ot content just to be one of the fastest growing private companies in Texas, Builder's Choice, Inc. is now also vying to be one of Houston's most socially responsible. Ivan Madrigal has created Purpose First, a holding company with a mission. The goal of Purpose First is to acquire companies in the building industry that are committed to a larger purpose beyond rapid growth and rising profits. Said building companies will donate a percentage of profits, raw materials, and skilled labor to non-profits that serve the greatest needs in their respective communities. With Madrigal's creation of Purpose First came the joint venture partnership with two more companies in the building industry - TMD Windows & Doors and S&S Craftsmen- unifying four distinct

companies under one proverbial roof. Made possible with the assistance of Orlando's Assurance Mezzanine lending, under Madrigal's guidance, the companies will work together to share knowledge, leverage market share, and increase social impact in their respective markets. Builder's Choice Cabinets and Builder's Choice Windows, headquartered in Houston, will now expand its offerings. In addition to cabinetry and windows, the company will also service residential developers and builders with countertops, custom millwork, custom casework, and custom moldings manufactured by S&S Craftsmen. Likewise, TMD Windows & Doors, and S&S Craftsmen, both based in Tampa, FL, will now offer cabinetry to their clientele. As both groups look to aggressively expand their presence in their respective marketplaces, they will also be looking to increase their roles as social entrepreneurs, following the example that has been set by Madrigal and his team.

Sabert Breaks Ground In Greenville, Texas By Subcontractors USA News Provider

S

abert Corporation has begun construction for its new manufacturing facility, located in Greenville, Texas. In addition to manufacturing plastic packaging, this facility will also produce 100% compostable packaging made from plant based materials. The occasion was marked by a ground breaking ceremony led by Sabert founder and CEO, Albert Salama who was joined by Thomaz Gruber, Senior Vice President of Operations & Supply Chain, Steve Roberts, Greenville Plant Manager, Hunt County Officials, Greenville City Council members, Greenville Electric Utility System members, and Greenville Board of Development Directors. Albert Salama thanked Hunt County and the City of Greenville for their support during the building process and spoke about the significance of the facility, "At the heart of this facility we will build, is our commitment to the environment." He continued, "The more sustainable options we can offer our customers, the more we help the environment by replacing products that might end up in a landfill. We aim to make packaging that is compostable and will disintegrate into natural elements in a compost environment providing for a better future for us and our children." The Greenville facility, expected to be fully operational by early 2019, will bring over 125 jobs to the area. The addition of this facility, which will be Sabert's first American facility to manufacture 100% compostable food packaging, speaks to the company's 35 year commitment to quality, innovation, and sustainability. Michael Baker International Awarded $6.1 Million Contract to Help Reduce Congestion Along Major Dallas Freeway Lowest Stemmons Project Part of the Texas Clear Lanes Congestion Relief Initiative to Address Gridlock Across the State By Subcontractors USA News Provider

M

ichael Baker International, a global leader in engineering, planning and consulting services, today announced that it was recently awarded a $6.1 million contract by the Texas Department of Transportation (TxDOT) to provide Construction Engineering and Inspection (CEI) services for the Lowest Stemmons Freeway project. The Lowest Stemmons project, a 2.3-mile stretch of Interstate35E (I-35E) that runs from Interstate-30 to north of Oak Lawn Avenue in Dallas, is designed to reduce congestion, improve mobility and deliver more reliable travel times. The project is also the first for the TxDOT Dallas District under the Texas Clear Lanes congestion relief initiative. Unprecedented population growth in Texas has resulted in significantly increased traffic congestion, no more obvious than the Lowest Stemmons Freeway/ I-35E, which is listed as the eighth most congested roadway segment in Texas and one of TxDOT's top priorities in the Dallas metro area. The project will provide operational improvement along I-35E with the construction of collector-distributor roads and reconstruction of frontage roads from I-30 to North of Oak Lawn Avenue, six new bridges, two bridge widenings, and 17 retaining walls. Within this 2.3-mile section of I-35E, the project will improve connectivity by reducing multiple weaves and relieving congestion. TxDOT estimates the improvements could help increase peak travel time speeds from the current 13 miles per hour (mph) to as much as 50 mph. "Lowest Stemmons/I-35E is a main artery for many commuters traveling to and from downtown Dallas as well as the area's key business and entertainment districts. As drivers can attest, travelling the roadway has proven challenging with the increased traffic congestion in recent years," said Ben Torres, P.E., Senior Associate and Project Manager at Michael Baker International. "The operational improvements that

