Briefly Surplus vehicles THE Cagayan de Oro City Councilor has passed a resolution seeking a moratorium on the implementation of the new policy on renewal of surplus vehicles here. City Councilor Ramon Tabor, chairman of the committee on police, fire, and public safety, said on Friday the local body addressed the resolution to the Land Transportation Office (LTO), which issued Memorandum Circular AVT-2014-1877 that declares as “smuggled” surplus vehicles without a Motor Vehicles Users Charge document whose registration has not been renewed and where the importers failed to pay the proper duties and taxes. According to the councilor, the new policies would also affect the local government units (LGUs) since the LGUs are also using surplus multi-cabs and dump trucks.
