HOW NELSON BYRD WOLTZ IS TRANSFORMING HOUSTON’S HIGHWAY SYSTEM

According to the studio, “The Land Bridge itself creates two dynamic connections over Memorial Drive that reunite the north and south sides of Memorial Park while expanding the existing network of trail systems and providing increased connectivity throughout.”

By Subcontractors USA News Provider S-based landscape architecture firm Nelson Byrd Woltz has recently completed a significant project in Houston, Texas. Known as the Kinder Land Bridge and Cyvia and Melvyn Wolff Prairie, this endeavor is part of a larger tenyear master plan initiated in 2015 by Nelson Byrd Woltz Landscape Architects. The plan aims to transform a 1,464-acre wilderness area located just outside downtown Houston.

The Land Bridge and Prairie is situated at

the heart of Memorial Park and serves as a connection between two sections of greenspace that were previously separated due to the construction of a six-lane highway in 1955.

To bridge this divide, Nelson Byrd Woltz constructed two tunnels, measuring 400 and 560 feet in length, which pass through the expansive land bridge.

According to the studio, this project goes beyond being a mere physical link. It represents a nexus where intricate and multifaceted systems, both human and natural, have been holistically conceived as part of a grander vision.

“Nelson Byrd Woltz wanted everyone to be able to use the same paths up and down the land bridge so they were designed in such a way that their grade is gentle enough (and this requires curves) so that all people of all abilities can use them,” said the team.

This project not only serves as a symbol of the triumph of nature over urbanization but also enhances the accessibility and connectivity of Memorial Park, ultimately contributing to the overall improvement of the surrounding area.

To ensure accessibility for all individuals, gently sloping curving pathways were strategically placed throughout the area. Each section features a central ellipses-shaped path that rises above the surroundings.

The bridge has been divided into two distinct sections, resembling mounds of earth, with a central portion of the highway exposed.

The team from Nelson Byrd Woltz designed the paths in a manner that allows people of all abilities to navigate them. The paths were carefully graded with gentle slopes and curves to accommodate everyone.

The construction of the bridge necessitated collaboration among various disciplines, including engineers, prairie experts, and fluvial geomorphologists.

To create a land bridge, the tunnels were covered with soil and grasses. Additionally, stormwater management techniques, such as a constructed stream bed, were implemented to address flooding and enhance water quality treatment.

The Land Bridge and Prairie project is a key component of the ongoing efforts to revitalize this urban greenspace. To create the structure, over half a million cubic yards of soil were used to form an earthen base for grasses and pathways.

This new parkland will symbolize the triumph of green over grey, said the studio. “Healing the divide created by the construction of Memorial Drive.”

The remaining area surrounding the pathways, spanning 45 acres, was intentionally left largely undeveloped. Instead, it was planted with grasses, shrubs, and trees native to North America’s coastal prairie environment. This habitat is endangered, with less than 1 percent of its original 8 million acres (3,240,000 hectares) remaining throughout the United States.

The Johnson Owl Deck Pavilion serves as a demonstration of the material’s potential as a sustainable and carbon-negative building method, while also fulfilling a specific purpose.

Vassallo expressed the team’s intention to design a structure that truly showcases the structural behavior and aesthetic possibilities of CLT. While mass timber buildings have become increasingly prevalent, often relying on repetitive grids for economic efficiency, Vassallo believes that this approach fails to fully exploit the versatility of the material.

Situated within Rice University’s Harris Gully Natural Area, a restored watershed that attracts a diverse range of bird species, the pavilion spans 1,000 square feet (92 square meters). It features eight rectangular columns topped with a single square, flat roof, deliberately presenting a simple and uncluttered appearance.

The columns and roof of the pavilion were constructed using CLT panels made from southern yellow pine in its purest form, highlighting the material’s assembly. Each column was strategically rotated at a different

camouflage effect, generating patterns of light and shadow that minimize the presence of people engaged in bird watching. From the exterior, the pavilion appears to be in a constant state of transformation as one moves around it.

