Banana powder CARMEN, Davao del Norte -- A Cavendish banana producing company in Carmen received earlier today banana powder processing equipment from the Department of Trade and Industry (DTI).

As part of the DTI’s Shared Service Facility program, Diamond Farm Agrarian Reform Beneficiaries Multipurpose Cooperative (DARBMUPCO) gained P1.87million worth of processing equipment.

The facilities include banana chipper, mechanical dryer elevated solar drier with net cover and hammer mill with sifter.

ICC stickers BUTUAN City – The Department of Trade and Industry (DTI) Agusan del Norte provincial office urges the public to buy only Christmas lights/lighting chains bearing the appropriate Import Commodity Clearance (ICC) or Product Standard (PS) marks.

“The presence of the ICC and PS marks will protect consumers from the hazards to life and safety of substantial products,” said provincial director Gay A. Tidalgo.

According to director Tidalgo, consumers can validate the ICC stickers affixed on the product by checking the ICC certificates issued. Per issuance from the bureau of Philippine Standards dated October 9, 2015, valid ICC certificates are only those issued from January 2013 to present, Tidalgo added.

Italpinas’ IPO plan cleared P ROPERTY DEVELOPER Italpinas Development Corp. obtained the corporate regulator’s green light to undertake its P242million initial public offering (IPO) in what could be the fifth maiden stock market listing this year.

The Securities and Exchange Commission (SEC) approved Italpinas’ planned maiden share sale in an executive meeting on Thursday, Armando A. Pan, Jr., officer-in-charge of the Office of the Commission Secretary, said in an interview.

The real estate firm is selling up to 57.662-million primary common shares at up to P4.20 apiece, according to its registration statement filed on May 20. The shares to be offered comprise 26% of the company’s outstanding capital stock.

Net proceeds of P220.8 million from the equity offering will be allocated for capital expenditures to fund for new projects (P120.68

million), land banking and acquisition (P47 million), retirement of existing obligations/ loans (P20 million), and general working capital (P33.12 million).

According to the latest available IPO timetable, the offer period will run from Nov. 3 to Nov. 9 with listing of the shares on the Small, Medium and Emerging (SME) Board of the Philippine Stock Exchange (PSE) slated on Nov. 16.

Unicapital, Inc. was tapped as issue manager and underwriter of the IPO. Italpinas is the company behind Primavera City, a mixeduse project consisting of seven residential and commercial buildings in Cagayan de Oro City.

Primavera integrates into its design eco-friendly features such as rooftop solar panels to generate part of the buildings’ electricity supply and reducing power use by maximizing natural light and wind ventilation.

The firm is acquiring a property in Sto. Tomas, Batangas where

the company plans to undertake a mid- to high-rise residential project. The company also plans more projects in Lipa, Batangas; Cagayan de Oro, Misamis Occidental; Subic, Zambales, Montelago, Oriental Mindoro; Dumaguete, Negros Oriental; and Iloilo City, Iloilo.

Italpinas is the fifth company to gain SEC approval for an IPO this year after Metro Retail Stores Group, Inc. and Datem, Inc. Crown Asia Chemicals Corp. and SBS Philippines Corp. joined the stock market earlier this year.

Aside from these firms, the other IPO candidates are D.M. Wenceslao & Associates, Inc. (P21.7 billion); Pointwest Technologies Corp. (P2.09 billion); TVI Resource Development Phils., Inc. (P1.51 billion); Philippine Primark Properties, Inc. (P1.2 billion); Gweilo Corp.

hink a minute…Ever hear someone say, “He’s a good family man.”? But what really is a good family man? Do you ever stop and think, Dad, what your job at home actually is? A family man must do many things, of course; but let’s talk about 3 important responsibilities of a good husband and father.

First, he serves as the main family provider. No one even questioned fifty years ago that it’s a man’s primary responsibility to financially take care of his family and pay their bills. So even though many wives and mothers need to work outside the home, a man should never become lazy and expect his wife to do his job and responsibility of making sure the family’s financial needs are met.

A s econd imp or tant responsibility of a family man is to serve as their leader. It’s often said that “two captains sink the ship,” or “two cooks spoil the broth.”

