AVAO City – Activists in the two key Mindanao cities of Davao and General Santos (GenSan) staged protest rallies during the first State of the Nation Address (SONA) of President Ferdinand Marcos, Jr. on Monday.

DAVAO City – Davao Oriental Governor Corazon Malanyaon has urged local government units (LGUs) Thursday to strictly enforce regulations in all mining activities in the province. The CCW is an umbrella treaty composed of five protocols, each dealing with the prohibition or regulation of specific weapons.

Two of the protocols — Amended Protocol II on mines, booby traps,

and other explosive devices, and Protocol V on explosive remnants of war (ERW) — provide for regular Group of Experts (GOE) meetings where state parties exchange views on how best to implement the agreements.

NorMin police gets passing rate in community survey

T

HE Police Regional Office-10 (PRO-10) said Monday it has received a passing rate in a survey aimed at gauging public perception of the police in terms of safety and security, respect, and trust. The survey, done in late May this year, was in collaboration with the University of Science and Technology through the Center for Inclusive Development Studies.

I t a i m s t o a s s e s s the perception of the community toward the police in the region. Survey results showed that 56.6 percent of estimated 12,740 respondents in the region s t ron g l y a g re e d t h at they feel safe and secure b e caus e t he p olice is doing its job. More than 50 percent also believed that their community experiences peace and s e c ur it y b e c aus e the police is visible in

the area. Half of the p ar t icip ants b el ie ve d that their lives and properties are safe and secure because they know the police will always be there when needed, while less than 1 percent of the participants believed otherwise. The survey also revealed that the police is well respected in the community, with 53.6 percent of respondents s ay i ng t h e y w i l l c a l l t he p olice if a cr ime occurs near them. In

Davao City sets up health response unit vs. monkeypox DAVAO City — The City Health Office (CHO) has created the Emerging and Reemerging Infectious Diseases Unit (ERID), which will be leading the emergency health response efforts in the event of a monkeypox outbreak in the area.

In a radio interview Monday, CHO chief Dr. Ash le y Lopez said with its creation, residents can be assured that health measures have been formulated to protect them from monkeypox. “This is the

unit responsible for this kind of outbreaks and pandemics relating to emerging and reemerging diseases, so we are ready for whatever will happen,” Lopez said. He said ERID's creation came after advisories from the World Health Organization (WHO) through the Department of He a lt h to i nte ns i f y surveillance efforts against monkeypox. On July 23, WHO declared monkeypox as a “public health emergency of international concern.” Lopez said the CHO has intensified its monitoring of the disease,

especially after neighboring countries such as Thailand, Singapore, and India have reported cases of the disease. “Since it has already reached three Southeast Asian countries, it is not impossible for monkeypox to enter our country,” Lopez said. He des crib ed the mo de of transmission of the disease as a “little complicated because it could be airborne and at the same time, bodily fluids.” Lopez urged residents to be vigilant, especially that the city is starting to settle in to the new normal. ADB raises 2022 PBBM eyes tax admin reforms to boost revenue collection

P

RESIDENT Ferdinand “Bongbong” Marcos Jr. in his Monday’s State of the Nation Address (SONA) said tax administration reforms will be in place to increase revenue collection as the economy is expected the grow by 6.5 to 7.5 percent this year.

“Expenditure priorities w i l l b e re a l ig ne d, and spending efficiency will be improved to immediately address the economic scarring arising from the effects of Covid-19 (coronavirus disease 2019), and prepare for future shocks,” he said.

Marcos said the country’s tax system will be adjusted to catch up with the rapid developments of the digital economy, including the imposition of value-added tax on digital service providers.

He said the initial revenue impact will be around P11.7 billion in 2023 alone. “ Ta x c o m p l i a n c e procedures will be simplified to promote ease of paying t a x e s . We w i l l pu r s u e measures to determine possible under valuation and/or trade misinvoicing of imported goods.

Through information and communications technology, the Bureau of Customs will promote streamlined processes,” he added.

Marcos said disbursements for 2022 to 2023 will be maintained at above 20 percent of gross domestic product (GDP) at P4.95 trillion and P5.08 trillion, resp e c t ively, to ensure continuous implementation

of priority programs.