Michael Baker and team are implementing will create an easier commute and safer roadway as well as improve connectivity between four major systems— I-35, I-30, Dallas North Tollway and Woodall Rodgers (Spur 366)." During the construction phase of the project, Michael Baker will ensure the public's safety as they travel through this high-profile highway system. The inspection team will oversee implementation of traffic control systems to facilitate safe driving by maintaining clear and properly staged signage and traffic control devices. The project kicked off in August 2017 with estimated completion in early 2020. To help provide TxDOT and other transportation partners in Dallas with additional support, Michael Baker recently announced the hiring of Laura Weis, P.E., as Vice President and Office Executive in the firm's Dallas office. Ms. Weis will lead the Dallas office's balanced portfolio of clients and bring the full range of the firm's expertise to the region in support of various transportation infrastructure projects.

DART 2030 Transit Plan:

Cotton Belt

Corridor By Subcontractors USA News Provider

T

he DART 2030 Transit System Plan (TSP), approved in October 2006, identified the Cotton Belt Corridor as a priority project. In 2016, DART advanced implementation of the Cotton Belt to the year 2022 in its FY2017 Twenty-Year Financial Plan. The DART 2040 Transit System Plan, which is under development, will reflect this change to the project schedule. The proposed project would be financed through a new federal loan program called Railroad Rehabilitation and Improvement Financing (RRIF). The project assumes a phased approach to implementation that would initially include mostly single-track operations. The 26-mile Cotton Belt Corridor extends between DFW Airport and Shiloh Road in Plano (see map below). The alignment traverses seven cities: Grapevine, Coppell, Dallas, Carrollton, Addison, Richardson and Plano. The Cotton Belt Project’s primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population and activity centers in the northern part of the DART Service Area. The Cotton Belt Project would interface with three DART LRT lines: The Red Line in Richardson/Plano, the Green Line in Carrollton and the Orange Line at DFW Airport. Also at DFW Airport the project would connect to Fort Worth Transit Authority's TEX Rail Regional

Rail Line to Fort Worth and the DFW Airport Skylink People Mover. DART is preparing an Environmental Impact Statement (EIS) to assess the impacts and benefits of rail passenger service on the Cotton Belt Corridor. Project oversight will be conducted by the Federal Transit Administration (FTA) in cooperation with the Federal

Cheniere Energy Partners Declares Increase in Quarterly Distributions By Subcontractors USA News Provider

("Cheniere Partners") (NYSE American: CQP) today declared (i) a cash distribution per common and subordinated unit of $0.50 ($2.00 annualized) to unitholders of record as of February 2, 2018, and (ii) the related distribution to its general partner. AboutCheniere ChenierePartners Partners About Through its wholly owned subsidiary, Sabine Pass LNG, L.P., Cheniere Partners owns 100% of the Sabine Pass LNG terminal located in Cameron Parish, Louisiana, on the Sabine-Neches Waterway less than four miles from the Gulf Coast. The Sabine Pass LNG terminal includes existing infrastructure of five LNG storage tanks with aggregate capacity of approximately 16.9 billion cubic feet equivalent (Bcfe), two marine berths that can accommodate vessels with nominal capacity of up to 266,000 cubic meters and vaporizers with regasification capacity of approximately 4.0 Bcf/d. Through its wholly owned subsidiary, Cheniere Creole Trail Pipeline, L.P., Cheniere Partners also owns a 94-mile pipeline that interconnects the Sabine Pass LNG terminal with a number of large interstate pipelines. Cheniere Partners, through its subsidiary, Sabine Pass Liquefaction, LLC ("SPL"), is developing, constructing and operating natural gas liquefaction facilities at the Sabine Pass LNG terminal adjacent to the existing regasification facilities. Cheniere Partners, through SPL, plans to construct over time up to six liquefaction trains, which are in various stages of development, construction and operations. Trains 1 through 4 are operational, Train 5 is under construction, and Train 6 is being commercialized and has all necessary regulatory approvals in place. H

ighlighting Houston’s history as a major railway hub, Mayor Sylvester Turner and developers of the Texas Bullet Train announced today the preferred site of the new passenger station, at the Northwest Mall near the interchange of Interstate 610 and US 290. The terminal will be ideally located in a high-growth area, with easy access to employment centers, including the Galleria, the Energy Corridor and downtown. The station not only will be a catalyst for economic growth but it also will offer a convenient, efficient and direct network for passengers to and from local transit systems. The selection comes about a month after federal regulators released an environmental analysis that said the 200-mph, Houston-to-North Texas train would alleviate the strain on the state’s existing infrastructure and is needed to accommodate growing demands. “Houston continues to grow. Growing the smart way includes providing a wider choice of transportation options beyond more private vehicles and more roads. The Texas Bullet Train fits the transportation paradigm shift I have called for. And now with a preferred location for the Houston station, we are one big step closer to boarding for an exciting trip to the Brazos Valley and on to Dallas,” Mayor Sylvester Turner said. Texas Central, the high-speed train developers, released maps and conceptual renderings – final designs are pending – that show a multi-level station on a 45acre site. It will link seamlessly with other forms of transportation, including proposed traveler-friendly connections with the greater Houston region.

