Plan is slammed ommendations were not tough enough. “The study doesn’t go far enough,” she said. The Biosis report is good in many respects but the fact the football club has increased in past seasons onto the lower reserve and next year want to have a lot of girls' teams where to put them?” MEEPPA would prefer to see the recreation reserve preserved for wider community use and the football club move some or all of its operations to a different site. “We are not against football or sport but if a club has got too big for their facility, which we believe Mount Evelyn football club have, and want them to expand into areas and exclude community they need to look at moving all or some of operations to other sites,” she said. “Cave Hill Quarry could be explored and Morrison Reserve already had football, netball, and soccer in this area and has space for football ovals, and would be less environmentally sensitive.” The council unanimously passed the recommendation that the draft master plan be released for public consultation though did concede to some of MEEPPA’s requests. “Yarra Ranges Council is amending the Draft Mount Evelyn Reserve Master Plan to reflect MEEPA’s alterations, which will be made prior to the release of the plan to the public,” Director Environment and Engineering Mark Varmalis said. “Council will invite residents, businesses and community groups to comment and provide feedback on the draft master plan, after this year’s council elections.” The Mount Evelyn Football and Netball Club were contacted for comment but could not be reached by deadline.

MEEPPA raised many concerns regarding the master plan including environmental impacts, community use and consultation processes. “The draft is extremely biased and unfair,” Ms Worsnop said. “The community is particularly offended that statements in particular stating that MEEPPA supports chain fencing around the lower reserve and that we support nets on the upper and lower. “We don’t and never will support infrastructure there.” A main concern raised by MEEPPA regarding the development of the recreation reserve is the disturbance to Powerful Owls that nest in the bush surrounding the reserve. “MEEPPA have alerted council the owls have failed to raise young for first time in 30 years in 2015 and this year, due to the noise and training times for football clubs, they have failed again this year,” she said. While the draft master plan took into consideration the recommendations of a study conducted by Biosis of the Powerful Owls in the area, Ms Worsnop said the report’s rec-
