PRESSURE from council and the community has prompted Local Government Minister Natalie Hutchins to overturn the Victorian Electoral Commission (VEC)’s proposed shift to a three-ward council.

Yarra Ranges Mayor Jason Callanan announced on Facebook on Thursday 2 June that the minister had overturned the VEC’s proposed ward change that would have turned the Yarra Ranges’ nine wards into three, each with three councillors.

Cr Callanan said that two wards had “very minor boundary movements” to accommodate population changes, but that the council structure of nine wards, nine councillors would be unchanged.

“There was a great amount of work behind the scenes by councillors, staff and the community,” he wrote.

“Our council structure will remain the same for the next four years!”

The announcement comes after the VEC concluded its review of the council’s electoral structure last year and proposed that the council change to three large multi-councillor wards.

Numerous councillors made submissions against any proposed change as part of the review, with many expressing concerns after the final recommendation was released.

Mt Evelyn Environment Protection and Progress Association’s Franc Smith, posted on the Mail’s Facebook page that he, Jan and Jean Edwards wrote and submitted “formal appeals” to Ms Hutchins.

Though he submitted in favour of a changed ward structure, he wrote that the final recommendation from the VEC was not one of their three discussed options, and “cut Mount Evelyn in half along Hereford Road”.

“Who wrote it, who mapped

it, but more seriously who authorised it?” he wrote.

“Unless there is due diligence, Mount Evelyn in the future Electoral Representation Reviews will be cut to ribbons and will lose its identity.”

Ms Hutchins, in a letter to Cr Callanan, said that though she believed the VEC’s review was “undertaken with objectivity, impartiality and rigor’, she was not convinced there were sufficient grounds to change the council model.

Ryrie Ward councillor Fiona McAllister, who was against the change, said she was “really pleased” with the minister’s decisions.

She said Ms Hutchins and Deputy Premier and Monbulk MP James Merlino had “understood” the council’s concerns with the change when meeting with them - particularly the geographic size of the wards.

The proposed new O’Shannassy Ward would have covered the entire Yarra Valley from Healesville to Warburton and Lilydale - with the other wards covering the urban area of the council and the Dandenong Ranges.

“It would have been a really significant shift to go to the three-by-three,” Cr McAllister said.

“That model’s been much more successful in the smaller but much denser urban areas in metropolitan Melbourne.

“I can certainly see the benefits of having multi-member wards but I can also see the benefit of retaining the structure we’ve got.”

Cr McAllister said she also had concerns about the changes being so close to the council election at the end of the year.

“To have declared a change of that significance so close to the election would have been really problematic for a lot of people,” she said.

Lachlan a triple-zero hero AT just eight years old, Gembrook youngster Lachlan Ruck has proved he can be counted on in a crisis.

The cool-headed student at Pakenham Consolidated School sprang into action when his grandfather, Peter, called triple-zero because he was experiencing heart attack symptoms.

While Lachlan didn’t speak to the operator directly, he was instrumental in ensuring his grandfather had the best chance of survival.

He followed the operator’s instructions to the letter, helping to get his grandfather’s pills, putting pets away and unlocking the door for paramedics.

His mother Amy said she

couldn’t be any more proud.

“I was out with my mum, Lachlan’s grandma, and he was being looked after by his grandpa,” she said.

“At the time, the family had no knowledge of a heart condition in grandpa.

“He had a heart attack, fell and knocked his head, though he remained conscious.”

Amy said her son often had difficulty controlling his emotions, which made her even more proud that he stepped up when it counted.

“He was scared, but remained calm and followed instructions,” she said.

“He got pills from the draw and locked up the dogs.

“They were only little dogs, but he still did it.”

Amy said she was once in

the CFA and used to help conduct talks at schools on what to do in an emergency.

She encouraged parents to talk to their children.

“Anything you say might help them to stay calm in an emergency,” she said.

