Nurses seek action

By KATH GANNAWAY A WEEK’S extra leave is at the heart of an impasse between Yarra Ranges Council and their Maternal and Child Health and Immunisation Nurses.

Decked out in protest T-shirts, nurses from around the shire held a stopwork meeting on Wednesday, 20 April, outside the Council offices in Lilydale.

Council has around 40 nurses on their payroll.

What do they want? According to their placards, they want Yarra Ranges Council “ ... to get with the times�. “Bring in a Modern Nursing Agreement�, was the message they say will bring them into line with their colleagues.

The Australian Nursing and Midwifery Federation (ANMF) says it tabled the minimum (modern) award

conditions as part of a members’ log of claims for a new enterprise agreement in September when the nurses’ existing enterprise agreement came up for renewal.

The Nurses Local Government Award 2015 was upheld by the Fair Work Commissioner last year as being the minimum conditions in local government.

ANMF Industrial Officer, Barry Megennis, said they were advised in February this year that that Council management had rejected the inclusion of the award conditions on the basis it would not be equitable with other Council employees - whose annual leave entitlement is four weeks.

Mr Megennis told the Mail the Council’s refusal of minimum award conditions puts them below par in

terms of conditions applying to all other registered nurses and midwives in Victoria.

The implications of this, he said, were that the Council’s ability to secure and keep skilled nurses will be eroded. “By choosing a different route than the one recommended by Fair Work, Yarra Ranges Council has distanced themselves from the improved working conditions recently accepted by other councils across Victoria,� Mr Megennis said.

Yarra Ranges Council however says they value their nurses, but four weeks annual leave is appropriate when they work ordinary hours and are not required to do shift work.

Director Corporate Services, Troy Edwards, in response to questions put

to the Council by the Mail, rejected the suggestion that nurses are worse off under the Council’s enterprise agreement than they would be under the Nurses Modern Award. “It is disingenuous to suggest our nurses are on minimal conditons,� Mr Edwards said. “Our nurses are already paid significantly more than what is contained in the Modern Award.�

He said nurses, as are other employees, can purchase leave in addition to their entitled four weeks. “A number of nurses already use this entitlement to receive five weeks leave, while still being paid significantly above the minimum salary level,� he said.

Mr Edwards said Council was not legally bound to attach a Modern

Award to the Enterprise Agreement, however they are required to ensure their nurses are no worse off. “We are required to use the appropriate Modern Awards for the ‘Better Off Overall Test’ that will be conducted when the new Enterprise Agreement is approved by the Fair Work Commission,� he said.

The ANMF says however, that is not a given. “Yarra Ranges Council management believe their current offer will give better conditions for the nurses,�

Mr Megennis, said.

He said the nurses, and the ANMF, strongly disagree.

Whilst not talking to the media, the nurses indicated they would not rule out further industrial action while the Council maintains its stand.

Anzac Day 2016

Monbulk shows its respect for Anzacs

By PETER DOUGLAS AS the Anzac Day march proceeded down the Monbulk main street, and towards the town’s RSL, thous-ands lined the streets to pay their respects.

The Monbulk service proved to be a heartening collaboration of local community groups, which included the local CFA, police, Country Women’s Association, traders, schools and the RSL. Among those present for the service were Yarra Ranges councillor Len Cox and federal Labor candidate Hovig Melkonian.

The service kicked off with a rendition of Aussie icon Jimmy Barnes’s

‘Working Class Man’ from the Monbulk Primary School.

Before her address, guest speaker Wendy Dennison from the CWA summed up the atmosphere.

“It makes you proud to live in Monbulk when you see all these faces,” she said.

Ms Dennison spoke from the heart, notably never having the chance to meet either of her grandfathers.

“One served in the army in World War I ... like many who served their country he returned to Australia and found life difficult,” she said.

“He died of illness related to his war service.

“The other served in World War II and died a prisoner of war, working on the Changi Railway in Burma.”

