01 Masterplan Design Basis
Masterplan Design Statement
This Masterplan document builds on and extends the Strategic Framework produced by Hayball for St. Aloysius College in December 2020, which should be reviewed in conjunction. The Strategic Framework identified opportunities for the school to develop its campus to meet the needs created by projected increased, co-educational enrolment. Further consultation through September 2022 with school administration, staff and Board members has informed this Masterplan, establishing goals, recognising opportunities and understanding constraints on future development.
As St. Aloysius College enters a period of exciting growth and change, this Masterplan will be a guiding document to provide inspiring, innovative, functional spaces for learning and personal development for students. It will assist the College in making the best use of existing facilities that work seamlessly with new developments on both of the school’s North Melbourne sites on Curran St. and Boundary Rd.
This Masterplan addresses the proposed increase in coeducational population to 1,000 students (more than doubling the current enrolments). This is accomplished across several stages of work.
• Stage 1: (Complete 2027) New VCE and Design Tech Centre on the Boundary Rd. site (Years 11/12 and Specialist learning)
• Stage 2: (Estimated Complete 2030) New STEAM Centre building on the 31 Curran St. site (Year 10 and Specialist Learning) and basement carpark
• Future Staged Works comprising refurbishment of existing buildings for best use, including Years 7-9 learning accommodated in existing B & C Block, and relocation of Administration to the Convent building
• General upgrades to services, accessibility and outdoor landscape to support projected student numbers
• Provision of carparking to meet Melbourne City Council requirements, with new basement parking associated with Stages 1 & 2, supplemented by small areas of surface parking on the main campus
Whilst the Masterplan has been developed within the constraints of the existing properties, the College would seek permission as part of the Masterplanning process to look at new site opportunities as they may arise, to enhance offerings in areas such as in sports and drama. Specifically, properties around the Curran St campus, such as 48 Brougham St (the house between the campus and College owned property at 46 Brougham St) and the community housing between Melrose St and Boundary Rd, bounded by Sutton and Alfred Streets, would be priorities for acquisition.
Specialist Consultation
This Masterplan was developed with targeted specialist advice, and the gathered intelligence of these specialist consultants is found in the Appendices portion of this document. In summary:
• Heritage: The proposed demolition of D Block was investigated through the lens of the existing Heritage overlay, and a submission to a current Heritage Amendment Review has been made by the school to safeguard the aspirations of the Masterplan and allow targeted demolition to achieve required open space for students, provide required carparking and quality spaces for learning and community
• Services and Civil Engineering: assessment of existing infrastructure and upgrades required to bring the Masterplan to completion
• Traffic Engineering: assessment of Car and Bicycle Parking Requirements in line with Council and Transport Zone requirements
• Quantity Surveying: Masterplan Costing including proposed building works and Services Opinions of Probable Cost
Enrolment and Growth Projections
Current enrolment in 2022 is 408 students. Due to population growth in the inner urban region and significant demographic change in the district, St Aloysius College is anticipating a doubling of student numbers by 2028. As part of the 2020 Strategic Framework, and carrying forward ino this current Masterplan, the school brief requires design for an increase in population to a maximum of 1000 students This figure sits as a median estimate between the school, Mercy Education and CEM predicted growth and enrolment.

From 2023 St Aloysius College has committed, with the backing and support of Mercy Education Limited and the Institute of Sisters of Mercy Australia and Papua New Guinea, to becoming a co-education provider supporting the education of both Girls and Boys as the community in the North Melbourne environment continues to grow at a rapid rate.
To achieve this goal the College has identified a need for significant investment in providing fac ilities to accommodate for a Co-Educational setting

The quality of a school building depends on known design criteria and professional knowledge and as such, at St Aloysius College we aim that our classrooms reflect and support new ways of sharing and collaborating and are places where digital literacy flourishes. They are centres of industry, both challenging and stimulating, with real time access and deployment of global information resources, encouraging the broadening of knowledg e, thinking, communication and collaboration.