Dad needs to be wise and responsible enough to make the important decisions for the family, after talking with his wife and children and carefully considering their needs and feelings. Sadly, many men like to be the boss, but they’re selfish and unkind to their own family

Stretching thousands of hectares of agricultural lands planted with rice, sugar canes, corn and fruit trees, the frontiers of Maramag, Bukidnon, holds a promise as a bastion of Northern Mindanao’s drive for food sufficiency. Government effort shows its hand and resources in responding to the emerging opportunities and threat facing agriculture with the establishment of the Central Mindanao State University that specialized in agricultural studies in the fields of rice research, anima l husb andr y and forestry. Of recent years, the College of Education and Hotel, and Restaurant Management were included in the curriculums of the government run institution as a requirement of CHED to maintain its university status.

and colleges in the Philippines offering agriculture. Other private institutions of higher learning are also offering agricultural courses as our answer to humanities needs for food, fuel and feeds. However, a recent finding of the Southeast Asian Regional Center for Graduate Study and Research in Education (SEARCA) showed a declining figures of enrollment in agriculture and related studies. It has also established data of shrinking farmlands particularly those planted with rice due to the expansion of the urban centers in the provinces of L aguna, C avite and Pampanga where former rice lands were converted into housing subdivisions and industrial development sites.

The figures are probably one of the causes to the reduction of our rice production output against the growing demand for food as population continue to grow. In what

could be an unfortunate development in the other parts of the country which is also periodically visited with strong typhoons is the opposite in Bukidnon, where agriculture continues to move in trajectory with their harvest contributes to the GNP of the province.

ast w e e k’s a r t i c l e (“Unforgettable Election Campaign Experiences”) evoked memories of my friends’ and readers’ own elec tion stories. Allow me to retell some of their memorable moments.

My college and law school classmate, Atty. Jack Jimenez, volunteered as a human rights lawyer during the martial law years. At that time, he was among the valiant few who repeatedly challenged the constitutionality of the decrees of President Ferdinand Marcos. Later, he wrote a legal opinion which was used as evidence by the victims of human rights violations who successfully sued the Marcos family in the United States.

He recalled his 1986 election experience in our

Ateneo Jubilee Yearbook.

“I volunteered to be one of NAMFREL WATCHERS in Makati City during the 1986 presidential election. A policeman pointed his pistol at my head and snatched the ballot box from my hand.

“When the people witnessed what was happening, they emerged f rom their hous es and su r rou nd e d t he p ol i c e officers. Somebody shouted: “Huling baraha namin yan!

Hindi na kami maaring mag p a d ay a p a u l i k ay Marcos!” “ The police of f icers retreated. These people came from ordinary walks of life: jeepney drivers, market vendors and daily laborers. I burst into tears. I felt very proud of the Filipino people. They proved that

DA urges farmers to shift crops for El Nino

T

HE Department of Agriculture (DA) urged farmers to shift to other crops for the “El Niño” season to reduce water consumption.

“Be RICEponsible in your Own Way Now (BROWN) 4 Good” is this year’s theme for the celebration of the National Rice Awareness Month (NRAM) celebrated every November pursuant to Proclamation No. 524 issued on January 5, 2004.

In line with this celebration, DA regional field office 10 will be conducting a series of RICEponsible forum that will take off on November 5, 2015, in the province of Camiguin, which will be followed by other provinces of the region.

The series of fora will talk about government’s

inter vention on the RICEponsible campaign, as well as encourage the public to eat equally healthy rice substitutes such as sweet potato, banana, white corn, cassava, and taro root crops, and to minimize wastage.

An interaction intended for the media practitioners is also set to heighten more awareness and widen adoption of the campaign from the public, especially the consumers, producers and policy makers.

The month-long activity w i l l c u l m i n at e w it h a simultaneous nationwide Run for Rice on November 28, at 5:30 a.m. to start and finish at the capitol grounds, this City, and to be participated in by government employees.

It is hoped to inspire the public to live a healthy lifestyle while contributing in the attainment of rice self-sufficiency.

He added DA is asking for an additional P2 billion budget from the government for production support, water management, information and education campaign and program management.

Earlier, the DA spent P75 million for cloud seeding op e r at i ons to i mprove the water level of some watersheds.

Cacayan also explained local government units

(LGUs) in the provinces of Bohol and Negros Occidental have released funds for cloud seeding operations, with Bohol granting P7 million for it.

He added the Casecnan irrigation and hydroelectric power plant also released PHP12 million for similar operations.

weather specialist Ana Liza Solis of state weather bureau PAGASA said the El Niño phenomenon is expected to last until next year.

S olis told PNA that the expected typhoons, which could alleviate the phenomenon, are heading s out h towards wester n Visayas and Mindanao.

She said the alleviation still depends on the amount of rains from the typhoon, as some weather systems only bring strong winds.

Public need to prepare for El Niño despite Typhoon Lando rains THE public should still prepare for the imminent effects of El Niño despite rains brought by Typhoon Lando.

