FMA Member Salute The Fort Meade Alliance is honored to welcome the 85th commander of Fort George G. Meade, Col. Tom Rickard. Col. Rickard assumed the role of Fort Meade’s Garrison Commander in August 2016, replacing Col. Brian Foley. Col. Rickard began his career in 1990 as an infantry officer through the Reserve Officers’ Training Corp. He has been stationed in various places in the United States and throughout the world including Korea, Iraq and Germany. Last year, he returned from an Afghanistan deployment where he served the Resolute Support Mission as the Director of Information Operations.

President’s Letter At the Fort Meade Alliance, it’s all about the mission…and generating impact. We are dedicated to fulfilling a mission to support the work and people of Fort George G. Meade, and help Fort Meade drive economic growth in Maryland. Our efforts on behalf of that mission generate real impact for federal contractors and companies in myriad other sectors, for federal and defense agencies, for service members and their families, and for school children, college students and workers in Maryland. We believe our initiatives and programs – including our top-notch events — help member companies and organizations make strategic connections, learn about contracting opportunities and develop best practices. This year we were extremely fortunate to have some of the top leaders in the state and throughout the government contracting environment provide their knowledge and experience to our membership. We were inundated with valuable information and insight at our Industry Outlook Breakfast featuring Doreen Harwood from Leidos; Linnie Haynesworth of Northrop Grumman and Stephanie Hill from Lockheed Martin. Our Conversation with Gen (Ret) Keith Alexander and U.S. Sen. Chris Van Hollen breakfast discussed measures to strengthen U.S. cyber defenses. Our Industry Day did not disappoint with keynote speaker Matt Olsen, formerly of the National Counterterrorism Center and a panel consisting of Tony Davis from USCYBERCOM, Diane Dunshee of NSA and Douglas Packard of DISA. They all discussed how collaboration and innovation by private sector is the key to fighting leading national security threats. In partnership with the National Security Agency’s Office of Small Business Programs, we hosted Business in a Minute, an annual session of business speed dating that enabled companies to meet one-on-one with senior contracting officials from Fort Meade and prime contractors on post. We are very proud of the caliber of events that we provided this year. We thank you for helping us raise the bar and playing such an important role in helping us fulfill our mission.

Year in Review July 1, 2016 FMA members unanimously voted to elect to the board Spencer Wilcox of Exelon Corp., Steve Zotti of Ciena Government Solutions and FMA Immediate Past President Deon Viergutz of Lockheed Martin. Viergutz was also elected to serve on the FMA Executive Committee. FMA, partnering with the Community College of Baltimore County, Georgetown University and California-based Growth Sector kicked off STEM Core, a program to prepare community college students for STEM-related jobs in the region.

August 19, 2016 The Baltimore Orioles presented the FMA Foundation with a check for $14,000 to support the Foundation’s resiliency and education efforts for service personnel, their families and civilians at Fort George G. Meade.

September 1, 2016 FMA introduced the new partner program with Mission, 5 Star and Patriot Partners — giving members added benefits with exclusive marketing opportunities at events, on the website, in publications and on email communications, as well as receive complimentary tickets to many events throughout the year.

September 22, 2016 The FMA hosted a Members Only Cocktail Reception at the Prime Rib at Maryland Casino Live to show appreciation for its strong membership’s continued support of the organization.

October 1, 2016 The FMA elected Will Metts of Northrop Grumman Mission Systems and Catherine M. Ward of Corporate Office Properties Trust (COPT) to the board.

October 14, 2016 More than 120 ninth grade students participated in handson STEM-related demonstrations during Tech Mania at the Community College of Baltimore County - Catonsville. Representatives from Leidos and Lockheed Martin Corp., in addition to CCBC staff from various departments, provided students with insights to spark their curiosity and encourage their interest in pursuing careers in science, technology, engineering and math (STEM).

At Tech Mania, students flew aircraft using CCBC’s aviation equipment.

October 25, 2016 The FMA hosted its Industry Outlook Breakfast featuring an influential panel of industry leaders: Doreen Harwood Senior Vice President, Intelligence and Homeland Security, Cyber & SIGINT Solutions at Leidos, Linnie Haynesworth, Sector Vice President and General Manager, Cyber and Intelligence Mission Solutions at Northrop Grumman Corp.; Stephanie Hill, Vice President & General Manager of Cyber, Ships & Advanced Technologies (CSAT) line of business for Rotary and Mission Systems of Lockheed Martin. The panel shared their thoughts about the Global/U.S. cyber market and how that activity is shaping their strategies and partnerships with federal, state and local government, suppliers and academia. The panel was moderated by Allen Scott, Business Development Manager of Columbia Technology Partners and Host of Ready to Prime on Federal News Radio 1500AM.