Ms Dennison’s father also served on HMAS Sydney during the Korean War, with her husband serving in the Vitenam War. She described them all as heroes.

“It must have been so hard for the mothers and wives of both the men and boys who went off to fight,” she said.

“To look after their children and tend to their homes, waiting and praying their loved ones would return home.

“All the same time, thousands of miles away, the servicemen would be

Mr Dennison went on to read a

poem, ‘Safe and well’, which was written by an unknown World War I soldier.

Proud tradition lives on

By RUSSELL BENNETT THE minute’s silence seemed to last the full length of Emerald’s hour-long Anzac Day dawn service on Monday morning.

Thousands - men, women, and children from all walks of life - began converging on Anzac Place alongside the RSL more than an hour before the dawn service even started at 5.30am.

Each of them played their own small part in what is certainly the town’s proudest tradition.

Together in silence, they stood as a lone piper marched towards the memorial playing Amazing Grace.

“I cannot see you, but I know you,” said Emerald RSL president Peter Maloney in a pointed address before the sun had come up.

The Vietnam veteran had refused to even step foot inside an RSL for more than 40 years following the treatment he and his comrades received on their return from battle.

But in recent years he has become his home town RSL’s proudest member.

The stunning transformation first came about as he watched the Anzac march through the heart of the town some years ago.

On Monday morning he spoke about the impact that Anzac Place and Anzac Walk had both made to the town 12 months after they were officially unveiled by the Governor-General, Sir Peter Cosgrove.

“It is now an enduring part of the Emerald landscape,” Mr Maloney said.

In his address, he spoke about the six qualities of the Anzac spirit - endurance, courage, ingenuity, good humour, larrikinism, and mateship.

But he also spoke about this year being the 50th anniversary of the Battle of Long Tan. Nearly 50,000 Australians served in Vietnam, with 520 losing their lives in active service.

“We remember those who’ve been victims - physically and mentally - of armed conflicts,” he said.

“We need to help the younger generations understand why they have the freedom they have today.

“The sun is setting on our heroes of the largest war, and now the responsibility rests on my generation.”

And it was those of a much younger generation - students of Emerald Secondary College and Emerald Primary School - who played one of the most important roles in the Emerald dawn service.

School principal Julie Doble said it was an amazing day.

“I’m a very proud principal and it showed great leadership in bringing this together,” she said.

“As a school, we’re very keen on

sharing history with our students for the future.”

Among the many activities included laying wreaths at the school’s Lone Pine memorial, which was then followed by a morning tea.

Meanwhile, Mr Battin spoke about teenagers’ involvement in Australia’s war history, which Ms Doble described as very powerful.

“It was a stunning way to remember our Anzac history, a fantastic initiative from our student leaders,” she said.

Sport ‘homeless’ no more

By PETER DOUGLAS THE issue of homeless sporting clubs has received a much-needed boost, after the announcement of welcome funds for Upwey High School.

Minister for Education and Member for Monbulk, James Merlino, on Tuesday, 19 May, announced the school would now be able to get started on the planning necessary to upgrade and modernise its school buildings.

The announcement also includes the creation of additional basketball courts and facilities, which will deliver a new home base for local clubs.

At present, this will include at least four local clubs - including the high-level Sherbrooke Suns - as well as the Sherbrooke Amateur Basketball Association.

School principal Tom Daly said the funds were not only a boost for the school, but the Dandenong Ranges region.

“We see it as a 30-year investment, which will hold the region in good stead,” he said.

“This is an investment in the future and helps numerous groups, not just one.”

In December last year, Mr Daly met with Mr Merlino to discuss the potential for a sporting hub at the site.

Mr Daly said in December it was a known issue that many Dandenong Ranges sports clubs were doing it tough.

“Many of the clubs don’t have a base, their office is out of a car ... they’re literally driving around with basketballs in car boots,” he said.

“Sometimes hosting tournaments is out of the question, too, because of the lack of facilities.”

“They travel to good facilities, but they are travelling here, there and everywhere,” he said.