According to officials of National Water Resources Board (NWRB) and the Department of Agriculture (DA) said conser vation measures need to be in place because the El Niño event is expected to last until June 2016.

NWRB Executive Director Dr. Sevillo D. David, Jr. said Typhoon Lando increased the water level at Angat Dam

by eight (8) meters, but this will last for only a month.

Because of this the NWRB has allocated 38 cubic meters per second for domestic use, slightly lower than the regular supply of 44-43 cubic meter per second.

David said the government, the private sector and the public should work hand - i n - hand i n raising awareness on water conservation and proper use of the water.

Measures are also in place to aid the agriculture sector which is considered as

the most vulnerable sector to El Niño, according to Engineer Henry Cacayan, OIC of the Water Resources and Management Division under the DA. The department encourages the farmers to recycle bio-mass for use as fertilizer, and which will also enhance the water holding capacity of the soil.

Cacayan said the DA discourages overstocking of fishes and feeds in fish cages because it reduces oxygen in the water that may cause fish kill.

El Niño is the unusual warming in the central and eastern equatorial Pacific (CEEP) that has negative effects in the agriculture and fisher y production, natural resources and38 environment, human health, and incidence or outbreak of plant, animal and human diseases.

The 2015-2016 El Niño phenomenon may last until the April-May-June season and is considered to be among the four strongest since 1950 (1972-1973, 1982-1983 and 1997-1998.)

“All [is] set for the planned preventive maintenance schedule (PMS) of Unit 2 from October 31 to November 2,” said Jerome R. Soldevilla, communications officer of the STEAG State Power Inc. (SPI) at the Phividec Industrial Estate, Villanueva, Misamis Oriental. The coal fired power plant has two units producing 105 MW each, and at present is the largest power generating plant in Mindanao.

Industry sources earlier said it would take at least a week to repair and restore Transmission Towers 19 and 20 in Patani, Marawi City along the Agus 2-Kibawe line which were bombed around 9:20PM Thursday evening, 29 October and put out of commission with improvised explosive devices (IED).

As a result, the Mindanao Grid has lost power supply from both the Agus 1 (80MW) and Agus 2 (180MW) hydroelectric power plants which were isolated since other lines for grid connections had already decommissioned due to trees and other obstructions deliberately planted by landowners in District 2, Lanao del Sur. The Mindanao grid faced a deficit of 150MW as of Friday, 30 October 2015. This was expected to climb further to 250MW with the planned PMS of SPI’s Unit 2 for the next three days.

“We can no longer move this scheduled PMS because all the needed technical experts, materials and parts have already been prepared,” Soldevilla said.

The loss of 260MW from the Mindanao grid has prompted the resumption of rotating brownouts all across the island even within franchise areas of distribution utilities with embedded generators since the slack is too great and can only be dealt with manual road

dropping by the DUs. Industry sources estimate it will take over a week to restore power through the Agus 2-Kibawe line.

“PSALM only gave us 50+MW and other IPPs another 50MW, so our short would be about 70MW during peak periods,” Jaime Rafael U. Paguio, senior vice president of the Cagayan Power & Light Co. (CEPALCO), said in a text message to BusinessWeek Mindanao.

“We will have to curtail and already activated our Interruptible Load Program (ILP) to bolster our supply. However, we will have to impose rotating brownouts for the duration,” Paguio said.

The Misamis Oriental Rural Electric Service Cooperative 1 (MORESCO-1) however has not imposed any rotational brownouts.

Marabec O. Cagalawan, MORESCO-1 corporate public relations officer, said the situation in their franchise area has been relieved by the voluntary curtailment of participating industrial consumers through its ILP like Asia Brewery, Inc. (ABI), Regent, Daichi and Holcim, the largest industrial consumer in the Mindanao Grid, which curtailed its normal 26.5 MW allocation to only 10.5MW for the duration.

“Our 2-MW embedded modular genset has also been a big help,” she added.

Zubiri, who is actively supportive of the tourism initiative and has been pushing for the growth of modern agricultural development in his province.

Recently, I hitch a ride to the province from Davao City during their colorful “Kaamulan Festival” to renew acquaintance with old friends and join their celebration. Bukidnon, which was my playground when I was young at 40’s have grown fast just as I am now approaching my 60’s. Over the last twenty years, I dream of owning a land where I can plant fruit trees and grow my chicken in the backyard. The view of the orchard with birds chirping on treetops is probably enjoyable retirees’ rewards for spent years of corporate life. After all, Bukidnon is one of such good place to retire.

by Republic Act 9593 (Tourism Act of 2009) and mandated to assist government in the development, implementation, and coordination of Philippine tourism policy.

