HOW TEXAS ARCHITECTS ARE REDEFINING SCHOOL SAFETY

comprising representatives from some of the state’s top education design firms, to assist in finding ways to improve school safety and become a resource to legislators.

In 2019, the Texas Legislature passed comprehensive school safety and mental health legislation to make schools safer for students, educators, and staff. Following the 88th legislative session held this year, Texas legislators have implemented comprehensive school safety measures, including creating a safety and security department within the Texas Education Agency (TEA), establishing regional safety teams, requiring an armed person at every school district or open enrollment charter, and more. Architects and designers aid this effort by implementing research-based design strategies to create safer and more secure learning environments.

Through our ongoing work to promote best practice standards for the design and construction of school facilities, we are committed to providing the best guidance possible on how school districts and charter schools might improve school safety in existing facilities and in the design of new facilities, while maintaining open and positive learning environments.

Over a year ago, Texas families were confronted with an unimaginable tragedy when nineteen defenseless third- and fourth-grade students and two educators were brutally murdered in a violent

shooting at Robb Elementary School in Uvalde. This event occurred four years after the 2018 tragedy at Santa Fe High School in Santa Fe, Texas, which prompted the 86th legislative session in 2019 to make school safety an emergency item. The Texas Society of Architects responded to this discussion by establishing a School Safety Subcommittee,

Protecting the health, safety, and welfare of the public is vital to the profession of architecture. The School Safety Subcommittee has created multiple documents with the purpose of incorporating language from them into the State’s overall dialogue and response. The subcommittee’s official position can be found at the TxA website. Architects are an important voice in understanding the impact of physical security layers on the physical environment, as the rules proposed by the TEA look to address a standard for physical security layers.

The Texas Society of Architects included the following as a part of the 2023 legislative agenda regarding school safety:

The subcommittee has defined several fundamental truths: First, needs differ by community, so responses must be determined locally. Second, the broadest possible community input is critical when those decisions are being made. And third, whatever choices are made, additional resources will be required for adaptability for future needs. Buildings alone cannot solve gun violence. Architects must create spaces that engage students, balance creating welcoming environments that celebrate students while using all the tools and technology available to keep students safe.

Hiring construction workers with disabilities is an important step towards promoting diversity and inclusion in the workplace. It not only benefits individuals with disabilities but also contributes to a more inclusive and productive workforce. Here are some steps and considerations for hiring construction workers with disabilities:

1. EQUAL OPPORTUNITY EMPLOYMENT: Start by ensuring that your hiring process complies with all relevant equal opportunity employment laws and regulations. In many countries, it is illegal to discriminate against individuals with disabilities during the hiring process.

2. JOB ANALYSIS: Conduct a thorough job analysis to determine the essential functions of

each position within your construction company. This will help you identify reasonable accommodation that may be required for workers with disabilities to perform their duties effectively.

3. ACCESSIBLE RECRUITMENT: Make sure your recruitment process is accessible to all candidates. This includes ensuring that your job postings are available in multiple formats (e.g., braille, large print), and your application process is user-friendly for people with various disabilities, such as those who use screen readers or assistive technology.

4. INTERVIEW ACCOMMODATIONS: Be prepared to provide reasonable accommodation during the interview process, such as sign language interpreters, extra time, or accessible interview locations.

5. TRAINING AND SENSITIVITY: Train your staff and management on disability awareness and sensitivity. This will help create a more inclusive and respectful workplace culture.

6. REASONABLE ACCOMMODATIONS: Be willing to provide reasonable accommodation for workers with disabilities. This accommodation could include modified workstations, assistive technology, flexible work hours, or job restructuring.

7. SAFETY CONSIDERATIONS: Ensure that safety is a top priority. Evaluate how to maintain a safe working environment for all employees, including those with disabilities. Identify potential hazards and implement appropriate safety measures.

8. NETWORKING AND PARTNERSHIPS: Consider partnering with organizations or agencies that specialize in helping individuals with disabilities find employment. They can provide valuable resources and support in your hiring efforts.

9. EMPLOYEE RESOURCE GROUPS (ERGS): Create or support ERGs for employees with disabilities. These groups can provide a support system for employees and offer insights into how to make the workplace more inclusive.

