SCA (WA) PRESIDENT REPORT - Scott Bellerby Dear Members Strata Community Australia (WA) has taken on a number of challenges this year and has clearly demonstrated that it is the pre-eminent strata body in WA, educating and providing guidance for not only strata management companies and strata community managers, but also strata owners and residents living in strata community schemes. I am incredibly humbled and honoured that my industry peers would nominate me to the position of President for SCA (WA). It is only due to the hard work and the foundations that have been laid by Rachel Cosentino, Past President, the Councillors and all past members, that I was willing to accept this position. The hard work of our Education Committee that delivered over 35 education and training workshops this year also needs to be acknowledged; this is an outstanding achievement and has a major impact on bettering the industry as a whole. As most members would now know, it is with a heavy heart that we say good bye to Suellen Bottecchia, our beloved General Manager. Suellen has been outstanding in her commitment to SCA, significantly driving memberships and sponsorships, while supporting the Council and committees in delivering their busy schedules. With Suellen departing, we have been busy recruiting new employees to carry on the hard work. I am very excited to announce that Kara Grant is our new General Manager commencing from 9th of January, 2017. Kara has over six years’ experience as a strata manager and for the last two years has been Head of Strata for one of our senior, longstanding strata management members. Kara was the recipient of the Young Strata Manager of the Year Award in 2015 and has been on the SCA (WA) Legal Committee for the last year. Kara brings a wealth of knowledge to the organisation, along with a passion and enthusiasm that will continue to promote SCA as the voice of Strata in WA. To assist Kara and the Council, we have also added Sasha Costanzo this month as our new full time Office Administrator. Sasha completed a Bachelor in Journalism and has worked for several media outlets, including GWN and ABC Perth. More recently Sasha has been working in property settlements and as a sales and property management assistant. We also sincerely appreciate Suellen’s willingness to come back for Kara’s first two weeks in the role to assist with the handover to ensure a smooth transition is achieved. OFFICE NEWS Message from SCA National President The direction of Strata Community Australia Dear members, Recently the SCA National Board met in Sydney for their final Board meeting of the year. It was agreed that there is a need to refresh the SCA strategy to ensure our effort and offerings are meeting member needs and furthering the aims of the organisation. For some time now, unification of the states has been a long-term priority, but it is accepted that this has been all-consuming for the limited resource within SCA executive and administration teams, both nationally and in the states. In response to member feedback, we have decided to pause this work for the foreseeable future in the interests of furthering initiatives that bring greater value-add to members in the short and medium term. The National Council, including the SCA National Board and senior State representatives, will meet in February to progress the plan for 2017 and beyond. It is expected that this will include a focus on increasing shared-services for back office functions from National Office. We will share outcomes from that meeting late February. MATV DESIGN INSTALLATION AND SERVICE Many older style communal antenna systems are cabled in what is known as a ‘looped system’. This means a single cable is looped in and out of every unit terminating at the wall outlet of each unit. With this design, if there is a failure or interference with an individual wall outlet, it has the potential to adversely impact on many other units that are linked with it. SCA (WA) OFFICE STAFF KARA GRANT, GENERAL MANAGER Further to our President’s report on page 4 introducing Kara Grant to the SCA (WA) office as General Manager, we are very excited for our prospects in 2017 with Kara at the helm. Many of our members are known to Kara and you may recall her being honoured as SCA (WA) 2015 Young Strata Manager of the Year at the inaugural Strata Community Awards ceremony, sponsored by Park Legal Solutions. Kara has a strong background in strata management and has had extensive training on the Strata Titles Act 1985. For the last 4 years Kara was Head of Strata Management at Blackburne, managing a team of 11 as well as a large portfolio of clients. We wish Kara every success in her new role as General Manager of SCA (WA) where she will focus on advocacy for the strata industry along with featuring as the media spokesperson for SCA (WA). Each municipal council Environmental Health Officers are the regulators and are chartered to regularly test the pools. Classified as either a Group 3 or Group 4 aquatic facility including strata communities, serviced apartments, accommodation complexes, semi-permanent residential developments, units and apartments. Water Testing Frequency Group 3: At least twice per day Group 4: At least once per day Results of all water testing and maintenance procedures shall be recorded, and records kept by the facility for at least two years. The occupier of a facility shall produce the records for examination at the request of an Environmental Health Officer. All chemical water tests are to be performed using water testing kits approved. Do You Have a Strata Titles Enquiry? Try the new Information Guide, available online now.

What is the Information Guide? The Information Guide is an online tool that takes you through a series of questions to assist with your enquiry. It provides you with strata related common property information and guides you to ensure you have taken all appropriate actions, prior to making an application at the State Administrative Tribunal (SAT). It also links to the SAT website application wizard to allow you (where you have taken all appropriate actions) to make an application under section 83 of the Strata Titles Act 1985. While this information guide is designed to assist, the Tribunal is unable to provide legal advice.

What type of enquiries will the Information Guide assist me with? The information guide provides information about the following common property related issues: • parking; • pets; • noise; and • obstruction of common property. This can include: ◊ lack of maintenance; ◊ bins; ◊ plants, roots or branches; ◊ failing to maintain an exclusive area; and ◊ unauthorised obstruction.

Where can I find this guide? It can be accessed via the SAT website: www.sat.justice.wa.gov.au. The website contains a quick link on the main page: “Information Guides for Guardianship and Administration and Strata Titles” which redirects you to the eCourts portal. Alternatively, you can head straight to the eCourts portal: http://ecourts.jutice.wa.gov.au


NATIONAL ACCREDITATION PROCEDURES These procedures should be read in conjunction with the Accreditation Pathway document and the Accreditation Application form. SCA accreditation is a national recognition of strata managers’ expertise and is therefore managed under a standard set of criteria and procedures across the country. Please ensure that these procedures are followed for all applicants. Step 1 – The Application Intending applicants should be sent a copy of the Accreditation Pathway and the Application Form which is to be completed and returned to national office (admin@stratacommunity.org.au) along with all supporting documentation. Step 2 – Recording of the Application National office will record the receipt of the application including payment made by entering the name of the applicant into the national accreditation register with a status of “Application Level # received - date”. Step 3 – Processing of the Application National office will ensure that all relevant sections of the application are completed, educational and experience qualifiers are met and all supporting documentation is correct and complete. Once this has been completed the status in the national accreditation register will be changed to “final endorsement pending”. If the application is incomplete or incorrect national office will seek clarification from the applicant prior to further processing the application. Step 4 – State/Chapter Endorsement National office will send a copy of the checked and complete application to the applicant’s state office for final endorsement by the State Board/Chapter Executive. The object of this stage is twofold; 1. to bring to light any negative factors known locally that may give rise to the application being denied or 2. to endorse the application and grant the accreditation being sought. Step 5 – Granting of Accreditation Once an application has been endorsed by the State Board/Chapter Executive that fact will then be communicated to National office (admin@stratacommunity.org.au) where the status of the application will be updated to “endorsed”. SCA National will then produce the relevant certificate and forward it, along with a congratulatory letter, to the applicant. Status on the national accreditation register will then show “Endorsed – Level # - Expiry date”.
