or the past three years, the City of Houston’s Office of Business Opportunity has managed an executive education program called Build Up Houston that supports construction companies currently operating and doing business in the Greater Houston Area. Since its inception, 23 small businesses have graduated from this intense seven-month program with the most recent cohort collectively being awarded over $10MM in new contracts while participating in the program.

“Houston has a long road to recovery after Harvey.” said Mayor Turner. “A record number 51 inches of rain and 15 trillion gallons of water was dumped on this region. More than ever, we need our local business community; especially our small businesses, to play a major role in our housing repairs and infrastructure. The City of Houston is committed to increasing the capacity of our small business community and their access to our contracting opportunities.” Building on the success of previous cohorts and in response to the devastation of Hurricane Harvey, the program has expanded its class size and industry focus to include Architectural and Engineering firms. even zero-emission electric buses coming to DART in 2018 are partially funded by a $7.6 million Low or No Emission Vehicle Deployment Program (LoNo Program). CenterPoint Energy to send crews to Puerto Rico in early January to help support power restoration efforts By Subcontractors USA News Provider

A

s part of a nationwide, coordinated power restoration plan involving several investorowned electric companies, CenterPoint Energy, Inc.'s (NYSE: CNP) electric utility is sending 68 employees in early January to accelerate the ongoing power restoration efforts in Puerto Rico. CenterPoint Energy's team will join the more than 1,500 additional restoration crew members from other utilities traveling to the island to support the Puerto Rico Electric Power Authority (PREPA) in the next phase of its restoration process. CenterPoint Energy expects its employees and resources to be in Puerto Rico for approximately six weeks. "It's now time for utility crews like ours to come in and help with this next phase of Puerto Rico's restoration process and we're proud to be part of our industry's response," said Ed Scott, director of operations for CenterPoint Energy. "While we've participated in many mutual assistance trips, it is unprecedented for us to put our equipment, bucket trucks and electric supplies on a barge that will take two weeks to arrive on the island. We

are fully committed to restoring power to Puerto Rico as quickly and as safely as possible." In late October, the Edison Electric Institute (EEI) and the American Public Power Association (APPA) received a request from PREPA to support power restoration efforts on the island. In early November, PREPA expanded its aid request to include the National Rural Electric Cooperative Association (NRECA). As a result, a team of electric company storm response experts has been on the ground coordinating closely with local officials, the Federal Emergency Management Agency, and the U.S. Army Corps of Engineers. The team has been focused on assessing damages and formalizing a structure for supporting logistics, equipment needs and supply chain issues, as well as ensuring ongoing restoration efforts are completed safely, effectively and efficiently. Experts have identified basecamps for crews and staging sites for materials that will allow workers and materials to be located closer to restoration areas. As part of the process, CenterPoint Energy's equipment will depart from the Port of Lake Charles in Louisiana later this week. Additional details will be made available as they are finalized. The first shift of 68 CenterPoint En-

ergy employees will fly to Puerto Rico on Jan. 13 and start working 16-hour shifts on Jan. 15 after a safety and onboarding process. The company is making plans to send at least one additional shift. Extensive portions of Puerto Rico's electric grid are located in rugged, mountainous terrain that has little or no road access due to Hurricane Maria's impact. Some customers may not be able to receive power to their homes or businesses because of damage from the storm. "This restoration mission will be more difficult than any other we have worked on, but our crews are prepared to work long hours safely, facing the logistical and geographical challenges accompanying the historic damage to Puerto Rico's infrastructure," said Scott. CenterPoint Energy is part of electric utility mutual assistance programs that provide access to thousands of linemen and tree trimmers from around the country to lend a hand during widespread power out-

