Sasa port DAVAO CITY -- The city council is prepared for a legal battle over the planned Sasa Port modernization project if the Department of Transportation and Communications (DoTC) does not reassess the design and P18.99-billion cost for the publicprivate partnership undertaking. “We will not budge. We will only follow the order of the court (if the issue reaches a legal process),” said Councilor Danilo C. Dayanghirang, chair of the finance committee. The council passed a resolution last Dec. 14 formally objecting to the project. Mr. Dayanghirang said they will submit a copy of the resolution to the Senate committee under Senator Sergio R. Osmeña III, which is investigating the project.

Provincial roads rehab THE amount of P6.5 billion has been appropriated in the 2016 General Appropriations Act (GAA) for the rehabilitation and upgrading of provincial roads in 73 provinces. The allocation of funds is based on the performance of the chosen provinces which complied with good governance standards. Aside from good governance standards, Budget Secretary Florencio ‘Butch’ Abad said that the qualified provinces have met social development benchmarks, and established monitoring and evaluation mechanisms. Dubbed KALSADA (Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran), Abad said the program is “an innovative devolution program that aims to institutionalize good governance by enabling and shepherding local government units on Local Road Management.”

Budget release AT least 90 percent of the 2016 appropriations of all departments and agencies of the National Government was released Monday, according to the Department of Budget and Management (DBM). “This huge improvement in the release of allotments is made possible with the new policy of treating the General Appropriations Act (GAA) as the release document,” said Budget Secretary Florencio B. Abad. “Once approved and in effect, all disaggregated items in the budget of all agencies are deemed effectively released.” Abad said this policy will further accelerate the already much improved pace of government spending and ensure that most projects will be implemented before the beginning of the election ban on March 25.