Emergency Services Minister Jane Garrett and guest presenter, comedian Dave Hughes presented Lachlan’s award at a ceremony on Thursday 2 June.

They also presented 28 other children with Junior Triple Zero Hero awards at the ceremony, now in its 12th year.

“Victoria’s brave Junior Triple Zero Heroes remained remarkable cool, calm and collected in emergencies that would have rattled most adults,” Ms Garrett said.

Farewell to roundabout

By VICTORIA STONE-MEADOWS CASEY MP Tony Smith has pledged to say goodbye to the Montrose roundabout if the Coalition wins the upcoming election.

As part of a major upgrade to Canterbury Road, the roundabout at Montrose will be replaced with traffic lights and a third lane added to Canterbury Road from Dorset Road to Mount Dandenong Tourist Road.

The upgrade will cost a total of $20 million and see bus stops and pedestrian crossings upgraded as part of the package.

Mr Smith made the announcement with the Minister for Major Projects, Territories and Local Governments, Paul Fletcher, on the morning of Tuesday 31 May. “I’ve been fighting to have this included as part of our roads package; we have a local roads package as well as a Victorian road package,” Mr Smith said.

“The Minister has heard me on this in Canberra and it’s great to have him here in Montrose.”

Mr Fletcher praised Mr Smith’s work in securing this funding promise and said replacing the roundabout would greatly benefit commuters.

“You only need to look at how heavy the traffic here is, this is clearly a really vital intersection,” Mr Fletcher said.

“Once (the roundabout) is replaced with traffic lights, it will assist traffic flow from people from all directions, particularly in the morning and evening when the commuter traffic is very intense.”

Mr Smith and Mr Fletcher both spoke of the importance of updated road infrastructure for tourism and the local economy as well.

“The importance of road infrastructure for economic efficiency and our local prosperities is something the Turnbull Government is very conscious of,” Mr Fletcher said.

Yarra Ranges Council’s Director Environment and Engineering Mark Varmalis said removing the roundabout and upgrading Canterbury Road would solve ongoing traffic issues for that area of the shire.

“In practical terms, what we see every night is traffic stretching back from the roundabout close to two to three kilometres all the way to Liverpool Road,” he said.

“That traffic is trying to get to the Yarra Valley and Dandenong Ranges every night so they start to look for alternate routes, diving through local roads which are in some cases very narrow.

“This is not ideal for local communities experiencing that overflow.”

Candidates for both Labor and The Greens for Casey have slammed the proposal, saying that the community wasn’t consulted.

“I’m disappointed that Tony Smith announced these changes before consulting our community,” Labor candidate Hovig Melkonian said.

“Replacing the Montrose roundabout with traffic lights is a major change - I’m disappointed that a community consultation process hasn’t occurred before this announcement.”

Greens Candidate for Casey Elissa Sutherland said the funding for this announcement was a bold move by the Coalition, but hadn’t been properly thought out.

“One might think we are becoming a marginal electorate,” she said.

“It should not depend on a federal election for those services and commitments to be made. We have no

“For this reason, it is impossible for any political party to say whether this project deserves funding.”

Ms Sutherland said there should be more of a priority to fund public transport infrastructure than further developing roads.

“The Greens’ position is to prioritise public transport funding over roads,” she said.

“Unless we move away from the continual construction of roads and road widening and start real investment in public transport we will never see the transformative change we need to reduce congestion in our cities and suburbs.”

Ms Sutherland said continuing the development of road infrastructure did not benefit the local population and more focus should be put on local jobs.

“We need to get serious about increasing local employment and creating resilient local economies not dependent on the majority of wage earners having to leave the area and commute to the city to earn an income.”

Mr Melkonian said wider roads through Montrose risked the area’s charms and would not commit to funding the project unless further consultation with the community was undertaken.

“Labor will not commit to funding this project at this stage. The reason I say this stage is because there hasn’t been community consultation yet.”