October 26, 2016 More than 500 attendees including elementary and middle school students and their parents participated in hands-on demonstrations during the annual STEM Family Night. During the event, students created electricity, operated robots, constructed small scale bridges, used 3D headsets to experience a virtual reality and cracked coded messages.

November 10, 2016 The Fort Meade Alliance Rising Stars and the Young AFCEANs joined together at Black Flag Brewing Co. for an exclusive event to network and meet new colleagues within the two groups.

December 15, 2016 More than 150 attendees celebrated the Fort Meade Alliance’s 2016 accomplishments and looked ahead to initiatives being planned for 2017 during the FMA’s President’s Reception. Attendees donated to the annual toy drive to benefit the USO’s Project Elf.

November 21, 2016 FMA created the Growing the Military Child pamphlet as part of the Department of Defense Education Activity Tapestry Grant to help teachers better understand and support children of military families.

February 1, 2017 The FMA hosted a Conversation with U.S. Senator Chris Van Hollen & GEN (Ret) Keith Alexander as they discussed the current state of cyber and the economy, and what it means for the region, the nation and the globe. America could improve its cyber defenses by “orders of magnitude” if government, critical industries, private companies and cyber innovators could develop a robust framework for working closely together. However, America’s vast infrastructure and incomplete cyber defenses leaves us with vulnerabilities, he added. To properly defend the country, America also needs to develop a much larger cyber workforce. The National Initiative for Cybersecurity Education reported that the number of open cybersecurity jobs in the U.S. reached 250,000 in 2016. That included 17,000 open jobs in Maryland, said Steven Tiller, President of the Fort Meade Alliance and the morning’s moderator. In addition to supporting education, the federal government needs to implement more effective measures to reduce the processing times for security clearances.

February 3 & 15, 2017 The FMA and other Fort Meade Community Covenant partners participated in briefings to the Anne Arundel County and Howard County state delegations on the importance of Fort Meade as an asset to the region.

March 9, 2017 The FMA hosted a board dinner with Lt. Governor Boyd K. Rutherford, Maryland of Commerce Secretary Mike Gill, Garrison Commander Col. Tom Rickard and CSM Brian E. Cullen.

March 29, 2017 The FMA’s 5th Annual Industry Day, presented by the Meade Business Connect, kicked off with Keynote Speaker Matt Olsen, Co-founder, IronNet Cybersecurity and Former Director, National Counterterrorism Center. In less than a decade, cyber has evolved from an issue that didn’t warrant inclusion in threat assessment briefings to the leading threat to U.S. national security, Olsen told the sold-out crowd. Addressing that threat will require heightened defenses, new federal policy, a cadre of experts and robust innovation from the private sector. Government needs to foster extraordinary collaboration on cyber efforts with the private sector which runs most of America’s critical infrastructure. FMA Industry Day featured a panel discussion with three individuals who are deeply involved with contracting that expertise: Tony Davis, USCYBERCOM Acting Command Acquisition Executive; Diane Dunshee, NSA Deputy Director of Business Management & Acquisition and Deputy Senior Acquisition Executive; and Douglas Packard, DISA Director of Procurement Directorate & Chief of Defense Information Technology Contracting Organization. Panelists, moderated by FMA Board Member, MBC Chair Bill Dunahoo, President of Praxis Engineering, discussed a range of federal initiatives that are impacting federal contracting for cyber services.

April 27, 2017 The Fort Meade Alliance Foundation hosted its annual fundraising event the Backyard BBQ at Ten Oaks Ballroom. The night, full of casino games, live music, corn hole, silent auction and door prizes, raised $18,000 for the Foundation’s resiliency and education efforts.

The Fort Meade Alliance and NSA Office of Small Business Programs co-hosted Business in a Minute, an unclassified, one-day event that provides small business representatives face-to-face meetings with NSA government and prime contractor hosts.

June 15, 2017 The Fort Meade Alliance held its Annual Meeting at the Sheraton Columbia Town Center Hotel and thanked outgoing Board members Larry Linder, Matt Norris, Elizabeth RendónSherman and Joe Samek.

June 15, 2017 The Fort Meade Alliance Foundation awarded its sixth annual Kenneth O. McCreedy Scholarship to a Meade High School senior who plans to pursue a STEM-related degree.

