Sealing the deal By Jessica Anstice The Cockatoo community united to learn further details of how the federal road funds of $150m will be applied at a public meeting on Wednesday 18 September. Cardinia Shire Council staff and councillors attended the meeting to discuss the funding, which was allocated by Member for La Trobe Jason Wood to council in May this year, to be distributed over eight years. Hosted by Cockatoo 21st Century Roads Group (CRAG21), chairwoman Janice Crittenden outlined how the group was formed and what had been achieved in the past two years. Council’s infrastructure services manager Andrew Barr explained the Special Charge Scheme process by which residents will still need to make a contribution towards the cost of works. The works include drainage, road sealing and footpaths, with 10 roads in the Cockatoo Garden City Estate identified in the first stage of planning and works. This includes through roads First Avenue, Grenville Street, Hazel Street, Steane Street and Neville Street, plus Second Avenue, Garden Street, Spring Street, Station Road and Glen Road. As well, roads around the Cockatoo Primary School precinct: Rouen Road, Boronia Crescent and Caroline Avenue, will also be part of the first stage of works. It is anticipated that $25m of the federal funding will be spent in the first four years, with $125m over the subsequent four years. The $150m allocated will fund 150km of roads, with the Garden City Estate roads making up seven km of this total. Surveys by CRAG21 members have already
identified strong support for sealing the Garden City Estate roads under a Special Charge Scheme; however, the formal process, whereby council contacts each of the landholders in the scheme will decide whether sealing of each street does proceed. Community development facilitator Kym Ockerby explained that a Cockatoo Roads Consultative Committee (CRCC) of eight-10 local residents, chaired by Cr Jeff Springfield, will be formed to build on the work of CRAG21. This group will give input into issues such as affordability, construction standards - roads and drainage, traffic calming - intersections, roundabouts and deviations, speed humps etc., apportionment method - frontage, area/ size etc., and health and safety issues. Questions from the floor covered many issues, with a ballpark cost to landowners being sought by a number of those in attendance. Mr Barr explained that until detailed planning has been done, accurate estimates cannot be given. Expressions of interest for joining the CRCC will be sought in late October. Those who are successful in being selected will be notified in mid-November. CRAG21 member Ian Robins outlined the impact of the $110m that Mr Wood had also secured for the upgrading of Wellington Road. As a road managed by the state, traversing a number of councils, this project is quite complex; however, a focus on commencing with acknowledged dangerous intersections, such as the Berwick Road junction, is one way to proceed.

Halloween to haunt hills By Derek Schlennstedt The third Halloween on the Green, organised by The Philanthropic Collective will be held from noon to 7pm on Saturday 26 October, at the Ferny Creek Reserve. Philanthropic Collective Event Director, Andrew Fillip-Gautier, said the event would have storytelling, circus performers, music and trick-or-treating, among other attractions. “This event originally started to fill a bit of a gap,” Mr Fillip-Gautier said. “We know that a lot of children in the hills - especially those in the 10-12 age
group - like to go trick-or-treating, and that some families really embrace Halloween. Halloween on the Green gives them a safe place to do this, some entertainment for the whole family and the chance to raise some money for local schools as well as holding a great event.” A free sensory-friendly hour will be held from 11am-noon before the event officially opens.
