of the facilities. And given the delays in the deliberations of the power/PAGE 7
