Health Code TO address all health concerns of the city’s constituents, the City Council committee on laws and rules proposed the enactment of a Health Code for the city of Cagayan de Oro. This was raised by Councilor Ian Mark Q. Nacaya, chair of the City Council committee on rules and rules, during the recent meeting of the committee on health and sanitation and health insurance chaired by Councilor Maria Lourdes Gaane. The committee discussed the proposed CdeO SmokeFree Ordinance and AntiDengue Ordinance. Councilor Nacaya said there are several proposals with regards to several diseases and other health concerns.

Investment program GUIDED by the Regional Development Plan (RDP) framework for 2017-2022, the member-agencies together with the private sector representatives of the different committees of the Regional Development Council (RDC)-10 converged in Cagayan de Oro City on Tuesday to formulate the Regional Development Investment Program (RDIP) for 2017-2022. The region’s RDIP for the next five years centers on “Malasakit” (enhancing the social fabric), “Pagbabago” (reducing inequality) and Patuloy na Pag-unlad” (increasing potential growth). In her message before the presentation of the programs, activities and projects by each agency, Regional Director Annabelle M. Atillo of the Department of Budget and Management (DBM)-10 disclosed that region 10 got an allocation of more than P83 billion comprising funds for the “departments” and constitutional commissions, and the special purpose funds.

COTABATO City — If satisfied that it works well, Cotabato City might decide to buy solar and wind panels to light up the city in the coming months, Mayor Cynthia Frances GuianiSayadi said. Chinese investors and engineers from different

companies did a product test Tuesday of their products to convince the city government to engage in a contract for the 4,000 lamps the city needs to illuminate its streets. “Our advantage is aside from solar energy, we can generate also energy at night using our wind turbine to

EPIRA amendments to reform ERC readied By MYRNA M. VELASCO, Contributor

THE initial amendments to be lodged for the Electric Power Industr y Reform Act (EPIRA) would be on the proposed reforms to “governance” issues and transparency concerns at t h e E n e rg y R e g u l ator y Commission, dubbed as the “ERC Governance Reform Act.” According to S enate Committee on Energ y C h a i r m a n S h e r w i n T. Gatchalian, the legislative agenda will tackle muchn e e d e d re for ms i n t he

country’s power industry regulation body, but they will not be leaning toward its abolition because that could scuttle multi-billion dollars worth of muchneeded investments in the electricity sector. “Reform is a much more appropriate process than a b o l it i on , b e c au s e t h e industry is very complex and if we’re going to take out everyone, who’s going to manage regulation? It takes time to study the industry and the learning curve is

too steep,” he opined. Gatchalian noted t hat t he S e nate e ne rg y committe e or t he Joint C ong ressiona l Power Commission (JCPC), in which he is a co-chairman, “will def initely consult international experts in regulation and also best practices in governance.” He said the intent of the prop osed legislated policy revision would be to “improve the checks and balances within ERC… we will also improve transparency at the ERC.” epira/PAGE 11
