Handline fishing GENERAL Santos City -- The City Council has passed a resolution asking the Bureau of Fishery and Aquatic Resources (BFAR) under the Department of Agriculture (DA) to come up with the Implementing Rules and Regulations of Republic Act 9379 which seeks to redefine the handline fishing industry in the country. City Councilor Brix Tan, committee chair on agriculture and fisheries, said RA 9379 otherwise known as Handline fishing Law has been approved by Congress in 2007 but its implementation remains pending since no IRR was crafted by the DA and BFAR since its approval. He said the city council has unanimously approved the resolution to urge the concerned government agencies to expedite the implementation of RA 9379 in a bid to provide benefits to around 5,000 local handline fishermen in the city. “Thousands of our local fishermen are dependent on handline fishing as source of their livelihood,” said Tan whose family runs the San Andres Fishing Inc., one of the pioneering local fishing companies here.

Ban-ao rises again, bids farewell to BMG SPECIAL FEATURE By BONG D. FABE Correspondent
BAN-AO, Baganga, Davao Oriental — “Your help was so great. You helped us stand again. You taught us how to be resilient and to be a resource. We in Ban-ao will never forget you. I know it is not easy for you to travel so far away, but you did and that showed your help comes from the heart. For me personally, I will never forget your help until the end of my life because during those times when I felt so alone, you were my inspiration. That is why I can say that ‘you made me live again’.” Her last words prompted an impromptu humming of those who know Janet Basco’s immortal love song, as Barangay Chairperson Mera A. Ching paused for a bit to wipe the tears smearing her face during the simple handover ceremony here on the first anniversary of

the gathering, reminiscent of the time a year ago when she — abandoned by most of her leaders but propped up by BMG volunteers —
led the reconstruction and rehabilitation of her devastated village. The celebration, aptly rises/PAGE 10
