The 2017 Barbara G. Laurie Noma Student Design Competition THE THECHALLENGE CHALLENGE

Students are asked to submit a design proposal for the John S. Chase Academy of Architectural, Design, and Sustainability for 8th-12th graders, which will provide Houston’s Sunnyside neighborhood students and residents access to a secondary education as well as opportunities for adult educational programs and community events. The design should consider the community’s history and present innovative ideas for the new academy. All submissions will be judged on the following core values: Cultural Expression, Design Excellence, Community Integration, Constructibility, Innovative Sustainable Ideas and bonus Landscape Strategies.

ABOUTJOHN JOHNS.S.CHASE CHASE ABOUT John Saunders Chase, Jr. (January 23, 1925 - March 29, 2012) was a man of many firsts. Chase was the first African American student enrolled in the University of Texas, the first practicing African American architect in the state of Texas, one of our twelve NOMA founders, and the first African American to serve on the US Commission on Fine Arts, which reviewed the design for the United States Vietnam Veterans Memorial. After graduation from the University of Texas, Chase moved to Houston to start his own practice, John S. Chase Architect, Inc. Projects designed by Chase’s firm include: the George R. Brown Convention Center, the Washington Technical Institute, Links, Inc., National Headquarters, Delta Sigma Theta National Headquarters, the Harris County Astrodome Renovation, the Thurgood Marshall School of Law, and the Martin Luther King, Jr. School of Humanities at Texas Southern University.

DESIGN DESIGNCONSIDERATIONS CONSIDERATIONS It is encouraged that teams gain a thorough understanding of Sunnyside’s history and current neighborhood character. Teams will also need to become familiar with the immediate context (existing buildings, infrastructure, and social services available etc.) and the larger context (proximity to Houston, alternative transportation, social and economic opportunities, etc.) in which the Sunnyside site is situated and make appropriate architectural and urban design moves. Correlated diagrams, plans, sections, 3D perspectives, and details should be used to effectively convey architectural concepts and design intent.

Austin Energy Launches Electric Drive, Celebrates Five-Year Success of Electric Vehicles Program A

ustin Energy recently unveiled an electric transportation hub called Electric Drive in the heart of downtown Austin. Electric Drive is a showcase of Austin’s growing electric vehicle infrastructure, and offers proof that Austin has become EV ready. Located along a portion of West 2nd Street in the Seaholm EcoDistrict, Electric Drive is powered entirely by renewable energy. Electric Drive offers dedicated parking for two electric vehicle charging stations including a fastcharging DC port, and a solar-powered kiosk that can recharge electric bikes, scooters, motorcycles, laptops and mobile devices using integrated USB ports and electrical outlets. The kiosk, located alongside the Butler Hike & Bike Trail, also provides shade from the sun’s rays during the day, and LED lighting at night. Electric Drive demonstrates Austin Energy’s commitment to the growing electric vehicle market and renewable energy. This ribbon-cutting event also celebrates the five-year anniversary of Austin Energy’s Plug-In EVerywhere™ Program, which provides incentives and the infrastructure to support Austin’s growing EV market. Since the inception of Plug-In EVerywhere, Austin

Energy has installed 547 EV charging ports in 162 separate locations across the Austin area. Every charging port is powered by 100 percent renewable Texas wind energy through Austin Energy’s GreenChoice® program. “We are a community-owned utility, and we work hard to respond to the needs of our customers,” said Jackie Sargent, Austin Energy General Manager. “Austin is a community that puts a premium on clean air, renewable energy, and, increasingly, electric vehicles. The Austin City Council has set ambitious goals to reduce the City’s carbon footprint. And Austin Energy is working to help achieve those goals. We’ve expanded our EV charging infrastructure and we’ve increased our supply of renewable energy. For last fiscal year, we produced enough renewable energy to match 30 percent of our customers’ usage.“ According

Eleven Ways Small Contractors Can Boost Success in Obtaining Building Permits By Helen Callier Contributing Writer

We are often asked by small contractors if they require a building permit for various projects or where can they find the building permit application online. Some contractors even share with us horror stories where they did not realize they required a building permit for a specific job and ended up spending thousands of additional dollars to complete a project. The City’s Building Permitting Center is not a scary place, and the process to apply for a permit is straightforward when you know and use the proper steps.