Meanwhile, the Upwey High School is also set to benefit from the commitment.

This includes upgrading and modernising school buildings, a new

performing arts centre and home for the Dandenong Ranges Music Council, as well as relocating the school’s administration facilities.

Detailed planning work is the first step towards future upgrades.

Mr Merlino said the funding represented a fantastic opportunity.

“Upwey High School is a great school and I know it’s planning an even more exciting future,” he said.

“I look forward to seeing the

outcomes of the planning work, and working with parents and families, to ensure Upwey High School continues to go from strength to strength.

“This is a wonderful opportunity to support Upwey High students, local sports clubs and the Dandenong Ranges Music Council by creating a unique education, arts and sporting hub.”

Clock ticking on community hub

By PETER DOUGLAS CONSTRUCTION of the Hills Hub project is slated to start within months – but a final design has yet to be agreed on.

The Hills Hub redevelopment in Emerald has been in planning phase for more than one year but planning undertaken around the concept designs has stalled for some months.

Subsequently, community concern is becoming louder – with some residents fearful that funds secured for the project could be in jeopardy.

The development seeks to unite numerous community services under the one roof, including health and counselling services, an arts space and local tourism promotion.

The project has received funding of more than $5 million, sourced from Federal and local governments, as well as the Eastern Dandenong Ranges Group and the Dandenong Ranges

Community Bank Group.

In correspondence to the Mail, Cockatoo resident Colin Wales said it was time for the community to start asking questions.

“The community should ask why the Hills Hub project, with its potential for significant benefit to the community, has stalled,” he said.

“The answer, I am told, is that part of the site is under control of the Emerald Mechanics Institute Committee of Management, which is appointed by the State Government, and the balance owned by (Cardinia Shire) Council.

“The committee of management (COM) wants to continue controlling the design of the development, and determining the future management of the State-owned part of the site.

“Two separate controlling bodies and two future governance arrangements for one project is ridiculous - a recipe for chaos.

“It is time the interests of the com-

munity were put ahead of the narrow interests of COMs.” Mr Wales’s comments won support from local resident Ian Robins, who said a solution to the impasse must be found.

“The solution involves leadership two governance groups for one project is nonsensical,” Mr Robins said.

“The existing building no longer meets the current standards for disability access, fire protection or some building requirements.

“It is critical that the governance issue is resolved as a matter of priority.”

Meanwhile, Peter Marke, from the Dandenong Ranges Community Bank, agreed it was time for action.

“We’ve been very supportive of the concept of a hub facility in Emerald,” he said.

“It’s time to put aside differences for the betterment of the community and get the project moving.

“Unless something is done, this has the potential to jeopardise the funding arrangements secured.”

In reply, Cardinia Shire Council’s community strengthening team leader Tim Cooper reiterated much the same sentiment to his initial response back in February.

“The Hills Hub redevelopment has been in planning phase for more than 12 months with a wide range of community stakeholders making up the Hills Hub Advisory Group,” he said.

“At this point in time, the planning undertaken around the concept designs has stalled.

“The council has been in discussions with the Mechanics Hall Committee of Management and are encouraged by recent correspondence indicating support for wider community consultation on a range of concept designs.

“We have received confirmation ... from the Committee of Management

that the community feedback will determine the preferred model for the Hills Hub redevelopment.

“Council and the Hills Hub Advisory Committee believe that it is vital the community feedback is listened to.”

Mr Cooper said the promised funding was still secure.

“The Australian Government funding of $1.5 million is still secure as is the council’s $3.5 million commitment to the project and the Bendigo Bank funding of $250,000 through the Eastern Dandenong Ranges Project Group,” he said.

The Hills Hub is to be located at the Emerald Library and Mechanics Hall precinct.

The existing hall was to be renovated and a new building constructed in the space occupied by the local Men’s Shed and the University of the Third Age (U3A).

WOMEN Painting Women is set to impress art-lovers from the Yarra Ranges and beyond.