PS Energy recently earned another top award. The 157 year-old energy company was recently named "Customer Champion" in South Region of the United States, relative to all combined utilities. The designation was determined through an extensive residential customer survey program, conducted by Market Strategies International (MSI) and was included in its recent set of Cogent Reports, focused on its 2017 Utility Trusted Brand & Customer Engagement™ work. The award assessed multiple key performance categories such as Brand Trust, Product Experience and Service Satisfaction "In the past year, employees at CPS Energy have worked very hard to improve the overall customer experience and dramatically increase the value we bring to our customers," said Felecia Etheridge, Chief Customer Engagement Officer. Low community college transfer rates in Texas hinder progress towards increasing diversity in engineering and computer science By Subcontractors USA News Provider

A

report examining Texas community college transfer students by the Society of Women Engineers (SWE) found that very few women and minorities pursue engineering and computer science degrees at Texas universities. The research team’s goal was to assess the progress of women and minorities transferring from community colleges to four-year universities, but the team found that analyzing disaggregated data was difficult. “As we explored the success of transfer students in engineering and computer sciences, the low numbers of women and underrepresented minorities transferring and completing ECS baccalaureate degrees was an interesting, if disheartening, discovery,” wrote Roberta Rincon, Ph.D., research manager at the Society of Women Engineers of the report “Diversifying STEM: Student Success and Community College Transfer in Engineering and Computer Science in Texas.” More than 35,000 students started college in 2010/11 and transferred from a two-year community college to a four-year university, but only 500 were women who chose an ECS major. As of the Fall 2015 data cutoff, only 25 percent had graduated with an ECS bachelor’s degree. “Given that half of women who started college in 2005/06 had earned an ECS bachelor’s degree after transfer by Fall 2015, it may just take more time for community college transfer students to complete,” Rincon said. “This report presents data to show that, despite efforts to

improve transfer success and increase diversity in STEM in Texas, we have not seen significant gains in successful transfer and ECS baccalaureate degree completion among students who begin at a two-year college.” According to the report, community colleges provide a practical postsecondary option for many students interested in earning a higher education credential, but who are in need of a lower-cost, flexible alternative to a traditional four-year university program. Among the almost 18 million undergraduates in the U.S., 25 percent are older than 25 years of age, and approximately 40 percent work at least 30 hours per week. Using data obtained from the Texas Education Research Center, researchers discovered that despite the fact that more women than men enroll in college each year, less than four percent of female students choose to major in ECS compared to almost 20 percent of men across all two-year and four-year colleges in Texas. The percentage of women among students who declare an ECS major has slightly decreased over time, from 20.2 percent in the 2002/03 FTIC cohort to 17.8 percent in the 2011/12 FTIC cohort. SWE intends to conduct further study to understand the specific challenges that women on this pathway face. “What we learn will inform our efforts and other diversity-serving organizations toward better supporting women and other underrepresented groups towards ECS baccalaureate degree completion,” Rincon wrote. She indicated the next phase of research includes a qualitative study of women on the community college pathway, as well as a pilot program aimed at developing inclusive programming to introduce community col-

Mayor Turner Appoints Uniquely Qualified Carol Ellinger Haddock As Director Of Houston Public Works And Engineering Department By Subcontractors USA News Provider

