Briefly ARMM projects MARAWI City -- After more than a decade of working to empower communities in the Autonomous Region in Muslim Mindanao (ARMM), the ARMM Social Fund Project (ASFP) has formally wrapped up its operation this year and turned over government properties and equipment under its care to the regional government last week. Established in 2003, the ASFP was the biggest and only donor-assisted project directly managed by the ARMM government. It was funded through a government loan from the World Bank and the Japan International Cooperation Agency (JICA). With three major components - Community Development Assistance (CDA), Strategic Regional Infrastructure (SRI) and Institutional Strengthening and Governance (ISG) - the project was designed to empower ARMM communities through social and economic infrastructures, capacity building of community groups, social cohesion and partnerships, and improvement of local governance and institutional capacities.

ULTAN KUDARAT, Maguindanao – “This is very unique,” Malaysian facilitator Tengku Dato’ Ab Ghafar Tengku Mohamed said of the Bangsamoro Development Plan, which was handed by the Bangsamoro Development Agency (BDA) to the Moro Islamic Liberation Front’s (MILF) Central Committee on Sunday.

Tengku said it is rare to see a revolutionary group write an economic blueprint. “ This is the realization of the dreams of the late Salamat Hashim,” he said during the ceremony inside the MILF’s headquarters in Camp Darapanan. Salamat, former vice chair of the Moro National Liberation Front (MILF) founded the MILF in the late 1970s and led the group until his death in July 13, 2003 in

Lanao del Sur. Davao int’l airport DAVAO City -- The city government and the Department of Transportation and Communications (DoTC) have started drafting a plan to expand the Francisco Bangoy International Airport here and transform it into Mindanao International Airport. The Davao City airport development is one of the major infrastructure projects recently approved by the National Economic and Development Authority (NEDA), which will be undertaken through the public-private-partnership (PPP) program. During the presentation of the updated Davao Regional Development Plan last week, Jose Froilan T. Rigor of the City Planning Development Office said the city has sent a request to the national government to fund the feasibility study for the project under the DoTC’s allocation for 2015.

THE government is anticipating to fetch additional $3.2 billion from the sale of the remaining assets of the National Power Corporation (NPC), including the highly-controversial proposed divestment of the 982-megawatt AgusPulangui hydropower facilities. In an interview with reporters, Power Sector Assets and Liabilities Management Corporation (PSALM) president Emmanuel R. Ledesma Jr. has noted that they still have aggregate 1,600 to 1,700MW of capacities which are to be scheduled for bidding. “We still have 1,600 to 1,700MW remaining…to make it easy, the rule of

thumb is $1.5 million to $2.0 million – it depends on the type like coal or geothermal — so to simplify it’s for 1,600MW, that will be your rough number… $3.2 billion,” he said. Within this year, he noted, the asset the government is pursuing for privatization would be the 32-megawatt Power Barge-104 in Mindanao. The next ones will be the bulk capacity of the 640-MW Unified Leyte geothermal facility which is being offered on a privatization scheme that requires engagement of an independent power producer administrator or IPPA. earn/PAGE 7