“It is composed of duly accredited tourism enterprises covering the accommodation, travel and tours, meetings, conventions, exhibitions and events services and facilities sectors, tourism and estate development, management services and other accredited tourism enterprises,” she added.

Maria Rica C. Bueno, Director, Office of Tourism Standards & Regulations, Department of Tourism said the issue has already been referred to the DOT by the Phil.

“At this point in time we don’t have a policy or a program yet, on how to address Airbnb,” Bueno said. “While we are in the process of processing and developing accommodation standards, we will get insights from the industry and our consultants on how we will address this issue. They are

Previously known as The Phil. Hotel Federation Inc., the PHOA’s primary objective is to bring together those in the accommodation industry (hotels, resorts, tourist inns, pension houses, and serviced apartments), and organize them to protect and promote their common interest and concerns.

Arturo P. Boncato Jr., DOT assistant secretary for Mindanao, said the present thinking here and abroad is leaning towards regulating listed host establishments in Airbnb and similar online booking websites.

“The local government of Quebec, Canada has filed a bill requiring all Airbnb establishments to pay the exact same taxes as regular hotels.

This has already also been experienced in many parts of the world and I believe that should be the direction in dealing this new way of booking and travel which is similar to Uber itself in terms of getting their franchises paid and taxes, etc.,” Boncato said.

The Airbnb website at https://www.airbnb.com/s/ Philippines currently lists around 300 vacation rentals all over the country from Metro Manila, Cebu, Balabag, Taguig, Botolan including houses, bed & breakfasts, lofts and villas.

In his column The Hotel Mogel dated 27 October 2015, Larry Mogelonsky, founder, LMA Communications Inc. of Toronto, Canada described how the Canadian province of Quebec filed Bill 67, which would require Airbnb hosts “to comply with the same taxes paid by licensed hotel properties.”

Quebec Tourism Minister Dominique Vien said in a press conference that “everyone is going to play on the same rink” and talked about the huge amount of tax that would be recouped in provincial coffers that the bill’s passage would impose on Airbnb operators (and their guests as a pass-on expense). “It is inequitable, unsafe and just not fair.”

Mogelonsky said “hotels go through a literal ton of red tape to obey the rules of the road, and it’s unjust that Airbnb has been able to circumnavigate these stipulations which are

in place to first and foremost protect guests from harm.”

“These fiercely independent properties are regulated by Quebec law as well as through licenses which cover safety, health and other related matters. These B&B owners also pay commercial property tax, contribute to local tourism contributions (in essence, another tax), and provincial and federal sales taxes. In a nutshell, these are good corporate citizens and true hoteliers, admittedly on a smaller scale than the Fairmont.”

Vien vowed last 29 April 2015 that the province will crack down on rentals through housing brokers such as Airbnb and subject Airbnb hosts and guests to the same rules hotels are subjected to.

Other local governments in Europe and the US have already legislated similar measures: A 2011 New York State law prohibits renting residential units for less than 29 days, with certain exceptions. In May 2013 a New York City judge penalized Airbnb user Nigel Warren with a $2,400 fine. In April 2015, Airbnb asked the state legislature for legalization in return for the collection of hotel taxes.

AGAYAN DE ORO CITY -- Business establishments from Misamis Occidental topped the Department of Trade and Industry-Region X (DTI-10) Bagwis Awards for 2015, garnering five silver and five bronze citations during the awarding rites, held October 28, at a local hotel.

Boniao, the Bagwis Awards aim to recognize establishments that sell only quality products, which comply with all trade and industry laws, encourage them to establish “consumer welfare desks” and recognize their efforts in maintaining quality and environmental systems.

The Bagwis Awards cover all business establishments nationwide which fall under the following categories: Category 1 (Supermarkets), Category 2 (Department Stores), Category 3 (Appliance Centers), Category 4

(Hardware Stores), and Category 5 (DTI Accredited Service and Repair Shops).

A total of 22 establishments in Region 10 were awarded the Bagwis Awards in various categories during the awarding ceremonies: 10 were awarded the Silver Bagwis, and 12 establishments the Bronze.

The Certification Committee may still cancel or revoke the Bagwis seal if the awardee is found to have sold or kept an inventory of uncertified products covered

by mandatory certification such as electrical products or fire extinguishers; sold pirated products or failed to comply with applicable fair trade laws.