Disbursement will further increase over the mediumterm from P5.402 trillion, or 20.7 percent of the GDP in 2024 to P7.712 trillion or 20.6 percent of GDP in 2028, he said.

Marcos said the mediumterm fiscal strategy of his administration seeks to attain short-term macro-fiscal stability while remaining supportive of the country’s economic recovery and to promote medium-term fiscal sustainability.

“Furthermore, and more importantly, fiscal policy aims to bring together the National Government’s resources so that these are mobilized and utilized in order to gain the maximum benefit and high multiplier effects for our economy,” he said.

Marcos said the MediumTerm Fiscal Strategy (MTFF) being submitted to Congress once adopted, will become an anchor for the annual spending and financing plan of the national government and Congress when preparing the annual budget and undertaking related appropriation activities.

“It is therefore a forwardlo oking do cument that extends beyond the traditional

three-year horizon to reach six (6) years, coinciding with the six-year coverage of the Philippine Development Plan (PDP) 2023 to 2028,” he said.

Marcos said the MTFF also promotes transparency and credible commitment to pursue the indicated sociomacroeconomic goals that optimize the government budget.

The BSP’s policy rates have been increased by a total of 150 basis points this year –25 basis points last March, 50 basis points last June, and the 75 basis points recently.

He said the Fed funds rate is expected to increase to between 2.50 to 2.75 percent during the Federal Open Market Committee (FOMC) meeting this week or on July 26 to 27. “More local policy rate hikes are still possible, if needed, as a function of any further Fed rate hikes to bring down elevated US inflation/CPI,” he said, noting that “any further local policy rate hikes would also be partly a function of how the peso exchange rate behaves and the impact on inflation as well as actual inflation data, going forward.” (PNA)

War of Worlds Think a minute . . . .In the year 1899, four American newspaper reporters were searching for a story. They each worked for a different newspaper in the city of Denver, Colorado. By chance they ended up together one Saturday evening when all four of them were desperately needing a story to publish the next morning in the Sunday edition. For them, “no news was bad news” when facing a deadline only hours away!

Finally, they decided just to make up a story about something that happened far away in another part of the world, since it would be harder to check for truth and accuracy. Remember, this was over a hundred years ago before television, satellites, and the worldwide web.

After much discussion they came up with the unbelievable story that the Chinese government was tearing down their Great Wall of China to show international goodwill and welcome foreign business trade from other nations.

Through the ages, people have experienced challenges that show God's hands mothers and fathers, the young and the old, simple shepherds and popular scholars, soldiers and actors.

God watches over me - no matter how I feel right now: safe and secure in a wholly and warm hearted community or alone and feeling abandoned. God knows my doubts, worries, troubles and challenges in my daily life.

The Psalms became a very important part

in my life. It happened purely by accident.

Long time ago, I stayed in a hotel in a foreign country in Europe. I felt really uncomfortable.

I'll not be boring you with details. I remember asking myself what the psalm writers also frequently did: "Where are you God? Why don't you help me?"

Yes, the presence of real enemies is also part of our daily life here and everywhere.

Anyway, suddenly I found a bible in the bottom drawer of my night table. I started reading the Psalms... .

Even those that are reopening are also planning for the need to close again if an outbreak occurs. ILINVEST REIT Corp. (FILRT) continues to boost its presence in Cebu and attract multinational and blue-chip business process outsourcing (BPO) firms to its office developments.

In a world of abundance, there are still some 821 million who are living in extreme poverty and hunger, mostly in Asia.

The regime of one percent has already sacrificed the people and the environment to the altar of greed and profit. If this will continue, the earth will be going down into the precipice of its 6th extinction. The 5th extinction happened some 63 million years ago when asteroids hit the earth, erasing the existence of the dinosaurs.

The forthcoming extinction is not anymore through asteroids hitting the earth; this time it is humanmade or Anthropogenic. Don’t you know that based on the Study of Oxfam, it was mentioned that the most flawed species of all of God’s creations is the homo-sapiens who have caused the deaths of some 200 million human beings in the 20th century alone through two world wars, the Holocaust, the cleansing of Pol Pot, the Vietnam and Middle East Wars and Stalinism.

Now, the homo sapiens are killing not only its own kind, the billions of flora and fauna and all life on earth and even sacrificing GAIA to the altar of greed and profit.