“Labor and I are prioritising ongoing funding to the Roads to Recovery program,” he said. “(That's) $7.2 million for Yarra Ranges council and $1.56 million for Maroondah council over the next two years to repair our local roads.

“How that money is spent will be subject to comprehensive consultation before making any final announcement.”

Man with a plan

By VICTORIA STONE-MEADOWS LABOR candidate for La Trobe, Simon Curtis, has some big plans if he wins the seat in the upcoming federal election, and The Mail sat down with him to find out what they are.

A former City of Casey councillor and high school teacher, Mr Curtis believes the best way to direct policy is to listen to the people of his electorate.

“I’ve door-knocked or phone called nearly 50,000 people in the last 12 months and that’s how I believe in getting out and listening,” he said.

“I’m not one of those politicians that comes out and makes great big announcements that are going to solve all the world’s problems in one fell swoop.”

Mr Curtis said his main areas of focus in this election are health care and education and he wants to see those policy areas working hard for local people.

“It doesn’t matter where it is, the big focus is health care and education.

“We don’t privatise or outscore Medicare and I will make it a number one priority, I’m happy to pay taxes as long as it goes to health care and education in our society,” he said.

Mr Curtis also criticised his Liberal opponent Jason Wood for funnelling money into local tourist attractions.

“I look at something like running a red rattler out to Belgrave when there are already trains that go to Belgrave and at the moment the tourist experience is already great - getting a train to Belgrave without running a red rattler out,” he said.

“It’s about striking the right balance between attracting economic investment in the area and also making sure the locals can still go about their lives and enjoy the amenities of their own homes,” he said.

Mr Curtis said if Labor win the seat of La Trobe, he will make it a priority to allocate funding to areas of the community that are most at need.

“When we look at spending taxpayer money we need to do it in the most responsible way.”

While Mr Curtis said he can’t announce project details just yet, he said he is having discussions with local schools regarding Gonski funding, local hospitals and their needs and about the best way to deliver stable and reliable internet to the hills.

Despite Mr Curtis living in the southern end of the La Trobe electorate his whole life, he said he is dedicated to improving the lives of people that live in the Dandenong Ranges.

Hoon couple face charges A FERNTREE Gully couple face court and a car impound after three police pursuits in the valley, that ended with a fake car theft report.

Warburton police Leading Senior Constable Kevin Bishop said that on Saturday 28 May, a car was observed by police doing donuts on Mt Donna Buang.

When police approached, the car took off on the wrong side of the road into thick fog - police did not pursue the driver, who was then spotted in Healesville and Lilydale in the early hours of Sunday morning.

Both times, the car took off from police at high speed.

Leading Sen Const Bishop said the owner, a 20-year-old Ferntree Gully man, then reported the car as stolen.

“However, he’s since been interviewed and is expected to be charged on summons for a range of serious offences, including dangerous driving whilst evading police, reckless conduct endangering serious injury and making a false report,” he said.

The man’s girlfriend, a 19-year-old Ferntree Gully woman, is believed to have been the passenger in the car during the pursuits and is expected to be charged with obstructing police.

Both will appear at Ringwood Magistrates’ Court at a later date.

going operation at Mt Donna Buang to catch hoon drivers.

Lock up for long weekend YARRA Ranges detectives are urging residents to be wary of thieves over the Queen’s Birthday long weekend, and to lock up properties and valuables.

She said holiday-goers should “engage with their neighbours to keep a lookout” for suspicious behaviour.

“My natural base is in southern end and I’ve got the most local knowledge there, so it is important to me to spend a lot of time in the hills so that’s what I’ve done since I was pre-selected. “ Mr Curtis said he is dedicated to being the kind of politician that works hard for his electorate and delivers the results people really need.

“By voting for me, people will know they will have someone who is willing to listen to them, we may not always agree but I’m certainly prepared to listen,” he said.

Don’t judge ’em The state of

AT THIS time of year, parents are going through the unenviable process of deciding ‘which school should I send my child to?’