FMA Foundation Milestones, Discoveries and New Horizons With a clear mission and sharpened skills, the Fort Meade Alliance Foundation hit new fundraising milestones in Fiscal 2017 and found new opportunities to further expand our constituency and our services to the Fort Meade community. Over the course of the year, the Foundation raised $182,000. Thank you to the multitude of individuals and organizations who contributed to that achievement. A special thanks to the State of Maryland, the Baltimore Orioles, Praxis Engineering, The Whiting-Turner Contracting Company, and the members of the FMA and FMA Foundation boards for their generous support. The raised funds enabled the Foundation to support the education of military children and students across the Fort Meade Region by financing Tech Mania and STEM Family Night to bolster students’ interest in science, technology, engineering and math. For the sixth straight year, they also enabled us to award the Kenneth O. McCreedy Scholarship to a Meade High School student who plans to pursue higher education linguistics or STEM fields. More than 95 percent of the funds raised this year helped us greatly advance our joint effort with the U.S. Army and the Fort George G. Meade Garrison to expand resiliency services on-post. Through the Foundation’s Ready, Strong and Connected campaign, we are raising $3.6 million needed to fully renovate Fort Meade’s Kuhn Hall and transform it into a Resiliency and Education Center. The campaign has already raised $600,000. The Baltimore Orioles raised $14,000 from their online jersey auction, bringing the total funds donated to the FMA Foundation by the major league team to more than $86,000 over the last several years.

The Backyard BBQ raised $18,000 for the Foundation’s resiliency and education efforts.

Designed to serve 160,000 people on post, the center will host education courses by several colleges and universities, and provide information, programs and services on all five areas of resiliency (physical, emotional, social, family and spiritual). Over the past year, we partnered with community leaders to hone our capital campaign, produced the Ready, Strong and Connected brochure, formed a capital campaign committee and made major advances towards our fundraising goal. We expect to begin construction in early 2018 and complete the center before year’s end. In the course of that work, the FMA Foundation discovered new constituencies and new opportunities. Through our outreach to elected officials, community leaders, other foundations and companies who are not FMA members, we discovered people and organizations who believe in our mission and are eager to support it. This new community of partners which continues to grow, is opening up new opportunities for the FMA Foundation to expand our reach and deliver more benefits to the Fort Meade Region. Milestones • Volunteers with the FMA Foundation conduct interviews with 30 leaders in the Fort Meade Region, including over 30 leaders of area companies and charitable foundations, and elected officials at local, state and federal levels. Those interviews helped the Foundation to hone the Ready, Strong and Connected campaign message. They also fostered new relationships with community leaders who wish to support the Foundation’s mission.

• Select volunteers from the Fort Meade Alliance form the Ready, Strong and Connected Campaign Committee to spearhead the overall strategy, outreach and fundraising objectives. • Submitted funding request to the state of Maryland (House Bill 637 and Senate Bill 1117) for $1 million over two years. $500,000 in funding was approved during the 2017 General Assembly. • Submitted a $1 million funding request over two years from the Anne Arundel County Video Lottery Facility Local Development Council. The request was approved by the council and put forth to County Executive Steve Schuh for his approval and inclusion his annual budget. • The sold-out 2017 Backyard BBQ attracts record numbers of sponsors and attendees, raising $18,000 in proceeds for the FMA Foundation. • The FMA Foundation partners with Fort Meade’s Community Covenant Council and Centennial Planning Committee to help facilitate the 100th anniversary celebrations at Fort George G. Meade in 2017. • The FMA Foundation releases a Request for Proposal for the design of the facility and commits the first funds for the renovation. • The FMA Foundation secures significant in-kind donations which benefit the Ready, Strong and Connected campaign by lowering costs of the effort. Finance & Member Report The Fort Meade Alliance completed one of its strongest years financially due to an increase in grants and membership dues. FMA was once again awarded a grant by the Maryland Department of Commerce for the operation of organization. In addition, the FMA was awarded grants from Anne Arundel County Public Schools and Anne Arundel Workforce Development Corporation. FMA has stepped up its funding and efforts to support the military family, veterans in transition and increase the STEM pipeline for our partners and regional employers. FMA also introduced the new partner program for Mission, 5 Star and Patriot Partners — giving members added benefits with exclusive marketing opportunities at events, on the website, in publications and on email communications, as well as receive complimentary tickets to many events throughout the year.

The Fort Meade Alliance is a 501(c)4 non-profit independent community membership organization created to promote Fort George G. Meade, its more than 115 agencies and organizations and the surrounding area as an economic asset, support the well being of the region with programs that support FGGM priorities, and serve as a resource to help make connections that make a difference. The Fort Meade Alliance is supported by membership dues and through a grant from the Maryland Department of Commerce. The Fort Meade Alliance Foundation is a 501(c)3 non-profit organization that provides scholarships, grants, sponsorships and gifts to organizations, service personnel and their families, members and community organizations to address needs across the Fort Meade region.