This is a major exhibition of portraiture in traditional oil painting and bronze sculpture.

It presents seven award-winning realist painters from Victoria, South Australia and NSW. Turning the tables on the under-representation of female artists in galleries and major awards, Women Painting Women foregrounds Australia’s best and brightest traditional painters and sculptors in an all-woman show where female subjects are centre stage.

Featuring well-known Australians, including Nobel Prize nominee Dr Catherine Hamlin, actors Kerri Armstrong and Jacqui Weaver, and self-portraits of the artists, the exhibition highlights the power and insight of women painting women.

Taking inspiration from similar exhibitions in the US, this is the first Australian instalment of the Women Painting Women phenomenon, which celebrates traditional realist painting and the talent of female artists.

The exhibition boasts an allstar suite of high-profile artists, including finalists in numerous portraiture prizes across Australia and the world, including the Archibald, Australian Art Excellence Award, Hannan National Portrait Prize and the Black Swan Portrait Prize.

The exhibition will be on show from Saturday, 30 April, to Sunday, 29 May. Entry is free.

Chestnut torch passed on THIS year’s Kalorama Chestnut Festival will be held on Sunday, 1 May, at the Kalorama Reserve.

A fund-raising event hosted by the Mt Dandenong Preschool, the Chestnut Festival has become a local institution and a much-loved family day out for not only the local community but visitors seeking a taste of autumn in the beautiful Dandenong Ranges.

Each year, a new generation of local kinder families takes the reins. They lovingly carry on Chestnut Festival traditions, while also introducing a hint of something new.

Senior pennant Hills no obstacle for athletes champs strike

By DENNIS FULLER EMERALD GOLF THE seniors’ pennant team headed down to Kingston Links to take on Mt Martha in the final.

The teams had both had a win over each other in the heats and Emerald had to give their opponents 35 shots. Graham White went down 7/6, Skipper, Graeme Fergus, lost 1 down.

Winners were Philip Crossley 6/5, Mike Litchfield 3/2 while Peter Clowes and Ken Hill went right down to the wire.

While a largish crowd watched, Ken Hill held his nerve to win 1 up and Peter Clowes capped off the victory by winning 2 up. This is the club’s first senior pennant win and they proved that winners are indeed grinners.

On Saturday, when Captain Dean Shannon (or Captain

Hook as he has become known) suggested a completely different format for the ambrose comp, there was a stirring of discontent from the crew.

The call for mutiny was heard but not taken seriously despite the fact that there had not been enough rain to even consider walking the plank.

The game involved all driving and then playing separate balls with a convoluted scoring system thereafter.

I say that it was good fun because the two blokes who partnered me combined beautifully to win the day with 103 points.

The team of Ben Balfour, Jeffrey Marsh and Dennis Fuller earnt and exercised bragging rights at full volume.

John Keys, Dave Aitken and Dean Shannon came in second with 95 points.

The ladies’ winners were Philipa Crossley, Gracie White and Aileen Ecclestone who

showed how that game could be played. On Wednesday, when the Optically Fractured Golfers hit the course it was a game of 3 man ambrose.

Mick Petrie, Sepp Krummenacher and Dennis Fuller dominated proceedings to win with a nett score of 55 from John Carvill, Geoff Whittaker, and Dave O’Donnell on 56 followed by Bob Kennedy, Ken Hill and Peter Clowes on 58.

Next Saturday, the annual Ex-Sevicemen’s Day is taking place with Ex-Sevicemen pitting their skills against each other to see who will be ‘The Big Shot’ on the day.

If any other people, who have served our country, would like to venture to the club on Saturday, 30 April, at 7.30am, there is a game to be had followed by a brilliant sausage sizzle with the snags being made by our very own Seppy Krummenacher.

Students steered straight

By KATH GANNAWAY VCAL students from Healesville High School had a few driving myths busted on Wednesday when they took part in the Motorvation Greenlight Youth Driver Education program.