It is an issue that stirs much emotion, as parents hold very strong preferences, and sometimes prejudices, about schools in the Yarra Valley.

As a parent, I concede that I have felt the pressure of trying to provide the best possible education for my children.

My children went to school in the Yarra Valley and I am proud to say they have gone on to interesting, satisfying careers.

They attribute their success to the calibre of the teachers who nurtured their

strengths and helped turn around their weaknesses.

They got a well-rounded and competitive education in the Yarra Valley.

What astounds me, however, is how many parents judge a book by its cover.

Schools that have older buildings with fewer ‘optional extras’, or have a more country feel, are often immediately dismissed as an option.

What about the curriculum and the teachers?

Once these parents have identified a school that has commercial and reputational appeal to them, they come to my office wanting help to lobby their preferred schools to take their child, or children.

With Victoria’s population growing around 100,000 people a year, parents sometimes forget most schools reach capacity quickly through accommodating just students who already live within the catchment area.

This ultimately leads to bitter disappointment.

Snippets

I have seen some parents go as far as selling their homes and moving to a new area to scrape into the desired school’s catchment - a measure that seems somewhat unnecessary to me.

Perhaps it is because I am in the unique and privileged position of having visited all the schools in my electorate many times over that I have a more tempered and broad view of our educational standards.

Honestly, I am yet to find an example of a bad school in Evelyn.

I have been in classrooms during lessons and seen first-hand how happy our students look, the effort put in by teachers to personalise the learning experience so that information is retained and the dedication to improving student interaction and socialisation.

It is true that many of our schools have older buildings - and buildings that reflect the more rural nature of our community.

However, I encourage parents not to judge a school by its buildings.

No hub for wheels MOST people by now will be aware that VicRoads’ services will no longer be available from Monbulk Hub after 1 July.

Negotiations have broken down between council and VicRoads; the main cause of the dispute is VicRoads’ proposal to stop allowing council staff to accept payment for registration fees.

This is part of VicRoads’ agenda to encourage/force motorists to do most of their transactions online; this approach will happen naturally and this is unacceptable.

Ratepayers should contact their State Government politicians and tell then they are very unhappy about this heavy-handed approach

Eyes wide open for re-opening I HAVE heard on the ever-reliable Yarra Valley grapevine that the eye clinic is set to return to Yarra Ranges Health in Lilydale.

While it is not confirmed, I sincerely hope this to be the case.

In April, I asked a constituency question in parliament after contact from a number of residents about difficulties they faced getting treatment for problems including cataracts, glaucoma and retinal detachment since the closure.

Most of us take our sight for granted.

But when conditions are left untreated, the loss of personal freedom is profound.

I hope that this is one rumour that becomes fact.

INSPIRO Community Health Service has been operating from Belgrave for over 15 years, providing affordable, quality care to everyone in the community.

This week, they will be closing their doors and moving (only one kilometre) down the road to Tecoma.

They have set up shop in the Tecoma strip (3/1527 Burwood Hwy), across the road from BP and near McDonald’s.

The location has been renovated and upgraded specifically to cater for Inspiro clients.

Services available at Tecoma include podiatry, physiotherapy, counselling, diabetes education and dietitian appointments.

Inspiro chief executive officer, Karyn McPeake, said they were pleased with the move.

Building works are due to commence soon on this exciting new development for the region.

Water Act 1989 NOTICE OF PROPOSAL TO ABOLISH THE WANDIN YALLOCK WATER SUPPLY PROTECTION AREA The Minister for Water gives notice under section 27 (4) (a) of the Water Act 1989 of the proposal to abolish the Wandin Yallock Water Supply Protection Area (WSPA).

The development of a statutory management plan for the Wandin Yallock WSPA is no longer considered necessary as there is a cap on licence extractions, extractions are metered and there is a monitoring regime in place. The Wandin Yallock WSPA is currently managed by a local management plan and this is considered more appropriate as it provides a more flexible, efficient and effective way to clarify watersharing arrangements.