10. PERFORMANCE EVALUATION: Evaluate all employees based on their job performance rather than their disabilities. Ensure that performance evaluations are fair and unbiased.

11. FEEDBACK AND CONTINUOUS IMPROVEMENT: Encourage open communication with employees with disabilities to understand their needs and challenges. Continuously seek feedback to make necessary improvements to your workplace policies and practices.

12. LEGAL COMPLIANCE: Stay informed about changes in disability-related laws and regulations and ensure your company remains compliant.

Hiring construction workers with disabilities not only contributes to a diverse and inclusive workforce but can also bring unique perspectives and skills to your team. Embracing diversity in your construction company can lead to a more innovative and dynamic work environment.

The Heights, a popular adaptive reuse project, has reached a significant construction milestone. A development consisting of 341 apartments and ground-level retail stores is underway in the East End, near downtown.

Triten Real Estate Partners, based in Houston, and Arch-Con, a Houston general contractor, have successfully completed the construction of The Mill Phase I, a seven-story apartment building located at 2315 Navigation at Canal. The name of the property pays homage to its industrial history, being named after a lumber

The development project encompasses a 6-acre site and comprises a 334,000-squarefoot apartment building and a seven-story, 145,000-square-foot garage that will serve future phases of the development. The first phase of the development will feature retail spaces totaling 6,000 square feet, characterized by oversize windows and high ceilings. The development will incorporate a brick building and open-air plazas into its design.

The Mill’s third-floor deck will offer an outdoor pool, yoga lawn, exercise room, club lounge, break room with kitchen, and outdoor grilling areas. The complex will offer a variety of one-, two-, and three-bedroom units, including some two-story brownstones. The rental prices for the units have not yet been disclosed.

The project commenced construction 13 months ago and is anticipated to commence leasing in early 2024.

ERCOT’S $32M INVESTMENT IN ENERGY CONSERVATION

CURTAILING POWER USAGE: Riot claimed to have reduced its power usage by over 95% during peak demand periods to help stabilize the grid when electricity demand threatened to overtake supply.

CRITICISM AND RESPONSE: The company faced criticism for its power strategy, but it defended its approach, stating that it earned money through ERCOT’s ancillary services program, which allowed ERCOT to control its energy use in exchange for a fee. The company also sold pre-purchased energy to TXU.

IMPACT ON POWER GRID: Critics argue that Bitcoin mines, due to their high electricity consumption, exacerbate strain on the power grid and may lead to electricity price increases.

PUBLIC CONCERNS: Some residents and experts are concerned about the impact of large Bitcoin mining operations on electricity prices, water usage, and the environment.

ERCOT AND BITCOIN MINERS: ERCOT pays certain industrial and large electricity users, including Bitcoin miners, to sell unused power back to the grid at market-driven prices for power credits. Bitcoin miners can also enroll in demand response programs, which compensate them for reducing or shutting down power when needed.

Last month, Texas experienced scorching triple-digit temperatures, the Bitcoin mining industry emerged as a lucrative beneficiary, raking in a substantial eight-figure sum. Riot Platforms, a prominent Bitcoin mining company, was among the major beneficiaries, having received a payment of $31.7 million from the Electricity Reliability Council of Texas, the state’s grid operator, for its efficient use of electricity. Here are the key points you should know:

BITCOIN MINERS PROFITING FROM ELECTRICITY DEMAND: Bitcoin mining operations, which require substantial electricity, have been able to profit from the strain on power grids during periods of high demand, such as during heatwaves.

RIOT PLATFORMS’ EARNINGS: Riot Platforms, a Bitcoin miner, received a substantial payment of $31.7 million from the Electricity Reliability Council of Texas (ERCOT) for using less electricity during August, a month of high demand.

UNIQUE POWER STRATEGY: Riot Platforms’ income from reducing electricity use in Texas overshadowed its earnings from Bitcoin mining during the same period.

HOW TEXAS LEADS THE WAY IN WIND ENERGY

GOVERNMENT AND INDUSTRY SUPPORT: The cryptocurrency industry has received support from top state officials, including Governor Greg Abbott, who believes that mining operations can strengthen the power grid.