M

ayor Sylvester Turner has chosen Carol Ellinger Haddock, a licensed professional engineer who has worked in the private sector as well as city, county and federal governments, to serve as director of the city Public Works and Engineering Department. The department, with more than 3,900 trained employees and budget of $2.1 billion, is the largest of its kind in the United States with accreditation by the American Public Works Association. “To head a department that is so essential to the basic services on which all Houstonians rely, the city needs a uniquely positioned Public Works chief who delivers customer-friendly results on an hour-to-hour basis while keeping an eye on a vision for an even better city in the future,” Mayor Turner said. “Carol Ellinger Haddock is that person.” The department manages and plans the city’s infrastructure, including streets, traffic signals, drainage, distribution of water, treatment of wastewater and permitting of public and private construction. Haddock has worked in the city department since 2005 and has served as acting director since July. “Along with other city departments, PWE faces the new challenge of helping to build a more flood-resistant, resilient city for future generations,” Mayor Turner added, “and it’s our fortune that Carol has experience in that arena, too.” Haddock was the Harris County Flood Control District’s program manager of Project Brays, a $480 million project that has already started reducing flooding in the Brays Bayou watershed. She also was a congressional fellow on the staff of the U.S. Senate Committee on Environment and Public Works in 2004 and previously worked as an assistant project manager for Klotz Associates Inc. in Houston. With City Council approval of her appointment, Haddock will be the first woman to serve as the city’s PWE director. Haddock graduated with a bachelor of science degree in civil engineering from Rice University and a master of arts degree in public administration from the University of Houston. She serves on the American Society of Civil Engineers board of directors and was a member of Leadership Houston, Class XXIV. The numerous professional awards she received include the ASCE Houston branch’s Award of Honor in 2014. Haddock is a trustee of the Friends of the Texas Room, which supports the collections of the Texas and Local History Department, the Archives and Manuscripts Department, and the Special Collections Department of the Houston Metropolitan Research Center of the Houston Public Library. Though her accomplishments are extensive, Davis said they are looking forward to continual growth. “I want to become a Firm without boundaries as our Clients require our services, with Regional offices as necessary. ntel and Its Partners Have Made Significant Progress in Deploying Updates as Software Patches and Firmware Updates Intel has developed and is rapidly issuing updates for all types of Intel-based computer systems — including personal computers and servers — that render those systems immune from both exploits (referred to as “Spectre” and “Meltdown”) reported by Google Project Zero. Intel and its partners have made significant progress in deploying updates as both software patches and firmware updates. Intel has already issued updates for the majority of processor products introduced within the past five years. By the end of next week, Intel expects to have issued updates for more than 90 percent of processor products introduced within the past five years. In addition, many operating system vendors, public cloud service providers, device manufacturers and others have indicated that they have already up-

dated their products and services. Intel continues to believe that the performance impact of these updates is highly workload-dependent and, for the average computer user, should not be significant and will be mitigated over time. While on some discrete workloads the performance impact from the software updates may initially be higher, additional post-deployment identification, testing and improvement of the software updates should mitigate that impact. Contractors: Don’t Go Starting a Construction Project Until You’ve Read This By Helen Callier Contributing Writer

I

f you lose money on a design or construction project, you can always generate more money from future work. You see, money can be replenished and there’s lots if it. However, if you lose time working on activities that are not core to your business or you are unfamiliar with certain processes like city building permitting, then you will never be able to make up that time. Time is precious and warrants prudent use to be most effective in starting and completing construction on time. A couple of weeks ago, a small general contractor saw our Permit Us Now company truck and waved me down to ask me a question about a few homes that he was renovating after being impacted from the Hurricane Harvey floods. He noted that he had knocked out a couple of load bearing walls in a couple of the homes and he wanted to know if that would require a building permit. I shared with him that with

the structural changes he described involving demolishing load bearing walls, he would need a city building permit. The small contractor then asked me how much the permit would cost and then mumbled that he was so behind on work that he was not sure how to move forward. Scenarios like this one create loss of time and money and while money can be recouped, the time the small contractor loses to have the project owner have architectural plans developed and then to pull a building permit is significant. Unless projects are simple – i.e. cosmetic refreshes - typically a building permit is required. To assist you to be in the best position to obtain a city building permit in a timely manner, below are 5 areas to review before going to pull a building permit. •  Check plans and related specifications for code compliance – standing in line waiting to speak with a plan reviewer can be nerve wrecking and frustrations rise when you finally are able to speak with the Plan Reviewer and they ask to see a certain call out area on your drawings. Take time to re-

view plans and documents prior to going to the permitting jurisdiction. •  Have properly and fully completed documentation including all prerequisites •  Ask questions if have any areas of concern – most city permitting personnel from plan reviewers to Inspec-