But there’s good news as mentioned by Jeff Nesbit. “Like every significant challenge we’ve faced – from creating civilization in the shadow of the fast ice age to the “Industrial Revolution – we can get out of this box canyon by understanding the realities, changing the worn-out climate conversation to one that’s relevant to every person.

Indeed, we must now debunk the mundane to go to the sublime.

Relevant to every person is to know who truly we are, our deeper self.

Each one of us is not just form but consciousness prior to taking a form (body). Let us now feel that essence of that deeper self that is rooted to the Source of all Life, the Formless, the Unseen Supreme Being where all life emanated.

When we therefore feel the interconnectedness and oneness of life, no way can the world ends.

Feel that oneness of Life, which is in fact TRUE LOVE, then, no way will the world ends! Feel that ONENESS with every human being, with every tree and flower, with every bird, with every fish then whisper to the wind, I LOVE YOU GAIA!

The commentary said the central bank “can offer help in designing a recovery and resolution plan for small and medium-sized banks.”

Liquidity and financial tools like access to investment in green and sustainable projects will also help buoy the smaller banks, it said.

Other possible aids to the banks include policies that will help the financial institutions absorb potential losses and allow them to have sufficient provisioning.

“To deal with potential credit losses, the BSP can stand ready to enforce regulations on those banks, such as by increasing retained earnings and restricting dividend distribution, so as to maintain a higher capital adequacy ratio until pandemic-related uncertainties dissipate,” it said.

AMRO also cited the importance of strengthening the role of a credit bureau to “enhance banks’ ability to conduct a comprehensive assessment of leverage.”

“In conclusion, while the stress-test shows that the Philippine banking system is quite resilient to shocks, there is room for more policies to support small and medium-sized banks as well as enhance the banking sector’s risk assessment and management,” it added. (PNA)

“Still, the economic growth momentum remains firm as demonstrated by the strong 2022 first quarter GDP (gross domestic product) growth

at 8.3 percent. However, the recovery process from the impact of the pandemic is still ongoing amid elevated uncertainty in the international economic environment,” he added.

Marcos said revisions in the macro-economic assumptions incorporate these challenges and most recent economic developments.

“The economy is expected to grow by 6.5 to 7.5 percent this year as we continue to reopen the economy while considering the recent external developments,” he said.

In the first quarter alone, Marcos said the country’s GDP saw an increase in household consumption and private investments, along with a robust manufacturing industry, high vaccination rate, improved healthcare capacity, and an upward trend in tourism and employment.

“This is expected to continue for the rest of the year. This strong economic growth is projected to be sustained and expanded further to 6.5 to 8 percent from 2023 until 2028,” he added. (PNA)

NNC X leads the 48th Nutrition Month Campaign

T

he National Nutrition Council (NNC) X leads the 48th Nutrition Month Campaign with the theme, “New Normal na nutrisyon, sama-samang gawan ng solusyon!”.

This year’s campaign aims to: 1) to raise awareness of the importance of nutrition in building resilience and recovery from the pandemic; 2) to stimulate discussions among stakeholders on how to build back better the design, delivery of nutrition services; and 3) scale-up of nutrition interventions and to engage various sectors and the public in activities that promote nutrition. This targets the families as well as individuals to ensure good nutrition in every home.

Local Chief Executives, councilors and members of the local nutrition committees are called to continued and scaled-up delivery of nutrition services. Non-

government organizations, private sector, and academe to join the Scaling-Up Nutrition Movement in the Philippines.

National government agencies to ensure that nutrition is integrated in sectoral policies/ programs and promote nutrition among workforce and clientele.

The COVID-19 pandemic has affected nutrition through lockdowns and restrictions that inhibit the movement of the people as well as the goods and services. But there are also positive impacts of pandemic which is the innovation in ser vice deliver y, and an innovative mode of health and nutrition consultations (telemedicine) for easier a c c e s s o f i n f o r m at i o n PHOTO SUPPLIED

and knowledge. Second, attitude towards health and nutrition where families have more time together, more health conscious and develop healthy habits and importance of physical and mental fitness at forefront.

year local nutrition action plans of LNAPs that are aligned to the upcoming Philippine Plan of Action for Nutrition 2023-2028.