“The cancellation and removal of the seal from the establishment shall only be lifted after the outlet has done corrective measures within one (1) year from the cancellation or removal of the seal,” Brillantes said. (RMB)

Misor is Senior High School-ready

“Misamis Oriental is Senior High School-ready,” goes the statement of the Dr. Shambaeh A. Usman, Chief Education Supervisor of Curriculum Learning Department under Department of Education Misamis Oriental as she delivered speech in behalf of DepEd-10 Chief Atty. Shirley O. Chatto.

The DepEd - Division of Mis amis Or iental hosted a s i mu lt a n e ou s c a r av a n a n d assembly last October 29 at Limketkai Center to express all out support for the information dissemination initiatives that the department is conducting as Enhanced Basic Education Act of 2013, specifically Senior High School is impending for its full implementation comes June 2016.

The event gathered DepEd personnels, teachers, parents and selected students from division of Misamis Oriental and cities of Gingoog, El Salvador and Iligan. SHS initiatives of respective divisions and testimonial messages of SHS pilot implementation graduates are presented during this convergence.

The chief education supervisor gave some of the highlights of K to 12 and Senior High School.

She reported that in the old curriculum, out of 100 grade one pupils, only 14 go to college.

The rest of the pupils remained behind. “Itong 86 na naiiwan, dapat maturuan ng K to 12,” she said. Senior High School program is implemented as part of K to 12

Basic Education system.

K to 12 supports inclusive education which give equal opportunities to all Filipinos, including lumads, persons with disabilities and out-of-school individuals. In addition, this system of education allows contextualization of curriculum, which means that a student is equipped with knowledge and training that best fit his interests, the community where he belongs and the community’s industry partners. Moreover, SHS offers specialization and tracks that a student could choose from. These are academic, arts and design, sports and technical-vocational track. Thus, there is no need for a student to go to Cebu or

Manila just to pursue a desired training or program course that is not available in his place for it could be achieved here in Misamis Oriental. “Sa K to 12, masagana ang MisOr,” Usman added.

Usman, in her first paragraphs, thanked the Province of Misamis Oriental for the support on SHS and for the commitment to produce responsible, educated and intelligent Misamisnon.

“Hindi po DepEd lamang ang may responsibilidad sa Senior High School program na ito. SHS is everybody’s responsibility,” she said. Usman also added that as Senior High School comes to its full implementation, the need for additional equipment, facilities and materials would not end.

DepEd is hopeful for the support coming from LGUs and private sectors for these necessities, and also to their industry partners, especially in terms of giving career advocacies to students.

“Let us help each other to bring this nation to greater heights, making it at par with our ASEAN neighbors and to the rest of the world, she said, adding that achieving this is through working closely and exerting efforts towards coordination and convergence. Through Senior High School and K to 12, Filipino human resources would be globally competitive.

“Sa K to 12, kayang-kaya, samasama tayo para sa edukasyon,” she ended.

It stated that this small province has more than seven volcanoes per square kilometer than any island in the world. And soon with development of Camiguin Nightscapes located at Mt. Itum it would be comparable to the Stargazer’s Paradise of Uluru in Central Australia which ranks No. 6.

In the Philippines, Camiguin Island ranked No. 5 as most favored tourists destination, Number One (1) in Northern Mindanao and Number 4 among the ten (10) most beautiful beaches in the country today.

COC-PHINMA IT professor Adormie Macario said, “We really jumped at the opportunity to host and join this training.

We are already offering a game development course in our school, but by learning about the latest Unity program (a game development platform), our students will be able to improve productivity.”

Heritage – Much of the island was formed through earthquakes and volcanic eruptions in the late 1871, the eruption of Mt. Meanwhile, the Lonely Truck is a game combining

software and hardware.

Once this game is further developed, an actual object – a special chair, for example – would move every time the truck hits obstacles on-screen.

“This training program will help us a lot because in our university, we have not yet implemented a Game Development course, but we plan to. We are also planning to offer new IT-related programs, and create additional IT-related tracks for incoming senior high school students,” Verula said.

The SWEEPx Game Development Training comes one year after Smart organized the Android Development Training, supported by the Cagayan de Oro ICT Business Council.

“This training will benefit IT education and local businesses, especially now that the creative gaming industry is an emerging and serious business in the country, with currently around 3,000 professionals representing 60 companies,” said the council’s executive director Jonathan Adolfo.

SWEEPx is a component of the Smart Wireless Engineering Education Program, under which Smart partners with the academe to improve the level of technology and engineering education in the Philippines.

ast October 25, Recreational Outdoor eXchange(R.O.X.) successfully held the R.O.X. Trail Run at the beautiful Mapawa Adventure Park in Cagayan de Oro.