The proposed action will see the Wandin Yallock WSPA becoming a groundwater management area and would allow for permanent transfers to occur. This proposal does not alter the permissible consumptive volume. The Wandin Yallock WSPA is currently fully allocated so no new groundwater licences can be issued.

SIX students from Emerald Secondary College are winning high praise over an anti-drugs campaign being developed for their peers.

The group, who call themselves Teens Against Drugs and Alcohol (TADA), on Friday 3 May met with Acting Premier James Merlino and Gembrook MP, Brad Battin, to discuss their plans to make a difference.

Specifically, their development is of a pilot program for students run by students, which will also seek the support of professional youth support programs.

Student Tyler Denboer told the members of parliament they wanted to help their peers make better choices.

“Some of the ideas include our ‘stop and think’ campaign, creating posters ... our intention is to inform them,” he said.

“Much research tells us it’s not enough to tell them ‘just say no to drugs’, they need to be informed so they can make the right decision.”

The group is also planning a student and community survey, as well as developing a parent information evening, complete with booths from Headspace and Beyondblue.

The group members all agreed the present drugs education in school was not effective enough.

Principal Julie Doble said the project was entirely student driven, with the students able to choose topics they believed

were of great importance.

Both Mr Merlino and Mr Battin praised the students’ efforts, saying it was often difficult for parents to engage children on this subject.

“One of the biggest issues we have with young people who are involved in drugs ... is parents didn’t engage,” Mr Battin said.

“All parents love their kids, but engagement can be difficult.

“The success rate is so much better when we have full family engagement.”

Mr Merlino agreed, observing that student-led campaigns are an invaluable resource for parents.

The group’s pilot program is due for completion at the end of this year.

Candidates to field questions A LA TROBE federal election candidates forum will be held at Tecoma Uniting Church on 14 June at 7pm.

All the candidates have been invited to provide their personal slant on their party’s policies.

It is critical for democracy that voters are informed of the views and plans of individual candidates in the election - before they vote.

ing Church may be the one opportunity La Trobe voters will get to hear from and quiz their candidates.

A Q&A forum will enable candidates to show how they will make a unique contribution to parliament if elected.

the environment and whatever other issues feature on the night.

Wet weather conditions THE first really wet and foggy conditions greeted all on Saturday. Cool temperatures and slippery conditions made it a day of hard slogging football while the netball skills suffered in the fine rain.

Belgrave got its second win and have moved up to 8th position, while Healesville had a great win over Olinda and now share equal second with three other clubs.

Wandin flexed its muscles and sit second on percentage.

Upwey enjoyed a solid performance against Mount Evelyn, while Monbulk had a come-frombehind win to knock off Woori Yallock.

Gembrook now sit equal second with Kinglake after their win over Yarra Junction, while Alexandra continue to improve, beating Seville.

Yarra Glen are now two games clear on top and the only undefeated side.

Wandin sit one game clear on top of the A Grade netball; Seville and Yarra Glen share top spot but meet each other next week for what will be the game of the round.

Emerald started well, kicking four goals straight to 2.5 from Belgrave. Another 2 goals to 1 saw Emerald take a lead of 11 points into the main break. Belgrave regrouped at halftime and had a 31-point turnaround in the third to take a 16-point lead at three-quarter time. Emerald kicked 3.1 to 2 straight in the last but it still was not enough and they will be disappointed that they let this one slip.

Healesville pulled out all stops in the third and the defence stood tall as they held Olinda goalless while kicking 2.6 in the third. Was indirect kicking going to come back and haunt them? They should have been more than 5 points in front at three-quarter time.

Centre breaks were what one it for them in the end as they managed to hold back a determined Olinda and ran away with a 14-point win.

The game was a bit of a game between the back lines in the second and third quarters with scoring being even and Kinglake only increased their lead to 24 points at the three-quarter time break. This was not out of Powelltown’s reach at all. Kinglake played a better brand of footy in the last, holding Powelltown goalless while adding 3 to their score. A good solid win in the end.