They also learnt some home truths about their own personality in terms of learning to drive and aspects of driving behaviour and tactics that Motorvation training manager Jennie Hill said were not covered through the usual learner process.

More than 30 students participated in the program which was sponsored by the Healesville Community Bank Branch of Bendigo Bank and held at the Healesville Football Club Rooms.

The program includes discussion and information sessions with in-car driving and driving simulators.

Ms Hill said while the 120 hours of compulsory driving training is a huge amount, it doesn’t touch on driver behaviour and attitude.

“We’re here to give you this information,” she said.

“Literally, every single thing we say to you today could save your life.”

She said it was about the ‘sheer terror’ moments.

“Most driving is pretty boring, routine stuff, but everyone has a few of those one-per-cent sheer-terror moments in their (driving) lives and it’s about how you handle those moments.”

She told the students that the most likely way anyone will die up until they are 34 years of age is in a car crash and that the Yarra Valley was the worst area in the state for young driver deaths after Bendigo.

A survey to establish whether the students fit a dominant or demure profile as drivers, was revealing - perhaps most of all to them.

Ms Hill spoke of the relationship between trainer (usually a parent) and learner and said the problems usually start when you have a different psychological match up of dominant and

Healesville High School principal George Perini said the Motorvation program had been a great opportunity for the students to understand that road safety is more than just driving a car.

“It’s about those one-percenters that can be the difference between life and death,” he said.

“The feedback from the students has been really positive.

“They saw it as worthwhile and few in particular saw the absolute relevance to where they are in their lives and how this will be useful to them.”

“The school was thrilled for our students to be able to participant in the program with the support of the Bendigo Bank,” he said.

Healesville Football/Netball Club president Felix Fraraccio spoke of the impact of the loss of young people in the community and told the students it

demure - whichever way it goes.

There were some candid admissions from the students around their driving experience and experience with other drivers, and a number raised their hands when asked if they had lost a friend or family member in a car crash.

Some of the myths busted were around tyres, cross-arm steering and how to handle a skid.

“You can have traction control, ABS steering, but if don’t have decent rubber on your car, they are useless,” Ms Hill said.

“Unfortunately most people don’t regard tyres as very important.”

“Who has been told if you cross your arms in licence test you will fail?” she asked.

“Well, it’s absolute rubbish,” she said and went on to explain why.

One of the biggest myths is around what to do in a skid.

He said the club was pleased to be able to assist the Healesville Community Bank, to bring such a potentially life-saving program to local young people.

Healesville Community Bank chairman Bruce Argyle said being able to deliver the Motorvation program to virtually the entire VCAL class was enormously rewarding.

The program is one of Bendigo Bank’s major youth initiatives through their Lead-On youth initiatives, made possible through CGU Insurance.

“This is a great example of what community can do when it works together and as a community bank it is a great example of what can be achieved through the support of our customers.

“Most importantly, if at some time in the future, a single life of one of these young people is saved by what they have heard or experienced today, it will be a high-return dividend to the whole community.”

Great Train Race NOTICE TO LOCAL RESIDENTS PUFFING BILLY’S GREAT TRAIN RACE THIS SUNDAY MAY 1, 2016 A large number of traffic management personnel will once again join forces with local community groups and Puffing Billy volunteers to minimise disruption to local residents and businesses during the 35th Puffing Billy Great Train Race on Sunday May 1, 2016.

The Great Train Race is Puffing Billy’s major annual fundraiser, with all proceeds going towards the Puffing Billy Menzies Creek Museum Redevelopment project. Now in its 35th year, the Great Train Race will attract 3,500 athletes along with their friends and family to the Dandenong Ranges. Local residents and businesses can expect an influx in traffic throughout the region, particularly between 7am-1pm on race day.

Variable message signs will be placed along the race route, which winds 13.5km from the start line in Belgrave to the finish at Emerald Lake Park.

Informative fliers have been distributed to local residents and businesses detailing temporary road closures and possible traffic delays which may be encountered on the morning of the Great Train Race.