CALL FOR FAIR TREATMENT: Some individuals and experts question why large commercial users like Bitcoin mines are paid for reducing electricity use while ordinary consumers are asked to conserve electricity voluntarily without compensation.

Renewable energy has created jobs and driven economic growth in Texas, with the alternative energy industry employing over 300,000 people across the country, and nearly 37,000 of those jobs located in Texas. As the use of coal gradually declines, renewables are projected to continue growing at record levels alongside the population migration to Texas. Solar prices in Texas are also dropping, with the price of solar power generation down almost 40% from five years ago.

Renewable energy has become a significant contributor to America’s energy mix, with wind and solar leading the way as the fastest-growing sources of green power. According to the American Clean Power Association, over 27,000 megawatts of new wind, solar, and energy storage

were installed in the United States in 2021, accounting for approximately 20% of the country’s total energy needs. While every state is contributing to this growth, Texas stands out as the leading state in renewable energy production.

Texas has emerged as the renewable energy capital of the United States, with a diversified energy production portfolio that includes significant investments in wind power. The state’s wind turbines generate more clean, green energy than any other state, and it put 7,000 megawatts of new wind,

Texas’ unique infrastructure, with its own electricity grid, has allowed the state to home-grow its renewable energy industry at a pace that’s often not possible in areas subject to federal oversight. HOW AN ENGINEERING FIRM SOARED TO NEW HEIGHTS IN NORTH DALLAS

The 15-story and 17-story Element towers, constructed in the 1980s, have recently undergone renovations, which include improvements to the fitness center, café, lobbies, and elevators. Currently, the buildings have an occupancy rate of almost 70%. Stanton Road Capital’s founder and managing partner, Tim Ronan Jr., expressed satisfaction with Criado’s decision to lease space in Element Towers, stating that the investments made in the property have enhanced its value.

Ronan added that Criado is the type of valuable tenant they aim to attract. Criado & Associates boasts an impressive client roster, which includes the Texas Department of Transportation, DFW International Airport, DART, and Dallas Water Utilities and Public Works.

The high-rise office campus in North Dallas that was recently acquired by California investor Stanton Road Capital has secured a major tenant for its buildings. The two Element office towers, which span 670,000 square feet and feature silver glass exteriors, are now home to engineering firm Criado &

Associates, which is relocating its corporate headquarters from Spring Valley Road in Farmers Branch. Criado & Associates will be occupying 16,000 square feet of space in the property.

INSIGHTS INTO GOOGLE’S RECENT RECRUITMENT CUTBACKS IN AUSTIN

On Thursday, Google spokesperson Courtenay Mencini confirmed to the Statesman that the new layoffs affected recruiters. The company did not provide any information on whether the layoffs impacted any employees in the Austin area. As of late 2021, Google had over 1,500 employees in Austin, but the company has not disclosed how recent rounds of layoffs may have affected its workforce in the region.

Tech giant Google, which maintains a significant presence in Austin, has implemented a reduction in its recruitment personnel as part of its latest round of layoffs this year. According to a report by The New York Times,

Google has laid off several hundred employees, a fact that has been confirmed by the American-Statesman. This latest round of layoffs follows a previous widescale reduction in January, during which Google cut 12,000 jobs or approximately 6% of its global workforce of nearly 187,000 individuals. Texas Governor Abbott, Lt Governor Patrick, and State Rep. Carl Tepper, R-Lubbock, have introduced House Bill 54, which aims to prohibit public universities and colleges from implementing affirmative action policies.

Although only one institution, the University of Texas-Austin, currently employs affirmative action, this bill sends a strong message regarding the issue of diversity. Wendell Stemley, the president of the National Association of Minority Contractors and founder/ CEO of Black IPO, a San Diego-based program management and construction services company, emphasizes the importance of overcoming obstacles in the lower courts and securing funds for the necessary legal defense costs in the face of well-funded foundation-supported cases opposing diversity.