Below are eleven ways small contractors in the United States can feel confident and excel when seeking a building permit. Contract and Construction Documents – Gather and place all your construction plans in one file area (electronic and hard copy) so it’s easily accessible when needed. Signed and Sealed – Make sure all construction plans are sealed and signed by the appropriate licensed discipline based on the project scope. Check Permitting Center Website – Visit the jurisdiction’s permitting website, and review the checklist on applying for a building permit. The website will also tell you the required documents needed and the prerequisites based on the project type. Ask Questions – Call the jurisdiction if you have any questions on the information you have reviewed on their website. It will be cheaper for you to eliminate any confusion BEFORE applying for a permit. Request a Pre-Submittal Meeting – If you are unsure about certain building codes and if the design will satisfy building codes, requesting a plan review meeting before submitting is valuable. This also can save time and money. Be Courteous – Realize that many building permitting departments work with a limited and often overworked staff. Your best approach is being courteous, listening, and asking for clarification if there is anything you are unsure about.

Say Thank You – Plan reviewers are people too! Saying thank you can go a long way in making sure your plans are reviewed in a timely manner. Respond Quickly to a Request for Information (RFIs) – Small contractors are busy wearing many hats, but responding in a timely manner to RFIs assist you in moving your plans through the permitting process. Stay Up-To-Date on the Permitting Process – The City’s permitting website will note changes in processes and any workshops the City of Houston Permitting Center offers that educates contractors on the permitting process. Plan Early - It is important to start early in planning the steps needed to obtain a city building permit. Starting early allows the small contractor to identify any changes to building codes and review prerequisites for submission. Starting early also helps to ensure all the required forms are completed, at a minimum. Engage a Permit Expediting Expert - Small con-

The building permit is often a last minute to do and can be started late in the process. ernstein Liebhard LLP recently announced that a securities class action has been filed in the United States District Court for the Northern District of Texas on behalf of a class (the "Class") consisting of all persons or entities who purchased or otherwise acquired securities of U.S. Concrete, Inc. ("U.S. Concrete" or the "Company") (NYSE: USCR) between March 6, 2015 and March 23, 2017, inclusive (the "Class Period"). The complaint alleges that Defendants violated Sections 10(b) and 20(a) of the Securities Exchange Act of 1934. U.S. Concrete produces and sells ready-mixed concrete, aggregates, and concrete-related products and services for the construction industry in the United States. According to the Complaint, throughout the Class Period defendants made false and/or misleading statements and/or failed to disclose that the Company lacked effective internal controls over financial reporting and thus its public statements were materially false and misleading at all relevant times. On March 24, 2017, U.S. Concrete filed a Current Report on Form 8-K with the Securities and Exchange Commission, announcing the resignation of the Company's CFO Joseph Tusa, and advising investors that the Company dismissed its previous auditor, Grant Thornton LLP, and engaged Ernst & Young LLP as its new public accounting firm. Following this announcement, U.S. Concrete's share price fell $5.90, or 8.84%, to close at $60.80 on March 24, 2017. Plaintiffs seek to recover damages on behalf of all Class members who invested in U.S. Concrete securities during the Class Period. The Dallas Area Rapid Transit Board of Directors is urging Dallas City Councilmembers to abandon plans to shore up a multi-billion shortfall in the Dallas Police and Fire Pension by reducing the city's commitment to pay the DART sales tax. DART board members unanimously passed the resolution during their regularly scheduled meeting on March 28. In February, some Dallas city councilmembers advanced a proposal to reduce the city's obligated 1-cent sales tax by 1/8th of a cent. The objective was to apply the savings, approximately $35 to 40 million annually, to repair an approximate $4 billion deficit in the Dallas pension. The resolution also points out if Dallas were successful in reducing its contribution, DART would reduce service within the city by that amount. This would result in significantly less bus and rail service in Dallas, affecting approximately 20,000 daily Dallas customers, as well as the loss of 250 to 350 jobs held by DART employees. The DART resolution explains such a plan is not an option, since cities part of DART must commit a full one percent of sales taxes collected in their cities. DART received approximately $545 million in sales tax revenue from its 13 service area cities last year. The Texas Legislature is currently reviewing a bill to repair the city's pension fund. “Cargo moving through Port Houston facilities is off to a solid start,” Executive Director Roger Guenther announced recently. Terminals owned and operated by Port Houston handled a cumulative total of 5.7 million tons of cargo, reflecting a three percent increase compared to the same time last year. Year-to-date, Port Houston has handled 385,801 TEUs (the “twenty-foot equivalent” measurement of container cargo). This figure represents an increase of 17 percent in total TEUs through the first two months of 2017. To put that increase into perspective, “57,000 more TEUs have been handled than at this same time last year.” Guenther shared that he found it “extremely encouraging” that during this period, loaded container volume had increased by 21 percent and “remains very balanced” between import and export trades, “at nearly ‘fifty-fifty’…a very good position.” Guenther added that steel volumes continue to lag from record-breaking highs in 2015 and are down 4 percent for the year.