Overall, the Johnson Owl Deck Pavilion stands as a testament to the potential of cross-laminated timber as a sustainable and environmentally friendly building material, while also serving as a functional and visually engaging addition to the Rice University campus.

FACTORS BEHIND TEXAS’ DECLINE IN CONSTRUCTION EMPLOYMENT AND D.C.’S RISE industry employment declined in five states.

Texas added the most construction jobs over the year (21,100 jobs or 2.7 percent), followed

by California (15,600 jobs, 1.7 percent), Ohio (11,600 jobs, 5.0 percent), and Georgia (10,600 jobs, 5.0 percent). Wyoming had the largest percentage increase in construction jobs over 12 months (13.0 percent, 2,700 jobs), followed by Arkansas (9.9 percent, 5,800 jobs), Kentucky (9.2 percent, 7,700 jobs), West Virginia (8.6 percent, 2,600 jobs), and New Mexico (7.3 percent, 3,600 jobs).

Missouri lost the most jobs (-2,700 jobs, -1.9 percent), followed by Colorado (-2,500 jobs, -1.4 percent), North Dakota (-1,000 jobs, -3.8 percent), Vermont (-200 jobs, -1.3 percent) and North Carolina (-100 jobs, -0.04 percent).

North Dakota had the largest percentage loss, followed by Missouri, Colorado, and Vermont.

Association officials noted that most contractors report having a hard time finding workers and that the job gains would have been larger if more

qualified candidates were available to hire.

“Construction has been a leading source of employment growth almost universally in the past year,” said Ken Simonson, the association’s chief economist. “But contractors report needing even more workers as large projects rev up across the country.”

by Virginia (-1,400 jobs, -0.7 percent), Kansas (-1,000 jobs, -1.5 percent) and Oregon (-1,000 jobs, -0.8 percent). Tennessee had the largest percentage loss for the month, followed by Kansas and Rhode Island (-1.4 percent, -300 jobs).

Association officials said many contractors report that one of the biggest challenges they have in adding staff is that many candidates lack the qualifications needed to be employable. The association officials urged federal, state and local policy makers to rethink how they prepare future workers to ensure they have the hard and soft skills needed to be successful in high-paying career fields like construction.

The good news is construction demand remains strong in many parts of the country, said Stephen E. Sandherr, the association’s chief executive officer. “But until we as a nation do a better job preparing future workers, employers in sectors like construction will continue to struggle to find enough qualified people to hire.”

FERC’S WARNING ON WINTERIZING POWER AND GAS SYSTEMS AFTER STORM ELLIOTT

The report highlighted a significant contributing factor to the generation losses, which was a 16 percent decline in natural gas production caused by frozen equipment, primarily in gas fields located in Ohio, Pennsylvania, and West Virginia.

This decline resulted in a decrease in pipeline pressure and subsequent supply cuts to power plants. In New York City, the drop in distribution line pressure reached such critical levels that the gas system was on the brink of a complete shutdown, which would have taken months to restore.

FUELING THE FUTURE: PORT ARTHUR LNG’S AMBITIOUS EXPANSION PLANS

By Subcontractors USA News Provider ollowing clearance from the Federal Energy Regulatory Commission, Sempra has the option to increase the size of its liquefied natural gas project in Port Arthur, valued at $13 billion. The proposed Phase II expansion project would entail the addition of two production units, thereby doubling the number of units and increasing the project’s capacity to approximately 27 million metric tons of LNG per annum. The first phase of the project, with an anticipated capacity of 13.5 million metric tons, is currently under construction and is scheduled to commence operations in 2027.

This regulatory milestone, achieved on Thursday, enables Sempra Infrastructure, a subsidiary of the San Diegobased energy conglomerate, to pursue its objective of transforming the Port Arthur LNG facility into a regional energy hub. Earlier this month, Sempra sold a 42% stake in the first phase of the Port Arthur project to KKR, which owns 20% of Sempra Infrastructure. Houston oil company ConocoPhillips also holds a 30% stake in the Port Arthur project.