The playbook being used appears to be a direct assault on diversity. Furthermore, Attorneys General from 13 Republican states have jointly written a letter to Fortune 100 companies cautioning them against utilizing race-based solutions to address historical discrimination, particularly in the context of workforce diversity, equity, and inclusion (DEI). That growing list has rested on the shoulders of communication. However, cultivation alone is vital to industry. “When we talk about corporate construction, we have to be selective with who we work with because everything is about relationships which is an asset when relying on the quality of work needed,” the consultant emphasized. “So, if you don’t really have that relationship, you’re just a number. You’re just using an estimator to come up with some numbers, and you become a number.”

She continued, “I always tell our members, any small business I’m working for, you have to have the relationship.”

Bivens believes it adds to NAMC’s quality of work, “How can waste be eliminated while maintaining respect for individuals?” she described. “The elimination of waste while upholding respect for individuals is achieved through the implementation of lean processes, which involve the use of pool plans to ensure project adherence and the identification of any constraints that may arise during the project.”

A CLOSER LOOK AT THE NEW $70M METRO PARK AND RIDE GARAGE

Missouri City has officially begun construction on a new Metro-exclusive parking garage for Metro’s Park and Ride, which comes with a price tag of $70 million. This new facility will replace the current parking garage, which is in a shared lot with a Kroger supermarket. The new parking garage will have a capacity of 1,750 spaces and will be exclusively for Metro’s use. It will be situated near State Highway 6 and the Fort Bend County Toll Road. To mark the beginning of construction, a groundbreaking ceremony was held, attended by Metro officials, community leaders, and representatives from NewQuest Properties.

During the ceremony, U.S. Rep. Al Green presented a symbolic check for $5 million, which represents the federal funding that Metro will receive for the project. Under the terms of a 40-year agreement approved by the Metro board on May 25, Metro will pay NewQuest up to $59.8 million to build the garage and will then lease the land for $325,000 annually.

said Sanjay Ramabhadran, METRO chair. “You think traffic congestion is bad? Imagine what’ll happen when you add 5 million more people to the mix.”

According to research from Rice University’s Kennedy Institute for Urban Research, Houstonians currently lose an average of 74 hours per year due to traffic congestion, resulting in $1,257 lost per driver. By expanding public transportation options, Metro aims to reduce traffic congestion and improve air quality, while also providing commuters with more quality time to spend with their families.

The new Metro facility will primarily serve residents of Missouri City who regularly travel to the Texas Medical Center. The commuter bus services will operate on weekdays only, running between the Texas Medical Center and Missouri City with access to downtown Houston.

The services will start as early as 5 a.m. and the last trip will end as late as 10 p.m., with buses arriving every 15 minutes. The facility will feature passenger pick-up and drop-off points, as well as amenities such as a covered waiting area, ticket vending machines, schedule information, and restrooms.

The cost of using the park and ride will depend on the zone. Missouri City falls into Zone 1 and Zone 2, with regular fares of $2 and $3.25, respectively. However, students, seniors, and people with disabilities who are not METROlift customers can avail of a discounted fare of $1 and $1.60 with a discounted fare card. In addition to the park and ride service, the new facility will also offer connections to Metro’s existing curb2curb service.

Metro curb2curb is an on-demand rideshare service that operates within specific zones, providing suburban commuters with an alternative to saving on fuel, vehicle maintenance, and parking fees.

MOVING DAY FOR NORTHAVEN TRAIL BRIDGE IN DALLAS

Over the course of a single weekend, TxDOT Dallas crews and contractor Ragle, Inc. successfully moved the Northaven Trail Bridge onto columns beside the main lanes of North Central Expressway near Royal Lane. This achievement required the use of industrial strength trailers, hydraulic jacks, and gantries to lift and maneuver the massive structure into place.

The result is a stunning addition to the North Dallas skyline that will serve as a vital connection for bicyclists, pedestrians, and others seeking a safer route from the Northaven Trail in North

Dallas to the Cottonwood and White Rock Creek trails in Northeast Dallas.