Houston business executive Drayton McLane Jr., chairman of the board of directors for Texas Central, said the company is looking forward to working with the city and the region on an innovative project that will help the economy, generate more local revenue and provide new job opportunities. “As our state grows, we’re moving further apart as a result of travel time and increasing congestion. The Texas Bullet Train answers that. This will bring us closer together and fuel a super economy that rivals any in the world,” McLane said. “This is a new model for infrastruc-

ture improvements - it’s transformational. Everyone along the route will benefit. The entire state, and especially all the counties and communities along the route, will see gains. That includes getting more in tax revenue from the train and from ticket sales and more local jobs and business for those helping to build the project,” McLane said. in an area with so much potential for vibrancy, including transit-oriented development.” The Federal Railroad Administration’s (FRA) recently released Draft Environmental Impact Statement (DEIS) outlined three station options in northwest Houston. Studies show the center of Houston’s population base is growing north and west of the Central Business District. Texas Central said the mall site is preferred because of minimal environmental and community effects. And it allows the high-speed train largely to follow existing rights of way, while providing passengers with easy, efficient roadway access and connectivity with METRO’s Northwest Transit Center and other options. In mid-December, the FRA identified a single, preferred route for the train that does not extend into the downtown core. Doing so potentially would create significant effects on the community and property, including unfavorable impacts from construction, higher costs and extended building schedules.

Revitalizing the mall site, spurring new growth Texas Central, an investor-owned project, is not taking federal or state grants for construction or operations. It has reached an agreement with owners of the mall property, which will be repurposed as a train and transit hub, creating a robust market for new shops, restaurants, entertainment, hotels, condominiums and other development. The Texas Bullet Train will connect the state’s two largest cities – and half of the state’s population ¬– in 90 minutes in a safe, reliable and efficient manner. Federal regulators, in their environmental report, cited the Houston station’s many economic benefits, including an increase in property values within a half-mile of the terminal as a result of the train project. That’s in addition to new and related transit-oriented development in the area. “The impact to property tax revenue would be beneficial for all local jurisdictions,” the FRA said. “These additional resources would benefit schools, libraries, parks, municipal utilities, hospitals and emergency services that are funded through property taxes.” The FRA report says the train’s preferred route mostly runs along transmission lines in a utility corridor between North Texas and Houston, with a midway stop in the Brazos Valley to serve Huntsville, Bryan-College Station, Texas A&M University and others. The report provides additional guidance as the project moves into its pre-construction phase, minimizing impacts on the environment and communities along the 240-mile path. The project will create 10,000 jobs during each year of construction and about 1,500 full-time jobs when operations start. Local companies also will benefit, through building the system and maintenance facilities, supplying materials and providing long-term support for the state’s newest industry. And Texas Central is committed to local sourcing for its workforce and materials. “Fast, reliable and economically competitive transportation could increase the supply of skilled workers available, decrease the costs of work-related travel and improve supply chains for an overall positive impact,” the FRA said.

The company’s market-led approach is backed by investors, not government grants, a new business model for infrastructure advances. Texas Central and its affiliated entities will be responsible for

the system’s design, finance, construction, operation and maintenance.

According to the federal report, the Houston station’s concourses will consist of public areas, restaurants, bars, seating areas, concessions and newsstands, along with pedestrian connections to an adjacent parking facility. Improvements also are planned for Post Oak Road at Hempstead Road, Post Oak Road at Old Katy Road and West 18th Street at Hempstead Road. These will be designed in part to alleviate current congestion and improve traffic flow. The FRA is taking public comments on the environmental report and will evaluate the preferred station site in advance of issuing a final assessment. The station selection marks the latest train-related announcement for Texas Central and Houston, whose official seal boasts a train engine as a symbol of progress. Houston once so dominated Texas rails that it was known as the place “where 17 railroads meet the sea.” In August, the two announced an economic development and jobs-creating plan related to the Texas Bullet Train. Under that agreement, Texas Central is committed to recruiting construction contractors, subcontractors and employees from the local job market for the construction of the project and its maintenance and operation. In addition, the city and Texas Central will participate in the study and design of “efficient multimodal connections” between the Houston station and the city’s major activity centers. The joint agreement says the project will have a “substantial and long-lasting positive impact on the city’s economy, serve as a catalyst for future growth, create jobs and infuse tax revenue into the state and the local communities.” It says the train will help cut traffic congestion and related air emissions, providing “sound, fast and comfortable transportation alternatives,” using “world-class, proven technology.” The bullet train is expected to remove 14,630 cars daily from Interstate 45, which will save 8.5 million gallons of gas a year. Also, the train will be using the industry’s safest technology, while I45 is the second deadliest highway in America.