he Texas Bullet Train made a big push forward today as federal regulators for the first time outlined a preferred route between North Texas and Houston, and identified passenger station locations. The Federal Railroad Administration’s (FRA) analysis, completed after nearly four years of work, provides a path for the high-speed train’s planning, design and pre-construction phases, and it ensures the safety and environmental wellbeing of counties and communities along the 240-mile route. The Draft Environmental Impact Statement (DEIS), the result of an extensive, public process required for major infrastructure projects, starts the consultation process that will allow the Bullet Train to link the state’s two largest urban and economic centers in a travel time of less than 90 minutes, with a midway stop in the Brazos Valley. The independent, environmental analysis stems from work over the last four years by hundreds of experts, including biologists and natural resource technicians; civil, audio, mechanical and electrical engineers; architects and geologists; and historians and sociologists, among many others. They reviewed the system’s potential impact on the environment and how to manage it to best protect private property and farmland; natural resources, water and wetlands; threatened and endangered

species; energy demands; and other conditions along the 240-mile route. The U.S. Department of Transportation called the report’s release “an important milestone” in the permitting process of the train. “Safe, accessible and efficient regional rail systems are an important component in the transportation networks of many areas,” Transportation Secretary Elaine Chao said, referring to the Texas Bullet Train and others being developed. “As proposed, these rail projects would increase travel options and promote economic growth in their regions of the country.” The assessment is the latest major advancement by the train, including the recent selection of Irving, Texas-based Fluor Enterprises Inc. and The Lane Construction Corp. as the preferred design/build team, with WSP USA conducting engineering work on their behalf. The report also reflects input from thousands of comments by the public, including landowners, community groups, elected officials and others. An

Among the DEIS highlights: Preferred route It outlines a preferred route for the all-electric train that mostly follows transmission lines in a utility corridor between North Texas and Houston. This is the result of a study by the FRA and other government agencies, that started with more than a half dozen options. The preferred alignment would minimize impacts on the environment and existing development and would allow the system to optimize operational efficiency. It also outlines a more precise route, that would accelerate planning, design and coordination with landowners and communities. In comparing the final options, the FRA identified a preferred route that “would have fewer permanent impacts to the socioeconomic, natural, physical and cultural resources environment.”

Passenger stations It gives potential passenger terminal sites in Dallas, Houston and the only midway stop, in Grimes County, serving Bryan/College Station in the Brazos Valley. The report notes transit services in Dallas and Harris counties, operated by DART and METRO respectively, could see increased ridership because of the project. Also, stations would be built to minimize energy and water usage and promote indoor air quality. The Dallas station will be in the Cedars area south of the Kay Bailey Hutchison Convention Center. The Brazos Valley Station in Grimes County will be near Texas 90 and State Highway 30. It would serve Bryan-College Station and include direct shuttle service to Texas A&M University, according to the report. It lists three options for the Houston passenger terminal, with a final to be determined later. It would be in the general area south of U.S. 290, west of Loop

The FRA said the train would “alleviate the strain” on the state’s existing infrastructure and “is needed to accommodate growing demand.” Texas Central CEO, Carlos Aguilar, said the design/build teams, which have domestic and international rail experience, will use the DEIS findings to incorporate more details into planning, cost and scheduling. Their work will address remaining environmental issues in the best way possible and avoid conflicts with existing infrastructure, such as roads, transmission lines and subsurface utilities. “Thousands of hours have been spent to ensure the Texas Bullet Train will be constructed and operated in a way that gives Texans a choice for the safest mode of transportation in the world. This process ensures issues identified are addressed in the best way possible for communities and the environment. We will respectfully follow this public consultation process to ensure legitimate concerns from all stakeholders are addressed” Aguilar said.

In addition, the report said, “Every permanent job from the [high-speed rail] HSR system would indirectly spur two to four jobs in supporting industries.” The railroad also expects to pay more than