“This was a unique project in many ways,” said TxDOT Dallas County Area Engineer and project manager Nathan Petter. “It took a lot of ingenuity from TxDOT, Ragle, and HNTB to make this move effort a reality. The vision started with our regional partners at the North Central Texas Council of Governments, as well as leaders at the City of Dallas and Dallas County. I’m proud to have played a role in making this a reality.”

Jointly funded by the City of Dallas, Dallas County, and the Regional Transportation Council at NCTCOG, the Northaven Trail Bridge is a testament to the power of collaboration and innovation in the field of infrastructure development.

I-35 CAPITAL EXPRESS CENTRAL PROJECT RECEIVES ENVIRONMENTAL DECISION

“This is an important step toward bringing much needed congestion relief to central Texas,” said Texas Transportation Commission Chairman J. Bruce Bugg, Jr.

Through our Texas Clear Lanes initiative, we’re committed to tackling gridlock in our major metro areas. The I-35 Capital Express Program will result in an estimated $6.2 billion in congestion cost savings.

In 2020, TxDOT launched a multi-year feasibility, environmental and design review process, partnering with local agencies and organizations and engaging with the community. TxDOT has since incorporated feedback from more than 18,000 community members into the design.

“The Central project represents years of hard work to develop safety and mobility enhancements that will benefit all users,” said TxDOT Austin District Engineer Tucker Ferguson. “It is a project that has seen a tremendous amount of community input, and one that we can say is designed in part by the community and for the community.”

A major transformation of I-35 through downtown Austin moves a step closer to construction with the release of the Final Environmental Impact Statement and Record of Decision.

The Texas Department of Transportation announced the completion of the National Environmental Policy Act process for environmental clearance.

The I-35 Capital Express Central project will enhance safety and improve mobility by adding two non-tolled highoccupancy-vehicle managed lanes in each direction along I-35 from US 290 East to SH 71/Ben White Boulevard. In addition to lowering the I-35 mainlanes between Airport Boulevard and Lady Bird Lake, and Riverside Drive and Oltorf Street, the project will also add boulevard-style segments through

Some project changes based on community involvement include lowering the mainlanes from Airport Boulevard to Lady Bird Lake, removing the upper decks, providing opportunities for deck plazas (to be funded by others), improving transit connections, and widening east-west bridges with 30 feet on each side for bicycle and pedestrian paths and safety buffers.

High-occupancy-vehicle or HOV lanes provide more reliable routes for emergency responders and transit. With this decision, the I-35 Capital Express Central project will move into final design and review, with construction expected to begin in mid-2024.

The best time to perform the operation is when temperatures are above 90 degrees. “We rely on the heat to help these materials cure out,” Berryhill said.

Seal coat operations are an important part of preserving roadways across Texas. The process involves an application of hot asphalt to an existing paved surface.

The asphalt is then covered with a layer of rocks. The process helps seal and preserve the pavement. The aggregate provides the surface with texture, which adds friction to make the pavement safer.

It’s kind of like putting paint on a house, it protects your investment,

Berryhill said. Seal coating a roadway can extend the life of the pavement for up to seven years.

TxDOT crews appreciate the public’s patience when it comes to encountering these work zones. Motorists are advised to be cautious for several reasons.

“We ask folks to use slower speeds when they encounter our work zones,” Fuller said. “With seal coat, there could be a lot of loose gravel. There will also be a lot of people and employees moving around.

It’s widely known at TxDOT that being on a seal coat crew is not for the faint of heart. In fact, veterans who have worked on the roads for decades acknowledge that it’s among the hottest jobs in the Lone Star State.

“It’s not a very desirable job; most people would say that,” said TxDOT Statewide Seal Coat Coordinator Dennis Berryhill.

“It’s hot, fast and has a lot of moving parts.”

Crews are reminded of the importance of staying hydrated in the extreme heat. Water breaks are frequent and mandatory.

“We use a hot asphalt which comes out of our distributor at temperatures as high as 350 degrees,” said TxDOT Atlanta District Seal Coat Specialist Cody Fuller. “On top

Working on a seal coat job means long hours for those involved.

“We start work sometimes at six in the morning, and sometimes we’re still out there working when it comes to eight o’clock in the evening,” Berryhill said. “That just shows the dedication of the workers we have at TxDOT.”