Port Arthur LNG is one of several LNG projects being developed in the gas-rich Gulf Coast region. The gas that Sempra intends to export would cater to markets in Europe, which is seeking to replace Russian gas lost due to the conflict in Ukraine, and in Asia, where gas is increasingly being used

as a substitute for coal.

The expansion project is also expected to include an additional LNG storage tank and marine berth. Furthermore, Sempra has acquired 38,000 acres of underground pore space to support the proposed Titan Carbon Sequestration project, which is located near the Port Arthur LNG facility and could capture the associated emissions.

The proposed projects by Sempra Infrastructure would create new, high-paying jobs, increase innovative business in the region and continue to bolster the reputation of the State of Texas as a global energy leader, Sempra Infrastructure CEO Justin Bird said in a statement.

HOW EXXON’S NEW SPRING HEADQUARTERS SHOWCASES THE INDUSTRY’S RESILIENCE

Williams emphasized that while the specific products generated

by Exxon’s refineries may change, the need for refining itself will not disappear. He stated that many of the products will be used in the production of chemicals, highlighting the continued importance of refining in the company’s operations.

Exxon organized an event at its expansive Spring campus to showcase its plans to adapt to changing consumer demand, particularly as fewer cars rely on gasoline, one of its primary products. The company believes that its integrated refining and chemicals facilities provide a competitive advantage, allowing it to shift away from gasoline and expand its chemicals business.

By Subcontractors USA News Provider xxon Mobil Corporation announced on Wednesday, during an event held at its headquarters in northern Houston, that the demand for its refineries will persist even as gasoline demand diminishes. The company unveiled detailed plans to produce new products at its refineries in response to the decreasing value of petroleum-based transportation fuels and the increasing need for alternative products. One such product is a new polymer derived from gasoline, which Exxon claims is exceptionally strong and durable, capable of replacing steel rebar at a significantly reduced weight.

Exxon presented this steel replacement as an example of its strategy to repurpose low-value molecules in innovative and potentially lucrative ways, particularly as the fight against climate change gains momentum. The company aims to triple the earnings of its refining and chemicals segment by 2027, compared to a baseline set in 2019. According to Jack Williams, Exxon’s senior vice president, the company has already made significant progress towards this goal.

The products that we’ll generate will change. Refining is not going to go away, Williams said. “We’re still going to need these products. A lot of them are going to be feeding chemicals.”

Andy Lipow, president of Lipow Oil Associates in Houston, noted that Exxon already leads its competitors in terms of the volume of petrochemical product streams originating from its oil refineries. EXPLORING THE SURGE OF 12,100 NEW OIL AND GAS JOBS IN TEXAS

According to the Texas Oil and Gas Association (TXOGA), the industry has added a whopping 12,100 jobs in 2023 alone, with 1,200 of those jobs added in August. Todd Staples, president of TXOGA, emphasized the importance of the industry in driving the state’s economy forward.

But the good news doesn’t stop there. The Texas Independent Producers and Royalty Owners Association (TIPRO) reported that upstream employment for August 2023 totaled 208,500 jobs, up by 18,200 from the same month in the prior year.

And since the COVID-low point of September 2020, the industry has added an impressive 51,500 Texas upstream jobs, averaging growth of 1,479 jobs a month.

It’s no wonder that oil and natural gas jobs pay among the highest wages in Texas, with employers paying an average salary of approximately $115,000 in 2022. And with months of job growth outnumbering months of decline by a ratio of 30 to 5, it’s clear that the industry is here to stay.

“The oil and natural gas industry serves as a major driver of the Lone Star State’s robust economy,” said Todd Staples, president of TXOGA. “The 1,200 jobs reported in August add to already strong job growth numbers for this year, continued evidence of the strong demand for these irreplaceable resources both at home and abroad,” he added.

