Briefly Delayed bid POTENTIAL BIDDERS for the first seaport public-private partnership (PPP) project under the Aquino administration have one more month to prepare their bids after the Transportation department moved the auction date. “Please be advised that the bid submission is moved from 26 February 2016 to 28 March 2016 in order to give the Pre-Qualified Bidders more time to conduct technical, financial and legal due diligence,” Undersecretary for Planning Rene K. Limcaoco, who also chairs the Pre-qualification, Bids and Awards Committee, said in General Bid Bulletin No. 17-2016 dated Feb. 12. Four groups are still in the running to bag the P18.99-billion deal to modernize the Davao Sasa Port, after one of the five qualified bidders backed out.
Budget guidelines THE Regional Development Council of Northern Mindanao (RDC-X) approved the Regional Policy Guidelines in the Preparation of the FY 2017 Budget Proposals during its meeting last week. This is to ensure that proposed programs and projects of government agencies for the fiscal year 2017 are aligned with the region’s priorities. The said guidelines reflected the existing national policies related to the Public Expenditure Management and Public Financial Management reforms, and espoused for development interventions in the region’s focus areas. Agency programs and projects shall be inclusive to consider the poorest areas (areas with the most number of poor households), lagging areas (areas with the highest rate of poverty incidence) and most climate vulnerable areas (areas that are highly susceptible to flooding).

HE Department of Energy (DOE) will be seeking the help of the Commission on Elections (Comelec) to ensure power supply in Mindanao during the election period.
Primarily, the department noted that it will need the “deputized power” vested upon Comelec so the National Grid Corporation of the Philippines (NGCP) can finally have access to repair bombed transmission tower 25 which has been adversely impacting on Mindanao power supply. “We wrote to them (Comelec) that when feasible, there should be focus on the repair of tower 25,” she told reporters in a press briefing. Bringing that particular tower back to service is seen critical because it supports the wheeling of capacity of Agus 1 and 2 power plants – which will then supplement the grid’s capacity by 80 megawatts. She noted that Mindanao grid is seen as the one that will have probable dilemmas especially if the El Niño weather phenomenon will strike hard during the summer season, which unfortunately also falls on the election period. secure/PAGE 11