While most contractors and sub trades get excited about the amount of work in the marketplace and evaluating potential growth, many contractors often forget about how much time is needed and hurdles required to obtain a building permit. Honeywell To Provide Third Cryogenic Gas Processing Plant To Brazos Midstream Plant is designed for the unique gas composition in the Permian Basin. By Subcontractors USA News Provider

H

oneywell today announced that its UOP Russell business will provide a third cryogenic gas processing plant to Brazos Midstream. The high-recovery 200 million cubic foot per day (MMcf/d) plant, called Comanche III, will extract valuable natural gas liquids (NGLs) from natural gas produced in the Southern Delaware Basin in Texas. Included with the plant, Honeywell will provide engineering, fabrication and supply of a modular cryogenic NGL recovery unit. This new plant follows two earlier plants that also were customized specifically to handle the unique gas composition in the Basin. "With this plant, Brazos now has chosen UOP Russell technology for 460 million cubic feet of gas processing capacity due to our experience with the technology, project management, and reliable installation capabilities," said Craig Ranta, business director, Honeywell UOP Russell. "This new plant follows the ontime completion earlier this year of Brazos' Comanche II plant, which will reduce the installation schedule for Comanche III." Cryogenic gas processing plants cool the gas in a demethanizer column until the more valuable NGLs precipitate into a liquid. These heavier components extracted from the natural gas can be used as fuels, fuel blending components and other valuable petrochemi-

cals. The plant is designed to process gas in the Delaware portion of the Permian Basin, which is rich in NGLs. By combining low capital and operating expense and ultra-high NGL recovery rates, the plants allow Brazos to offer gas producers more favorable processing terms. This positions Brazos to recover very high levels of ethane and propane as prices for those NGLs continue to rise. Brazos Midstream Holdings LLC is an independent midstream energy company headquartered in Fort Worth, Texas. The company is focused on crude oil gathering, natural gas gathering and processing, compression, treating, water and condensate handling, and stabilization. Brazos currently owns and operates

approximately 350 miles of natural gas and crude oil pipeline, a natural gas processing complex with approximately 260 MMcf/d of operated processing capacity and 50,000 barrels of crude oil storage in the Delaware Basin. Record-Setting Year for Port Houston By Subcontractors USA News Provider

ort Houston business has grown consistently and solidly across all business lines, including achieving record-breaking performances and milestones in 2017. Highlights of the record-setting business and operational results for 2017 were announced today during the Port Commission of the Port of Houston Authority first meeting of the year. “We are again on our way to another tremendous year of opportunity and growth at Port Houston,” said Port Commission Chairman Janiece Longoria. Port Houston facilities reached the highest total tonnage in Port history of 38.3m tons, surpassing the previous record of 37.8m tons set in 2014. It was also a record-setting year for container business. Port Houston handled 2.46 Million TEU for 2017; the previous record was set in 2016 with a volume of 2.18m TEUs (nearly a 13% increase year over year). In his report to the commission, Executive Director Roger Guenther further detailed achievements in

2017, including a 99 percent uptime in reliability for 22 ship-to-shore cranes and extending gate hours for truckers, as well as success for its Foreign Trade Zone (FTZ) #84 program. Among the those projects were the completion of both Container Yard 6 North and South including gantry cranes at Bayport Container terminals. At Barbours Cut terminal, rehab work at Wharf 2 was completed and improvements were made at its east end, while three new super postPanamax STS cranes were received. In highlighting the achievements accomplished in 2017 and looking forward to great expectations for 2018, Guenther underscored Port Houston’s steadfast commitment to stay focused on its goals of People, Growth, Infrastructure and Stewardship. Chairman Longoria announced the reappointment of Stephen H. DonCarlos by the Harris County Mayors and Councils Association. Commissioner DonCarlos has served since September of 2013. Port Com-