The senior team competed in Round 4 of the Athletics Victoria XCR16 season, this week held in Ballarat.

A 5km road race for the underage athletes and 15km road race for the Open and Masters athletes, all set around the picturesque Lake Wendouree made famous by Steve Monaghetti.

Cool but still conditions provided for some excellent results; the standout performance was another dominant effort from Georgia Laven winning the Under 16 Girls 5km event. EMERALD GOLF WHEN the members rolled into the Emerald Golf Club last Saturday, they found the big tap had been turned on and had been running all night.

The greens looked perfect for water polo and not golf, so the game was cancelled.

As the handicap pennant team was playing the final the following day at Werribee, four of the eight players played a round of golf to set themselves up for the fight.

They were playing Royal Park, which is a team that had made them struggle during the matches thus far.

With captain/manager, 17-yearold Broc Reynolds at the fore, they set to work with a will.

Dave Aitken lost 1 down, Philip Crossley lost 5/3, John Keys lost 2/1 and Peter Clowes lost 4/2.

But leading the charge for victory were winners Peter Glasscock 7/5, Mark Starick 3/2, Steve Town 1 up and Broc Reynolds 2/1.

This left the two teams level with four wins apiece and the decision was made that Reynolds and his opponent should play until there was a decision.

Reynolds, the youngest captain/

manager in the competition, stepped up and took on the challenge without flinching.

They squared the first hole and then, after two great shots from each, were level in the middle of the fairway.

That is when Reynolds stood resolute and while his opponent pulled his approach to the left, he put his third shot onto the green some 10 metres from the hole.

The pressure showed on his much older and more experienced opponent when he duffed two shots in a row, while Reynolds, calmly and methodically, stared his down to putt and rolled the ball to within 10 centimetres from the hole to take the win. This was a great win for the young tyro and his team.

Players in his team and opposition were fulsome in their praise for Reynolds as he showed talent, dignity and poise way above his age.

Reynolds made the point that he was only part of the team and that it was indeed, a full team performance over the entire season.

This pairs up the win by the seniors recently to prove that a small club, with the right leadership and commitment can take on the larger clubs and win.

“If your battery is more than three years old, it could be time to replace it.”

To avoid battery trouble this winter, RACV members can call an RACV battery specialist for free anywhere across Greater Melbourne and Geelong to: Check the overall condition of your battery, including the vehicle’s charging system; Make sure you’ve got the right type of battery for your car; Run some basic preventative maintenance, such as cleaning your battery, checking fluid levels (if required), and ensuring your battery is secure in its housing.

Warning signs: The vehicle cranks slowly when trying to start.

A grinding, clicking or buzzing can be heard when you turn on the ignition.

The headlights dim while you idle.

The vehicle’s battery is more than three years old.

Reasons why: Cold weather can slow the chemical reactions that take place inside the battery, reducing the power output,

sometimes resulting in your vehicle not being able to start and ultimately shortening the battery’s life.

Increased use of vehicle’s headlights, wipers, heater, heated seats and rear-screen heaters put additional strain on the battery.

More battery power is required to over-ride the impacts from cold weather on the fuel and ignition systems.

Typical lifespan of a battery is between three and five years, after which the performance will diminish.

What motorists can do: Make sure your vehicle’s service history is up to date before the cold weather hits.

Make sure you have the right type of battery for your car (rated according to your manufacturer’s specifications).

Keep the top of your battery and terminals clean and free of built-up dirt, if accessible.

Also look out for corrosion on your terminals as it can inhibit the flow of current.

Consider getting an expert to check the condition of your battery, that you’ve got the right type of battery for your car and run some basic preventative maintenance.

FOLLOWING a warmer-thanaverage autumn, Victorians are scrambling for jackets, beanies and gloves, as winter has the state in a chilly grip this week.

However, RACV has urged motorists not to forget their car battery could be struggling, too.