While it is “early into the year,” Guenther reiterated that 2017 is off to an “extremely positive start.” Actions taken by the Port Commission during its recent meeting continued to demonstrate strategic preparation for Port Houston’s growth. The commission approved professional services contracts to Brown and Gay Engineers, Inc. for the design of the Wharf 3 rehabilitation at Barbours Cut Terminal, and to RPS Klotz Associates for the design of Container Yard 7 at Bayport Container Terminal. During the meeting, the Port Commission acknowledged Port Houston’s receipt of a Certificate of Distinction from the Government Treasurers Organization of Texas (GTOT) for its investment policy. This award is given for those policies that meet established criteria relating to ethics disclosures, conflicts of interests, and investment training that fully comply with the Texas Public Funds Investment Act. The GTOT recognized Port Houston for its commitment to maintaining a comprehensive written investment policy. The Port Commission also recognized Port Houston for its recertification under the ISO 28000:2007 standard for supply chain security. In 2008, Port Houston was the first port authority in the world to be certified to the standard, and remains the only port authority in the United States to achieve this stringent international security certification. Finally, the commission learned that Port Houston’s first emergency manager, Colin Rizzo, received the Lou Harrell Emergency Manager of the Year Award. n East Texas federal jury has awarded $9.17 million to Plano, Texasbased Saint Lawrence Communications, LLC, after finding that Motorola Mobility, LLC, willfully infringed five patents for HD Voice technology used in its modern mobile phones. Saint Lawrence Communications is represented by name partner Wesley Hill of Longview-based Ward, Smith & Hill, PLLC, and lead trial counsel Demetrios Anaipakos of Houston law firm Ahmad, Zavitsanos, Anaipakos, Alavi & Mensing P.C., or AZA. "This was a big win for Saint Lawrence," said Mr. Hill. "The finding of 'willful infringement' means that the final judgment amount could be triple the amount that the jury awarded. We are gratified that the jurors were able to sort through the evidence and come to this clear-cut conclusion." The dispute involves U.S. Patent Nos. 6,795,805, 6,807,524, 7,151,802, 7,260,521, and 7,191,123 related to audio compression technology known as Adaptive Multi-Rate-Wideband (AMR-WB). The patents are critical components in industry standard technology for HD Voice in cell phones, which significantly improves sound quality in modern smart phones. The technology allows users to hear faint voices, easily understand people talking on a speakerphone and distinguish multiple voices on a single call. The AMR-WB code also serves a variety of applications, including media audio content and mobile voice over internet protocol or VoIP. The case is Saint Lawrence Communications v. The new Mazak Dallas Technical Center will serve the Northern Texas region. To celebrate the expansion, Mazak hosted an Open House event, at the new technical center located at 935 South Kimball St. in Southlake, TX. These preliminary figures are based on production volumes reported by operators and will be updated as late and corrected production reports are received. Production

otal is entering a partnership with Borealis and Nova to form a joint venture with the aim of building an ethane steam cracker and a new Borstar® polyethylene unit on the US Gulf Coast. Total is expected to hold a 50% interest in the new joint venture.

Moreprecisely, precisely,the thejoint jointventure venturewill willinclude: include: More •  building a new 1 Mt/y ethane steam cracker in Port Arthur, Texas; •  Total's existing polyethylene 400 kt/y plant in Bayport, Texas; •  building a new 625 kt/y Borstar® polyethylene plant on the Bayport site, Texas. The joint venture is expected to be established in late 2017* and the final investment decision on the Borstar® polyethylene plant will be taken simultaneously. The $1.7 billion new cracker is scheduled to start up in 2020 and will create around 1,500 jobs during peak engineering and construction activity. The engineering, procurement and construction contract (EPC) of the ethane steam cracker has been awarded by Total to CB&I. The new cracker will be built alongside Total's Port Arthur refinery and Total/ BASF existing steam cracker. By leveraging synergies with its existing world-class integrated platform in Texas, Total optimized capital expenditure and will deliver one of the most competitive cracker projects in the US. "After significant investments in US LNG and US shale gas in 2016, this almost two billion dollar investment signals our determination to strengthen our presence in the United States, where we have operated for 60 years and have more than 6,000 employees," explained Patrick Pouyanné, Chairman and CEO of Total. "We want to take advantage of the business-friendly environment to contribute to making American petrochemicals even greater. By joining forces with Borealis and Nova, we aim to create a major player in the US polyethylene market." The abundance of available gas in the United States as a result of the shale revolution provides two competitive advantages for petrochemicals: access to low-cost energy to run the facilities and competitively priced ethane feedstock.