It establishes procedures for prioritizing federal OSHA inspections to identify and ensure prompt abatement of hazards in covered industries where workers face exposure to high levels of silica dust.

OSHA and the National Institute for Occupational Safety and Health identify silica dust exposure as a health hazard for workers involved in manufacturing, finishing and installing natural and manufactured stone, which includes the manmade, engineered artificial or cultured types.

When inhaled, very small crystalline silica particles expose workers to the risk of silicosis, an incurable, progressively disabling and sometimes fatal lung disease. Unsafe silica dust exposure can also lead to chronic obstructive pulmonary disease or kidney disease.

Industries subject to the prioritized programmed inspections include those engaged in Cut Stone and Stone Product Manufacturing as well as Brick, Stone and Related Construction Material Merchant Wholesalers. Outreach efforts will continue to include additional industries that may work with engineered stone.

“Many workers in the engineering stone industry are experiencing illnesses so severe that they’re unable to breathe

- much less work a full shift - because of their exposure to silica dust,” explained Assistant Secretary for Occupational Safety and Health Doug Parker. “Among them is a 27-yearold worker in California who went to an emergency room with shortness of breath in 2022 and whose lung biopsy later revealed he had silicosis. Since then, he has been on an oxygen tank and unable to support his wife and three young children financially.”

A July 2023 study released by the American Medical Association underscores the dangers for workers in these industries. The “Silicosis Among Immigrant Engineered Stone Countertop Fabrication Workers in California” study cited 52 male patients diagnosed with silicosis caused by occupational exposure to respirable silica dust from engineered stone. Of these patients, 20 suffered progressive massive fibrosis, 11 needed lung transplants and 10 died due to their exposures.

As part of the initiative, OSHA is sending affected employers and stakeholders information on the initiative, including fact sheets on dust control methods and safer work practices for engineered stone manufacturing, finishing and installation operations.

By Subcontractors USA News Provider ustin City Council has allocated a total of $24.37 million for safety improvements encompassing more than 60 intersections, crosswalks, and traffic signals.

The funding comprises a $22.87 million grant from the U.S.

Department of Transportation, secured in February through the Safe Streets and Roads for All program, along with an additional $1.5 million from the city’s fiscal year 2022-23 budget, as approved on September 14.

This substantial grant will facilitate a range of safety enhancements, including the improvement of five to seven major intersections, the installation of 10 pedestrian hybrid

Notably, over half of the grant’s funding is designated for safety projects in areas recognized by the Department of Transportation as historically underserved, with many of these areas situated east of I-35. This allocation responds to transportation data that reveals Austin’s Black and Hispanic populations are disproportionately affected by car crashes.

As of September 27, statistics indicate that Black residents accounted for 18.4% of serious injuries and fatalities in Austin, while Hispanic residents represented 35.2%. In contrast, the city’s 2020 census data reports that the population comprises approximately 7% Black and 32% Hispanic or Latino residents.

These safety upgrades aim to address these disparities and enhance the well-being of the entire community.

The airport also supports more than 634,000 direct and indirect jobs, according to the study.

The updated economic impact study, conducted by the Perryman Group, is the first major update about DFW’s economic impact since 2015. The study shows visitor spending since that time has increased 24.7 percent ($19.2 billion to $23.96 billion), while the number of jobs that the airport supports grew 25 percent (508,272 to 634,789) during the same time. The Perryman Group estimates that DFW Airport operations and passenger spending led to an increase in annual tax receipts totaling approximately $7.1 billion to the federal government, $3.1 billion to the state, and nearly $2 billion to local government entities across the North Central Texas Region.

Additionally, during today’s State of the Airport event, DFW unveiled new video renderings and details about the upcoming reconstruction of Terminal C and the forthcoming new Terminal F – both of which will offer enhanced customer experiences in the near future.
