DOH Order deprives blind massage therapists of decent occupation By Dionisio P. Tubianosa Media Relations Service-PRIB

A party-list lawmaker has moved to exempt blind massage therapists who are legitimate members of cooperatives from Administrative Order No. 2010-0034. AGAP Party-list Rep. Rico B. Geron aired his call through House Resolution No. 1691 calling on the House of Representatives to direct the House Committee on Cooperatives to appeal to the DOH to effect such exemption. Geron recalled that the DOH, on December 10, 2010, issued AO No. 2010-0034 enhancing the rules and regulations on all facilities providing massage services and practitioners. The said department order mandates all massage therapist to be licensed massage therapists (LMT) accredited and certified by the DOH

as such. “They have to abide with the training regulations, curriculum for the Licensure Examination, Manual for the Licensure Examination and DOH Licensure Protocols,” Geron related in HR 1691. The author noted that the DOH order was issued to regulate the practice of massage therapy to ensure that only qualified individuals enter the regulated profession and that the care and services which the massage therapists provide are within the standards of practice. However, Geron pointed that inasmuch as blind massage therapists would like to comply with the implementation of A.O. 2010-0034, “they cannot, because it requires that only sighted individuals can act in accordance with the said order.” “DOH deliberately deprived that blind massage therapists their right

to a decent occupation. They are bona fide members of cooperatives who will be displaced and divested of their part to the economic progress of our country,” the lawmaker argued. One particular cooperative Geron is alluding to is the New Vision Multi-Purpose Cooperative, composed of blind massage therapists and founded in March 2010 with an initial one hundred fifty (150) members, and situated at Don Pedro Street, Pablo Ocampo, Manila and BF Homes Paranaque. The lawmaker further argued that the Cooperative code provides that the State shall foster the creation and growth of cooperatives as a practical vehicle for promoting self-reliance and harnessing people power towards the attainment of economic development and social justice.

Five oil companies start bigtime rollback FIVE oil companies will start its bigtime rollback at P2.25 per liter on Sunday. Petron Corporation, Pilipinas Shell Petroleum Corporation (PSPC), PTT Philippines Corporation, Seaoil and Chevron Philippines Inc (CPI) will rollback its diesel products by Php2.50 and Php2.25 per liter at 12:01 a.m. on Sunday. Seaoil, PSPC and CPI -- with its Caltex brands -- will reduce their kerosene prices by P2.25. All price movements will take effect at 12:01 a.m. Sunday. The plunge is yet another effect of Saudi Arabia defending its market share, not only in America, but

also in Asia. Saudi Arabian Oil Co. was reported to have given a huge discount to its Asian customers by US$ 2.00 per barrel, which is below the regional benchmark. Previously, Energy Department Undersecretary Zenaida Monsada said the oil prices are expected to fall due to Saudi Arabia’s want to maintain a hold of its market share in America. She said the increasing production of shale oil of the first world country, is helping to keep prices low. Monsada noted the International Energy Agency (IEA) expects America to become the world’s largest oil exporter by 2017. (PNA)
